Since 1983, Ghana has been undergoing World Bank and International Monetary Fund (IMF) sponsored Structural Adjustment Programs (SAPs). The implementation of the SAPs, it is claimed, has arrested Ghana's economy from complete collapse, resulted in consistent growth in GDP averaging 6% over the past decade, reduced inflation levels, created budget surplus, and increased export earnings. Compared to the 1970s, these are the best of times indeed. But while these SAPs‐derived improvements in the national economy have been recorded at the macro level, the benefits at the micro level are a matter of considerable debate. This study revisits the issue of socioeconomic and spatial disparities that have characterized Ghana since colonial times, emphasizing the period from 1983 when Ghana's SAPs began. It examines current patterns of socioeconomic disparities with emphasis on the distribution of, and access to, health, education, basic services, and the like. The study focuses on urban‐rural as well as interregional disparities in the country.  相似文献

As processors and marketers of fish, women fishtraders in the Fanti town of Cape Coast, Ghana have become powerful financers and owners of canoes, nets, and other fishing equipment. Since the 1960s, when motors were first introduced to Ghana's artisanal canoe fleet, two interrelated processes have occurred in Cape Coast. First, Ghana's fisheries have become increasingly exploited and—in the case of some species—overfished. Second, the social relations of production in the artisanal sector have shifted from being socially embedded to being more market‐based and impersonal. I argue that two recent Women in Development (WID) projects in particular have contributed to the breakdown of fishtraders’ traditional economic networks and livelihood strategies: (a) loan schemes that target women's associations, and (b) the 1985 Intestate Succession Law, which reconfigured inheritance rights. These WID projects, based on western notions of gender and the household, have created disharmony and mistrust among Cape Coast's fishtraders rather than promoting their “development.” The breakdown of fishtraders’ labor and marketing organizations has resulted in increasingly desperate strategies to get fish, increased degradation of Ghana's marine environment, and uncertainty for the future of the coastal economy.  相似文献

Underweight prevalence among preschool children in Africa has been studied, but the effects of culture and geography remain unclear. This study used the 2008 Ghana Demographic and Health Survey data for 2244 children aged 0‐59 months and generalized linear mixed models to analyze these data. The results showed that culture and geography remained significantly associated with preschool underweight prevalence after controlling for demographic and socioeconomic characteristics of children, mothers, and households. Additionally, the gender of a child, size at birth, fever status, mother's BMI, insurance coverage and number of children <5 years in the household were significantly associated with underweight prevalence in Ghana. The study concluded that in addition to specific characteristics of children, mothers, and households, culturally motivated childhood dietary restrictions among the Ga/Dangme and Ewe could be reduced through appropriately targeted nutritional messages. Additionally, decreasing North‐South disparities in socioeconomic development, and improving nutritional outcomes among disadvantaged households in southern Ghana should be the focus of policies and strategies directed at reducing preschool underweight prevalence in Ghana.  相似文献

Conflicts undermine forest-based livelihoods for the rural poor. Conflict management is key to preventing such conflicts. This article analyzes actor perceptions of forest- and tree-related conflicts and conflict management in Ghana's high forest zone. It also assesses a phased methodology that promotes shared problem definition and ownership of recommendations on conflict resolution strategies through the presentation and discussion of findings from document analysis, surveys, interviews, and focus-group discussions at a workshop with forest professionals held in Kumasi, Ghana. The study found that conflicts are inherent in forest-based livelihoods due to policy and legislative failures and institutional deficiencies, perceived goal incompatibility, opportunities for interfering with the attainment of one another's goals, and environmental scarcity. Ongoing forest governance reforms in Ghana should consider the stepwise conflict management model developed by the workshop participants involved in this study, but expand it to include the views of other stakeholder groups.  相似文献

The Government of Ghana is about to take steps under its Land Administration Project to initiate the adoption of geographical information systems (GIS) in the administration of land. This paper identifies some of the challenges for Ghana's leading lands agency, the Lands Commission Secretariat, and highlights problems such as the paucity of reliable data sets and lack of standards. One of the major planning issues in Accra is that of building encroachments, for which no digital information is currently available. The paper reports on a pilot study to record encroachments on public land and demonstrates the type of inconsistencies that are apparent between the planning and cadastral data sets that do exist. The paper emphasizes that appropriate applications of GIS in Ghana's land sector are those that consider the political, social and institutional contexts within which GIS is to be operationalized.  相似文献

Abstract

Like many other countries in Africa, Ghana has traditionally depended on a few export products—namely, cocoa, timber, and mineral resources—as the mainstays of its economy. The often-volatile nature of the world market price of these products made the economy very vulnerable to fluctuations in the prices of export commodities. Moreover, the geographical distribution of these resources meant that only a few regions could participate in their production and export. This resulted in wide spatial and socioeconomic disparities between the producing and nonproducing regions. Within the past eighteen years, however, a shift seems to have taken place. Under the auspices of the ongoing structural adjustment programs, emphasis is being placed on nontraditional export goods. This is not only helping to reduce the vulnerability of the economy by diversifying the sources of export earnings, but also engendering participation in the export trade by regions that have been traditionally left behind. This study analyses the changing geography of the export trade of Ghana using data from the International Monetary Fund/World Bank, the Ghanaian government, the World Trade Organization, and field observation. The study argues that while these new trends and efforts are laudable, they cannot bridge the gap between the export producing and nonproducing areas and cushion the economy against the vagaries of the export market unless deliberate attempts are made to improve transportation and other basic infrastructure in the less-endowed areas.  相似文献

Since the early 1980s, most Sub-Saharan African countries have resorted to structural adjustment programs to reform their ailing economies. Adjustment, however, may provide a convenient means for governments of the adjusting economies and international capital to meet their current economic and political interests, usually by sacrificing the physical environment, with huge environmental costs for the adjusting country. This paper uses Ghana's forestry sector, which has been characterized by a dramatic increase in woodexports since adjustment, to demonstrate a direct link between adjustment and environmental destruction. Ghana's dramatic increase in wood exports, involving a rapid and extensive deforestation, results from the government's need to meet its increasing external debt service obligations, and is exacerbated by the series of massive local currency devaluation required under adjustment “to get prices right.” The systematic reduction in government revenue from devaluation to amortize the increasing debts, keeps the government and indebted wood processing firms on a treadmill of export-based extraction/deforestation.  相似文献

This study evaluates new multi-scale, multi-indicator methods for assessing the vulnerability of crop production to drought at a national and regional scale. It does this by identifying differences across and within ten regions of Ghana, a country that faces many climate and crop production challenges typical of sub-Saharan Africa. In particular, we illustrate how a quantitative national and regional study is a critical first step in assessing differences in the drought sensitivity of food production systems and show how such an assessment enables the formulation of more targeted district and community level research that can explore the drivers of vulnerability and change on a local-scale. Finally, we propose methodological steps that can improve drought sensitivity and vulnerability assessments in dynamic dryland farming systems where there are multiple drivers of change and thresholds of risk that vary in both space and time. Results show that the vulnerability of crop production to drought in Ghana has discernible geographical and socioeconomic patterns, with the Northern, Upper West and Upper East regions being most vulnerable. Partly, this is because these regions have the lowest adaptive capacity due to low socioeconomic development and have economies based on rain-fed agriculture. Within these regions we find considerable differences between districts that can be explained only partly by socioeconomic variables with further community and household-scale research required to explain the causes of differences in vulnerability status. Our results highlight that national and regional scale multi-indicator vulnerability assessments are a vital (and often ignored) first step in assessing vulnerability across a large area. These inputs can guide both local-level research and also demonstrate the need for region-specific policies to reduce vulnerability and to enhance drought preparedness within dryland farming communities.  相似文献

This paper explores the activities and problems of indigenous women's organisations in Ghana. The survey data that form the basis of the analysis were collected in 1998 from a sample of 66 women's organisations in the districts of Atebubu and Techiman of Brong Ahafo Region in Ghana. The results suggest that despite the debilitating impacts of patriarchy, poverty and illiteracy, the women in both districts have managed to use their grassroots organisations to improve the socioeconomic circumstances of their members in particular and their communities in general. Given the dearth of theoretical and empirical analyses on grassroots mobilisation of women in sub‐Saharan Africa, the results presented here are intended to stimulate further research and discussion on the subject.  相似文献

Traditionally, the institutional investment advisory industry in Pennsylvania has been concentrated in Philadelphia's Central Business District (CBD). However, analysis of the industry's organizational structure and spatial dynamics over the 1983–1993 study period indicates suburbanization and growth of the industry outside of the CBD. Maps and tables describe the institutional investment advisory industry's spatial organization at the intra-metropolitan scale using the Money Market Directory of Pension Funds and their Investment Advisors (Money Market Directories 1983, 1993). This industry-specific research contributes to the ongoing attempt to theorize financial services location and growth, and provides a basis for examining the impact of information technology (IT) on the spatial concentration of financial services activity at the intra-metropolitan scale.  相似文献

In 1983, Ghana embarked on a program of structural adjustment under the auspices of the World Bank and the International Monetary Fund, to resuscitate the economy and to foster development. This paper utilizes the Lagos Plan of Action, a comprehensive, continent‐wide effort and African‐led policy strategy for the economic development of the African continent, to examine the contribution of adjustment to the development of an integrated economy in Ghana. Adjustment is examined as a form of structural transformation, as evidenced by the emergent intranational (intra‐ and inter‐sectoral) and international linkages in the formal wood processing industry, a key sector with tremendous potential for such linkages. Intranationally, this study shows that, as in the pre‐adjustment years, inter‐sectoral linkages, although important, were not dynamic enough to play a significantly galvanizing role in the nation's economic development. However, intra‐sectorally, a dramatic expansion in lumber exports led to an unprecedented constriction in the traditional forward linkage between sawmills and downstream processors. This forced the latter to depend on the informal sector for inputs. Internationally, Ghanaian firms operated as subcontractors of convenience for firms overseas (particularly in Europe) via an expanded forward linkage, reflecting a new “colonial relationship” under the program.  相似文献

Urban poverty is invariably linked to sociospatial dimensions of livelihood strategies. Gendered social relations, for example, have been seen to impact the ability of females to access resources, to gain assets, and to engage in viable income‐generating activities. Focussing on the livelihood strategies of the urban poor as they intersect with neoliberal economic reforms in contemporary Ghana, this paper draws on a field‐based survey of porters in Accra, mostly migrants from rural agricultural northern Ghana, whose primary livelihoods derive from transporting goods for clients in congested market areas of the urban industrial south. The paper highlights the gendered aspects of porters' livelihood experiences such as differences in migration patterns, reliance on physical labour and living conditions, which relatively few analyses have examined, especially as these relate to wider socioeconomic processes. The study illustrates how this perspective is important to understand the intersection of livelihood strategies, gender and national economic reforms in promoting both rural and urban development.  相似文献

The preconditions for applying GIS-based location-allocation analysis for health service planning in rural Ghana are examined in terms of data availability and quality. A population map is established from the latest available census using geo-coding methods and digital topographic sheets. A vector-based transport model of the region is established by merging data from several sources including GPS. It is suggested that a hybrid transport model is required. This model combines the possibilities for all-direction transportation inherent in the raster-based approach with the possibilities for road/path transportation inherent in the vector-based approach. All-direction movements are expected to take place close to the villages in order to reach a suitable linear transport corridor represented by a vector. Several scenarios for improving the accessibility aspects of the health service provision are examined in light of Ghana's current health service policy. Location-allocation modelling tools are used to select optimal locations and provide statistics on average distance to health centres and percentage of population covered.  相似文献

Although much environmental justice research tacitly assumes that unequal environmental exposures produce geographic disparities in adverse health outcomes, very few empirical environmental justice studies have tested that assumption. This article does so by using estimates of exposure to air toxics disaggregated by emission source (point and mobile) to predict children's hospitalization rates for both asthma and respiratory infections in El Paso, Texas. Air toxics emissions from most source categories were found to be significant predictors of children's respiratory infection hospitalization rates, but not asthma hospitalization rates, at the census tract level. Findings suggest that sociospatial disparities in respiratory infection rates might be linked to environmental inequalities.  相似文献

以山西省旅游收入与地区生产总值等经济统计指标为基础,通过构建旅游业依存度、贡献率和拉动率3个指标,从时间和空间2个维度对山西省旅游业对经济增长的拉动效应进行了测算。结果表明:从时间维度来看,2003—2014年山西省旅游业拉动效应逐渐增强,预测2020年旅游业依存度将达到79.5%;从空间维度来看,与周边省份相比,山西省旅游业拉动效应在2003—2014年间显著提高,并高于全国平均水平;以各市自身GDP为基数测算和分析,山西11个市旅游业拉动效应整体上势头强劲,但各市之间发展不均衡;以山西省全省GDP作为基数测算和分析,则各市旅游业拉动效应呈现出不同态势。  相似文献

Slum eradication has been a concern in South Asian cities since the colonial times. Legislation and policies are being framed both out of national desires and international strategies. However, very little is being studied on how these legislation and policies come into being, specifically geography's influence in their formulation. The article analyses parliamentary debates from India (Rajya Sabha, 1953–2014), and outlines the process of historical, political, and institutional dominance of Delhi. It shows that the slum legislation and policies in India are formulated by abstracting cases from the Delhi slums. This knowledge hegemony of Delhi is discussed within the growing consideration towards urban theory's southern shift, which puts the Southern cities (megacities) as underdogs. The paper argues that at a regional level, these megacities exert the same hegemony that the southern theory wants to avoid. The results argue towards broadening the southern theory and ordinary city discussions.  相似文献

促进区域协调发展是区域发展的重要目标,其基础是准确评价区域经济发展格局与空间差异。空间场能是区域中心城市借助区域联系"通道"带动外围地区发展而产生的"势能差"的抽象表达,是反映区域经济发展格局与空间差异的有效手段。基于空间场能的内涵及表征方法,从省际、市际、县际等尺度探讨了中国宏观经济、三大地带与南北经济差异的时空特征、区域经济变化的空间作用机制以及区域经济格局的类型划分。结果表明:①2000年以来中国区域经济的不平衡性在扩大,但不同研究尺度反映的经济差异大小有所差别;②三大地带的内部经济差异呈显著的"反自然梯度"特征,南北差异由"南北平分秋色"向"南强北弱"演变,南方与北方内部经济发展差异均呈扩大趋势;③中国区域经济增长存在显著的空间极化现象,经济增长局部聚集模式呈现分异性与规律性;④中国区域经济发展水平的空间格局可划分为5大类型区23个亚单元,不同类型区未来应实施针对性的发展策略。  相似文献

Since the beginning of the 1990s, the global expansion of gated communities has become an increasingly important part of the residential geography of many cities. The gated community phenomenon has not been researched in West African cities, and the extent of these communities' formation and convergence or divergence with global trends is unknown. This article provides the first-ever analysis of their formation in Greater Accra, Ghana. The analysis suggests that the globalization of real estate markets and Diaspora living are important aspects in the residential geography of Accra. The concept of "transnational houses" is employed to explain aspects of the local property market that are being globalized and differentiated from local housing. Transnational houses add another layer of diversity to the contemporary urban geography of Greater Accra.  相似文献
