面积辽阔的南海是中国未来重要的能源接续区与资源基地,也是涉及国家海洋权益最为集中的区域。本文针对地理信息技术支撑下的南海岛礁研究现状,从南海岛礁现有基础数据成果、遥感手段岛礁基础地理信息提取方法及提取成果所做的岛礁分析与评价3方面,系统地回顾了国内外涉及南海岛礁资源环境研究的相关进展,评述了现有研究技术方法存在的不足,并对未来的研究进行了展望,在此基础上,提出了3个主要方向作为未来研究的重点:①促进遥感数据获取多源化,构建海量多源、多尺度南海岛礁遥感数据仓库;②加强技术协同创新,结合地理信息技术的发展,提升岛礁信息提取与监测的准确性与可靠性;③提升遥感分析智能化,研究并建立综合分析与情势推演平台及战略决策辅助支撑系统,以期为南海岛礁的进一步深入研究提供参考。  相似文献

中国海南省三沙市行政建制特点与海洋资源开发   总被引:1,自引:0,他引:1  
行政区是地方政权存在的地域,中国在海南省成立的三沙市,是中国陆地面积最小、海域面积最大、人口在市一级行政机构中最少的地级市。三沙市成立最重要的目的是为了维护国家海洋权益、保护南海岛礁、开发南海丰富的海洋渔业资源、深海石油和天然气资源、海洋旅游资源以及水下文物资源等。在阐述三沙市的历史沿革、区位、政区规模以及政区形态特征等基础上,分析了三沙市的渔业资源、油气资源和旅游资源等,以图、表的形式反映了中国提出的油气招标区块的数量、面积和深度。最后提出三沙市应以旅游、水产、油气、水下文物等为重点发展的海洋产业,开发过程中必须重视海洋生态建设和环境保护,使资源开发达到持续、绿色发展的要求。  相似文献

南海岛礁是南海海上合作和海洋治理的重要支点。南海岛礁的可持续发展是实现南海域内协同发展、合作治理的基石。为了多维度诊断南海岛礁可持续发展的现状,辅助岛礁科学规划,提升海洋治理能力,文章基于模糊层次分析法、熵权法与组合求权方法形成主-客观耦合求权的南海岛礁可持续发展评价方法,以永兴岛、赵述岛、南薰礁、美济礁、渚碧礁、永暑礁等南海岛礁为例,探究其可持续发展的潜力。结果表明,6个岛礁的可持续发展价值量排序为:永兴岛>永暑礁>美济礁>渚碧礁>赵述岛>南薰礁。6个岛礁均具备可持续发展的潜力,但各个岛礁的发展状态差异很大,各维度的发展程度各不相同。综合评价结果和岛礁实地状况,分析南海岛礁发展的优势领域与薄弱环节,为南海岛礁规划了区域性中心、综合保障、特色产业、国防维权的发展方向。建议永兴岛和永暑礁发展为区域性现代化与智能化的绿色示范岛礁;美济礁发展海洋产业与后勤保障,完善海上交通设施建设,提供国际公共产品与服务;赵述岛与渚碧礁以渔业发展为中心,注重产业结构与布局规划,形成特色产业模式;南薰礁提升安全维护能力,完善岛礁建设,提升国防维权功能。  相似文献

中国最早发现和开发利用南海及其诸岛,南海之名始见于周朝,距今3 000多年,至秦汉时,已开发南海至印度洋的航运和商贸事业。南海诸岛和南海部分海域属于中国领土和海疆,标示在中国出版的地图中为断续国界线。南海周边国家关系历来大多处于和谐状态,其中秦汉南海海上丝绸之路和明朝郑和船队下西洋为其中显著发展的和谐时段。而自中世纪以来,域外强国侵入南海,使南海区域在相当长时间内处于严重不和谐状态。其中,15―19世纪,欧美殖民主义者侵占南海周边各国。20世纪上半叶,日本殖民主义者开始侵占中国南海诸岛,并在第二次世界大战中吞占了整个南海区域;20世纪下半叶,法国和美国相继挑起印度支那战争和越南战争。南海周边部分国家霸占中国南海诸岛许多岛礁,并在其上建筑和扩建机场及港口,扩军备,分割其海疆并掠夺其海洋石油天然气资源。中国必须开展积极的外交和军事活动,尤其是加强国防建设,在南海诸岛建设海空军基地,才能保护中国南海油气和渔业资源的开发和运输畅通,并尽早收回全部岛礁主权,使南海周边国家愿意“共同开发”,创造和谐的南海。  相似文献

基于场强模型的南沙岛礁战略地位评价   总被引:1,自引:0,他引:1  
南沙岛礁及附近海域蕴含丰富的资源,是中国海洋权益的重要组成部分。在南海主权争端日益激烈的形式下,根据岛礁自然特征和所处空间的资源条件,对南沙诸岛进行战略地位评价,有利于量化各岛礁价值,有重点地维护中国海洋权益。研究选取131 座符合评价条件的南沙岛礁,结合其自然属性以及南海空间的资源、航道等因素,使用场强模型,量化其在空间中的主权法律意义、军事价值和资源条件,获得了各岛礁的战略地位得分,可为研判南海局势提供参考。评价结果表明:部分具有显著战略地位和区域重要意义的南沙岛礁至今无人驻守,需重点关注;人工建设可明显提升岛礁的战略地位;在现有格局下,加大岛礁建设力度有助于维护中国南海的海洋权益。  相似文献

曾昭璇先生是中国著名的地理学家,地貌学家和教育家.他在学术生涯的不同阶段对地貌学,自然地理学,历史地理学,人类地理学等学科领域均有积极的探索,他对南海地理问题的研究贯穿他的一生,为中国南海地理研究作出重要贡献.他深入研究南海海岸地貌,珊瑚礁地貌,主张采用"地形类型分析法"划分海岸类型,将中国海岸类型划分为山地港湾岸,台地岸与平原岸;他与梁景芬等合著《中国珊瑚礁地貌研究》,系统论述中国珊瑚礁探测史和石珊瑚的种属,生态,地貌特征与发育,并将中国珊瑚礁划分为四大区,六种地貌类型;他完善了珊瑚礁地貌土地名分类,根据《更路簿》划分南海珊瑚岛礁分布区,绘制珊瑚岛礁探测图;他利用历史文献资料考证"石塘"等南海诸岛古地名;他从地质学与地貌学角度论证南海诸岛与中国大陆的陆缘关系,还利用历史地理与地方志等资料佐证了南海诸岛自古以来就是中国的固有领土.  相似文献

以南海海域200 m等深线水深图和南沙群岛海域11幅1﹕250 000海图以及1﹕800 000海图为基础数据,使用ArcGIS 10.1,采用墨卡托投影,CGCS 2000坐标系对海图进行配准并进行矢量化处理,提取图中水深点、岛礁位置信息、礁坪、礁体位置信息。通过对被越南侵占的南沙群岛29座岛礁的空间分析,认为被占岛礁在空间上存在“一纵一横”的空间分布特征,南沙群岛被占岛礁南子岛、景宏岛、南威岛、六门礁从N至W构成了4个核心和广雅滩1个次核心的岛礁空间分布战略格局。通过对被占岛礁面积、礁坪面积及礁体面积进行插值处理,叠加分析,按重分类方法将插值结果按数值大小划分为5类,予以揭示被占岛礁的重要程度及未来开发潜力。通过分析越南侵占岛礁的岛屿面积与礁体面积比值,指出鸿庥岛、景宏岛、西礁、中礁、毕生礁、六门礁、柏礁有较大填海造陆潜力的岛礁。  相似文献

南海诸多岛礁是中国最早发现的领土,南海九条断续线是中国海域疆界线。南海九条断续线的形成与演进,既是重要的海洋地缘政治问题,也是维护国家主权权益和岛礁保护与资源管理的重要问题。南海断续国界线形成的历史线索是中国历史研究中一个尚未拓展的领域。地图是国际上确认领土的一种证据,除了用文字进行阐述外,着重利用地图本身特有的功能来反映这条界线的形成与发展过程。这条疆界线的形成分为雏形期、形成期、成型期3个时期:在20世纪30年代以前,出现在南海的中国海上疆界线的时期,为疆界线形成的雏形期;20世纪30年代为南海疆界线的形成期;20世纪40~50年代,为南海海域疆界线的成型期。从以上时期的地图上可以形象地看到这条海上疆界线的"连续线"和"断续线"2种画法。同时从地图发展上可以直观地看到这条疆界线由11条线演变成为现今的9条线。这条海域疆界线的形成与演变过程,说明了南海9条断续海域疆界线内的岛礁是中国领土的历史事实,南海9条断续海域疆界线是中国海上国界线。  相似文献

为满足南极人员实时定位的需要,基于Android智能手机平台,利用Arc GIS API for Android,根据南极的地理环境,结合Arc GIS Server平台、GPS定位技术,设计并实现了具有地图浏览、定位、电子罗盘、导航、记录、计算距离等功能的南极人员定位软件。逐步阐述软件的设计与建立过程,重点论述底图的设计方案、软件的主要功能和成果分析。该手机软件以实用性为前提,将Arc GIS Server地图缓存技术融入其中,实现基于GIS底图服务的南极实时离线定位功能。该手机软件界面友好,操作便捷,经过在南极中山站测试,软件运行正常,实现了所有的设计功能,并且定位数据准确,为南极科学考察人员提供了便捷的手机定位服务。  相似文献
