Wildland fire creates a complex relationship between federal agencies and public stakeholders. Questions surrounding the public's role in federal wildland fire management point to broader questions about the relationships among scientists, policymakers, federal agencies, and the public. In this article we report on a project to provide information about the key components of federal policies that govern wildland fire management. The goal is to enhance the decision support capabilities of a geographic information system (GIS)-based fire risk model and the capacity of users to interpret the outputs of the model from a fire policy perspective. We conclude by making recommendations for how this and other such tools might be refined to improve and expand policy interactions among government land and resource management agencies, scientists, and the public. 相似文献

This research seeks to contribute to advancing qualitative methodologies at the intersection of qualitative geographic information systems (GIS), narrative analysis, 3D GIS-based time-geographic methods, and computer-aided qualitative data analysis. The approach to GIS-based narrative analysis developed in the study, called “geo-narrative,” is based on extending current GIS capabilities for the analysis and interpretation of narrative materials such as oral histories, life histories, and biographies. The three central elements in this approach are (1) narrative analysis as the qualitative approach; (2) 3D GIS-based time-geographic methods as the representational framework; and (3) 3D-VQGIS as the GIS-based computer-aided qualitative data analysis component. A case example based on a study of the lives of the Muslim women in Columbus, Ohio, after 11 September 2001 is used to illustrate the approach. 相似文献

Supervised injection facilities (SIFs) are medical facilities where injection drug users can inject their illicit drugs under the supervision of nurses and doctors. Currently, there is only one legal SIF in operation in North America and it has been operating in Vancouver, British Columbia for over a decade. The purpose of this study is to determine whether the current facility needs to be expanded to other locations in British Columbia, Canada. We employ mathematical modeling to estimate the number of new human immunodeficiency virus (HIV) and hepatitis C infections prevented based on the available secondary data. Additionally, we also estimate the number of prevented overdose deaths attributable to the SIF. With very conservative estimates, it is predicted that establishing two SIFs locations outside Vancouver in British Columbia’s capital city, Victoria, is cost-effective, with a benefit-cost ratio of 1.25:1. It appears that expanding SIFs to Victoria could offer significant savings for local health care institutions. 相似文献

We examined the potential of geothermal energy development in northern Canadian communities to support local energy demand, along with providing an initial assessment of the economic viability of geothermal energy resources for (a) low enthalpy heating systems and (b) electrical power generation from high temperature resources. We estimate yearly energy production and cost per kWh for geothermal systems using scenarios for thermal and electrical production sustained over 15 years from temperatures reached in the 2–6-km depth range. All the calculations are based on a borehole fluid productivity of 30 kg/s. We assume this to be feasible in sedimentary aquifers and through fractured granites. Under such an assumption and assumptions made on the efficiency of heat exchangers, our modeling shows that thermal energy output for 120°C from 3- to 5-km wells can be as low as 5–8 cents/kWh thermal. For a 6 km depth, the cost of thermal energy can be as low as 1–2 cents/kW thermal for thermal energy production of 100–200 MWh annually. 相似文献

A comparative discussion of the advantages and disadvantages of natural stands and plantations, including in terms of their productivity and stability, began from the moment of the first forest plantings and continues to this day. In the context of the progressive replacement of natural forests by plantations due to deforestation, the question of how will change the carbon storage capacity of forest cover when replacing natural forests with artificial ones in a changing climate becomes extremely relevant. This article presents the first attempt to answer this question at the transcontinental level on a special case for two-needled pine trees (subgenus Pinus L.). The research was carried out using the database compiled by the authors on the single-tree biomass structure of forest-forming species of Eurasia, in particular, data of 1880 and 1967 of natural and plantation trees, respectively. Multi-factor regression models are calculated after combining the matrix of initial data on the structure of tree biomass with the mean January temperature and mean annual precipitation, and their adequacy indices allow us to consider them reproducible. It is found that the aboveground and stem biomass of equal-sized and equal-aged natural and plantation trees increases as the January temperature and precipitation rise. This pattern is only partially valid for the branches biomass, and it has a specific character for the foliage one. The biomass of all components of plantation trees is higher than that of natural trees, but the percent of this excess varies among different components and depends on the level of January temperatures, but does not depend at all on the level of annual precipitation. Recent viewpoints concerning the state of research in transport geography have touched on the issue of insularity and the need to bridge the divide between the largely spatial–analytical or quantitative research in transport geography and the critical or qualitative research prevalent in urban, economic, and most other subfields of human geography. Transport geography has been criticized by some for being a quiet corner of our discipline that has lost its centrality largely because it remains within the analytical framework of the 1960s. This article explores these sentiments by reexamining recent transport-oriented research in highly cited geography journals to assess the degree to which the qualitative–quantitative divide exists within transport geography and between transport and other subfield in human geography, as well as to explore issues of productivity and centrality of transport-oriented research in geography. Results indicate that geographical research involving transport topics is much more prevalent and reflects a wider range of epistemological and methodological approaches than is frequently assumed. Nevertheless, there is still a considerable divide between “mainstream” transport geography and other human geographical research that necessitates much more interaction between transport and other subfields and greater incorporation of alternative research approaches within the mainstream of transport geography. To that end, we propose a preliminary critical transport geography research agenda that is open to a variety of methodological approaches, including quantitative analysis. 相似文献

Spatial barriers to employment limit women's job opportunities, but their effects differ among racial/ethnic minority groups. This study evaluates the degree of spatial mismatch for minority women and men by comparing the commuting times of African American, Latino, and white workers in the New York metropolitan region. Using Public Use Microdata for 1980 and 1990, we perform a partial decomposition analysis to assess the role of spatial mismatch in lengthening commuting times for minority workers. The results show that African American men and women living in the center of the region have poorer spatial access to employment than their white counterparts. In the suburbs, African American women and Latinas suffer no spatial mismatch; rather, their longer commuting times reflect greater reliance on mass transit. Comparison with 1980 findings reveals little change in spatial mismatch over time despite significant economic and social restructuring in the 1980s. Spatial barriers still limit employment prospects for the majority of minority women living at the core of the region. 相似文献

Many migration studies describe various counties by adopting a priori county typologies, such as the U.S. Department of Agriculture Economic Research Service county typology, which might not be suitable for identifying different age migration patterns of the U.S. counties. This study employs a spatial clustering method that exhaustively compares all U.S. counties on their age migration similarity and spatial proximity to investigate signature age-specific net migration profiles across six decades of U.S. county age-specific net migration data from 1950 to 2010. All of the six-decade data are integrated into a common spatial county boundary on which counties below a population threshold are merged with the nearest county to mitigate the small population problem in net migration rates. As counties are merged by increasing large population thresholds, the Getis-Ord Gi* spatial autocorrelation statistic is applied to examine how the spatial migration patterns are affected. It is found that U.S. county age-specific net migration profiles exhibit four signature patterns. Although these patterns are persistent across the past six decades, their spatial distributions have experienced dramatic variation. The small population problem in net migration rates affects the extent and location of the significant spatial migration patterns. 相似文献

Fossil midge remains in a sediment core from Lake Stowell, a low-elevation lake in coastal British Columbia, Canada, were used to assess temporal changes in chironomid communities and to produce quantitative estimates of mean July air temperature (MJAT) for the past 14,000 years based on two different transfer functions. Chironomid assemblages are diverse throughout much of the record, with most taxa present at low relative abundances. The basal portion of the sediment record is characterized by low head capsule concentrations, taxonomic diversity and organic matter content, all of which increase towards the early Holocene. Inferred temperatures suggest a cool late-glacial interval with a minimum MJAT of 12.5 °C, ~2 °C cooler than the inferred modern temperature. Summer temperatures gradually increased from this minimum until a brief cooling of as much as ~3 °C relative to modern that coincides with the Younger Dryas chronozone. An interval of warmer summers with MJAT of ~16 to 18 °C (2–3 °C warmer than modern) is inferred between ~10,500 and 8000 cal year BP. This early Holocene warm period was followed by generally cooler inferred temperatures in the middle and late Holocene. The midge-inferred temperature record from Lake Stowell is generally consistent with other temperature reconstructions from the region based on chironomid remains and other climate proxies. This research underscores the potential of low-elevation, mid-latitude sites for chironomid-based temperature reconstructions. In order to maximize the availability of modern analogues for robust temperature reconstructions from similar sites, calibration datasets should be expanded to include more sites from the warm end of the temperature gradient. 相似文献

This article examines the potential geographic inequities between major hazard events and U.S. presidential disaster declarations at the county level from 1965 through 2004. The previous literature suggests that the disaster declaration process is highly politicized and not necessarily based on need. We hypothesize that there is a spatial inequity between the receipt of disaster declarations and the distribution of major hazard events. The results indicate that the geographic distribution of disaster declarations is not totally explained by the spatial pattern of major hazard events. In some locales, state experience in submitting disaster requests and achieving success translates into more disaster declarations (holding everything else constant), providing further evidence of the political nature of the process. 相似文献

The variations of breast cancer mortality rates from place to place reflect both underlying differences in breast cancer prevalence and differences in diagnosis and treatment that affect the risk of death. This article examines the role of access to health care in explaining the variation of late-stage diagnosis of breast cancer. We use cancer registry data for the state of Illinois by zip code to investigate spatial variation in late diagnosis. Geographic information systems and spatial analysis methods are used to create detailed measures of spatial access to health care such as convenience of visiting primary care physicians and travel time from the nearest mammography facility. The effects of spatial access, in combination with the influences of socioeconomic factors, on late-stage breast cancer diagnosis are assessed using statistical methods. The results suggest that for breast cancer, poor geographical access to primary health care significantly increases the risk of late diagnosis for persons living outside the city of Chicago. Disadvantaged population groups including those with low income and racial and ethnic minorities tend to experience high rates of late diagnosis. In Illinois, poor spatial access to primary health care is more strongly associated with late diagnosis than is spatial access to mammography. This suggests the importance of primary care physicians as gatekeepers in early breast cancer detection. 相似文献

The postsocialist transition resulted in widespread structural change in Polish agriculture, but fine-scale assessments of how these changes affected farming and rural landscapes are scarce. This article examines changes in farm sizes and land use patterns after the breakdown of socialism in Poland using micro-census data and satellite images. Our study area is Pyrzyce County. The analysis indicates a polarization of the farm size distribution (e.g., medium-sized farms disappeared) as well as marked changes in land use patterns (e.g., increasing field sizes and field aggregation). Interviews with farmers and stakeholders suggest that this shift can be explained by decreasing competitiveness of medium-sized farms in the emerging new agricultural value chain, which forced farmers to increase and intensify production or to downsize their farms, especially when the preference was for other occupations. 相似文献

This article studies location decisions and network configurations of foreign direct investment (FDI) in Nanjing, the capital of Jiangsu Province, located in the northwest of the Yangtze River Delta (YRD). Built on the perspective that China's economic transition can be conceptualized as a triple process of globalization, marketization, and decentralization, this article outlines four structural changes of the Chinese economy that are underlying the location and networks of FDI: decentralization and the empowerment of local states, marketization and the increasing importance of places, globalization and the emergence of globalizing city regions, and urban spatial restructuring. The study has uncovered substantial intraurban differences within Nanjing and the significance of the Chinese state, location within the YRD, and intraurban context in the location decisions for FDI. We have also found that foreign ventures overwhelmingly serve as production facilities for either the Chinese or world markets, and maintain close production relations with other foreign firms in the YRD. Finally, regression models have identified the significance of national-level development zones, access to ports, and industrial land in the location of foreign ventures. 相似文献

This research explores the factors that shape the evolving geographic distribution of business headquarters (HQ) activity. We address an understudied influence on HQ geographies: metropolitan HQ changes driven by the process of small, rapidly expanding businesses growing into mature companies. This investigation focuses on the developmental paths followed by fast-growing firms (FGFs) and the geographic distinctions that can be observed in a FGF tracking study of Canada’s metropolitan regions from 1987 to 2005. Our research findings indicate that geography plays an important role in this development, as FGF tracking records throughout Canada’s metropolitan areas diverge sharply. We find that most FGFs that emerged in Vancouver and Toronto continued as ongoing businesses following their rapid growth phase, while a high proportion of FGFs based in Montréal and Calgary did not. Palaeolimnological and palynological records from climatically variable central Alberta, Canada, document periods of hypersaline lake conditions indicative of late glacial and early Holocene drought. The sensitivity of palaeolimnological indicators for inferring palaeoclimates is examined by comparing records from two sites at opposite ends of the regional precipitation gradient. Palaeosalinity is identified by the presence of Ruppia pollen, a hypersaline aquatic plant not presently growing in either lake, and diatom assemblages comprising both saline epipelic and planktonic species. Goldeye Lake (52° 27 N; 116° 12 W), in the relatively moist Rocky Mountain Foothills remained saline from its inception before ca 14500 years BP until ca 10400 years BP by which time pioneering forests had replaced tundra vegetation; however, freshwater planktonic diatoms dominated ca 12500 to 11500 years BP. However, dating problems endemic to the Foothills region make this chronology only tentative. Moore Lake (54° 30 N; 110° 30 N), in dry, east-central Alberta contained Ruppia only between ca 9000 and 6000 years BP. Freshwater diatoms dominated until ca 10000 years BP when they were succeeded by taxa characteristic of saline water. The lake remained saline until ca 6000 years BP. The late glacial period of palaeosalinity at Goldeye Lake occurred because the lake was surrounded by Cordilleran and Laurentide glacial ice, and therefore, cut off from moisture sources until the early Holocene by which time significant ice recession had occurred. Factors causing the second period of salinity remain unknown at this time. In contrast, by the early Holocene, Moore Lake was influenced by drought caused by high summer insolation induced by orbital fluctuations. Freshwater conditions were maintained through the Holocene in the Foothills region of west-central Alberta, but occurred consistently only over the last 4000 years in central and east-central Alberta. The warmer, drier climate during the early Holocene did affect lake levels in at least one headwater Foothills lake (Fairfax Lake — 52° 58 N; 116° 34 W). The severity of the drought increased in an easterly direction across the province.This publication is the fourth of a series of papers presented at the Conference on Sedimentary and Palaeolimnological Records of Saline Lakes. Spatially referenced quantitative research that attempts systematically to assess inner suburban decline in Canadian metropolitan areas is almost completely missing from the literature. This paper aims to fill this gap and examine whether inner suburban decline is occurring in Canada. Aggregated census tract level data are used to assess all zones for decline based on relative prosperity changes in median household income, average dwelling values, and average gross rent. The results indicate that inner suburbs in Canadian cities experienced a decline in median household income, average dwelling value, and prosperity factors between 1986 and 2006. While a few possible explanations and policy approaches are offered, more research is necessary to explore the implications of these trends. 相似文献

Object-oriented image classification has tremendous potential to improve classification accuracies of land use and land cover (LULC), yet its benefits have only been minimally tested in peer-reviewed studies. We aim to quantify the benefits of an object-oriented method over a traditional pixel-based method for the mixed urban–suburban–agricultural landscape surrounding Gettysburg, Pennsylvania. To do so, we compared a traditional pixel-based classification using maximum likelihood to the object-oriented image classification paradigm embedded in eCognition Professional 4.0 software. This object-oriented paradigm has at least four components not typically used in pixel-based classification: (1) the segmentation procedure, (2) nearest neighbor classifier, (3) the integration of expert knowledge, and (4) feature space optimization. We evaluated each of these components individually to determine the source of any improvement in classification accuracy. We found that the combination of segmentation into image objects, the nearest neighbor classifier, and integration of expert knowledge yields substantially improved classification accuracy for the scene compared to a traditional pixel-based method. However, with the exception of feature space optimization, little or no improvement in classification accuracy is achieved by each of these strategies individually. 相似文献

We examined change in areal extent of mountain meadows and fields of deciduous shrubs and conifer saplings in the central western Cascade Range of Oregon, based on analysis of aerial photographs taken in 1946 and 2000. These nonforest vegetation patches are distinctive habitats in dominantly forested landscapes, such as the Cascades, and change in extent of these habitats is of interest to scientists and land managers. We mapped and dated even-aged forest stands of probable postfire origin around the nonforest patches, using tree-ring analysis and interpretation of aerial photographs. We used these and archival data to interpret possible influences of past wildfire and sheep grazing on the extent of nonforest patches. The total area of nonforest vegetation patches decreased from 5.5 percent of the study area in 1946 to 2.5 percent in 2000. Significantly more cases of contracted patches were observed for mesic and xeric meadows which have adjacent forest established after wildfire in the approximately 150 years preceding 1946. A higher proportion of mesic (47 percent, n = 47) than xeric (17 percent, n= 115) meadows contracted between 1946 and 2000. Broad-leaved shrub fields were unchanged, probably because of topo-edaphic controls, dense cover of shrubs, and snow effects; but all fields of conifer saplings underwent succession to forest. The traditional definition of concentrated poverty—40 percent of a census tract population living below the federal poverty threshold—is problematic in light of burgeoning working poor populations, increasing inner-suburban poverty, and problems with the federal poverty threshold itself. This article questions the meaning of concentrated poverty as traditionally defined and measured through an analysis of social and built environments in selected Los Angeles area communities that meet the 40 percent threshold. Such neighborhoods face significant challenges, yet do not conform to stereotypes of concentrated poverty areas. Findings indicate the need for measures that recognize the increasingly heterogeneous forms and landscapes of poverty in globalizing urban regions. 相似文献
