海洋海岛生态环境脆弱,一旦遭受破坏难以修复。人类社会历经原始经济时代、农业经济时代、工业经济时代和知识经济时代,经济形态的演变影响着人类生存的生态环境。以美国海峡群岛为例,以时间和事件两个维度对海岛生态环境破坏、生态修复和环境保护进行梳理,侧重于知识经济时代在国家公园管理局管理下的生态修复和环境保护。其中信息知识、生态文明、高新技术是海峡群岛实现生态回归的重要因素。海峡群岛的发展历程和后期的生态修复与管理为其他国家海洋海岛经济发展提供借鉴。  相似文献

总结我国台湾地区6个国家公园代表的自然生态系统类型、景观特点及功能区,重点介绍了生态保护区、特别景观区、历史遗亦区等功能区的区划建设。台湾地区主要通过如下途径加强对国家公园的管理:(1)通过立法加强对国家公园的管理职能;(2)实施各种生态保护策略,加强对国家公园的自然、历史和人文浆的保护;(3)建立完善的旅游服务设施与解说宣传系统,加强对游客安全的管理;(4)严格限制游乐区的发展,加强对游憩设施建设工程的管理。  相似文献

价值溢出能够有效地明确湿地公园建设的增值结构,在衡量湿地公园建设价值的基础上,对于厘清各种要素之间的价值关系和改善湿地公园资源再配置具有重要的现实意义。运用成本-收益分析方法,从生态、经济和社会角度,构建湿地公园价值溢出体系,以太湖国家湿地公园为研究对象,估算出2018年太湖国家湿地公园的价值溢出。研究结果表明,①太湖国家湿地公园建设总成本为3 223.749万元,总收益为67 781.711万元,综合价值溢出为64 557.962万元,湿地公园每公顷投入14.016万元,能获得294.703万元的收益和280.687万元的价值溢出;②在太湖国家湿地公园中,生态层面的成本占总成本的比例最低,为10.19%,但是其收益和价值溢出占各自总值的比例最高,分别为43.10%和44.74%,生态管理、水文调节和生物多样性是影响生态价值溢出的重要因素;③经济层面的成本占总成本的比例最高达56.09%,但是其收益和价值溢出占各自总值的比例则处于较低水平,仅为13.89%和11.78%,其中管理成本和直接经济收益是影响经济价值溢出的关键因素;④社会层面的成本、收益和价值溢出占各自总值的比例都较高,分别为33.72%、43.01%和43.48%,广告宣传费用和娱乐休闲收益是影响湿地公园社会价值溢出的主要因素;⑤湿地公园存在较大的价值溢出,生态环境的改善和社会服务功能的提升增强了价值溢出效应,在经济层面,由于湿地公园可到达性相对较弱和湿地保护的特殊性,限制了经济价值溢出的发展。基于成本收益视角,综合考虑生态、经济和社会效益估算湿地公园价值溢出,提高了湿地公园建设成效研究的综合性和可操作性,以期为湿地公园管理的建设提供理论支持和方法借鉴。  相似文献

以香格里拉普达措国家公园为研究区,借助SolVES模型和InVEST模型,分别度量其社会价值(美学价值、文化价值、游憩价值)和生态价值(生境质量、碳储量、水源供给)的空间特征,并运用双变量空间自相关分析对二者空间权衡与协同关系进行研究。研究表明:① 社会价值的高值区呈“多核心,多条状”的空间格局,社会价值指数高达8.6(该指数介于1~10),且距水体的距离越近对社会价值的贡献越大(贡献度为45.9%);② 生态价值良好及优的空间范围占园区面积的1/2(49.91%),主要位于原始森林保存良好的碧塔海片区和尼汝东北部扎诺一带;③ 社会价值与生态价值之间存在显著的空间依赖性,其中社会价值低,生态价值高的区域是园区最主要的空间聚集特征。该研究可为生态系统服务的可持续管理决策提供科学依据,以及有助于完善基于生态系统服务的社会?生态系统分析理论框架。  相似文献

通过对杭州西溪国家湿地公园167位旅游者的人口统计特征、旅游动机和保护性旅游行为特征的调查与分析,发现在都市湿地保护区进行旅游的旅游者多数为城市大众休闲观光游客,以中青年和女性居多,喜欢结伴旅游,受过较好的教育,但环境保护意识仍需要加强.湿地公园管理部门应该加强公园内环境解说系统的建设,充分发挥湿地公园学习和教育功能,以实现生态环境保护与社会经济双赢的旅游经营目标.  相似文献

三江源国家公园生态系统服务时空变化及权衡-协同关系   总被引:4,自引:0,他引:4  
本文基于“当量因子法”、空间自相关及相关系数等方法,定量分析了1990—2015年三江源国家公园生态系统服务的时空变化及生态系统服务间的权衡与协同关系。结果表明:① 1990—2015年,三江源国家公园生态系统服务价值呈不断上升趋势,从研究初期的542.37亿元增加至研究末期的834.70亿元,增长292.33亿元,增幅53.90%,每一阶段平均增长率为9.01%;长江源园区与黄河源园区生态系统服务价值占比情况与三江源国家公园整体情况一致,水域的生态系统服务价值最高,其次为草地、湿地,其中草地与水域提供了各园区90%以上的生态服务;澜沧江源园区的生态系统服务占比则为草地(70.58%)、湿地(23.58%)、水域(3.38%)。② 空间上,长江源园区及澜沧江源园区的生态系统服务价值呈东南高西北低的特征;黄河源园区则呈现西高东低特征。③ 相关分析表明,协同关系是三江源国家公园生态系统服务之间的主导关系,但各生态系统服务之间的相关程度各异。④ 数量方面,4类典型生态服务之间的权衡与协同关系的Moran′s I指数与相关性系数表现一致;空间分析方面,生态系统服务之间权衡与协同关系的异质性显著。  相似文献

Research on the evolution of cultural policy is the key in the field of public policy study, and it is also an important means to solve the problems that have emerged in cultural heritage management. The National Cultural Park is an innovative cultural heritage protection system proposed by Chinese leaders within the context of national rejuvenation and building a culturally-strong country campaign. From the perspective of system evolution theory, this paper systematically sorts out the ideas behind international heritage management and the evolutionary process of the Cultural Relics Protection Unit system, in an effort to explore the origin, innovation and vision of the National Cultural Park System. A review of the international heritage documents revealed that the principle of heritage protection has developed from “authenticity” to “integrity”, and the focus of the protection object has also changed from “monism” to “diversity”, which provided a theoretical background for the burgeoning National Cultural Park. The Cultural Relics Protection Unit system has been promoted as the most crucial cultural heritage management system in China. Therefore, this study sheds light on the evolution and limitations of the system that lays a practical foundation for the National Cultural Park System. There have been three stages in the history of China’s National Cultural Relics Protection Unit, namely, the creation of the system (1956-1965), the survival crisis of the system (1966-1977), and the rebirth and development of the system (1978 to the present), in which the main driving concepts of China's cultural heritage management have been sequentially elucidated as simple protectionism, tolerant conservatism and comprehensive developmentalism, respectively. Since the establishment of China’s Cultural Relics Protection Unit system, tremendous progress has been made not only in the enlightenment of the public’s mindset and but also in the development of system and culture. However, the changes in the institutional environment gradually exposed its limitations regarding cultural relic management and value expression. The National Cultural Park System is the fruit created by the internal contradictions of the cultural heritage system itself and the evolution of heritage theory. Its biggest innovation lies in the two core connotations of “integrated protection” and “integrated development”. In the future, as the National Cultural Park management system matures, a Chinese cultural heritage management system will take shape in which the National Cultural Parks become dominant and various cultural resources are utilized. Finally, the National Cultural Park will become a symbol of Chinese culture and will be internalized into the common belief system of the Chinese nation.  相似文献

Functional zoning is a key step for the integrated planning and scientific management of a national park. Selecting the Three-River-Source National Park(TNP) as the study area, this paper establishes an evaluation system including 13 evaluation indexes which are classified into four categories, namely: ecosystem services; potential distribution of key species habitats; ecological sensitivity; and ecological resilience through the comprehensive analysis on the regional eco-environmental features in the study area. The results of the comprehensive analysis, combined with the functions and requirements of management of national parks, indicate that TNP is divided into the first-level zone(the core conservation area, the ecological restoration area and the traditional utilization area) with definite targets of space management and the second-level zone with implementation of control measures. This method of functional zoning lays a solid foundation for the scientific planning of TNP; moreover, our study provides new insights into other national parks' functional zoning.  相似文献

国家公园作为一种严格保护并合理利用自然文化资源的可持续发展理念和举措而在全球得到普遍认可和蓬勃发展。国际上的国家公园因为国情不同而有多种体制模式,但是国家公园的根本特性是共同一致、必须维护的。公益性、国家主导性和科学性这三大特性是国家公园的根本特性,其中公益性是国家公园设立的根本目的,它包括了为公众利益而设、对公众低廉收费、使公众受到教育、让公众积极参与等方面,而国家主导性和科学性则是践行公益性的两大保障,前者要求国家确立、国家管理、国家立法、国家维护和爱国主义教育,后者则要求建立科学的国家公园体系、科学的规划、科学的分区和科学的经营利用等。中国国家公园的建立,面临着国情特殊、现行保护地多头管理、保护利用压力大等问题,应该利用风景名胜区等保护地开展试点,制定统一的中国国家公园标准,采用准入制度,并逐步探索统一的管理体系和法规体系,最终建立统筹管理的、中国特色的国家公园制度。  相似文献

Willingness to Pay (WTP), Willingness to Work (WTW) and Willingness to Accept Compensation (WTA) are the three quantitative criteria for assessing local ecological asset values for the social aspects of ecosystem services and residents’ willingness to contribute to and receive compensation for tourism ecology. The objectives of this study are to estimate the residents’ willingness to pay, work and accept compensation for conservation at Sanjiangyuan National Park, and to analyze the relationship between residents’ attitude towards tourism ecology and the ecological assets of the National Park based on a standard questionnaire survey. The dichotomous choice Contingent Valuation Method (CVM) was employed to determine the willingness. The survey conducted in 2018 collected WTP, WTW, WTA, socio-demFographical information, social trust and resident perceptions toward tourism impacts and relevant management strategies from 244 residents in two counties. Based on generalized linear modeling, income and education level are important for residents’ WTP and WTA, but other social characteristics, such as gender and age, do not have significant effects. The social trust is found to be a significant factor on residents’ willingness, despite the limitation on education level. Also, government funding is associated with residents’ inclination to WTP, WTW and WTA, but the support levels differ among the two counties due to geographical and social heterogeneities. The estimated WTP, WTW and WTA for the Sanjiangyuan National Park in 2018 were 1.2448×10 7 yuan, 1.247×10 6 hours and 2.3232×10 7 yuan yr -1 based on the survey and published demographics. This study, for the first time, estimates the WTP, WTW and WTA for the Sanjiangyuan National Park and informs ecological conservation managers and policy makers. Ultimately, to maintain the long-term benefits arising from sustainable development, compensation should be specifically tailored and site-dependent, and development measures based on local resources should be adopted by governments to actively support eco-tourism activities.  相似文献

The Namib Desert is an ancient desert on the west coast of southern Africa. The Namib has unique endemic biodiversity and scenic landscapes, with a major part contained in the Namib Naukluft Park and the adjacent Dorob National Park, together forming a major tourism attraction in Namibia. There are currently large exploration and mining developments in the central Namib, fuelled by rising global demand for uranium. Mining contributes significantly to the Namibian GDP, but through destruction of habitats and ecological processes, may cause environmental degradation and loss of ecosystem services. Additionally, Namibia stands to lose a significant part of the biological diversity that makes it unique. These direct impacts are occurring in the context of regional climatic changes that are predicted to have their own severe impacts on biodiversity. A number of tools exist to counter these impacts, among which ecological restoration is an important one. Yet the extent of the damage to ecological processes and functions of the Namib, the interactions with climate change and the mechanisms through which the impacts will occur are still not well known. There is thus a crucial need for a better understanding of these arid ecosystems and their response to disturbance, to devise better restoration techniques, and to inform decision makers about management options. This paper analyses the extent of the threats to the central Namib's ecosystems and biodiversity due to mining, identifies critical knowledge gaps for restoration, defines policy needs, and proposes a broad strategy which is intended to be a framework for research, planning and management for sustainable use of this unique desert.  相似文献

以西昌邛海国家湿地公园为例,采用半结构访谈与参与式制图相结合的方法对当地居民进行调查。通过质性+空间的混合分析方法探讨了居民感知冲突的类型、空间响应分布及其形成机制,旨在为自然保护地的冲突管理提供参考,实现人地关系协调发展。结果显示:① 社区居民感知有7种冲突类型,分别为生计保障不足、活动空间压缩、政策措施缺位、情感支持弱化、日常生活不便、环境质量降低和生产经营矛盾,前5种冲突总占比达76.4%,构成了当地的主要冲突;② 冲突的空间响应是居民对冲突关注度和不满意程度的共同反映,总体上呈现出高值区相对独立、低值区连片分布的空间格局,响应水平较高的区域,具有较高的冲突显示度和管理优先等级;③ 冲突的空间响应是多因素共同作用的复杂现象,其中旅游开发程度和生计策略的影响较大,交通出行管理、居住区类型、土地利用类型和房屋修建管理的影响也不容忽视,总体反映了邛海生态建设、旅游开发、政策与制度安排、社会经济等基本情况,分别为冲突响应提供了原始动力、外部推动力、结构性动力和社会性动力。  相似文献

2015年3—9月,采用样线法和样点法相结合的方法,对黑龙江省富锦国家湿地公园进行鸟类多样性调查。结果表明:公园内鸟类共12目20科28属50种,以雁形目最多。首次在公园内发现东方白鹳和白额雁。鸟类时空分布差异显著,春季鸟类最多,夏季最少;春秋季以鸭科为主,夏季以鸥科为主;明水面、沼泽湿地和人工岛是鸟类主要分布区域。鸟类物种多样性和物种丰富度均表现为:春季夏季秋季,而物种均匀度表现为:夏季春季秋季。富锦国家湿地公园是重要的鸟类栖息地,应加强对公园生态环境的保护和管理。  相似文献

国家公园管理效能评估是国家公园建设发展领域的研究要点。本文综合了国家公园监管制度、设施完善、开发利用、环境保护、生态维护各环节投入以及实施效果等产出情况,建立了基于SE-DEA的效能评价模型,确定投入与产出指标,采用德尔菲法对定性指标进行量化处理,利用所建效能评价方法分别对我国十个国家公园体制试点2017年的管理效能进行评估和比较,再根据所得结论查找管理短板,算出改进方向与额度,并给出有针对性的建议。结果显示:(1)神农架(E)、云南香格里拉普达措(D)、湖南南山(G)和祁连山(J)国家公园体制试点在2017年的管理工作中投入过多、实施效果较差,为DEA无效,且有效性E>D>G>J;三江源(A)、东北虎豹(C)、浙江钱江源(F)、福建武夷山(H)、北京长城(I)和大熊猫(B)国家公园体制试点在2017年的管理效果相对较好,为DEA弱有效,且有效性A>C>F>H>I>B。(2)无效的国家公园体制试点需要在管理过程中对控制性指标进行额度调整,使管理效能达到DEA(弱)有效。(3)本文所建指标体系和评价方法可用于评估不同国家公园体制试点在同一时间段内的管理效能,也可用于评估同一国家公园体制试点在不同时期的管理效能,能较好地反映各国家公园体制试点的管理水平,可为形成科学的国家公园管理效能评价指标体系和评价方法提供参考依据。  相似文献

国家公园群是青藏高原推动生态安全屏障与区域绿色发展协同提升的重要模式探索。深入研究青藏高原国家公园群的功能结构特征,是推进国家公园有序组织、协同建设的关键科学问题。本文综合PSR评价模型、位序—规模法则、耦合协调度模型构建国家公园群功能结构识别评价方法,解析青藏高原国家公园群的多元功能类别、等级结构与功能结构特征。结果表明:① 青藏高原国家公园群要维护内生和外延两类关系,对内要促进生态保护、游憩利用和社区发展之间的利益合理配置,对外要通过单体国家公园之间的有序组织来推进生态安全屏障功能和区域绿色发展,在功能发挥的尺度跨越过程中处理好协同演化关系;② 青藏高原国家公园群生态保护、游憩和社区发展功能的重要性突出,科研和教育功能发展空间较大,Zipf指数表明多元功能等级符合位序—规模法则且呈现均衡发展特征,单体国家公园需根据特色定位强化其优势功能项;③ 青藏高原国家公园群各项功能之间的耦合度为0.7809、协调度为0.6227,呈较高强度耦合、中级协调状态,单体国家公园的多元功能耦合强度及协调程度差异较大,呈现不同的功能结构特征,可分为全面协调型、优势发展型、一般发展型和一般滞后型。本文深化了国家公园(群)功能评价研究,为青藏高原国家公园群功能优化与可持续发展提供科学参考。  相似文献

Sandy Hook. New Jersey, was used by the US Army until 1970 for coastal defence installations at the entrance to New York harbour and as an ordnance proving ground. Since 1970, Sandy Hook has been managed by the US National Park Service as a part of Gateway National Recreation Area. An important problem which managers of both institutions have had to face is the instability of the narrow neck of the spit. The high rates of erosion which have predominated at the neck have jeopardized the overland access route to the facilities at the northern end of the spit, and both Army and Park Service managers have taken steps to alleviate the problem. A breach in the neck in 1896 led the Army engineers to construct a seawall to close the breach and to protect the access road. Over the next 30 years, several projects were undertaken to extend the length of the seawall and to reinforce the structure. The Park Service managers are currently facing the same problem, although the focus of erosion has been transferred northward. The National Park Service has chosen a more dynamic solution to the problem in accordance with their objectives for this eroding area. This study demonstrates that the protection approaches selected for use by the managers of both institutions were a function of differing objectives. In addition, the study provides an example of how management decisions made in the past influence present management actions.  相似文献
