面向空间规划的土地适宜性评价——以汨罗市为例

为满足空间规划的需求,从自然地理条件、生态环境、制度政策3个要素方面构建了建设用地、耕地适宜性评价的禁止性指标和限制性指标。禁止性指标对建设用地、耕地适宜性"一票否决",限制性指标以分值(0～100,分数越高,表示越适宜)和权重对适宜性进行限制。以湖南省汨罗市为例进行了实证研究,结果显示汨罗市适宜进行建设开发的土地面积占汨罗市总面积的20. 8%,适宜进行耕作的土地面积占汨罗市总面积的42. 67%。适宜建设开发的土地极限剩余潜力为13 327. 28 hm~2,可供耕地开发的储备土地资源为1 060. 44 hm~2。     

内蒙古光伏开发空间适宜性及减排效益研究

内蒙古自治区作为中国重要的光伏发电基地,近年来盲目建设光伏电站的问题日益突出,掌握区域光伏开发的适宜性、发电潜力和减排效益对光伏产业的健康发展具有重要意义。为了探讨内蒙古自治区光伏开发适宜性与减排效益,综合利用气象、自然地理和经济社会数据,通过构建“气象-地形-位置-植被”光伏开发适宜性综合评价指标体系,利用层次分析法确定评价指标的权重,借助地理信息系统工具对内蒙古自治区光伏开发适宜性进行空间显性评价,进而定量评估在不同开发强度下的光伏发电潜力与减排效益,并对各盟市光伏发电潜力与电力需求进行对比分析。结果表明：(1)内蒙古自治区西部的光伏开发适宜性大于中部和东部,各类适宜区主要分布在西部的阿拉善盟和巴彦淖尔市,光伏开发特别适宜、较适宜和适宜区域的面积占内蒙古自治区总面积的23.66%。(2)内蒙古自治区光伏发电潜力巨大,特别适宜的区域开发12.57%即可满足内蒙古自治区2021年用电量。(3)内蒙古自治区光伏发电潜力与电力需求分布有着较强的空间异质性,空间格局特征显著。(4)内蒙古自治区光伏发电的节能减排效果显著,与传统燃煤火力发电相比,若特别适宜区全部开发,年碳减排量约2.947×1...     

南京城市湖泊湿地的水质动态及其评价

选取南京市玄武湖、莫愁湖、内秦淮河湿地为对象,通过定点、定时采样和水质分析等方法,对城市湖泊湿地水质的季节动态、水质影响因素及其富营养化评价等进行了研究。结果表明,TN、TP、BOD和COD是反映城市湖泊水体污染度的重要指标,TP含量过高是造成城市河湖湿地水体富营养化的主要原因。水体污染程度随季节动态表现为:夏季>春季>秋季>冬季。相对封闭的莫愁湖湿地水质的季节变化较小,但水质较差,各个季节均表现出重富营养化—严重富营养化状态;受工业或生活污水影响较大的内秦淮河湿地,水体受污染严重,全年均属严重富营养—异常富营养化;玄武湖湿地的水体,在春季和秋季均已达到富营养化水平,夏季相对较好,TN、TP为富营养化水平,其余指标为中—富营养水平。     

攀西地区区域创新能力及其建设

生物资源的开发与开发经区域的社会、经济、文化环境密不可分,可以说,自然资源和自然条件是生物资源不变的基础,而社会、经济、文化、行政等环境条件的灾害程度与自然创新能力是生物资源开发的支撑和保障。采用知识创造能力、知识流动能力、企业的技术创新能力、创新的环境、创新的经济绩效5个一级指标、23个二级指标、64个三级指标、78个四级指标建立区域创新能力的评价指标体系,对攀西区域创新能力进行了评估。结果表明:攀西地区除技术创新的经济绩效综合值较高外,其余指标相对都较低。攀西地区知识创造能力是最薄弱环节, 特别是凉山州,知识创新能力的综合值仅为7.99,不到四川省平均水平的一半,约为东部地区平均水平的1/4。知识流动、企业技术创新能力在攀西也十分落后。攀西地区创新能力与东中西部地区相比,差距也十分明显,除知识流动综合评价值、技术创新的经济绩效高于西部平均值、技术创新的经济绩效高于中部地区平均值外,其余方面都表现出很大的差距。针对差距从技术研发、成果推广、技术交易、风险投资、融资担保、人才交流、管理咨询、信息网络系统科技创新服务体系等方面提出了相应措施。     

颐和园湿地生态系统健康评价研究

从水质环境、底泥环境、生态系统功能和生物群落结构4个方面选取26个指标构建颐和园湿地生态系统健康评价体系,采用层次分析法对颐和园湿地的健康状况进行评价。结果表明:45个调查样点中,仅有4个样点的健康状况为"健康",其余41个为"亚健康";颐和园湿地生态系统的健康综合指数为0.41,处于"亚健康"状态;健康指数值低于0.2的因子包括水体总磷、水体五日生化需氧量、底泥有机质、底泥中Cd浓度、湿地植物生物量和底栖生物的多样性综合指数。建议从改善入水水质、降低水体氮磷浓度、对各小水体开展净化清淤整治、优化湿地植物配置及提高水生生物多样性等方面开展颐和园湿地生态系统的保护与管理。     

滇池水体富营养化特征分析及控制对策探讨

20世纪 70年代以来 ,云南滇池水体富营养化问题日益严重 ,已成为制约滇池流域可持续发展的重要因素。本文以叶绿素 a( Chla)、TP、TN、CODMn和透明度 ( SD)等表征富营养化的指标作为评价因子 ,综合评价和分析了滇池水体富营养化变化特征及其成因。在此基础上 ,总结了过去滇池水体富营养化的防止措施 ,指出偏重外源控制、防护林体系不完善、底泥清除技术不合理是阻碍解决滇池富营养化的主要问题。针对这些问题 ,建议将恢复湖泊生态系统、控制内外污染源以及强化流域环境管理作为新的控制对策.     

大庆市油田开发区湿地水环境质量现状与污染防治对策

大庆市资源开发与湿地生态环境保护矛盾日益突出,通过对典型泡沼和排干水体采样监测,采用单因子指数法和综合污染指数法对大庆市油田开发区湿地水环境质量现状进行评价和污染特征分析.研究结果表明,按照水环境功能标准,在研究区,除了库里泡和排水干渠水质的综合评价污染强度为轻度、中度污染外,其余泡沼的水质均为重度或严重污染;但在单因素污染评价中,所有水体水质都为劣V类.其中,各个泡沼水体都是化学需氧量、总磷和挥发酚3项指标超标,龙凤湿地的氮污染也比较严重,三永泡和中内泡水体石油污染物超标;而各个排干水体主要受氮和磷的污染.同时基于评价结果分析,提出了大庆市湿地生态系统污染综合防治对策.     

人工湿地的植物选择和净化效果评价

为优化人工湿地植物的水体净化功能和景观生态效果,构建了表流人工湿地不同植物组合的评价体系,分析了湿地植物组合的应用潜力。评价体系选用一级、二级评价指标,一级指标包括植物特性、净化能力、社会经济功能和景观功能;二级指标包括耐污性、耐寒性、氮、磷、COD的去除率和植物维护管理等15项指标。通过计算每种植物组合的指标分数,判断在不同情况下最适合的植物组合。结果表明:在处理污染严重的污水时,芦苇—浮萍—穗状狐尾藻为最优组合,得分为0.80,属于“优”级;在处理污染较轻的水体时,芦苇—凤眼莲—穗状狐尾藻为最优组合,得分为0.74,属于“良”级。湿地植物评价需更加详细并符合当地环境条件的评价指标。     

旅游资源开发潜力评价的多层次灰色方法——以老子山风景区为例

旅游资源开发潜力评价,是对旅游资源是否具备发展旅游业的条件并进而获取经济、社会和环境效益的能力的衡量。其评价不仅着眼于旅游资源的本体价值,还关注对旅游资源开发不可或缺的环境条件和开发效益等。文章在旅游资源开发潜力评价方法上进行创新,将灰色理论和层次分析法相结合,以洪泽县老子山风景区为例,对其六个景区的旅游资源开发潜力进行了评价和排序。研究表明,旅游资源开发潜力的多层次灰色评价方法所需样本量小,灰色评价过程有助于解决层次分析法评价中出现的信息不完备和不确切问题,使评价结果更加客观可信。与传统的旅游资源评价方法相比,此方法能够有效解决旅游资源等级与开发潜力之间的错位问题,从而对旅游开发实践更具科学指导意义。     

广州市人居环境可持续发展水平综合评价

在探讨人居环境与可持续发展关系的基础上,从居住条件、城市生态环境、公共服务基础设施和可持续性4个方面构建了广州市人居环境可持续发展的评价指标体系,并采用简单算术平均方法计算出近11年广州市人居环境的各指标及其可持续发展水平评价分值,对广州市人居环境可持续发展现状及其与经济发展之间的关系进行了定量评价.结果表明,广州市人居环境正朝着可持续方向发展,与经济发展的阶段基本一致,但滞后于经济发展.

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
