Regional climate models (RCMs) have been increasingly used for climate change studies at the watershed scale. However, their performance is strongly dependent upon their driving conditions, internal parameterizations and domain configurations. Also, the spatial resolution of RCMs often exceeds the scales of small watersheds. This study developed a two-step downscaling method to generate climate change projections for small watersheds through combining a weighted multi-RCM ensemble and a stochastic weather generator. The ensemble was built on a set of five model performance metrics and generated regional patterns of climate change as monthly shift terms. The stochastic weather generator then incorporated these shift terms into observed climate normals and produced synthetic future weather series at the watershed scale. This method was applied to the Assiniboia area in southern Saskatchewan, Canada. The ensemble led to reduced biases in temperature and precipitation projections through properly emphasizing models with good performance. Projection of precipitation occurrence was particularly improved through introducing a weight-based probability threshold. The ensemble-derived climate change scenario was well reproduced as local daily weather series by the stochastic weather generator. The proposed combination of dynamical downscaling and statistical downscaling can improve the reliability and resolution of future climate projection for small prairie watersheds. It is also an efficient solution to produce alternative series of daily weather conditions that are important inputs for examining watershed responses to climate change and associated uncertainties.  相似文献

Policy efforts to address climate change are increasingly focused on adaptation, understood as adjustments in human systems to moderate the harm, or exploit beneficial opportunities, related to actual or expected climate impacts. We examine individual-level determinants of support for climate adaptation policies, focusing on whether individuals’ exposure to extreme weather events is associated with their support for climate adaptation policies. Using novel public opinion data on support for a range of adaptation policies, coupled with high resolution geographic data on extreme weather events, we find that individuals experiencing recent extreme weather activity are more likely to support climate change adaptation policy in general, but that the relationship is modest, inconsistent across specific adaptation policies, and diminishes with time. The data thus suggest that experiencing more severe weather may not appreciably increase support for climate adaptation policies.  相似文献

This paper provides an overview of the impact of global climate change on water resources management. Changes in precipitation and temperature of the scale predicted by General Circulation Models for a doubled CO2 level will significantly affect annual runoff, runoff variability, and seasonal runoff. These in turn will affect water supply, flood protection, hydropower generation, and environmental resources. In addition, climate change will significantly affect the geomorphic response of the watershed, increasing soil erosion and altering the hydrologic response of the watershed. These geomorphic changes will in turn affect water supply, flood hazard, and riparian ecosystems.Possible water resources management responses are identified. This includes reallocation of water supply from less valuable irrigated agriculture to municipal uses; changes in agricultural methods; increasing incentives for integrated flood management; increasing incentives for watershed management; integration of ecosystem needs in water resources planning; and the need to redesign the operation of existing water projects.  相似文献

The agricultural sector is highly vulnerable to future climate changes and climate variability, including increases in the incidence of extreme climate events. Changes in temperature and precipitation will result in changes in land and water regimes that will subsequently affect agricultural productivity. Given the gradual change of climate in the past, historically, farmers have adapted in an autonomous manner. However, with large and discrete climate change anticipated by the end of this century, planned and transformational changes will be needed. In light of these, the focus of this review is on farm-level and farmers responses to the challenges of climate change both spatially and over time. In this review of adapting agriculture to climate change, the nature, extent, and causes of climate change are analyzed and assessed. These provide the context for adapting agriculture to climate change. The review identifies the binding constraints to adaptation at the farm level. Four major priority areas are identified to relax these constraints, where new initiatives would be required, i.e., information generation and dissemination to enhance farm-level awareness, research and development (R&D) in agricultural technology, policy formulation that facilitates appropriate adaptation at the farm level, and strengthening partnerships among the relevant stakeholders. Forging partnerships among R&D providers, policy makers, extension agencies, and farmers would be at the heart of transformational adaptation to climate change at the farm level. In effecting this transformational change, sustained efforts would be needed for the attendant requirements of climate and weather forecasting and innovation, farmer’s training, and further research to improve the quality of information, invention, and application in agriculture. The investment required for these would be highly significant. The review suggests a sequenced approach through grouping research initiatives into short-term, medium-term, and long-term initiatives, with each initiative in one stage contributing to initiatives in a subsequent stage. The learning by doing inherent in such a process-oriented approach is a requirement owing to the many uncertainties associated with climate change.  相似文献

This paper examines whether experience of extreme weather events—such as excessive heat, droughts, flooding, and hurricanes—increases an individual’s level concern about climate change. We bring together micro-level geospatial data on extreme weather events from NOAA’s Storm Events Database with public opinion data from multiple years of the Cooperative Congressional Election Study to study this question. We find evidence of a modest, but discernible positive relationship between experiencing extreme weather activity and expressions of concern about climate change. However, the effect only materializes for recent extreme weather activity; activity that occurred over longer periods of time does not affect public opinion. These results are generally robust to various measurement strategies and model specifications. Our findings contribute to the public opinion literature on the importance of local environmental conditions on attitude formation.  相似文献

A growing body of research documents how individuals respond to local impacts of global climate change and a range of policy efforts aim to help individuals reduce their exposure and improve their livelihoods despite these stressors. Yet there is still limited understanding of how to determine whether and how adaptation is occurring. Through qualitative analysis of focus group interviews, I evaluated individual behavioral responses to local forest stressors that can arguably be linked to global climate change among landowners in the Upper Midwest, USA. I found that landowner responses were planned as well as autonomous, more proactive than reactive, incremental rather than transformational, and aimed at being resilient to change and transitioning to new conditions, rather than resisting change alone. Many of the landowners’ responses can be considered forms of adaptation, rather than coping, because they were aimed at moderating and avoiding harm on long time horizons in anticipation of change. These findings stand in contrast to the short-term, reactive, and incremental responses that current socio-psychological theories of adaptation suggest are more typical at the individual level. This study contributes to scientific understanding of how to evaluate behavioral adaptation to climate change and differentiate it from coping, which is necessary for developing conceptually rigorous analytical frameworks to guide research and policy.  相似文献

Summary A pattern recognition methodology for estimating local climate variables such as regional precipitation and air temperature using local observation and scenario information provided by GCMs is presented. We have adopted a three step approach: (a) Feature information extraction of climate variables, where weather patterns are expanded by the Karhunen-Loeve (K-L) orthogonal functional series; (b) Grey associative clustering of the feature vectors; (3) Stochastic weather generation by a Monte Carlo simulation. The methods described in this paper were verified using the temperature and precipitation data set of Wuhan, Yangtze river basin and the Shun Tian catchment, Dongjiang River in China. The proposed method yields good stochastic simulations and also provides useful information on temporal or spatial downscaling and uncertainty.With 4 Figures  相似文献

It has been argued that public doubts about climate change have been exacerbated by cold weather events seen as a form of disconfirming evidence for anticipated ‘warming’. Although a link between perceptions of climate and weather is well-established, such assumptions have not been empirically tested. Here we show, using nationally representative data, that directly following a period of severe cold weather in the UK, three times as many people saw these events as pointing towards the reality of climate change, than as disconfirming it. This we argue was a consequence of these cold winters being incorporated into a conceptualisation of extreme or ‘unnatural’ weather resulting from climate change. We also show that the way in which people interpret cold weather is associated with levels of pre-existing scepticism about climate change, which is in turn related to more general worldviews. Drawing attention to ‘extreme’ weather as a consequence of climate change can be a useful communication device, however this is problematic in the case of seasonal cold.  相似文献

This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context.Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years.Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies – to maintain standards of service – is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities.The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place – in terms of methodologies and investment in investigations into specific resource developments – provided a sound foundation for more specific actions in the next investment review in five years time. The paper concludes by summarising the factors assisting and constraining adaptation over the next few decades.  相似文献

Firm relocation as adaptive response to climate change and weather extremes   总被引:1,自引:0,他引:1  
Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. When extreme weather events occur, people often turn to social media platforms to share information, opinions and experiences. One of the topics commonly discussed is the role climate change may or may not have played in influencing an event. Here, we examine Twitter posts that mentioned climate change in the context of three high-magnitude extreme weather events – Hurricane Irene, Hurricane Sandy and Snowstorm Jonas – in order to assess how the framing of the topic and the attention paid to it can vary between events. We also examine the role that contextual factors can play in shaping climate change coverage on the platform. We find that criticism of climate change denial dominated during Irene, while political and ideological struggle frames dominated during Sandy. Discourse during Jonas was, in contrast, more divided between posts about the scientific links between climate change and the events, and posts contesting climate science in general. The focus on political and ideological struggle frames during Sandy reflects the event’s occurrence at a time when the Occupy movement was active and the 2012 US Presidential Election was nearing. These factors, we suggest, could also contribute to climate change being a more prominent discussion point during Sandy than during Irene or Jonas. The Jonas frames, meanwhile, hint at lesser public understanding of how climate change may influence cold weather events when compared with tropical storms. Overall, our findings demonstrate how event characteristics and short-term socio-political context can play a critical role in determining the lenses through which climate change is viewed.  相似文献

How are large companies responding to the challenges of reducing their greenhouse gas (GHG) emissions? An analysis of the published climate change policies and performance of 125 large European companies is presented. The results suggest that most large European companies have now developed the management systems and processes necessary for them to effectively manage their GHG emissions and related business risks. However, there is a significant disconnect between the targets that companies set for themselves and the more ambitious targets being set by the European Union (which has committed to a 20% reduction in its emissions by 2020 against a 1990 baseline). Of the companies surveyed, just over one-third had stabilized or reduced their total GHG emissions over the period 2002–2007, and fewer than one-third expected their emissions to stabilize or reduce in the coming years. The relationship between the quality of corporate policies and performance outcomes (in terms of GHG emissions) suggests that while companies with stronger policies are likely to have relatively better performance, only a minority of those companies with the highest-quality policies are committing to absolute reductions in their GHG emissions.  相似文献

Place attachment, the emotional bonds that people form to significant places, influences adaptation to climate change. Within this context, weather is garnering greater attention for its dynamic, mediating role, yet its political and cultural significance remains under-researched. Here we draw on Serres and McCarren’s (1992) idea of the Natural Contract and Vannini et al.’s (2012) contributions on weathering to integrate contractarianism with a deep account of people’s relationship with weather in place. We analyse attitudes and adaptation to climate change in communities of the geographically-remote and climate-vulnerable Outer Hebrides in Scotland, using video-elicitation to generate data on significant places. Our results show that changing, difficult and unpredictable weather binds people to place and influences how they think about themselves, their place and adaptation in dynamic ways. Through this connection, we demonstrate that people knowingly enter into what we term Weather Contracts and that accepting the volatility of the weather allows people to react positively to changes brought with climate. Finally, we show that the common ideology of a community living with weather generates wider discourses around independence and resisting modernisation that we term a weathered ideology. Thus, climate change is not always a destabilising force. For those who are accustomed to changing weather it can be a dimension of place around which people can organise. Uncertainty and anxiety about the future of the climate is caused more by a lack of control over adaptation processes than by a fear of unknown weather. This has implications for people living at the margins across the globe, where unpredictable weather is a part of local identities, but influence on adaptation policy making is low.  相似文献
