Drawing on recent research in the Horn of Africa, emerging patterns of managing forced migration in the post-Cold War landscape are identified and analyzed. While camps continue to house refugees, the meaning and value of ‘refugee’ have changed dramatically since the Cold War. Efforts to prevent people from crossing political borders to seek safety are increasing, giving rise to a new set of safe spaces. These new spaces are expressions of a distinct geopolitical discourse and take the names ‘UN protectedarea’, ‘preventive zone’, and ‘safe haven’. Their significance as a challenge to state-centric geopolitics both within conflict zones and as refugee camps is explored in the Kenya-Somalia context.  相似文献

In non-urban places of Australia, caring-as-Country frames natural resource management (NRM) as a practice of reciprocal, more-than-human care-giving (S. Suchet-Pearson, S. Wright, K. Lloyd, and L. Burarrwanga. 2013. ‘Caring as Country: towards and ontology of co-becoming in natural resource management.’ Asia Pacific Viewpoint 54 (2): 185–197). Caring-as-Country is an idea that encapsulates the entangled, reciprocal relationships that people have with, and as part of, agentic more-than-human worlds. In more urbanised places, however, practices of caring-as-Country are often unrecognised, undervalued and undocumented. In this paper we make explicit practices of caring, healing and rejuvenation at Yellomundee Regional Park, Darug Country in western Sydney. Our discussion of care, entanglement and reciprocity at Yellomundee focuses on two specific activities that embody caring-as-Country: the return of cultural burns and sustained presence on Country in the form of Darug-led culture camps. The Darug principle of yanama budyari gumada, to ‘walk with good spirit’, embodies and invites new ways of thinking and practising intercultural caring-as-Country in heavily colonised, urban places like Yellomundee. As we document the practices arising from this invitation, we consider its far-reaching implications for NRM and planning, and we expand on the importance of geographies of care for unceded urban places.  相似文献

Generalizing the recent experience of the United States, the common wisdom associates today’s ‘populist explosion’ with a deepening urban-rural divide, in which small towns and rural regions are seen as reservoirs of populist anger while large cities in the most prosperous areas are portrayed as strongholds of multicultural coexistence and liberal democracy. In challenging this representation, this paper underlines the ‘urban roots’ of today’s populist phenomenon in Western societies, using Italy as illustrative evidence. It is argued that cities – far from being pacified enclaves of happiness and democracy – are central to the contradictions of contemporary societies and their degenerations, reflecting an ambivalent relationship with the nation-state: potential sites of post-national democracy, on the one hand, but also spaces contributing to the current populist-white-revanchist wave sweeping Western societies, on the other hand. In doing so, the paper shows how the intersected housing and refugee crises have fomented impulses of ethnic-majority revanchism within Italy’s cities and towns in a context of late neoliberalism.  相似文献

ABSTRACT

Peri-urban areas are the interface between urban and rural regions, with these regions traditionally acting as foodbowls for adjacent urban areas. This peri-urban agriculture provides a diverse suite of benefits to urban areas. Increasingly, however, peri-urban areas are being converted to residential uses, driven in part by higher land values secured for land converted for residential development. In Sydney, planning and development has tended to treat peri-urban areas as ‘suburbs in waiting’. Using a Foucauldian governmentality approach, this paper investigates the prevailing rationalities in metropolitan-level strategic planning documents—in particular A Plan for Growing Sydney and the Draft South West District Plan—and how these rationalities relate to peri-urban agriculture. Our analysis shows that the three overarching rationalities—the global city, the compact city and the sustainability agenda—frame the urbanisation of peri-urban agricultural lands as necessary and inevitable, and only integrate agriculture as part of the future of the city of Sydney when it can be rationalised within the ‘global city’ narrative. As a result, peri-urban areas are not considered to have unique planning needs, but are imagined as latent spaces that will enable Sydney to meet its housing and job targets through their future development.  相似文献

Abstract: This article examines Māori women and the ways in which their bodies are constituted within particular cultural spaces, namely at urupā and sites where food is gathered. Māori bodily rituals, and the impacts of colonization on these bodily rituals, are explored to reveal a ‘nonwestern’ perspective on exclusion. Kaupapa Māori research and postcolonial theory have been combined to produce research that respects and nurtures Māori practices. Colonial notions of blood and menstruation, which inscribe women as ‘dirty’ and ‘unclean’, are critiqued. What is advocated is a Māori perspective that constructs Māori women as connected to Atua, and as powerful, sacred and life‐giving.  相似文献

In this study, we analyze the structure of paths within two refugee camps (Calais, France, and Zaatari, Jordan) as a preliminary study examining posttraumatic stress disorder (PTSD) stressors within such camps. We do so through a geospatial analysis of intersections and viewsheds within the camps. Given that anxiety, and the avoidance associated with it, is a primary characteristic of PTSD, refugees might prefer built environments with fewer stressors or anxiety triggers. This study provides a baseline for analyzing basic stressors in a way to test whether design supports anxiety-based avoidance. The planned structure of Zaatari shows a high prevalence of spatial PTSD stressors with lower visibility and a more maze-like structure than that of Calais. This suggests a coping strategy taken by refugees to produce a more suitable and less stressing labyrinth structure. To properly treat PTSD in geographical space, we suggest a need for consideration of this in the planning, function, and very existence of refugee camps and settlements.  相似文献

Lands cleared for Vietnamese New Urban Zones are commonly described as ‘wastelands’ (??t hoang) in need of development. But clearing these lands in Vietnam's densely populated urban areas requires evicting large numbers of urban residents. How is it possible to render populated spaces as empty wastelands? This paper juxtaposes new ethnographic research in Ho Chi Minh City against historical scholarship on Vietnamese concepts of ‘clearing the wasteland’ and colonial civilizing projects of mise en valeur. In doing so, the article describes these concepts as parallel legitimizing strategies that effectively enable developers and planners to render previously occupied and utilized lands as empty, uninhabited wastelands. The article shows that the same narrative structure used in these earlier contexts is used to justify current urban development projects.  相似文献

Abstract

Questioning is an important teaching skill. Teachers should be able to ask ‘thinking’ questions as well as ‘memory’ questions and they should be able to ask questions about ideas as well as facts. To assist teachers with development of their questioning skills, two dimensions of a question — the intellectual processes involved in answering it and the form of knowledge constituting the content — are reviewed. In the modern era, the world's refugee problem has changed magnitude and location; it has expanded from a local to a continental, and now global, scale issue. About 90% of the world's 10 million refugees are from developing countries, and over 90% of these will stay there. Refugee generating and receiving countries are concentrated in 5 world regions: Central America, Southwest Asia, Southeast Asia, and Sub-Saharan Africa. Each concentration is unique and is associated with a particular set of regional conflicts. International efforts address short-term relief needs, whereas political instability and repression that generate refugees continue unabated. Refugees along sensitive border regions affect bilateral relations, large groups of refugees can pose political and security problems for the host country, and disputes over refugee policies and their implementation can complicate diplomatic ties. Some highlights of the data follow. 1) The 3 million cross-border refugees and 5.5 million internally displaced persons make the many governments in Sub-Saharan Africa increasingly dependent on Western assistance to solve their problems. Refugees are fleeing armed conflict, tribal violence, and drought, and often generate additional regional turmoil. 2) 3-4 million Afghans have fled their country since the 1978 Marxist coup; about 2.5 million have entered Pakistan. Most choose to remain in camps near the Afghanistan border where they are targets of cross-border attacks. 3) 1.2 million Salvadorans, Guatemalans, and Nicaraguans live outside their native countries. Official refugee and unofficial migrant populations are active in various rebel insurgencies, contribute to strained bilateral relations and tensions in border areas, and are the subject of heated political debate in host countries. 4) 90% of the 1.7 million Indochinese who fled from 1975-May 1986 have been resettled; 168,000 refugees remain in 1st-asylum camps, not including 240,000 Khmer without refugee status, in temporary camps in Thailand. Thailand's large refugee population is involved in factional strife, smuggling, and guerrilla activities. The Thai are particularly concerned about Hmong refugees, who are accused of opium cultivation and destruction of Thai forests through slash-and-burn cultivation. 5) Nearly 62% of the thousands of present Vietnamese refugees to Hong Kong have been in camps 3 years, and 17% 6 years. Many have turned to crime, alcohol, drugs, or prostitution.  相似文献

Communal rangelands provide diverse ecosystem services to millions of pastoralists and agro-pastoralists. Resettling destitute communities into hitherto uninhabited communal rangelands and forests, a common practice throughout Sub-Saharan Africa, is a threat to the sustainable use of range and forest land resources. In order to understand the effect of resettlement on a semi-arid woodland in northwestern Ethiopia, satellite imagery of 23 resettlement villages taken over a period of fourteen years, and woody vegetation floristic data for three old resettlements, three new resettlements, two refugee camps and one protected area were analyzed using ANOVA and canonical correspondence analysis (CCA). The normalized differential vegetation index (NDVI) and canopy cover around all village types decreased with disturbance gradients, while the magnitude of change varied according to the type of settlement. Limited canopy cover was observed in refugee camps and new resettlements, compared to old resettlements and protected areas. Woody vegetation height class showed a J shaped distribution in all sites except refugee camps (RC), indicating a decline in vegetation. CCA showed that variables like site type, altitude and disturbance gradient significantly affected the diversity of woody species at the different sites. Comparison of individual species responses to disturbances indicated that low fodder value invaders like Dichrostachys cinerea, and many Acacia species were increasing in proportion and coverage at the expense of some multipurpose species including Tamarindus indica, Diospyros mespiliformis, and Pterocarpus lucens. In the absence of regulated vegetation use, resettlements result in a decline in overall vegetation cover and a shift in floristic diversity in favor of invasive species.  相似文献

Through legal interpretation of immigration categories, such as the refugee definition, signatories to the UN Refugee Convention restrict access to political asylum. This paper examines how scalar logics are used in legal interpretation to filter out particular people from national space and control the number legally entitled to enter and remain in the U.S. Scalar logics shape access by requiring asylum seekers to prove they have been ‘singled out’ for persecution and by steering the meaning of the ‘particular social group’ provision of the refugee definition. The restrictive effects of these scalar logics are analyzed in relation to case law involving Central American asylum seekers fleeing gang‐related violence. These cases are often rejected on the basis that the asylum seekers possess identities and experiences exceeding the limited protection offered by asylum. Through analysis of these scalar logics, the paper highlights how interpretations of the refugee definition are an ongoing site of struggle over the scope of asylum protection.  相似文献

Abstract

The Institute of Terrestrial Ecology (ITE) Digital Cartographic Service provides a range of services to the scientists of ITE (and others) including various techniques within the field of geographical information systems (GIS). This paper discusses work of this type as it is applied to specific ITE projects. The emphasis is very much on GIS applications to ‘real ecological science’ such as the ‘acid water’ problem and the change of forest areas into heathland. Some comments are made on fundamental GIS techniques, their use and limitations. At ITE, GIS applications are growing out of an existing use of digital mapping and remote sensing technologies; they have not purchased a GIS system ‘off the shelf.’  相似文献

ABSTRACT

What is successful migration? At a macro-socio-political level migration by individuals may appear to be successful when it has met the objectives of governments, industries and domestic profit makers. However, delving beneath the surface can reveal contradictions and other measures of success at the individual, or micro-level. Within a broader critical historical ethnography, we interviewed 26 post-World War 2 (WW2) British migrants living in South Australia. All interviewees could be viewed as successful at the macro-level, having remained in Australia for many years and having established multi-generational Australian families. Their migration was a ‘success’ when measured against the priorities that were actively promoted by Australian governments in the post-WW2 period. At a micro-level, the migrants involved in this study reported mixed outcomes. While migration did result in self-identified aims of migration including employment, opportunities and adventure, some migrants reported high levels of distress and longing, linked to loss and dislocation from people and places in geographically distant locales. For some, these feelings extended into the present, raising questions over the ‘success’ of their migration experiences at a personal level. We argue that pro-active migration recruitment—such as that undertaken by Australian governments in the post-WW2 period—has the potential to pressure some persons into migration, creating ongoing and unresolvable tensions. Experiences of such disruptions merit further exploration to develop deeper critical understandings of migration success.  相似文献

‘Urban re-generations' is written as an afterword to the special issue of Australian Geographer on ‘The Politics of Urban Greening in Australian Cities'. The collection prompts a deep questioning of reparative and regenerative work associated with greening, green spaces and green infrastructures. The climate-driven 2019-2020 bushfire crisis and COVID-19 have amplified the visibility of the more-than-human connectivity of our cities and the deep underlying structures of social and environmental inequity underpinning a variety of urban green spaces and agendas. Inspired by the articles in this special issue, the afterword explores how we might call back the grammars and practices of regeneration from their service to the neo-liberal, settler-colonial city and instead nurture reparative de-colonial practices that aid in the collaborative work of re-composing, becoming into better relation with, and working in modes of situated historical and cultural difference, with green and just cities.  相似文献

Abstract:  School should be a 'culturally safe' place, particularly for those students in Christchurch who challenge the city's reputation as a culturally homogeneous space and are thus frequently open to discrimination. A case study focusing on Somali refugee adolescents highlights that Christchurch's secondary schools – like those elsewhere in New Zealand – are not a culturally safe, certain space for all students but rather spatially reconstruct inequalities of gender, class and ethnicity. Yet, Somali students are not passive victims, for they have actively renegotiated these spaces within their schools with varying degrees of success.  相似文献

Abstract

GIS is a technology which is ideally suited to analysis of the market values of properties, since such values are based upon spatial comparisons as well as individual property attributes. Great Britain now has a new mechanism of local taxation, the council tax, which is based upon the capital values of properties. Central to the implementation of this tax has been the potentially controversial assignment of properties to valuation ‘bands’. This paper posits that a geographical model embedded within a GIS provides an alternative means of devising credible capital values, and anticipates some of the prospects for the use of GIS in local revenue-raising.  相似文献

After the January 2011 revolution, new and unpermitted constructions on previously empty land went up across Cairo at striking speed. This paper explores a case of such land encroachments carried out by waste collectors in the neighbourhood of Manshiet Nasser in Cairo, Egypt. It begins with theoretical debates about the production of urban space, arguing that the de Certeauian paradigm, in which urban marginals poach or hijack others' spaces evanescently, fails to account for the way such encroachments produce permanent new spaces rhizomatically alongside the pre‐existing order. The paper then turns to a close examination of the events in Manshiet Nasser. Although in a broad view the actors are marginals living in the ‘informal’ city, the conditions enabling the encroachments were such that only the wealthiest and most powerful members of the ‘community’ benefitted. In a context of generalized ‘illegality’, the squatters rely on practical norms and de facto recognitions to obtain some degree of tenure security. Since these efforts rely on and play off legal norms even as the squatters violate them, the paper argues that property rights in this context should be understood not in classificatory terms based on the legal/illegal binary, but rather through a trajectory of ‘becoming‐legal’: a ‘line of flight’ that approaches legality asymptotically.  相似文献

ABSTRACT

The authors bring together two theoretical and empirical strands in economic geography – established work on clusters and nascent research on ‘fictive place’ – in order to introduce the concept of ‘fictive clusters’. To explore this concept, they examine the New Zealand craft beer sector, which has evolved from non-existence since the year 2000. This growth has precipitated the rise of a dynamic and innovative cluster at the local scale in Wellington. The fictive cluster is explored through the Wellington case study, and the authors pose various questions for future work based on this discursive geographical device. The construction and complicit reproduction of what they term a ‘fictive cluster’ has been central to the evolving strategies of the involved agents. Through the use of this term, the evolution of Wellington place-based brands that are increasingly territorially specific are seen as building competitive advantage based on constructed histories, environments, and other geographic characteristics.  相似文献

Collaborative online research offers opportunities and constraints for geographers. This article critically appraises a collaborative research process that we used to illuminate spatial and political dynamics of feminism contained within the online group ‘Destroy the Joint’ (DTJ). A mostly Australian initiative of over 74 000 Facebook members, DTJ aims to end sexism and misogyny in multiple ways. It operates as a meeting place, discussion forum, and umbrella organisation for numerous micro-campaigns that change in response to broader social, cultural and political contexts, and occur in online and offline spaces. We formed a collaborative research agreement with the moderators of DTJ to reflect on its work, asking participants to put themselves on a map and complete a survey. Participatory GIS and survey-based research operated in the real and the more-than-real spaces that contain paradoxical possibilities. We use the term more-than-real to highlight the excesses of digital spaces: the affect that social media generates, and is generated by, characterises the more-than-real, where extremes in productive and corrosive relations can permeate. Survey results showed diverse appreciations of DTJ's multiple activist tactics (across seemingly ‘superficial’ and ‘meaningful’ interventions), and creative ideas for future campaigns. Mapping revealed both dispersed networks and urban activist concentrations. Nevertheless, after an initial peak of interest and enthusiasm for reflecting on DTJ, the reporting back of research findings to DTJ followers did not garner significant interest. This article tracks that collaborative research trajectory. Intentions to build a hybrid research collective were not realised because of how the more-than-real affords possibilities and limitations. The politics of ‘giving-back’ within the more-than-real are critically engaged with in this appraisal of an experimental online collaboration.  相似文献
