Relationships between the Bolivian State and the emerging indigenous and peasant social movements have become increasingly fluid since the end of the 1970s. Although this process could be traced back to the 1953 Agrarian Reform, it was not until the world crisis of the 1970s and the surge in globalisation that it led to radical changes in the relationship between State and indigenous peoples. Seen from the point of view of the State, our case study of a group of Quechua communities seems to illustrate a process of fragmentation leading to ungovernability and disorder. This understanding has to do with a lack of 'legibility'. However here I replace that 'image' of disorder with another 'feeling' of cultural ordering, one that emerges from indigenous people's livelihoods, strategies and governance from below. I argue for understanding the apparent lack of governance as the expression of an autonomous reorganising process that leads to the regrouping and expansion of indigenous localities linked into new forms of regionalisation.

This paper analyzes the environmental conflict concerning the construction of a permanent link between Malmo, Sweden and the Danish capital, Copenhagen. The conflict is approached as both a discursive and institutional struggle, in which representations of nature and the environment are used not only to legitimize, but also to question institutional policies and development plans. The analysis focuses primarily on three of the counter-discourses that have emerged in conflict with the hegemonic, institutional discourse, and also indicates how spatial representations have become important constituents of the discourses.

Demonstrations shape the urban landscape and affect the normal functions of a city. They disrupt traffic, make marginalized people and neglected areas visible in city centers, and challenge élite designs of urban landscape both visually and functionally. Demonstrations question élite norms by using city space in nonconformist ways for making claims, and by charging places with demonstrators' own meanings. Differences between Buenos Aires and Seoul show that historically developed conventions and symbolic readings of city space matter in the strategic choice of places to protest. Yet most demonstration sites belong to the same major categories. Demonstrators may gather outside governmental buildings to communicate with the authorities; at centers of commercial activity to appeal to the public; to places that link them historically, culturally or morally with symbolically important events; or at places connected with a particular grievance. Along with local traditions, an internationally shared demonstration culture determines what kinds of places are suitable for demonstrations.

ABSTRACTThe aim of the article is to present and discuss functions of public monuments in relation to different dimensions of geographical space. The authors discuss public spaces, monuments, public art, based on a mixed-method approach and an analysis of scientific literature as the main research method. The theoretical discussion is supplemented with the results of Internet searches and an analysis of media supplements, and specific examples are given, including some from Poland. An additional method was autoethnography, which involved an analysis of cultural phenomena based on the authors’ experience. The analysis revealed that monuments were part of public art and thus enriched public spaces in cities. They fulfilled different important functions: artistic, symbolic, commemorative, political, social, religious, marketing, and mixed. Additionally, the monuments reflected the contemporary transformation of ideas and social orders and therefore also reflected contemporary urban debates. They were products of social relations, powers, ideas, identities, and the collective memory reflected in the urban spatial structure of cities. The authors conclude that the examples presented in the demonstrate that monuments perform various functions in urban public spaces. From a spatial perspective, the role of monuments depends on their different impacts on people’s perceptions and interpretations of space.

When fear and anxiety circulate in public spaces of diverse western cities, heightened surveillance can provide a sense of safety and comfort. These measures of surveillance that target bodies that are ‘out of place’, however, are limited in animating public spaces. This paper focuses on Darwin, a small but rapidly growing north Australian city where the visibility of Aboriginal people from Greater Darwin/regional communities and migrant newcomers from countries in Africa, South Asia and the Middle East often circulates fear and anxiety and deadens public spaces. I argue that playful events or spontaneous multisensory encounters of humans, non‐humans and material things, however, have the potential to animate these public spaces. The paper focuses on these events in a Drop‐in open‐air café‐community garden‐Op shop in a culturally diverse northern suburb of Darwin. It suggests that the vibrancy of matter and the vitality of non‐human forms of life can inform how we co‐inhabit cities of difference and unsettle policies of social cohesion that focus on integration into a dominant white majority culture.

This paper explores some issues in representing the geographies of mayoral power in contemporary Europe. It begins by summarizing the idea of a 'Europe of the Cities' and an emerging new mayoral political class in Europe, and then discusses some of the insights offered by cultural geography in conceptualizing this new agenda in urban politics.

Urban open space provides a unique conduit for the sociospatial study of urban history. We propose seven categories to help scholars historically situate and analyze urban open spaces: food production areas, parks and gardens, recreational space, plazas, streets, transport facilities, and incidental space. We use these categories, and the contrast between grey and green space, to compare examples from archaeological, historical, and recent times across a broad geographical range. Top-down and bottom-up actions dialectically intersect in the establishment, use, and reproduction of urban open space, and many open spaces prove to be particularly flexible in serving the general population. These findings can inform comparative urban analysis, and they help contextualize current debates concerning the socioeconomic, political, and urban ecological functions of open and public spaces.

Zero graffiti for a beautiful city: the cultural politics of urban space in San Francisco
San Francisco, like many cities in the United States and across the world, has an official zero-tolerance policy on graffiti. In this article, we examine the academic literature concerned with graffiti and then present a case study of zero-tolerance abatement policies in San Francisco. Our analysis yields three main findings. First, zero-tolerance policy stimulates an anti-graffiti industry with vested interest in perpetuating an endless war for control of public space. Second, zero tolerance may generate an unintended result—the proliferation of tags and other forms of graffiti that people tend to dislike the most. Third, we find little evidence that the general public shares the same desire for zero tolerance as the San Francisco Government. Ultimately, we believe that more nuanced readings of graffiti allow greater numbers of people to make sensible, local, place-specific policies regarding graffiti.

Abstract: This paper considers the political and normative dimensions of local government responses to homelessness in New Zealand. It outlines the context for local government action, the approaches adopted by three case study cities, and arguments for rejecting anti-homeless regulations in favour of supportive policies conducive to forging inclusive public space. It contributes to debates over homelessness policy by articulating an approach that integrates regulatory, funding and leadership roles. It argues that in addressing antisocial behaviour in public spaces, policy-makers must eschew approaches which effectively criminalize the sight, and status, of poverty.

Abstract: The New Zealand discharged soldier settlement scheme of the 1920s has been much criticized as being a failure. This paper draws on the existing literature and new case study research to break open 'failure' as an undifferentiated term and proposes that it was of three different types relating to what was termed the 'personal equation', to debt levels and to broader structural adjustment problems in farming. Each operated at differing scales. This is incorporated into a typology of failure and is put forward as basis for further research.

ABSTRACT. The erratic course of the “transition” in Russia today undermines hope for the establishment of a genuine democracy supported by institutions of civil society. The West must accept that the outcome of the transition is unknown. Whether public space is emerging where the practices of civil society have been able to take root is not clear at the moment. However, important transitions in daily life and everyday places are occurring, especially as a result of consumerism. If public space does take shape, it will have to be rooted in Moscow's new places. This study draws on the conceptual framework of Robert David Sack in an exploration of changes in places and selves in Moscow.

Planning theorists have commonly explained planning conflict in terms of the imposition of an ostensibly universal set of values that ignores, obscures, or erases local contingencies. Most recently, this discussion has concerned the hegemony of market rationality in planning theory and practice. Within this framework, planning entails the application of a singular idea of what is rational and the marginalization of its alternatives. Treating encounters among divergent rationalities in terms of conflict and domination, however, obscures their indeterminacy in planning practice. Through a case study of the redevelopment of Coney Island, I propose a less rigid framing that treats encounters among rationalities not as inherently adversarial, but as negotiations throughout which a multiplicity of values may be suppressed, created, or transformed.

Public space is a feature of the urban built environment that has received increasing attention in recent years. Discussion has focused on the theoretical decline of public space, as private and institutional forces take on increasing influence. At the same time, many such “in-between spaces,” even privately owned ones, are used and experienced as public on a daily basis. Few studies, however, have explored how spaces understood as public are used and practised as such. To address this gap in the literature this paper draws upon ethnographic data collected on the “South Bank” in London (United Kingdom) to argue that “play” is a recurrent trait of sociospatial practices enacted in public space. Three interrelated typologies of playful practices in public space are discussed: child's play, plays on meaning, and play as simulation.

Newspaper reporters are important actors in promoting gentrification. This study of St. Louis examines their use of a prominent representation of neighborhood in this process: dying neighborhoods in need of middle‐class technical salvationists. We examine its use to help drive two processes to promoting gentrification: legitimating restructuring at actual or anticipated sites and isolating “revitalization‐contaminating” communities. We discover this neighborhood representation is applied primarily to legitimate restructuring at specific sites. Revitalization‐threatening neighborhoods, represented differently, indicates this representation is task specific in this city's “gentrification project.”
