The objective of this study is to propose a simple methodological approach, based on the Limits of Acceptable Change process, to support the formulation of management measures for recreational boating in bays. Management measures have been determined using statistical and geospatial analyses of data of biophysical characteristics, use, and user perceptions in a bay on the island of Mallorca. The results suggest that the optimal use level of the study site is being surpassed and a range of potential management options is provided. This methodology is applicable to additional management scenarios where balancing social and environmental needs is necessary and should be implemented as part of a broader Integrated Coastal Zone Management framework.  相似文献

This paper analyses how artisanal fleets in the South Atlantic Coast of Spain (Andalusia) are transformed at the macro-level by political and economic processes. The article will first describe the web of economic and political dynamics, and it will then outline several socioeconomic and cultural patterns of artisanal fleets, examining strategies that are used to encourage commercial specialisation, technological innovation, capitalisation and productive intensification. The resulting social conflict is also examined. From such a study, this essay intends to promote a theoretical debate concerning the importance of new conceptions of artisanal fishing today, a time when local and global processes are highly interconnected.  相似文献

Beaches are very important to Australians but are presently threatened by several forms of environmental degradation. Beach management has traditionally concentrated on geomorphic hazards and the recreational human-use of beaches, but has largely ignored the ecological and broader environmental values of beaches. In this paper beaches are conceived as multidimensional environmental systems — `beach environments’ — that are nested within larger coastal systems and comprised of interacting natural, socio-cultural and management systems. These three component systems of beach environments have usually been considered separately. It is argued that a focus on both the component systems of beach environments and interactions among these systems is necessary for improvements in the management, conservation and overall environmental quality of beaches. Interactions among natural, socio-cultural and management systems are specified in a simple model of beach environments. A brief review of our knowledge on these interactions indicates that fundamental information is lacking in Australia and the ramifications are potentially severe. The concept of beach environments provides an appropriate context for the collection of relevant information, the collaboration necessary between researchers and managers and a new setting for beach environmental management. Several opportunities are outlined for beach management.  相似文献

Elf Pomatomus saltatrix account for between 28% and 80% of the annually recorded recreational shore-angling catch in KwaZulu-Natal, South Africa, and have been subjected to various management regimes over the past 33 years. Management of the elf fishery was amended in 2005 to reduce fishing mortality and enhance egg production, following an assessment in 1997, which considered the elf stock to be overexploited and in need of rebuilding. A compromise was reached whereby the bag limit was reduced from five to four elf per angler per day, but the closed season was shortened, allowing an extra month of fishing for elf. A total of 33 years of recreational elf catches recorded on the National Marine Linefish System was investigated for any long-term trends and how they related to management of this species. Over 3 million angler-outings from the recreational shore-fishery in KZN were analysed, including more than 1.5 million elf in the catch. Despite the fast growth of elf and the latest management intervention seven years ago, which was based on a rigorous investigation of life-history parameters, the present study showed no evidence of an improvement in catch rate. It could not be determined whether this was due to a reduction in the bag limit, which would naturally reduce catch rates or whether other factors, including the shortened closed season, had been detrimental to elf stocks. Some shortfalls in the management of elf are discussed and possible reasons for the great variability in catches, which complicated the assessment of trends, are explored.  相似文献

The paper describes the training, validation, testing, and application of models of artificial neural networks (ANN) for computing the cross-shore beach profile of the sand beaches of the province of Valencia (Spain). Sixty ANN models were generated by modifying both the input variables as the number of neurons in the hidden layer. The input variables consist of wave data and sedimentological data. To select and evaluate the performance of the optimal model, the following parameters were used: R2, absolute error, mean absolute percentage error, and percentage relative error. Finally, the results are compared with the numerical model proposed by Aragonés et al. (2016b Aragonés, L., Y. Villacampa, F. J. Navarro-González, and I. López. 2016b. Numerical modelling of the equilibrium profile in Valencia (Spain). The results show a mean absolute error of 0.21?m compared to 0.33?m Aragones’ model, significantly improving the results of the numerical model in the bar area around de Valencia Port. The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. The basic structure of the fishing industry in the United Kingdom is outlined, followed by a discussion focusing on six stages of development from the industrial revolution to the present. The industrial focus is evaluated with regard to the catching and shore sides of the industry respectively. The management system is discussed in terms of stakeholder groups, the fisheries resource and marine ecosystem, and regional management. It is concluded that a regional management system closely adjusted to the regional geography of the industry will be most effective.  相似文献

Recreational boating is an important, growing leisure activity on the island of Mallorca, Balearic Islands, Spain. This spatial analysis of anchoring of recreational boating along the coast of Mallorca is intended to generate new data to contribute to the achievement of a comprehensive marine and coastal spatial planning on the island in addition to providing important information related to the pressure of increasing demand for anchoring space that, if not properly managed, could jeopardize the coastal and marine environments. The study combines data from the natural (habitats, geology), physical (wave patterns), and social sciences (survey interviews), using Geographic Information Systems (GIS) as the main analytical tool. The final result is an estimate of the average amount of seabed available for anchoring during the highest levels of boating activity in Mallorca (i.e. summer high season) based on a number of different sustainability scenarios (i.e. average distance between boats, weather conditions). In addition to being applicable to any location wishing to manage recreational boating activity, the methodology presented in this study represents an integrated, multidisciplinary approach which could be applied to a number of management scenarios with a spatial dimension in marine environments.  相似文献

This paper describes the environmental status and the social perception of Casa Caiada (bay 1) and Rio Doce (bay 2 and bay 3) as a consequence of the several impacts that these beaches have been suffering. The methodology adopted in this work was based on interviews with beach users and direct observations of the physical, biological and human aspects. The obtained result denotes that in Casa Caiada the better beach quality is a consequence of the better water quality, infrastructure and services permitting a higher investment in housing development, recreation, commercialization, fishing, tourism, amongst others. In contrast, northward of Rio Doce (bay 3), the beach has been considered of bad quality for the beach users. In Casa Caiada the users were the most demanding when describing the status of the beach and the necessary changes to mitigate the actual situation. On the other hand, in the most degradated area (bay 3) the users were less demanding when proposing possible changes to improve the beach/water and life quality.  相似文献

In recent years, we have seen an increasing number of port megaprojects in Spain (Ferrol, Gijón, Pasaia, Tenerife) justified, among other reasons, by the need for increasing storage and transport capacity, the location of container logistic centres on major shipping routes, or the need to have refuge harbours to avoid oil tanker accidents in case of bad sea conditions. The development of the megaproject for the A Coruña Outer Port in Galicia (northwest of Spain) is very controversial due to its major impacts on nearby fishing, and seafood banks affecting fishing and shellfish activities. We propose a methodology to assess these impacts on multi-species and multi-gear traditional fisheries. The analysis includes the impacts on over fifty fish and shellfish species (e.g. sand sole, European squid, spinous spider crab, common cuttlefish, European pilchard, pouting, gilthead sea bream, octopus, goose barnacle and seaweeds). Stakeholders’ knowledge (e.g. administration, professionals, fishermen) was used to assign non-spatial commercial data (landings) to the corresponding gears employed and fishing grounds affected by the port development. Our results show that the short-term economic losses are between 2.6 and 3 million Euros (2005 prices) and are mainly related to inshore fishing activities. Our results served as a frame of reference for negotiations between representatives of the A Coruña fishermen’s guild and the Port Authority.  相似文献

The current rate of shark global exploitation and mortality is arguably so high under current management regimes that unless a renewed initiative is undertaken some species of shark will become effectively extinct. Current efforts to sustainably manage shark mortality are driven primarily by domestic laws in a few countries, big international non-governmental organizations (BINGOs) promoting environmental laws in the countries or regions where they exist, a handful of regional fisheries management organizations (e.g., IATTC and ICCAT), and inter-governmental organizations such as CITES. The absence of enforcement capability is often argued as the critical component in the failure to protect sharks from overexploitation. The remedy advanced here goes far beyond the need for stepped up enforcement, and calls for the creation of an entirely new international management regime, the International Commission for the Conservation and Management of Sharks (ICCMS). Such an agency could learn from the experiences of management bodies tasked with conservation of species biologically similar to sharks, such as the International Whaling Commission (IWC), to improve its efficacy. Critics have identified many organizational flaws that reduced the IWC’s effectiveness during its earliest years. Some of those flaws are examined here and remedies are suggested that an ICCMS could use to create a more effective management regime. The life histories of elasmobranches and large whales are compared to illustrate their similarities as a biological foundation for the selection of the IWC as a model.  相似文献

Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle them and the need to adapt regulations to the local situation.  相似文献

Being able to accurately locate and describe recreational use within marine parks is essential for their sustainable management. Given the difficulty in accessing many marine parks, as well as their large size, the surveys to obtain these much-needed data are often logistically challenging and expensive. Aerial surveys are one potential method for obtaining accurate, timely data and this paper details the design for one such survey conducted in the Ningaloo Marine Park, off the northwestern coast of Australia. Ningaloo has been nominated as a world heritage site and the fringing coral reef that forms the centrepiece of the Marine Park extends for 300 km along the coastline. The survey involved 34 temporally stratified flights conducted over a 12-month period. All vessels and people were geo-referenced and where possible, their activities were recorded, providing data that clearly illustrates dramatic expansions and contractions in recreational use. Not only does the spatial extent of use expand in the peak visitor season (April-October), the density of use correspondingly increases. High densities of recreational activity in the Park’s waters were accompanied by increased numbers of vehicles, camps, boat trailers and boats on the adjacent shoreline. Aerial surveys proved to be an effective method for rapidly obtaining recreational data with high spatial accuracy. Such a method has broad applicability to marine parks as it provides comprehensive data to benchmark existing recreational use, as well as monitor future changes in activity patterns, which are essential for the informed management that must underpin sustainability efforts.  相似文献

Southern rock lobster (Jasus edwardsii) support significant commercial and recreational fisheries in Tasmania, Australia. Since the mid 1990s the number of persons holding recreational lobster licences increased by over 80%, with c. 15 500 persons licensed in 2002/03. Assessment of the recreational fishery has been undertaken periodically since 1996 using a telephone‐diary survey method. The fishery was concentrated off the south‐east and east coasts of Tasmania and characterised by strong seasonality in catch and effort, which peaked markedly early in the fishing year (November‐January). Although pots were the most popular fishing method, daily catch rates by divers were more than double those for pots. Divers selectively harvested larger lobsters than those taken by pots and more frequently attained the daily bag limit of 5 lobsters. The estimated recreational harvest increased significantly since 1996/97 and in 2002/03 effectively reached a management trigger level of 10% of the total allowable commercial catch, flagging a review of recreational management arrangements.  相似文献

Information about spatial patterns of recreational boating is important for managing environmental, safety, and social impacts. However, traditional spatial mapping techniques such as remote sensing are often unable to project entire vessel routes or to link with other important data such as demographics, activities, or purpose of trip. This study, conducted in a part of Canada’s southern Strait of Georgia, uses an on-the-water-questionnaire to map recreational boating distribution/density in a complex, multiple-use marine setting. Goals of this study were to explore an on-the-water questionnaire as a means of capturing boating distribution and density, explore the potential contributions of such information to marine spatial planning, and assess the strengths and limitations of the method. Boaters (n=519) were intercepted while engaged in boating trips and were asked to plot the route of their trip on a map of the region. Information was imported into ArcGIS for analysis and display of vessel distribution and density. The resultant spatial dataset has a number of applications for marine spatial planning and management. Strengths of this method include collection of entire vessel routes, linking spatial data to questionnaire variables, and a high response rate. Limitations include some bias towards sample sites and issues of respondent accuracy, as well as cost and effort. Recommendations for management and research are made.  相似文献

Improving governability is an important objective in many fisheries and coastal areas. However, it may be difficult to modify the factors influencing this. Specifically, enhancing the capacity of user groups and civil society to cope with the tasks involved in co-governance situations may constitute a challenge, although the advantages in factors such as legitimacy and adaptability to local situations may reward the efforts. This paper attempts to analyze the process of transformation of on-foot shellfish gathering in Galicia, an activity that has traditionally been developed mainly by women in a regime similar to an open access regime. However, in recent decades this situation has changed, and nowadays many areas where this activity flourishes are in a situation of active co-governance, with a type of license system. Shellfisher organizations plan and control the exploitation with the support of the government, even using seeding techniques to regenerate areas that were previously degraded. Over the last decade, they have avoided overexploitation and have managed the marketing of the shellfish much better than ever before. We emphasize in the article that the role of the administration in this process has been decisive, investing in training and improving the organizations and the social dimension of the activity through different strategies. The empowerment of women has been an essential element in this process, which has also enhanced social valuation of the activity. This case may exemplify the possibilities open for progress in potential co-governing situations.  相似文献

The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management.  相似文献

Boat-based creel surveys were used to collect catch and effort data on the shore- and boat-based linefisheries of the Kromme, Gamtoos, Swartkops, Sundays, Bushmans, Kariega, Kowie and Great Fish estuaries in the Eastern Cape, South Africa, from January 1996 to April 1997. The surveys, which were performed primarily during routine fisheries law enforcement patrols by a regional conservation agency, recorded the catch and effort of 2 468 individual angler outings (12 840 angling hours) during 337 angler-count patrols. Although 26 species were recorded, a large proportion of the catch (85%) comprised only four species. Spotted grunter Pomadasys commersonnii (43%) was most commonly caught, followed by Cape stumpnose Rhabdosargus holubi (16%), dusky kob Argyrosomus japonicus (14%) and white seacatfish Galeichthys feliceps (12%). In terms of mass, the overall catch was dominated by A. japonicus (50%) and P. commersonnii (33%). Overall catch per unit effort (cpue) by number was highest during summer and lowest during winter, and vice versa for cpue according to mass. Angler counts showed the Sundays Estuary had the highest mean angling effort for both weekdays and weekends (10.1 and 22.9 anglers count?1 respectively). The Gamtoos Estuary had the lowest count for weekdays (5.5 anglers count?1) and the Kariega Estuary the lowest for weekends (9.8 anglers count?1). Shore-based was more popular than boat-based angling (59% compared to 41%), and all estuaries had substantially higher angling effort on weekends than on weekdays. Angling with bait (93.3%) was more popular than lure- or fly-angling (6.7% combined). Considerations for management of A. japonicus in the Eastern Cape estuarine linefishery are presented.  相似文献

A background knowledge of marine dynamics helps harbour managers to control pollution and to manage dredging and traffic operations. This contribution studies the hydrodynamic conditions within Bilbao Harbour, which is enclosed by the Nervión Estuary (in the Basque Country, Spain). The results obtained from hydrographical surveys are compared with numerical simulations obtained using the Regional Ocean Modelling System (ROMS). Hydrodynamic modelling was carried out to determine the inner harbour currents for a specific period in which data were available. Then, numerical experiments were designed in order to quantify the importance of different driving mechanisms in the harbour hydrodynamics. The results show that, in addition to the strong tidal influence on water circulation, the wind forcing and freshwater discharge also have a non-negligible influence on the currents. The computational domain is complex due to the presence of harbour infrastructures (i.e. breakwaters and piers). As a result, topographic eddies are therefore observed in the results. The freshwater influence of the Nervión river can also be observed in residual currents. This paper presents an improvement to the application of numerical modelling to a complex geometry domain, contributing to our understanding of the behaviour of the marine systems in meso-tidal harbours. This can be used to deal with harbour engineering and management problems.  相似文献
