This paper examines the organizational challenge of e-commerce for emerging retail transnational corporations (TNCs). The paper begins by scoping and conceptualizing the retail TNCs and in the process, draws attention to the high level of territorial embeddedness of these firms. This provides the framework for the remainder of the paper, where the organizational challenge of a ‘multi-channel’ paradigm (blending online and offline forms of retail distribution) is evaluated. Specifically, the paper argues that place, space and embeddedness continue to matter in the ‘new e-conomy’ of multi-channel distribution. 相似文献

The spatial shopping behaviour of the urban elderly has received increasing attention from researchers in a variety of disciplines including geography, marketing, city planning, and social gerontology. Relevant literature from these diverse sources is reviewed within an organizational framework based on two ‘behavioural’ approaches to retail geography: ‘empirical-behavioural’ and ‘cognitive-behavioural’. Overall, the research findings suggest that the elderly represent a distinctive consumer segment with special problems and needs. In particular, many older shoppers are subject to a wide variety of mobility constraints which ultimately restrict their access to shopping opportunities. However, some work has discovered important differences in the spatial behaviours of subgroups of elderly consumers defined on the basis of such characteristics as health, age, household composition, marital status, income level, and residential location. It is suggested that further research needs to explore more fully how these characteristics may impose variable personal and environmental constraints upon the shopping activities of the urban elderly. 相似文献

This article introduces the conceptual notion of Emigrant Infrastructure to further debates on diaspora strategies, extraterritorial belonging, and citizenship. Diasporic strategies are altering the possibilities for transnational citizenship and redefining belonging through the introduction of emigrant documentary schemes aimed at formalizing relationships with the diasporic subject. Using India as a case study, this article examines the historical development of the Overseas Citizen of India and Overseas Indian Card, state technologies that transformed emigrants from unwanted others into desired diasporic subjects. Outlining historical spatio-temporal junctures of the legal, policy, and bureaucratic engagements between the Government of India and emigrants reveals a deep Emigrant Infrastructure erected through three phases: active, reactive and hyperactive (linked to the colonial, post-colonial, and post-liberal Indian state). Tracing emigrant—government engagements, the article reveals how India actively constructed itself as a homeland with a diaspora. Understanding the formalization of a diasporic subject de-naturalizes the spatial assumptions linking nation, state, territory, citizenship, and people. Emigrant Infrastructure understood through diasporic subjectivity and identification cards reveals the spatiality of diaspora strategies and a changing relationship between the reterritorializing nation and the deterritorializing state. 相似文献

This paper argues that human vulnerability to flood hazards in urban slums in developing countries is greatly affected by the positioning and activities of their city governments. As a result, the paper explores the central role of city authorities in the production of flood vulnerability in selected informal settlements in Accra, Ghana. Using a case study research design, the study draws on multiple qualitative methods to gather evidence including: document review, focus group discussions, flood victims’ interviews, institutional consultation and field observation. The paper reveals two main positions of state and city authorities in Accra’s perennial floods: first, being present and complicit in informal urbanization through their involvement in the politics of land management in flood prone zones; and second, being absent through their inaction in informal growth in flood-risk areas. To each of these positions of the urban state, there are emerging responses from residents and other non-state actors operating within and outside these informal communities. The paper proposes a re-examination of the current structure and processes of urban governance, state-community engagements and urban citizenship in informal communities. 相似文献

Column leaching experiments were used to determine the effects of an iron-rich hardpan layer, on the rate of tailings oxidation and the composition of leachate waters, from the Renison Bell tailings dams in western Tasmania, Australia. One-meter-long PVC columns, filled with tailings, cover material (Cassiterite Flotation Tailings) and hardpan samples from the tailings dams, were leached over a period of 14 weeks. Under dry cover conditions, when hardpan was present, the solute loads peaked at 21–49 days (Fe at 2,294 ppm and SO 4 2- at 4,700 ppm), and stabilised at much lower concentrations after 9 weeks. In contrast, the solute loads steadily increased over time in the column where hardpan was absent (SO 4 2- from 1,800 to 3,100 ppm, and Fe from 407 to 1,692 ppm). Under saturated cover conditions, the solute concentrations in the leachate also increased with time (SO 4 2-from 1,900 to 17,000 ppm, and Fe from 480 to 8,500 ppm). The presence of a hardpan layer between the reactive tailings and cover material has been found to improve leachate water chemistry and lessen the rate of sulphide oxidation. 相似文献

This paper queries the relevance of the ‘splintering urbanism’ thesis to postcolonial cities of the South, and responds to calls for the production of a decentered theory of urbanization through a case study of Jakarta. Drawing on archival and interview data, the paper demonstrates that Jakarta has, since its inception, been characterized by a high degree of differentiation of access to water supply, and of fragmentation of water supply networks. We document the origins of this fragmentation in the colonial era, and trace the legacy of the colonial constructions within the postcolonial city. Moreover, we demonstrate that the introduction of private sector management (in 1988) has not significantly disrupted, and certainly not caused, this pattern. In short, we provide evidence to support our claim that Jakarta’s water supply system is ‘splintered’ rather than ‘splintering’, and demonstrate that this phenomenon was not caused by the rise (or fall) of the ‘modern infrastructural ideal’. In order to explain this sustained fragmentation of infrastructure and access, the paper develops a conceptual framework of postcolonial governmentality that emphasizes the interrelationship between materiality, governmentality, identity, and urbanization, in particular through demonstrating how contested and evolving process of social differentiation are linked to the differentiation of water supply infrastructures and of urban spaces. Although we are wary of any simplistic comparisons between the colonial past and present, we argue that the optic of postcolonial governmentality provides a powerful lens for dissecting the power relations that continue to structure access to water supply and urban space in cities in the South. 相似文献

The article discusses the effects of changing the parking situation in the surrounding of shopping centres on consumers store
choice behaviour. To get insight into these effects a hierarchical logit model of parking lot and store choice behaviour is
estimated and validated. The research is based on before-and-after data of supermarket visitors collected in a major regional
shopping centre in a suburban area in The Netherlands.
The model is estimated using the before data. At the level of the supermarkets the estimated hierarchical logit model performs
very well. The model is less accurate at the level of parking lots but still performs satisfactory. Significant attributes
are a constant representing the characteristics of the supermarket, the distance between supermarket and parking lot, the
number of parking spaces per parking lot, the location of the parking lot vis-à-vis the origin of the consumer, and the availability
of supermarket trolley facilities at the parking lot. Validating the model by reproducing the after data yields less satisfactory
results. Especially the model does not perform very well on predicting parking lot choice.

This paper engages with emergent conceptualizations of political–industrial ecology to understand the politics surrounding how the volume, composition, and material throughput of stormwater in Los Angeles is calculated and applied by experts. The intent is to examine the unfolding relationship between the volume and material flow of stormwater, and the social, political, and technical practices involved in identifying stormwater as a new and underutilized water resource. Specifically, it seeks to understand how the active processes of calculating the metabolic inflows and outflows of stormwater in Los Angeles serve as a way for the city to render value and meaning to the flows of stormwater. I suggest that the ways urban metabolisms are calculated reflect a volumetric approach to environmental governance that serves to achieve certain political goals. I refer to this type of governance as volume control—a way of organizing technopolitical interventions around overcoming problems related to the volume of resources flowing and circulating into, through, and out of cities and industrial systems. I argue that understanding this form of governance relies on taking a political–industrial ecology approach that accounts for both the social and material dimensions of resource flows. While the categories and motivations of stormwater governance remain contested over time and space, it is shown that stormwater in Los Angeles needs to be understood in relation to the ecological systems and scientific, political, and cultural practices designed to make it into a resource and align with existing patterns of growth and development. 相似文献

We have systematized the effects associated with climate change on urban spaces in Chile reported between 2000 and 2012. The method was based on a review of scientific articles in three databases (Scopus, Web of Knowledge and Scielo) using 32 keywords. Only 14 research papers were found related to climate change in urban spaces, most of which were case studies focused on the capital, Santiago. The main effects on urban spaces were found in four areas: (1) increase in temperature (heat islands, heat waves), (2) health problems in vulnerable populations (cardiac complications, heat stroke, and respiratory diseases), (3) increased demand for water, and (4) damage to the urban infrastructure with resulting risk to the population. In these circumstances the following measures are needed: (1) effective incorporation of the potential impacts of climate change into territorial planning instruments, (2) increased green areas to mitigate the impact of heat waves, (3) limiting of housing or public services in areas at risk, (4) encouraging the design of adaptation plans by involving the vulnerable population, and (5) implementing water conservation measures. We conclude that climate change is causing effects in urban areas that should be considered in the design and expansion of cities. 相似文献

This paper focuses on the extent to which recent infrastructure-oriented urban developments in Stockholm concord with various aspects of the ‘splintering urbanism’ thesis of Graham and Marvin. This contextualisation allows us to extend their work empirically and conceptually. In the first instance, we study a particular case of the decline of a unitary networked city (in an urban context largely absent from their book). In the second instance, we develop their notion of ‘unbundling’ to capture not just core changes in the organisation of infrastructure provision, but an overarching disjunction of the established nexus between networks, planning and social welfare in the city. This disjunction operates through interlinked transformations concerning, for example, privatisation and outsourcing in network services, separation of infrastructure planning from broader urban planning, contradictions between the environmental and social mandates of infrastructure, and a (prospective) curtailment of the redistributive, social role of essential network service provision. We conclude nonetheless that this ‘destructive’ moment of unbundling has not so far been pursued by more explicitly ‘creative’ urban fragmentation strategies, due largely to the vestiges of a socio-political consensus based around redistribution and equality. In this respect, the Stockholm case pleads for a conception of ‘splintering’ as a dynamic and multi-stage process which is not only always ongoing, unstable and incomplete, but also non-linear and open to resistance/regulation. 相似文献

The aim of this paper is to explore the relationship between legalization of land tenure and people's capacity to compete for and sustain their stake in the urban land market. Two aspects of land regularization are taken into account: the benefits of land regularization (as collateral for investments); and the perverse aspects of disputes over improved land (due to increased scarcity of illegal, but affordable housing land). Most research on illegal urban land has systematically investigated how to legalize illegal settlements to improve the effectiveness of service provision, whilst attracting public investments. But, few understand the underlying factors motivating people to improve and consolidate their houses where no legal tenure exists. The absence of substantial understanding about people's perceptions of their tenure security has encouraged most research to conclude that improving tenure security leads to higher levels of housing consolidation. What this paper shows is that the relationship between people's perceptions of land tenure security and housing consolidation is much more malleable and complex than conventionally assumed. The subtle difference between tenure of the land and tenure of the house indicates that people are willing to invest in their housing conditions almost irrespectively of their land tenure situation. This finding challenges the orthodox views of the property rights school of thought. In addition, this paper contends that what legalization is really doing is to reduce the available land stock for the poorest families, because legalization decreases the amount of illegal land (illegal land is undesirable, but affordable for the poor). The influence of reduction in emissions on the inherent temporal characteristics of PM2.5 and NO2 concentration time series in six urban cities of India is assessed by computing the Hurst exponent using Detrended Fluctuation Analysis (DFA) during the lockdown period (March 24–April 20, 2020) and the corresponding period during the previous two years (i.e., 2018 and 2019). The analysis suggests the anticipated impact of confinement on the PM2.5 and NO2 concentration in urban cities, causing low concentrations. It is observed that the original PM2.5 and NO2 concentration time series is persistent but filtering the time series by fitting the autoregressive process of order 1 on the actual time series and subtracting it changes the persistence property significantly. It indicates the presence of linear correlations in the PM2.5 and NO2 concentrations. Hurst exponent of the PM2.5 and NO2 concentration during the lockdown period and previous two years shows that the inherent temporal characteristics of the short-term air pollutant concentrations (APCs) time series do not change even after withholding the emissions. The meteorological variations also do not change over the three time periods. The finding helps in developing the prediction models for future policy decisions to improve urban air quality across cities. 相似文献

This article presents a case study of the World Bank’s relationship with South Africa to argue that the Bank uses its knowledge brokering role as a device to facilitate the development of a lending relationship with countries that may initially be reluctant to enter into this kind of engagement. This article reviews the World Bank’s 10-year effort to develop a lending relationship with South Africa. The Bank inserted itself into the country in the early 1990s at the outset of its democratic transformation. Throughout the decade, South Africa acceded to the Bank’s policy interventions through technical assistance rather than through a concerted lending programme. In doing so, South Africa internalized the Bank’s market-driven political economy framework underlying its technical assistance programme. The country’s application of the Bank’s knowledge has had questionable outcomes for its development agenda. While the Bank’s ‘expert’ interventions may have offered valuable technical insights, it neglected the politics of distribution that are embedded in a more localized knowledge formation process. The result has led to the instrumentalization of local governance and undermined the engagement of civil society actors in the construction of a democratic state at the local level. 相似文献

The ionic and isotopic compositions (δD, δ18O, and 3H) of urban groundwaters have been monitored in Seoul to examine the water quality in relation to land-use. High tritium contents
(6.1–12.0 TU) and the absence of spatial/seasonal change of O–H isotope data indicate that groundwaters are well mixed within
aquifers with recently recharged waters of high contamination susceptibility. Statistical analyses show a spatial variation
of major ions in relation to land-use type. The major ion concentrations tend to increase with anthropogenic contamination,
due to the local pollutants recharge. The TDS concentration appears to be a useful contamination indicator, as it generally
increases by the order of forested green zone (average 151 mg/l), agricultural area, residential area, traffic area, and industrialized
area (average 585 mg/l). With the increased anthropogenic contamination, the groundwater chemistry changes from a Ca–HCO3 type toward a Ca–Cl(+NO3) type. The source and behavior of major ions are discussed and the hydrochemical backgrounds are proposed as the basis of

While the concept of urban agriculture investigates the way in which disused land within the consolidated city is returned to its citizens through a variety of farming practices, many pockets of rural land in peri-urban areas continue to be contested by institutions and communities – including informal farmers, formal farmers, municipal planners, metropolitan agencies, and investors – with contrasting interests. To date however, little scholarly attention has been paid to informal practices within the degraded areas of urban fringes and, more specifically, to the link between the expansion of peri-urban agriculture and the civic appropriation and negotiation of space in neglected peripheral areas. In this paper, we ask how a metropolitan sustainability fix is produced and contested both materially and discursively. We also explore how local residents involved in peri-urban agriculture claim the use of land for agricultural practices and in turn attempt to influence the urban agenda of the neoliberal city. Inquiring how competing visions of nature act as obstacles in this negotiation process, our analysis of the peri-urban Baix Llobregat Agricultural Park in Barcelona reveals that the imposition of official visions about how needs for food and agriculture should be fulfilled, which landscapes are esthetically acceptable, what nature is, and how land should be controlled and developed indicate why apparently “marginal” and informal urban agriculture in the periphery has come to be subordinated to the planning of the neoliberal city and of a metropolitan sustainability fix – a partial sustainability fix that is however progressively being questioned and renegotiated. 相似文献

Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation. 相似文献

M. King Hubbert’s 1956 prediction of a ‘peak’ in US oil production has spurred a durable and divisive debate on the exhaustion of the petroleum resource. Pitting physical against economic explanations of resource scarcity, the peak oil debate has seemingly sunk into the well-worn grooves of a long history of scarcity debates. Yet, as this paper argues, this ‘stale dichotomy’ can partly be attributed to a severance from the contexts and ideas that informed Hubbert’s mathematical calculations. Specifically, this paper examines the broader influences on the peak oil model: Hubbert’s career in the newly formed field of geophysics; his personal concern with the relationship between energy and population growth; and his ties to Technocracy, Inc., a social movement originating in the US that aimed to replace political and business control with a group of specialist engineers and technicians. The paper further emphasizes the importance of institutional and political interests to the arguments launched against Hubbert, and in motivating change in this opposition over time. Last, it makes the case that the contemporary de-contextualization of Hubbert’s model has contributed towards a narrow focus of discussions within the oil industry and in certain governments on predicting the timing of a global peak, without addressing the wider questions implied by Hubbert’s model. 相似文献

This article examines the relationship between the human right to water and indigenous water rights as articulated in the legal strategies of indigenous Yaqui (Yoemem) leadership in Mexico, and in the jurisprudence of the Inter-American Human Rights System. Accelerated urban growth and climate change in the area of study are rekindling historical water conflicts between rural indigenous communities and state authorities encouraging urban development. This configuration is not unique to Northwestern Mexico and, thus, offers an instructive case for exploring contradictions and alignments between indigenous right claims and the human right to water. This article addresses the following questions: What role does the human right to water play in the competing claims of state authorities and indigenous Yaqui leadership in Mexico? To what extent can the human right to water be reconciled with the collective rights of indigenous peoples? And in particular, what can be learned from international jurisprudence in this regard? Through content analysis of legal documents and media sources I show that even when Yaqui claims over water are advanced in the arena of international human rights, the human right to water does not have a primary role in framing their demands. In fact, I show that the human right to water was primarily mobilized to uphold rural-to-urban water transfers and undermine indigenous opposition to large-scale infrastructure development. This article produces new empirical knowledge to contribute to scholarship examining what a human right to water means in practice. This line of research is particularly timely as the human right to water becomes institutionalized in the context of growing public debate and legal discussions on collective indigenous rights. 相似文献
