We present here the essential elements which describe the genesis, development, results and status of an initiative known as EcoPlata. EcoPlata is a long-term joint venture between Uruguay and Canada in the area of marine science. Its preliminary goal was to develop a strategy to improve Uruguayan national capacity in integrated coastal management through the application of good scientific principles, while the ultimate goal was to influence ongoing national policy discussions related to scientific research. The EcoPlata program was designed in two successive phases: the first was devoted to planning; during the second, a work strategy to promote institutional research was implemented using well-defined scientific objectives. A future phase will advance activities to a more sophisticated level in order to involve a broader array of institutional participants, as well as move the decision process into the realm of integrated management. As a consequence of these impending changes, every effort will be made to maximize budgetary resources available to EcoPlata from all sources. 相似文献

Management of the Belize Barrier Reef was originally envisioned through the creation of marine protected areas. However, the influence of land-based activities was not accounted for in Marine Protected Area (MPA) programs. Therefore focus was shifted to an integrated approach via Integrated Coastal Management (ICM). The Belize ICM process has evolved into a system of coordination through the fostering of multi-sectoral linkages for integrated management of coastal resources. Marine protected areas were included in the ICM program as tools for achieving biodiversity protection and management of sensitive habitats. The ICM process has resulted in greater coordination and consultation in decision making for coastal resource issues, the MPA program however has not evolved with the trend of greater community involvement in MPA management. The greatest challenges to MPA and ICM programs in the next 10 years are: improved linkages between the two, fostering of community participation in management, broadening of the scope of ICM to watersheds and ocean governance, and sustainable financing for both programs. 相似文献

The experience and teaching approach of the Russian State Hydrometeorological University (RSHU, former Institute) in Integrated Coastal Zone Management are discussed. In order to practice effective coastal zone management training and to improve the understanding of different interests of coastal users, the students and post-graduates of the Faculty of Oceanography of RSHU have been involved in research projects concerning the assessment of the changing environmental state in the White Sea-Barents Sea Region. The field work was conducted at UNESCO-IOC-HELCOM cosponsored Baltic Floating University (BFU) facilities. Expansion of economic activities, urbanisation, increased resource use and population growth are continuously increasing the vulnerability of the coastal zone. This vulnerability is now further raised by the threat of climate change and accelerated sea level rise. The potentially severe impacts force policy-makers to also consider long-term planning for climate change and sea level rise. For reasons of efficiency and effectiveness this long-term planning should be integrated with existing short-term plans, thus creating an Integrated Coastal Zone Management programme.As a starting point for coastal zone management, the assessment of a country's or region's vulnerability to accelerated sea level rise is of utmost importance. The Intergovernmental Panel on Climate Change has developed a common methodology for this purpose. Studies carried out according to this Common Methodology have been compared and combined, from which general conclusions on local, regional and global vulnerability have been drawn, the latter in the form of a Global Vulnerability Assessment.In order to address the challenge of coping with climate change and accelerated sea level rise, it is essential to foresee the possible impacts, and to take precautionary action. Because of the long lead times needed for creating the required technical and institutional infrastructures, such action should be taken in the short term. Furthermore, it should be part of a broader coastal zone management and planning context. This will require a holistic view, shared by the different institutional levels that exist, along which different needs and interests should be balanced. 相似文献

While there has been increasing recognition of the role that coastal zone management has to play in dealing with coastal issues and problems, much of the debate has centred on national, pan-national or global perspectives. This paper highlights the need to work at the local scale, presenting problems of coastal zone management in the Bantry Bay area, southwest Ireland. The first part of the paper describes the attributes of the bay, providing a geographical context for the present case study. Following on from this, the various activities operating in the bay are examined, and resultant problems highlighted. The opinions of the local community are then considered based on the results of a survey carried out among the coastal stakeholders. The aim of the paper is to demonstrate a need and then examine the possibilities for a community based approach to integrated coastal zone management. The philosophy behind this approach is encapsulated in the statement: ‘Start with what the people know.’ 相似文献

This paper provides an overview of the current situation of education and training for ICZM in Europe. This overview results from the analysis of the general characteristics, contents and orientation of a significant number of courses from a representative set of countries and international organizations in Europe. This type of comparatively systematic information provides a framework within which education and training efforts can be meaningfully evaluated from a regional perspective. Based on the survey conclusions, the paper reflects on the level of interconnection between the way in which ICZM is currently taught in Europe and the capacity needs arising from the scenario in which it takes place. In view of such scenario, and in order to advance ICZM practice in Europe, some broad recommendations to enhance education and training efforts are finally provided. 相似文献

This paper explores the process by which indicators may be developed as tools for communicating science to decision-makers using the participatory approach demonstrated by the Balearic Indicators Project. This initiative reflects a series of compromises considered necessary to achieve the objective of generating an indicator system that is scientifically viable, comparative internationally yet locally relevant, and to facilitate its implementation. Caribbean coastal ecosystems are increasingly being threatened by natural and anthropogenic factors. The scale of these factors is at local, national, regional and global levels. Threats include the effects of fisheries and extraction, eutrophication, siltation, and pollution as well as global climate events such as El Niño and global climate change. Integrated coastal management (ICM) should clearly demonstrate the adverse effects of environmental impacts, thus justifying the need for mitigation and should evaluate the success of management efforts. ICM requires robust indicators that gauge the ‘health’ of the coast in relation to environmental, social and economic activities. Biological indicators (bioindicators) offer a signal of the biological condition in an ecosystem. Using bioindicators as an early warning of pollution or degradation in an ecosystem can help sustain critical resources. Biological indicators in the Caribbean are focused around particular ecosystems, especially coral reefs, seagrass beds and mangrove forests and include a range of biological parameters relating to particular species, groups of species and biological processes. The use of these indicators is critically reviewed and the presence or absence of a relevant framework for their use in Caribbean ICM programs is discussed. 相似文献

Central American coastal zones possess extensive scenic and geographical wealth as well as great biological diversity. These coasts maintain 21.6% of the region’s population and produce at least US$ 750 million alone in fishing activities that provide work and sustenance for more than 450 000 persons in the region. Eight percent of the world’s mangroves are located in Central America, as well as the second largest corral reef barrier on the planet. A good representation of the region’s natural heritage is conserved in approximately 110 protected areas. Due to these special conditions, at least 50% of Central America’s coastal zones is devoted to tourism, one of the three primary economic activities in four of the region’s countries. Integrated coastal zone management (ICZM) in this region has been limited by information gaps, restricted technical and financial capacity, and strong sectoralism. Some recent projects, both governmental and supported by NGOs, offer new experience and lessons on regional ICZM. These initiatives have been backed at the ministerial and presidential level by a large number of political agreements within the framework of the ‘alliance for sustainable development’ (ALIDES). 相似文献

ICZM relies heavily on the definition of major multidisciplinary characteristics/elements of the coastal area of interest. Usually, only terrestrial boundaries are considered, which tend to respond to a specific sectoral problem and can be determined by administrative limits. In this study, we propose a method for establishing a decision-making tool to inform boundary delimitation for ICZM initiatives that is proactive and widely applicable as opposed to reactive and problem specific. This method integrates environmental, economic and societal characteristics of the marine and terrestrial boundaries of the coastal zone, starting at the boundary of the jurisdictional zone of influence (shoreline units), increasing in detail through the definition of their influential areas from jurisdictional, environmental or socio-economic perspectives (functional areas) and, within them, specifying the finest scale at which relevant indicator data may be obtained (analysis units). 相似文献

Coastal areas are characterised by the choice of performance measures and/or reference points which may be critical in the environmental management process, determining the success of an Integrated Coastal Zone Management (ICZM) plan. The tools for the strategic control of ICZM plans are particularly important, although they are still not widely used at the local level. The following paper proposes the use of the Balanced Scorecard (BSC) method of Kaplan and Norton (1992), which is a holistic management performance tool that can be used by managers to put into action their business strategy. In particular the methodology has focused on the use of a BSC process, inspired by the Niven (2003) approach for public bodies. The BSC suggests the creation of a framework for the strategic assessment of plans and projects based on the Protocol on Integrated Coastal Zone Management in the Mediterranean (Protocol). An analysis of the Protocol has been carried out according to the BSC model, and it shows how it can be integrated with assessment and environmental management tools, such as the Driving forces, Pressures, States, Impacts and Responses (DPSIR) framework. The proposed process has suggested a novel framework for analysing the ICZM plans of coastal managers and stakeholders. The analytical framework facilitates the examination of Drivers and causes of the ICZM strategy, the possible impact on society and coastal communities, the most appropriate measures to achieve the objectives and the practicalities of implementing such measures given the institutional context of where these are developed. 相似文献

Traditional top-down and technocratic approaches seem to be insufficient to tackle the many conflicts related to the sustainable use of natural resources. At the same time, reductionist and mono-disciplinary approaches lack the capacity to capture the complex interactions within evolving socio-ecological systems. Coastal zone management is an area that provides a clear example of such difficulties. In this paper we explore the scope of a participatory integrated assessment process, known as Social Multi-Criteria Evaluation (SMCE), in the context of Integrated Coastal Zone Management (ICZM). Through a two-year collaborative research process, between an interdisciplinary group of researchers and a diverse group of stakeholders in the Urdaibai Estuary (a Biosphere Reserve in the Basque Country, Northern Spain), we show that improving the integration of diverse expertise and values can lead, through a mutual learning process, to the definition of relevant policy options and sound decisions in the face of complexity, value conflict and unavoidable uncertainty. 相似文献

An effective assessment of functions, goods and services of coastal ecosystems requires commitment from the various stakeholders and an integrated approach in the management of the ecosystem. Malaysia has made commitments through its policies, the latest being the Eighth Malaysia Plan, for 2001–2005 (“8th MP”), which is the first phase implementation of the Third Outline Perspective Plan (“OPP3”), charting the development of the nation for the first decade in the 21st Century. The pledge to develop an Integrated Coastal Zone Management Policy (“ICZM”) is being carried out to reconcile conflicting uses and ensure sustainability of coastal resources, plus identify and provide for uniformity and minimum standards to be adopted in Malaysia. These policy instruments (e.g. OPP3, 8th MP, Draft ICZM, National Policy on Biodiversity) will set the objectives and direction that will allow for formal instruments of implementation of strategies and plans envisaged to take place, besides setting the stage for the various stakeholders and outlining responsibilities and commitments. It will also allow for disciplines and findings be it in science, socio-economic and humanities to interface with policies and its instruments of implementation, especially when put into the context of the ecosystems approach. 相似文献
