The standard US diet contributes to greenhouse gas emissions (GHGE) from both the food system, and from the health system through its contribution to non-communicable diseases. To estimate the potential for diet change to reduce GHGE and improve public health, we analyzed the effect of adopting healthier model diets in the USA on the risk of disease, health care costs, and GHGE. We found that adoption of healthier diets reduced the relative risk of coronary heart disease, colorectal cancer, and type 2 diabetes by 20–45%, US health care costs by US$B 77–93 per year, and direct GHGE by 222–826 kg CO2e capita?1 year?1 (69–84 kg from the health care system, 153–742 kg from the food system). Emission reductions were equivalent to 6–23% of the US Climate Action Plan’s target of a 17% reduction in 2005 GHGE by 2020, and 24–134% of California’s target of 1990 GHGE levels by 2020. However, there is potential for investment of health care savings to result in rebound up to and greater than 100%, which would increase net GHGE. Given the urgency of improving public health and of mitigating GHGE over the short term, the potential contribution of diet change, and the options for reducing rebound, deserve more research in support of policy.  相似文献

Increasing atmospheric concentrations of greenhouse gases are expected to result in global climatic changes over the next decades. Means of evaluating and reducing greenhouse gas emissions are being sought. In this study an existing simulation model of a tropical savanna woodland grazing system was adapted to account for greenhouse gas emissions. This approach may be able to be used in identifying ways to assess and limit emissions from other rangeland, agricultural and natural ecosystems.GRASSMAN, an agricultural decision-support model, was modified to include sources, sinks and storages of greenhouse gases in the tropical and sub-tropical savanna woodlands of northern Australia. The modified model was then used to predict the changes in emissions and productivity resulting from changes in stock and burning management in a hypothetical grazing system in tropical northeastern Queensland. The sensitivity of these results to different Global Warming Potentials (GWPs) and emission definitions was then tested.Management options to reduce greenhouse gas emissions from the tropical grazing system investigated were highly sensitive to the GWPs used, and to the emission definition adopted. A recommendation to reduce emissions by changing burning management would be toreduce fire frequency if both direct and indirect GWPs of CO2, CH4, N2O, CO and NO are used in evaluating emissions, but toincrease fire frequency if only direct GWPs of CO2, CH4 and N2O are used. The ability to reduce greenhouse gas emissions from these systems by reducing stocking rates was also sensitive to the GWPs used. In heavily grazed systems, the relatively small reductions in stocking rate needed to reduce emissions significantly should also reduce the degradation of soils and vegetation, thereby improving the sustainability of these enterprises.The simulation studies indicate that it is possible to alter management to maximise beef cattle production per unit greenhouse gases or per unit methane emitted, but that this is also dependent upon the emission definition used. High ratios of liveweight gain per unit net greenhouse gas emission were found in a broadly defined band covering the entire range of stocking rates likely to be used. In contrast, high values of liveweight gain per unit anthropogenic greenhouse gas emission were found only at very low stocking rates that are unlikely to be economically viable.These results suggest that policy initiatives to reduce greenhouse gas emissions from tropical grazing systems should be evaluated cautiously until the GWPs have been further developed and the implications of emission definitions more rigorously determined.  相似文献

In this paper we quantify the CH4, CO2 and NO x emissions during routine operations at a major oil and gas production facility, Prudhoe Bay, Alaska, using the concentrations of combustion by products measured at the NOAA-CMDL observatory at Barrow, Alaska and fuel consumption data from Prudhoe Bay. During the 1989 and 1990 measurement campaigns, 10 periods (called events) were unambiguously identified where surface winds carry the Prudhoe Bay emissions to Barrow (approximately 300 km). The events ranged in duration from 8–48 h and bring ambient air masses containing substantially elevated concentrations of CH4, CO2 and NO y to Barrow. Using the slope of the observed CH4 vs CO2 concentrations during the events and the CO2 emissions based on reported fuel consumption data, we calculate annual CH4 emissions of (24+/–8)×103 metric tons from the facility. In a similar manner, the annual NO x emissions are calculated to be (12+/–4)×103 metric tons, which is in agreement with an independently determined value. The calculated CH4 emissions represent the amount released during routine operations including leakage. However this quantity would not include CH4 released during non-routine operations, such as from venting or gas flaring.  相似文献

Anthropogenic emissions of methane (CH4) and nitrous oxide (N2O) from livestock agriculture (enteric fermentation, animal waste management systems, and pasture manure) and plant growing of the Russia (CH4 emissions from rice fields, direct and indirect N2O emissions from agricultural lands) are considered. In 2004, the total emissions of these greenhouse gases in the agricultural sector amounted to 1.4 × 105 thousand t CO2-equivalent, which corresponds to 45% of the 1990 level (3.1 × 105 thousand t CO2-equivalent). In 2004, the contribution of N2O to the total agricultural emissions was approximately twice (67.0%) that of CH4 (33.0%). Direct N2O emissions from agricultural soils (0.5 × 105 thousand t CO2-equivalent) and CH4 emissions from the internal fermentation of domestic animals (0.4 × 105 thousand t CO2-equivalent) are the most significant sources in the agricultural sector of the Russian Federation. In 2004, all these agricultural sources emitting methane and nitrous oxide contributed about 7% CO2-equivalent to the total emission of the anthropogenic greenhouse gases in Russia.  相似文献

The study estimated, for the first time, the greenhouse gas emissions associated with cattle raising in Brazil, focusing on the period from 2003 to 2008 and the three principal sources: 1) portion of deforestation resulting in pasture establishment and subsequent burning of felled vegetation; 2) pasture burning; and 3) bovine enteric fermentation. Deforestation for pasture establishment was only considered for the Amazon and Cerrado. Emissions from pasture burning and enteric fermentation were accounted for the entire country. The consolidated emissions estimate lies between approximately 813 Mt CO2eq in 2008 (smallest value) and approximately 1,090 Mt CO2eq in 2003 (greatest value). The total emissions associated with Amazon cattle ranching ranged from 499 to 775 Mt CO2eq, that of the Cerrado from 229 to 231 Mt CO2eq, and that of the rest of the country between 84 and 87 Mt CO2eq. The full set of emissions originating from cattle raising is responsible for approximately half of all Brazilian emissions (estimated to be approximately 1,055 Mt CO2eq in 2005), even without considering cattle related sources not explicitly estimated in this study, such as energy use for transport and refrigeration along the beef and derivatives supply chain. The potential for reduction of greenhouse gas emissions offered by the Brazilian cattle industry is very high and might constitute Brazil’s most important opportunity for emissions mitigation. The study offers a series of policy recommendations for mitigation that can be implemented by public and private administrators at a low cost relative to other greenhouse gas reduction options.  相似文献

In this paper we study the impact of alternative metrics on short- and long-term multi-gas emission reduction strategies and the associated global and regional economic costs and emissions budgets. We compare global warming potentials with three different time horizons (20, 100, 500 years), global temperature change potential and global cost potentials with and without temperature overshoot. We find that the choice of metric has a relatively small impact on the CO2 budget compatible with the 2° target and therefore on global costs. However it substantially influences mid-term emission levels of CH4, which may either rise or decline in the next decades as compared to today’s levels. Though CO2 budgets are not affected much, we find changes in CO2 prices which substantially affect regional costs. Lower CO2 prices lead to more fossil fuel use and therefore higher resource prices on the global market. This increases profits of fossil-fuel exporters. Due to the different weights of non-CO2 emissions associated with different metrics, there are large differences in nominal CO2 equivalent budgets, which do not necessarily imply large differences in the budgets of the single gases. This may induce large shifts in emission permit trade, especially in regions where agriculture with its high associated CH4 emissions plays an important role. Furthermore it makes it important to determine CO2 equivalence budgets with respect to the chosen metric. Our results suggest that for limiting warming to 2 °C in 2100, the currently used GWP100 performs well in terms of global mitigation costs despite its conceptual simplicity.  相似文献

Previous attempts to estimate the supply of greenhouse gas emission reductions from reduced emissions from deforestation (RED) have generally failed to incorporate policy developments, country-specific abilities and political willingness to supply offsets for developed countries’ emissions. To address this, we estimate policy-appropriate projections of creditable emission reductions from RED. Two global forest carbon models are used to examine major assumptions affecting the generation of credits. The results show that the estimated feasible supply of RED credits is significantly below the biophysical mitigation potential from deforestation. A literature review identified an annual RED emission reduction potential between 1.6 and 4.3 Gt CO2e. Feasible RED supply estimates applying the OSIRIS model were 1.74 Gt CO2e annually between 2011 and 2020, with a cumulative supply of 17.4 Gt CO2e under an ‘own-efforts’ scenario. Estimates from the Forest Carbon Index were very low at $5/t CO2e with 8 million tonne CO2e annually, rising to 1.8 Gt CO2e at $20/t CO2e. Cumulative abatement between 2011 and 2020 was 9 billion Gt CO2e ($20/t CO2e). These volumes were lower, sometimes dramatically, at prices of $5/t CO2e suggesting a non-linear supply of credits in relation to price at a low payment level. For policy makers, the results suggest that inclusion of RED in a climate framework increases abatement potential, although significant constraints are imposed by political and technical issues.  相似文献

This article explores the causes for differences in the average CO2 emissions intensity of the new passenger car (NPC) fleet in member states (MS) across Europe. Although EU policies mitigating CO2 emissions from NPCs have been in place since 1999, MS strongly diverge in the absolute amount and relative change in emissions over the last decade. The authors employ a qualitative approach to analyse the factors, in particular national vehicle taxes, contributing to this divergence and the relative contribution of national and European policies in reducing national CO2 emissions from NPCs. The analysis shows that there has been a significant reduction in CO2 emissions intensity of NPCs since 2007 across most MS, compared with the six years previous to that date. This would indicate that EU-wide policies, such as the CO2 vehicles regulation, along with the economic recession in 2008, have influenced national NPC CO2 emissions. Generally, countries with CO2-differentiated vehicle taxes are observed as more likely to have achieved greater reductions in CO2 emissions. However, over the same period there have been many confounding factors, such as economic instability in the EU, that also influence NPC emissions. Using more detailed case study analyses of six countries, the authors find that there is scope for well-designed national vehicle tax policies to drive NPC emissions down further than the EU average. In countries with the highest success rate, such as the Netherlands, the design of the vehicle tax, as part of a well-aligned policy package, has been very important in delivering the biggest reductions in CO2 emissions from NPCs.

POLICY RELEVANCE

The transport sector continues to be an intractable source of CO2 emissions. Governments around the world are seeking effective policies to deal with the increase in passenger car CO2 emissions appropriate to their own circumstances. This article examines the experience of EU MS with CO2-differentiated vehicle taxes in reducing CO2 emissions in the context of other national and international contributing factors. It should therefore both be useful to policy makers and contribute to climate policy research in general.  相似文献

Seagrass meadows are natural carbon storage hotspots at risk from global change threats, and their loss can result in the remineralization of soil carbon stocks and CO2 emissions fueling climate change. Here we used expert elicitation and empirical evidence to assess the risk of CO2 emissions from seagrass soils caused by multiple human-induced, biological and climate change threats. Judgments from 41 experts were synthesized into a seagrass CO2 emission risk score based on vulnerability factors (i.e., spatial scale, frequency, magnitude, resistance and recovery) to seagrass soil organic carbon stocks. Experts perceived that climate change threats (e.g., gradual ocean warming and increased storminess) have the highest risk for CO2 emissions at global spatial scales, while direct threats (i.e., dredging and building of a marina or jetty) have the largest CO2 emission risks at local spatial scales. A review of existing peer-reviewed literature showed a scarcity of studies assessing CO2 emissions following seagrass disturbance, but the limited empirical evidence partly confirmed the opinion of experts. The literature review indicated that direct and long-term disturbances have the greatest negative impact on soil carbon stocks per unit area, highlighting that immediate management actions after disturbances to recover the seagrass canopy can significantly reduce soil CO2 emissions. We conclude that further empirical evidence assessing global change threats on the seagrass carbon sink capacity is required to aid broader uptake of seagrass into blue carbon policy frameworks. The preliminary findings from this study can be used to estimate the potential risk of CO2 emissions from seagrass habitats under threat and guide nature-based solutions for climate change mitigation.  相似文献

Presented is the assessment of the contribution that such major types of the land use in Russia as arable lands, forage lands, settlements, and peatery make to anthropogenic fluxes of carbon dioxide CO2, methane CH4, and nitrogen oxide N2O, The assessment is based on the methods of computation monitoring carried out in the period from 2000 to 2011. The results of the study demonstrated that every year arable lands cause the emission of CO2 and N2O of about 117.0 and 74.9 million t CO2 equiv, and peatery, 0.54 and 105.4 thousand t CO2 equiv, respectively. The balance of soil carbon in hayfields and pastures is close to zero. The average emissions of CH4 and N2O from the manure of pasture animals amount to 0.2 and 5.0 million t CO2 equiv/year, and those from grass fires, 276.1 and 372.5 thousand t CO2 equiv/year, respectively. The carbon balance in permanent soils of settlements is also almost close to zero, and newly built-up lands are the source of CO2 (9.5 million t/year). The natural overgrowing of fallow lands leads to the accumulation of the soil carbon (about 92.4 million t CO2/year). It was revealed that the intensity of CO2 emission is defined by the soil carbon balance and that of other gases, by the amount of nitrogen fertilizers, plant residues, and manure coming to the soil. The total emission from the land use is 106.9 million t CO2 equiv/year that makes up 4.9% of the total anthropogenic emission of greenhouse gases in the Russian Federation.  相似文献

The non-CO2 climate impact of aviation (NOx and contrails) is assessed and emissions weighting factors (EWFs) i.e., the factor by which aviation CO2 emissions should be multiplied to get the CO2-equivalent emissions for annual fleet average conditions are estimated. The EWFs are estimated using two economic metrics. One is based on the relative damage cost between non-CO2 forcers and CO2. The other is based on the cost-effective valuation between the non-CO2 forcers and CO2 given an upper ceiling on the global annual average surface temperature (set at 2?K above pre-industrial levels). We also estimate EWFs using three physical metrics, Global Warming Potential (GWP), Global Temperature change Potential (GTP) and Sustained GTP (SGTP) and compare our results with the economics based metrics. Given best estimates on the forcing contributions from CO2, contrails and NOx from aviation and by using a discount rate of 3%/year, the RDC based metric gives an EWF equal to 1.4 (slightly higher than EWFs based on GWP and SGTP using a 100?year time horizon). EWF using the cost-effective approach depends on the time that remains before stabilization occurs. It is roughly equal to unity until a few years before the temperature reaches its ceiling, and approximately 2 when stabilization has taken place. EWFs based on GTP resemble those based on CETO when the time left to when stabilization occurs is sufficiently large. Once stabilization has occurred CETO values resemble RDC based values. If aviation-induced cirrus clouds are included, uncertainties increase and the EWFs for GWP, SGTP and RDC based metrics end up in the range 1.3–2.9, while EWFs for GTP and CETO remain close to unity in the near term.  相似文献

Today, the agricultural sector accounts for approximately 15% of total global anthropogenic emissions, mainly methane and nitrous oxide. Projecting the future development of agricultural non-CO2 greenhouse gas (GHG) emissions is important to assess their impacts on the climate system but poses many problems as future demand of agricultural products is highly uncertain. We developed a global land use model (MAgPIE) that is suited to assess future anthropogenic agricultural non-CO2 GHG emissions from various agricultural activities by combining socio-economic information on population, income, food demand, and production costs with spatially explicit environmental data on potential crop yields. In this article we describe how agricultural non-CO2 GHG emissions are implemented within MAgPIE and compare our simulation results with other studies. Furthermore, we apply the model up to 2055 to assess the impact of future changes in food consumption and diet shifts, but also of technological mitigation options on agricultural non-CO2 GHG emissions. As a result, we found that global agricultural non-CO2 emissions increase significantly until 2055 if food energy consumption and diet preferences remain constant at the level of 1995. Non-CO2 GHG emissions will rise even more if increasing food energy consumption and changing dietary preferences towards higher value foods, like meat and milk, with increasing income are taken into account. In contrast, under a scenario of reduced meat consumption, non-CO2 GHG emissions would decrease even compared to 1995. Technological mitigation options in the agricultural sector have also the capability of decreasing non-CO2 GHG emissions significantly. However, these technological mitigation options are not as effective as changes in food consumption. Highest reduction potentials will be achieved by a combination of both approaches.  相似文献

Since 1970, global agricultural production has more than doubled with agriculture and land-use change now responsible for ∼1/4 of greenhouse gas emissions from human activities. Yet, while greenhouse gas (GHG) emissions per unit of agricultural product have been reduced at a global level, trends in world regions have been quantified less thoroughly. The KPI (Kaya-Porter Identity) is a novel framework for analysing trends in agricultural production and land-use change and related GHG emissions. We apply this to assess trends and differences in nine world regions over the period 1970–2007. We use a deconstructed analysis of emissions from the mix of multiple sources, and show how each is changing in terms of absolute emissions on a per area and per produced unit basis, and how the change of emissions from each source contributes to the change in total emissions over time. The doubling of global agricultural production has mainly been delivered by developing and transitional countries, and this has been mirrored by increased GHG emissions. The decoupling of emissions from production shows vast regional differences. Our estimates show that emissions per unit crop (as kg CO2-equivalents per Giga Joule crop product), in Oceania, have been reduced by 94% from 1093 to 69; in Central & South America by 57% from 849 to 362; in sub-Saharan Africa by 27% from 421 to 309, and in Europe by 56% from 86 to 38. Emissions per unit livestock (as kg CO2-eq. GJ−1 livestock product) have reduced; in sub-Saharan Africa by 24% from 6001 to 4580; in Central & South America by 61% from 3742 to 1448; in Central & Eastern Asia by 82% from 3,205 to 591, and; in North America by 28% from 878 to 632. In general, intensive and industrialised systems show the lowest emissions per unit of agricultural production.  相似文献

For agriculture, there are three major options for mitigating greenhouse gas (GHG) emissions: 1) productivity improvements, particularly in the livestock sector; 2) dedicated technical mitigation measures; and 3) human dietary changes. The aim of the paper is to estimate long-term agricultural GHG emissions, under different mitigation scenarios, and to relate them to the emissions space compatible with the 2 °C temperature target. Our estimates include emissions up to 2070 from agricultural soils, manure management, enteric fermentation and paddy rice fields, and are based on IPCC Tier 2 methodology. We find that baseline agricultural CO2-equivalent emissions (using Global Warming Potentials with a 100 year time horizon) will be approximately 13 Gton CO2eq/year in 2070, compared to 7.1 Gton CO2eq/year 2000. However, if faster growth in livestock productivity is combined with dedicated technical mitigation measures, emissions may be kept to 7.7 Gton CO2eq/year in 2070. If structural changes in human diets are included, emissions may be reduced further, to 3–5 Gton CO2eq/year in 2070. The total annual emissions for meeting the 2 °C target with a chance above 50 % is in the order of 13 Gton CO2eq/year or less in 2070, for all sectors combined. We conclude that reduced ruminant meat and dairy consumption will be indispensable for reaching the 2 °C target with a high probability, unless unprecedented advances in technology take place.  相似文献

Minimizing the future impacts of climate change requires reducing the greenhouse gas (GHG) load in the atmosphere. Anthropogenic emissions include many types of GHG’s as well as particulates such as black carbon and sulfate aerosols, each of which has a different effect on the atmosphere, and a different atmospheric lifetime. Several recent studies have advocated for the importance of short timescales when comparing the climate impact of different climate pollutants, placing a high relative value on short-lived pollutants, such as methane (CH4) and black carbon (BC) versus carbon dioxide (CO2). These studies have generated confusion over how to value changes in temperature that occur over short versus long timescales. We show the temperature changes that result from exchanging CO2 for CH4 using a variety of commonly suggested metrics to illustrate the trade-offs involved in potential carbon trading mechanisms that place a high value on CH4 emissions. Reducing CH4 emissions today would lead to a climate cooling of approximately ~0.5 °C, but this value will not change greatly if we delay reducing CH4 emissions by years or decades. This is not true for CO2, for which the climate is influenced by cumulative emissions. Any delay in reducing CO2 emissions is likely to lead to higher cumulative emissions, and more warming. The exact warming resulting from this delay depends on the trajectory of future CO2 emissions but using one business-as usual-projection we estimate an increase of 3/4 °C for every 15-year delay in CO2 mitigation. Overvaluing the influence of CH4 emissions on climate could easily result in our “locking” the earth into a warmer temperature trajectory, one that is temporarily masked by the short-term cooling effects of the CH4 reductions, but then persists for many generations.  相似文献

Agriculture is responsible for 25?C30% of global anthropogenic greenhouse gas (GHG) emissions but has thus far been largely exempted from climate policies. Because of high monitoring costs and comparatively low technical potential for emission reductions in the agricultural sector, output taxes on emission-intensive agricultural goods may be an efficient policy instrument to deal with agricultural GHG emissions. In this study we assess the emission mitigation potential of GHG weighted consumption taxes on animal food products in the EU. We also estimate the decrease in agricultural land area through the related changes in food production and the additional mitigation potential in devoting this land to bioenergy production. Estimates are based on a model of food consumption and the related land use and GHG emissions in the EU. Results indicate that agricultural emissions in the EU27 can be reduced by approximately 32 million tons of CO2-eq with a GHG weighted tax on animal food products corresponding to ?60 per ton CO2-eq. The effect of the tax is estimated to be six times higher if lignocellulosic crops are grown on the land made available and used to substitute for coal in power generation. Most of the effect of a GHG weighted tax on animal food can be captured by taxing the consumption of ruminant meat alone.  相似文献

Despite accounting for 17–25% of anthropogenic emissions, deforestation was not included in the Kyoto Protocol. The UN Convention on Climate Change is considering its inclusion in future agreements and asked its scientific board to study methodological and scientific issues related to positive incentives to reduce emissions from deforestation. Here we present an empirically derived mechanism that offers a mix of incentives to developing countries to reduce emissions from deforestation, conserve and possibly enhance their ecosystem's carbon stocks. We also use recent data to model its effects on the 20 most forested developing countries. Results show that at low CO2 prices (~US$ 8/t CO2) a successful mechanism could reduce more than 90% of global deforestation at an annual cost of US$ 30 billion.  相似文献

In the first Kyoto commitment period Russia could be the major supplier for the greenhouse gases (GHG) emissions market. Potential Russian supply depends on the ability of Russia to keep GHG emissions lower than the Kyoto target. In the literature there is no common understanding of the total trading potential of Russia at the international carbon market. In this paper we focus on CO2 emission, which constituted nearly 80%of Russian GHG emission. We compare different projections of Russian CO2emission and analyze the most important factors, which predetermine the CO2emission growth. In a transition economy these factors are: Gross Domestic Product(GDP) dynamic, changes of GDP structure, innovation activity, transformation of export-import flows and response to the market signals. The input-output macroeconomic model with the two different input-output tables representing old and new production technologies has been applied for the analysis to simulate technological innovations and structural changes in the Russian economy during transition period. The Russian supply at the international GHG market without forest sector may be up to 3 billion metric ton of CO2 equivalent. Earlier actions to reduce CO2 emission are critical to insure theRussiansupply at the international carbon market. With regard to the current status of the Russian capital market, the forward trading with OECD countries is only the possibility to raise initial investments to roll no-regret and low-cost GHG reduction. This paper discusses uncertainties of RussianCO2emission dynamics and analyzes the different incentives to lower the emission pathway.  相似文献

Carbon dioxide, methane, and carbon monoxide are the carbon cycle gases, the data on their emissions are needed when monitoring air pollution and developing methods for reducing anthropogenic emissions to the atmosphere and for climate forecasting. The estimates of nocturnal area fluxes for CO2, CH4, and CO presented for a suburb of Saint Petersburg (Peterhof) are obtained using the box model and continuous observations of concentration of these gases. The mean values of CH4, CO2, and CO fluxes estimated for Peterhof for 2014–2015 are 44 ± 27, 6100 ± 4000, and 90 ± 100 t/(km2 year), respectively. The intensity of the CO area flux has pronounced seasonal variations characterized by the maximum of ~(160 ± 120) t/(km2 year) in November—February and by the minimum of ~(30 ± 20) t/(km2 year) in June-July. The analysis of the ratio of CO/CO2 fluxes identified the main types of anthropogenic sources typical of Peterhof: motor transport, natural gas combustion, and the use of wood stoves for the heating of private low-rise buildings (in the cold season).  相似文献

CO2减排的宏观经济代价对处于不同发展阶段的国家有着巨大的差异,对此给出科学的估计具有重要的科学和现实意义。本文运用基于投入产出的多目标规划对中国CO2减排的宏观经济成本进行了估算。结果表明:CO2排放控制对我国经济的影响十分显著,在目前条件下,我国2010年CO2减排的宏观经济成本为3100~4024元/t CO2;而且减排的力度越大,相应的单位减排的宏观经济成本越高。采掘业、石油行业、化学工业、金属冶炼等行业和部门是CO2的高排放部门,但同时也是实现减排较有潜力的部门。  相似文献
