北京市基础设施与经济社会发展关系   总被引:1,自引:1,他引:0  
基础设施对城市与区域经济社会发展具有正的溢出效应。本文以北京市为例,分别测度了北京市基础设施对经济增长的贡献率,基础设施部门对其他经济部门的关联关系,以及基础设施与经济社会发展水平的协调度。研究发现:①1978-2014年,北京市基础设施对经济增长的平均贡献率为34.9%,其中“七五”“八五”和“九五”时期基础设施建设提速,其贡献率高达45%左右;从各基础设施对GDP的狭义贡献度来看,邮电基础设施所创造的GDP最高,占到全市GDP的9%以上,往下依次为交通、能源和水务部门;②交通和能源部门的感应度系数较高,说明其他经济部门的增长将增加对该基础设施部门的需求,进而带动后者的增长,同时也意味着该基础设施部门易对经济发展产生制约作用,需要适度超前建设;③北京市基础设施发展水平相对滞后于经济社会发展,尤其是水务基础设施,虽然在波动中有所改善,但仍然是基础设施发展的短板,与经济社会的协调发展度最低。  相似文献

作为一种最划算的减排措施,碳税已在个别国家开始实施。编制河南省社会核算矩阵表(SAM)及其他区域SAM,构建了一个30部门的双区域的可计算一般均衡模型(CGE),分析对能源产业(煤炭开采和洗选业、石油和天然气开采业、石油炼焦核燃料加工业和燃气生产和供应业)分别征收不同价格的碳税后,河南省经济及人民生活水平的变化情况。并考虑不同类型的碳税返还情景带来的居民和企业效益,以期为通用的双区域CGE模型提供依据。模拟结果显示:碳税的征收可以有效减少CO2的排放;导致河南省增加值的下降;能源产业中煤炭开采和洗选业的国内价格受负面影响最大;其他行业中农林牧渔业受到的负面影响较大。农村居民比城市居民对碳税政策的反应更加敏感,且碳税对农村居民带来的影响为负面的。对比分析的结果表明,碳税返还给农村居民是一个合适的选择,能够使得农村居民、城镇居民和企业的利益都得到保障。  相似文献

During the late 1980s and the first half of the 1990s, the nonmetropolitan Northwest grew quite rapidly, narrowing the gap between the growth rates of the metropolitan Northwest, and oupacing national rates. This growth was largely the result of in-migration from regional and national metropolitan areas. Traditional economic base theory does not explain the recent growth, as employment levels in in the region's basic industries continue to stagnate and decline, and the sources of income for these in-migrants remain a mystery. This paper utilizes data from the 1990 Public Use Microdata Sample (PUMS) to determine the extent to which metropolitan-origin migrants are measurably different from oldtime nonmetropolitan residents on certain socioeconomic variables, in an attempt to understand the ways in which the newcomers survive financially. Analysis of variance (ANOVA) shows that newcomers are younger, earn less in wages and salary, receive more nonearnings income, and reside in more valuable housing compared with the resident population. Discriminant analysis shows that differences in the earned income measures are largely explained by age differences, while the nonearnings income and value of residence remainsignificantly higher for the metropolitan origin migrants even when age and earned income are controlled. While the analysis indicates that measurable socioeconomic differences do exist between the two populations, it appears that the current wave of growth and change in the nonmetropolitan Northwest is much more complicated than a simple newcomer-oldtimer dichotomy.  相似文献

In this paper, we investigate whether marriage‐related migration promotes socioeconomic mobility and how class belonging and educational background affects Thai women's migration experience and socioeconomic mobility. Drawing on qualitative interviews, supported by a questionnaire survey with Thai women living in Austria and who are in a relationship with a Western male citizen, we seek to dismantle simplistic notions about hypergamy and question common assumption about marrying up or down in migration contexts. We compare socioeconomic indicators such as formal education, occupation, and income before and after the migration and analyse migrants’ experiences in Austria. The results show a complex picture of upward and downward socioeconomic mobilities. Two distinct scenarios of paradoxical mobilities have been identified. On the one hand, some migrants feel empowered (when experiencing economic downward mobility) as they enjoy the freedom of living in Austria, while on the other hand, those migrants experiencing upward mobility feel a loss of their personal autonomy.  相似文献

Equity issues associated with Sydney's engagement with prosperity, especially over the last decade, are examined. Sydney is positioned within the historic contexts of major national economic change and of globalisation, noting especially the rise in importance of the financial, property and business services sectors. These sectors are concentred in inner Sydney and have helped position Sydney as Australia's leading global city, thereby generating jobs and growth in incomes. At the same time, however, there have been major shifts in patterns of income distribution across the Sydney metropolitan area and between Sydney and other parts of Australia. In particular, we note the 'revitalisation' of Sydney's inner-urban areas and their association with new forms of Central Business District (CBD) workforce growth and a significant realignment of journey-to-work patterns. Using Australian Taxation Office income data, the dynamics and some of the equity outcomes of 1990s prosperity within the Sydney metropolitan area are examined, paying particular attention to the impact of change in and around the Sydney CBD and the City of Sydney local government area. We find that there has been a complex shift in the nature of inequality across the Sydney metropolitan area, including a widening in incomes in some instances and a major geographic shift in Sydney's income-divide axis. The paper concludes by arguing that ongoing economic prosperity in Sydney will depend on the extent to which social cleavage can be avoided by a more equitable sharing of the benefits of prosperity.  相似文献

近年来中国制造业分布格局呈现出新的动向。以2004-2005年为转折点,以食品轻纺行业为主的部分制造业部门开始从沿海省份向中西部省份转移,北京、天津、上海、浙江、广东、福建等省份的产业份额明显下降,安徽、江西、湖南、河南、四川等中西部省份的产业份额趋于增加。在地市尺度上,制造业分布变化呈现出"西进北上"的特点,具体表现为产业份额从沿海发达城市转向沿海省份内部发展相对滞后的地市、以及中西部省份内部产业基础较好且本地市场规模较大的地市。中部地区的重点开发区域已成为承接产业转移的重要载体。沿海地区劳动力、土地等要素成本上升导致要素成本的区域差异不断扩大,与此同时中西部地区市场邻近和供给邻近逐步得到改善。沿海地区和中西部地区之间要素成本差异的扩大和贸易成本差异的缩小,使得贸易成本和要素成本的均衡关系发生逆转性变化,这是驱动中国产业分布地理变迁的核心因素。  相似文献

小城镇基础设施与社会经济发展的相互作用关系是城乡规划学和城市地理学的重要理论研究议题,也是科学制定促进小城镇发展政策、实施新型城镇化规划的关键。学术界普遍认为基础设施缺乏是制约中国小城镇社会经济发展的主要因素,但支撑这一论断的一手调查研究仍属空白。本文采用全国121个镇的调查数据,运用灰色关联分析法构建小城镇基础设施与社会经济发展的关联度模型,定量分析了中国小城镇基础设施与社会经济发展之间的关联度整体水平及其地域性差异和规模类型差异性,以及基础设施与社会经济发展的协调状态。研究结果表明:①中国小城镇基础设施与社会经济发展之间存在较强的关联作用,但社会经济发展对基础设施建设的促进作用较强,而基础设施对社会经济发展的支撑作用相对较弱;②两者之间的关联度存在地域差异,东北地区的小城镇基础设施与社会经济发展之间的联系比其他地区更加紧密;在远离大城市的小城镇,两者之间相互关联度要比距离大城市较近的镇更强;③不同人口规模和功能类型的镇二者相互作用强度也有所不同,人口规模较小和较大的镇基础设施与社会经济发展间的联系比人口规模中等的镇更加紧密;商贸主导型镇二者相互关联强度较高,而工业主导型镇较弱;④小城镇的基础设施与社会经济的协调发展主要表现为中低发展水平的协调,即低发展水平的基础设施和低发展水平的社会经济状况并存;但高发展水平协调发展较少,且主要集中在东部地区和到特大城市距离适中的镇;距离特大城市较近或者较远都会导致两者之间形成一种低发展水平的协调;⑤在导致低发展水平协调的机制中,基础设施建设滞后所产生的作用要强于社会经济发展不足所产生的作用,这在东部地区小城镇和大城市近郊小城镇表现得较为明显。本文研究结论对于指导小城镇规划具有重要的实践意义。  相似文献

A review of social research on rural New Zealand undertaken as part of the National Science Challenge (NSC 11) “Building Better Homes, Towns and Cities” allows a fresh look at rural development within the context of New Zealand's colonial history. The research suggests that government development programmes and legislation privileged those responsible for producing the bulk of New Zealand's export income. Cultural attitudes, structural inequalities and a failure to understand how the character of, and social relations in, rural areas have changed has impeded particularly Māori economic growth, the participation of women, and non‐farm sectors of rural society, to the detriment of all.  相似文献

The concept of transit-rich neighborhoods (TRNs) has become a focus of more interest as it relates to rapidly growing and congested communities, and it has received national attention because of its contribution to smart growth in the United States. Although most investment in transit services has been concentrated in denser central cities, where most transit users, including those of low income, reside, the trend toward the decentralization of poverty has become evident in many metropolitan areas and underscored the need to improve suburban transit services. Many studies pertaining to transit ridership have focused on the physical characteristics of stations, their catchment areas, and equity issues for low-income riders, particularly in central cities, without accounting for the evolving socioeconomic characteristics of the neighborhoods being served. To address this issue, this paper categorizes TRNs based on changing socioeconomic and spatial characteristics and uses multiple regression to examine the relationship between types of TRNs and transit ridership in the Atlanta metropolitan area, focusing on the decentralization of poverty. The results show that suburban TRNs became more diverse in terms of income and race between 2000 and 2009, which suggests that investment in commuter rail transit is an important contribution to social and economic equality at the regional level. Furthermore, poverty rates in suburban areas, compared to those in their downtown and inner-city counterpart TRNs, positively influence the percentage of transit ridership. The increased use of suburban transit services suggests the potential presence of increased latent demand, which is further supported by the decentralization of poverty.  相似文献

Urban poverty is invariably linked to sociospatial dimensions of livelihood strategies. Gendered social relations, for example, have been seen to impact the ability of females to access resources, to gain assets, and to engage in viable income‐generating activities. Focussing on the livelihood strategies of the urban poor as they intersect with neoliberal economic reforms in contemporary Ghana, this paper draws on a field‐based survey of porters in Accra, mostly migrants from rural agricultural northern Ghana, whose primary livelihoods derive from transporting goods for clients in congested market areas of the urban industrial south. The paper highlights the gendered aspects of porters' livelihood experiences such as differences in migration patterns, reliance on physical labour and living conditions, which relatively few analyses have examined, especially as these relate to wider socioeconomic processes. The study illustrates how this perspective is important to understand the intersection of livelihood strategies, gender and national economic reforms in promoting both rural and urban development.  相似文献

中俄两国建立战略伙伴关系是共同致力于两国社会经济可持续发展的重要举措,加强了解两国地理学发展的特征、扩大合作领域是推进这一战略任务实施的必然选择。本文以对俄罗斯社会经济地理学相关资料与文献收集与分析、以及近10余年俄罗斯地理学者与社会学者联合会年度学术会议资料等为支撑,用传承、革新、创新的视野,对俄罗斯近30余年社会经济地理学思想体系的发展以及近期的主要趋势进行概略性地阐述。在将俄罗斯经济地理学传承变革划分为6个阶段的基础上,重点围绕国家或区域地缘关系变化、多尺度地域空间组织、地域经济网络结构形成与发展、“大欧亚”建设和“东向发展”构想的社会经济地理学思考和对策、社会经济地理学的包容性和实践性,以及伴随全球化和国家发展战略需要涌现出新的分支学科、新思路、新观念等方面进行分析综述;给出近30余年主要地理研究机构对社会经济地理学研究领域的重点研究问题、主要学者及其代表作;并阐述在理论与方法论、落后地区发展、社会公平、贫困等问题研究方面存在的不足。研究结果对加深中俄两国地理学界的相互了解、推进社会经济地理学的创新发展具有现实意义。  相似文献

根据对河南西部山地丘陵区10个县(市)332家农户的调查分析,欠发达农区制约区域发展的农户行为包括:(1)农户生产经营信息来源具奶大局限性;(2)农户收入严重依赖自然条件;(3)条件剩余劳动力转移存在着意识障碍,农民对非农业参与意识不强;(4)农户贷款积极性不高且贷款多为维持日常生活需要;(5)农户更加期望用新增加的收入改变家庭生活状况,而不是发展生产。进一步的量化模型分析,揭示了农户收入在山区,丘陵和平原环境下受相关变量影响程度的差异,以及自给性与商品性生产不同比例农户在区域发展中的作用。文章讨论了从农户行为角度研究发展问题,并基于对农户行为的分析,对研究区域的经济发展思路提出相关建议。  相似文献

为分析上海市宏观经济运行情况,检验经济中各产业的相互联系,利用上海市2002年投入产出表,对上海市各产业部门进行了关联度分析以及就业和收入依赖分析,得出应重点发展机械设备制造业、运输仓储业及邮电软件业、金属产品制造业以及商业、贸易、住宿餐饮业等主导产业,以带动上海市整体经济的快速发展。通过比较1997年和2002年上海市投入产出表,分析各产业的投入变化,以及能源(电力热力、燃气)和水的生产供应业对各部门的投入。  相似文献

Antigua and Barbuda is rapidly developing a tourism industry built around a marketed perception of a healthy marine and coastal environment. Yet economic indicators suggest that Antigua and Barbuda is overexploiting its marine resources, particularly its fish and coral reef communities. Although its marine resources remain relatively healthy, Antigua and Barbuda will jeopardise the ecological basis of its economic growth and sustainability if current exploitation rates continue. We compare the current situation and economic trends of Antigua and Barbuda's tourism and commercial fishery industries to those of Jamaica and other OECS member states. Jamaica is suggested as a cautionary example of the potential socioeconomic and ecological impacts caused by resource overexploitation and mismanagement within the various economic sectors. Antigua and Barbuda is at a crossroads. The 'Jamaica path' leads to large-scale resource depletion, fishery collapse, and a mass tourism industry that can operate independent of a healthy environment. Alternatively, it can pursue a path that seeks to conserve its marine resources. Antigua and Barbuda will be better able to protect its sustainability both for commercial fishing interests and its growing high-end destination tourism industry. To this end, Antigua and Barbuda has developed a network of marine-protected areas along the northeastern coast of Antigua, an area popular with both fishers and tourists.  相似文献

1990~2004年,河南区域经济增长形成了高收入、中高收入、中低收入和低收入 4个趋同俱乐部。高收入和低收入趋同俱乐部的稳定性最大且连片扩张,区域经济增长水平和空间结构的两极分化日趋增强。总体上,一个区域的"邻居区域环境"对其经济增长及其向何种趋同俱乐部转移有规律性的影响。低收入区域的经济增长及其向中低收入趋同俱乐部转移的概率与其邻居区域的经济增长水平正相关。中低收入区域更倾向于向低收入趋同俱乐部转移。对于中高收入区域,与经济增长水平越高的区域为邻,其向高收入趋同俱乐部转移的概率越大;反之,与经济增长水平越低的区域为邻,其向中低收入趋同俱乐部转移概率也越大。高收入区域的经济增长及稳定性受邻居区域的影响比较小。  相似文献

引入投入产出方法作为分析工具,以黑河流域中游的张掖市为例,计算了各产业部门的直接用水系数、完全用水系数、用水乘数以及各产业部门间的水交换系数。计算结果表明:各农业部门虽然使用了大量的水,但是绝大部分水在生产过程中被嵌入农产品,并成为各产业部门间接用水的最主要来源;各工业和服务业部门间接消耗水资源的能力比较强,对本地经济的发展具有一定的拉动作用;在社会经济系统中充分循环本地有限的水资源有助于用水效率的提高。  相似文献

The relationships between poverty, population growth and government policy in the creation of poor sanitary environments in low income residential areas are discussed. In recent years, the implementation of structural adjustment programmes (SAPs) in Sub-Saharan African (SSA) countries has had the effect of shrinking the formal/modern sectors and expanding the informal sector. While small scale informal sector activities have dominated Cape Coast's economic base for a long time, the contraction of the formal sector resulting from structural adjustment conditionalities has engendered a disproportionate growth of the informal sector. This paper examines the environmental implications on an urban economy (Cape Coast) dominated by informal sector activities. It shows how the low pay associated with available employment reduces the ability of the municipal authority to promote urban development especially environmental health on the basis of taxes alone.  相似文献
