Under communism local authorities tended to be largely passive bystanders in a regional development process which emerged through the central planning process through the spatial allocations of investment by government ministries. Attention was given to physical planning, but comparatively little material entered the public domain on location policy and spatial priorities generally, apart from the objective of greater equality between regions and a commitment to backward areas generally. Now that much investment is down to private enterprise and government has become more decentralised and accountable, there is a need for concepts and strategies to coordinate public sector investment and provide guidelines for the evaluation of private development proposals. At the same time, there is an open competition for investment which requires communities to promote themselves in terms of their identity and development potential. This paper offers an overview by taking two countries - Hungary and Romania - where progress can be compared and where the focus can be placed on a common frontier which is diverting attention from conventional regional planning to cross-border cooperation. In both contexts however, attention is given to the ways in which planning can divert investment away from the main centres to the peripheral areas, including action to strengthen the role of small towns and also to improve cohesion among functionally-related groups of settlements and communes. Restructuring the Polish countryside is a complex and urgent task. Adapting agriculture for EU entry will mean a considerable reduction in employment and rural diversification is needed because other sectors of the national economy will not be able to absorb all the displaced people if they arrive in the towns. However, providing non-agricultural employment in rural areas depends to a large extent on the technical infrastructure available: running water, sewerage systems, gas supply and telecommunications. The paper deals with voivodeships in southern and southwestern Poland (formerly Galicia) and shows that while much progress has been made since the end of the communist period, the inherited inequalities are being perpetuated and in some cases increased. However, even where the infrastructure is satisfactory, private business does not develop at a uniform rate and action is needed to stimulate communities in remoter rural areas, particularly in the eastern part of the study region. This paper assesses how far community led rural visions accord with the current thrust of rural planning policy delivery in the UK. Adapting conventional visioning methods, qualitative techniques were used on eight different communities across urban, exurban and rural Wales to elicit views relating to the kind of local countryside(s) that were desired. The results show that the communities’ visions reflect an emerging consensus around local countryside priorities: multifunctionality, integration, wider countryside protection, development based on need, and local distinctiveness according with the thrust of current planning policy at national and local levels. However, there is a clear dichotomy between this and the reality of what communities actually experienced in developments affecting their countryside. Here, universal criticism was encountered over the type, pace and scale of development, the lack of rural specificity and the failure to take account of local community needs and priorities. It is hypothesized that tensions between national and local politics and stakeholder power relations are playing a crucial role in distorting the delivery of town and country planning. It is recommended that rural policy delivery must become more “joined up” and rural proofed at national and local levels concomitant with a change in the operational culture of agencies at the forefront of rural delivery. Essentially, effective engagement of top down approaches synergising with bottom up community led ideas is long overdue.  相似文献

Agriculture has ceased to be the major employer in the rural areas of East Germany. Far-reaching structural change has resulted in a sharp decrease in employment and the mono-structural character of villages has been lost. Unemployment is now a major problem and women are worst affected. New jobs have been created in construction and elsewhere in the tertiary sector but most people who have found new jobs have to commute to the towns or migrate permanently to the urban areas. A north-south contrast has developed because the more developed network of towns in the latter, combined with a relatively good infrastructure, has enabled many villages to survive as viable communities. An example is Fuchshain near Leipzig where employment with the farming company (the former cooperative with 4200 ha of land) has declined but the population has grown through new housing built for commuters. In the north there has been much depopulation and many houses are used as second homes. Either way there is more conflict occurring now within rural communities because of tensions between the employed and the unemployed and between old and new residents. It is therefore important that land use planning should take into account the changed economic and social profiles and measures should be adopted to ensure that the countryside remains visually attractive and socially cohesive. The Apuseni Mountains, part of the Western Carpathians, are distinctive in cultural terms because of the highly dispersed settlement patterns that have developed on the high erosion surfaces where the Moti people cleared the forests to allow for an expansion of family farming in the eighteenth and nineteenth centuries. These small ‘crang’ settlements remain, but the population is declining in the face of limited employment opportunities and poor services. The question arises as to the most appropriate rural development strategy for the region, following the communist period which encouraged centralisation through the provision of housing and industry in key villages and new towns. The emphasis on private farming and the expansion of tourism could protect the inherited cultural landscape but money must be found to improve rural services. There is also a strong conservation movement which supports the establishment of a national park, but this could constrain development through controls on grazing and woodcutting. Hence the dialogue continues to find the best compromise and the concept of a ‘natural park’ is being discussed with such a reconciliation in mind. Agriculture has always been very important for the Bulgarian economy, but during the socialist period there was considerable progress made in the diversification of employment opportunities in rural areas. While many people commuted to non-agricultural jobs in the townships (and there was a large permanent transfer from rural to urban areas), there were additional opportunities in small factories and local services in the villages themselves. The transition has seen these opportunities much reduced, at precisely the time when full-time paid work in agriculture has declined due to market restructuring while complex problems have emerged associated with liquidating the state-run cooperatives and establishing a viable alternative. The paper discusses the general issues and presents a case study from the north-central part of the country. The rebuilding of a cooperative farming system (along with other forms of consolidation) is a positive trend which could increase spending power in the villages and help in the growth of employment in rural industries and services. This paper presents some initial implications of the changes brought about by recent economic transformations within the Romanian rural sector during the current transition period. As a case study of those trends, within the context of pluriactivity and constraints to rural development, it looks at some characteristics of agricultural production in the Subcarpathian region of the county of Valcea, an area where collectivisation, and thus its influences, had been partial and limited. The paper links micro and macro view points. At the micro level, it looks at the coping strategies, based on pluriactivity, adopted by rural households under changing economic conditions. At the macro level, the paper discusses some of the possible factors supporting as well as hindering rural welfare levels and agricultural development under current economic conditions. This paper analyses the ‘Dorferneuerung’ or village renewal scheme - a key policy for rural development in the new ‘Länder’ of Germany which has been transferred from the old Länder. The contribution that Dorferneuerung can make to rural development is considered, with particular reference to the experience of participating villages in Sachsen-Anhalt. It concludes that Dorferneuerung has contributed much to improving the built environment but little to new job creation. It is indicative of the advantages and disadvantages of reunification for rural development in the new Länder.  相似文献

In the past decade geographers have critiqued the exclusivity of idyllic representations of rurality and sought to explore the diverse experiences of Other social groups in the countryside. This paper builds upon that small but significant strand of research which has highlighted the whiteness of representations of rurality and the consequences of this for racialised minorities. These debates have been crucially important in forwarding our understanding of racially-exclusive constructions of idyllic country living; however, it is important that academics neither assume that such ideas are forever fixed, nor that they affect all minority ethnic groups in the same ways. This paper takes both the potential power and frailty of these ideas seriously, as it examines how the concepts of race, racism and rurality are deployed by different commentators as they debate the place of one specific minority ethnic group in the English countryside. The route taken into this is a consideration of print-media reporting of events in Firle, Sussex, where, in 2003, some white rural residents symbolically purged their village of Gypsy-Travellers by burning a mock caravan complete with effigies at their annual bonfire celebrations. In conclusion, the paper challenges the relative lack of attention to these issues within the white-dominated discipline of geography, and argues that it is imperative to trace the dynamic ways in which the whiteness of idyllic understandings of the rural are reinforced and challenged through contemporary social practice.  相似文献

In many developing countries, research institutions or centres have been established to develop and/or adapt technologies that would help agricultural development. This is particularly true in Africa where national efforts have been supplemented with international research institutes. Although some modest progress has been achieved in improving agricultural technology, on the whole, the improvement record is not quite encouraging among the small-scale farmers. In many areas, either there are no improved technologies, or where they exist, are unacceptable by farmers. However, where useful technologies exist, their spread has been very limited and where they have been adapted, the benefits only accrue to a small segment of the community. The logical question posed is: why and how do we find ourselves in the current situation? This paper considers the view that to understand fully why the available technologies have remained largely at the research centres, there is need to examine the whole process of research, development, dissemination and utilization of agricultural technology. It is significant to investigate the structural constraints and prospects under which those involved in the process work, their motivations and the interactions between different groups. The traditional ‘top-down’ of development strategy should be supplemented with farmers' indigenous knowledge, and programmes encouraging transfer of agricultural technology should include institutional support. Only by the identification of farmers' environmental and resource utilisation, preferences, socio-economic circumstances and constraints can a development programme of optimum meaning to farmers be devised and implemented with success.  相似文献

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.  相似文献

This study explores the spatial transformation of urban South Africa since the ending of Apartheid rule two decades ago. It places this experience within the context of countries which have also gone through a “loosening” of political control and of related controls over spatial arrangements. The paper provides a discussion of South Africa’s spatial trends between 1996 and 2011, focusing on urbanisation; urban form; and socio-spatial segregation, and exploring the extent to which changes identified are shaped by the state, private sector investment, and the everyday actions of households and individuals. It shows that South Africa’s urban spatial transformation, post-Apartheid, is both idiosyncratic and comparable. The consequences of spatial controls, and of their loosening, have been diverse across countries, but also within countries. Loosening has led to differing relationships between state, citizenry and private enterprise, and to complex new crossing points between these groupings, affecting spatial change. In South Africa, significant trends have been: movement to the major cities where employment growth is stronger; levels of racial desegregation; and densification of parts of cities and towns, along with peripheral growth and employment decentralisation. Many of the changes however are differentiated across space and between settlements. While proactive state policies have had some impact (not necessarily in the direction of desired spatial transformation), and there are complex interrelationships, our empirical studies suggest that the major weight of evidence is towards the roles of private enterprise and people in shaping spatial change, enabled in part by forms of state loosening.  相似文献

Soviet collectives in general and especially the kolkhozes in rural areas were much more than merely production units. They regulated a significant part of everyday life in the villages and thus have to be seen as all-embracing social institutions, constituting the bedrock for rural communities. Relying on the homogenising effect of the kolkhoz-mechanism most authors who analyse the process of transformation in the Post-Soviet Russian countryside highlight the failures of privatisation and consequently presume continuity and not change. This paper argues, first, that in view of the weakness of the central state in the 90s a considerable leeway existed at the local level for different ways and degrees to implement the reform legislation and, second, that the concrete outcomes of the restructuring can only be adequately understood focusing on interests and power relations on the micro level rather than dealing with farms as such as the ‘acting units’.The common vantage point for most of the kolkhozes was an “alliance for the locale” between management and workers. It had its roots in the fear to become “slaves on one’s own land” if non-local investors would be allowed to buy agricultural land, to remain without infrastructure like streets, water supply and kindergartens if the kolkhoz would be divided up and to lack the machinery to work the private plots without the support of the farms. But beyond this consensus the chairmen of the collective farms could rely on a bulk of different allocative and authoritative resources to stage-manage privatisation. This introduced a highly ‘individual’ moment in the process and led to rising disparities and an increasing disintegration of rural Russia in the 1990s. Using a farm in southern Russia as an example the closer look at these resources and the “failed privatisation” unveils, that not continuity, but hybrid amalgamations of old and new characterise the Post-Soviet Russian countryside.  相似文献

Valcea is one of Romania's Wallachian counties with landscapes which grade from the Carpathians through the Subcarpathians and Piedmont zone towards the plain. Agriculture plays a major role in the economy but there is also a long-established tourist industry and the industrial base (established through the processing of local raw materials: agricultural commodities, timber and salt) has been enlarged and diversified under communism. The tourist industry has also expanded with reference to the mineral waters. But agriculture still plays an important role. Environmental pressures on sensitive Carpathian ecosystems have increased over the years and under the transition conservation measures should include national park designations to provide a buffer for clusters of nature reserves. The paper discusses the nature of the environmental problems and the significance of national and ‘natural’ parks for the development of tourism in the area, with particular reference to Buila-Vanturarita area of the Capatina Mountains.
