This paper examines the statutory measures developed to deal with coastal erosion and flooding in England and Wales. It considers coastal defence as a broad approach to the mechanisms of protection including both structural and planned responses. The roles of operating authorities with statutory authority to undertake coastal defence works are examined and the link between planning and management issues addressed. Spatial aspects of coastal defence responses are also considered. The paper concludes that while statutory approaches will continue to be important in coastal defence issues non-statutory approaches, underpinned by the statutory system, will develop in importance and predominate as the preferred methods of response.  相似文献

This paper explores how coastal data and information can be mobilised in information systems and applied in coastal management. The concept of an Information System is defined and described, and the potential role of Local Information System (LIS) in integrated coastal management (ICM) is considered. Three examples, from the Severn Estuary, UK the coast of the North West of England and North Wales, and the Fal and Helford estuaries, are used to demonstrate the requirements of a LIS for coastal areas. The role of GIS as part of the solution is considered in detail. The paper demonstrates how ideas from the disciplines of information systems and information science can be practically applied in coastal areas. The findings promote a holistic approach for those involved in the development of technologies and dealing with data and information about coasts and oceans.  相似文献

This paper reviews the historic approach to coastal management and the reasons behind the introduction of the littoral ‘sediment cell’ concept to shoreline management planning in England and Wales. It then reviews the strengths and limitations of the approach and makes practical recommendations on how the approach can be further improved to ensure that a robust methodology exists for assessing coastal evolution; thereby providing a foundation for enabling sustainable future management decisions. Such decisions can relate to both the selection of shoreline management practices, and the identification of appropriate land use planning and development control responses. Both of these items need to take account of natural coastal processes and the interactions that occur within coastal systems at various temporal and spatial scales.  相似文献

There is concern in England and Wales over the complexity and short comings of the current arrangements for coastal hazard planning and management. At a time of major constitutional reform involving a strengthened role for regional government, the UK needs to learn from other countries with a strong regional dimension which have developed successful systems for coastal hazard planning and management. New Zealand provides such an example. Recent local government reform and the ‘revolutionary’ Resource Management Act (RMA) 1991 have created a new organisational and administrative framework for coastal hazard planning and policy development in New Zealand which fosters integration, involves all levels of government and extends offshore. This paper provides a comparison of the regional dimension of coastal hazard planning in the two areas, focusing on the status, scope and jurisdiction of regional planning bodies and initiatives as well as investigating issues relating to intergovernmental and cross-sectoral links and public involvement. Although the widely acclaimed RMA is not the panacea for coastal management it was once hoped to be, the New Zealand experience illustrates the advantages of clearly defined roles for different levels of government, with emphasis on regional decision-making and extensive community involvement.  相似文献

Inshore fisheries are coming under increasing pressure to account for wider environmental impacts and relations with other users of marine space. However approaches to inshore fisheries management across Britain’s devolved governments are becoming even more strikingly divergent. While in England the century old local Sea Fisheries Committees are to be replaced with modernised structures, and in Scotland there are efforts to move to a locally driven management system, in Wales there has been a retreat from local co-management. Not only do the reforms pose ongoing challenges for good governance, not least in the handling of cross-scale interactions and user group participation, but they may also fall short in providing for systematic and full integration of fisheries and marine environmental management.  相似文献

Climate change poses a significant challenge for the future of Northern Ireland’s coast due to impacts that include, inter alia, mean sea level rise of between 13 cm and 74 cm by 2050. Whilst flooding is regarded as a major hazard in the United Kingdom (UK), to date Northern Ireland’s experiences of coastal flooding have been infrequent and less severe compared to those in England and Wales. Similarly, coastal erosion has historically been, and remains, only a minor concern in Northern Ireland. Partly as a result of this, Government administrative arrangements for Flood and Coastal Erosion Risk Management (FCERM) in Northern Ireland operate in the absence of any statutory provision for coastal erosion, as well as without formal or strategic shoreline management planning and any integrated flood and coastal erosion risk management policy. This paper provides a commentary on Northern Ireland’s approach to FCERM, comparing this with its UK counterparts, highlighting both congruence and divergence in policy evolution and development. It is noted that the recent EU Floods Directive has been a significant catalyst and that the current institutional landscape for FCERM is in flux.  相似文献

England is about to embark on the introduction of an integrated approach to the management of its marine environment, known as marine planning. The management of human activity in the marine environment is a central function of marine planning; therefore, stakeholder involvement will be crucial for the successful development and subsequent implementation of marine plans. The range of stakeholder activities, their connection to the marine environment and interest in its management are likely to vary considerably on a local, regional and national scale. It is realistic to assume that it will not be possible to involve every stakeholder all the time; therefore in order to develop efficient and effective stakeholder involvement during the marine planning process it is sensible to determine who to involve, when to involve them, and how to involve them from the outset. This paper discusses the role of stakeholders in the marine planning process through consideration of the results of a stakeholder analysis, which was informed by primary data collated from stakeholders within the Solent. The paper concludes with a proposed mechanism, comprising different organisational units, for managing stakeholder involvement in the marine planning process.  相似文献

Throughout northwest European coastal countries risks associated with coastal erosion are significant but spatially and temporally variable. The level of this risk is largely dependent on the extent of development within the coastal zones and a variety of approaches have been adopted for its management. The decision-making process for responding to erosion risk depends to a large extent on national policy. Coastal protection policy in northwest European countries varies in terms of the level of centralisation and formality of arrangements. In this paper the practical outworking of the informal practice-based system of Ireland, where there is no national policy framework, is compared with the policy-led system of England and Wales where formal national guidelines exist. Using case studies, the strengths and weaknesses of both the bottom-up and top-down approaches are assessed. The findings reveal strengths and weaknesses in both existing types of approach.  相似文献

Sea angling has been shown to be a high value activity with significant expenditure by individuals on their sport. Deriving estimates of the economic contribution of recreational sea angling is important in a number of related policy contexts, from tourism management and economic development policy, to the sustainable management of inshore fish stocks. This paper reveals some of the challenges in understanding the economic effects associated with recreational sea angling, and provides estimates of the economic value of recreational sea angling in England. The results were derived from research undertaken in England in 2011-13, which was conducted as part a wide ranging government-funded study, Sea Angling 2012, that estimated sea angler catches, spending and activity. Recreational sea angling made a significant contribution to the economy, supporting just over £2 billion of total spending, and 23,600 jobs in England in 2012-13. The implications of these results are discussed in the context of the management of recreational sea angling in England.  相似文献

This paper explains the nature of spatial planning and its incorporation into amended town and country planning legislation for England. It comments on current coastal management in England, including discussion on marine spatial planning, and examines how the new planning legislation provides opportunities for implementing aspects of coastal policy through planning, using shoreline management and coastal regeneration as examples. It considers how these opportunities may be developed for the Solent. This paper examines at the origins of coastal zone management and planning in England and from that, how integrated coastal zone management techniques were developed. The lack of heritage management planning in coastal plans in England is discussed and put into context of ‘integrated heritage zone management’ approaches. Having looked at these two systems, examples of good practice are discussed. The concept of spatial planning is also discussed and the opportunities that this might offer for integrating coastal and heritage planning in the Solent are considered.  相似文献

The Newlyn Tidal Observatory is the most important sea level station in the United Kingdom. It commenced operations in 1915 as part of the Second Geodetic Levelling of England and Wales, and the mean sea level determined from the tide gauge during the first six years (May 1915–April 1921) defined Ordnance Datum Newlyn (ODN) which became the national height datum for the whole of Great Britain. The 100 years of sea level data now available have contributed significantly to many studies in oceanography, geology, and climate change. This paper marks the centenary of this important station by reviewing the sea level (and, more recently, detailed land level) measurements and Newlyn's contributions to UK cartography, geodesy and sea-level science in general. Recommendations are made on how sea and land level measurements at Newlyn might be enhanced.  相似文献

This paper identifies and examines current coastal issues and conflicts in the northwest Europe region through the use of questionnaire surveys. The overall management concerns and outstanding problems across the region are highlighted and the results are presented in relation to previously identified management issues in northeast England, east Grampian in Scotland, and France. The survey presents a list of identified issues, each of which has a direct relationship to one of the 3 pillars of sustainable development, (environment, economic and social), and therefore the Lisbon Agenda (economic and social) and the Gothenburg Agenda (environment and environmental risk). The survey reveals that the important coastal management issues across the region are the large-scale concerns traditionally associated with ICZM: land-use planning, estuary management, natural resource and landscape protection, and water quality. Generally, respondents considered that management response to these issues is poor. Dissatisfaction levels were particularly high in France and Ireland, and to a lesser extent, in England. Water quality management escapes general criticism. This can be regarded as a positive finding, because it indicates that pan-European initiatives (the water-related EU directives) can deal effectively with this pan-European problem. The paper considers the links between the main issues across North West Europe and aims to distinguish how current coastal management practices have affected the range of issues arising.  相似文献

中国海岸线长达18000km,其中渤海、黄海、东海和南海分布着6500个岛屿,由于穿越不同的气候带,而且强季风给沿岸带来了丰富的沉积物,并产生了各种不同的自然景观。南部海区气候温暖,适合珊瑚和红树林生长,所以热带和亚热带海岸大多是生物成因的;北部海区则温带盐碱滩发育。海湾、湿地、岛屿红树林、珊瑚和海洋生态系统都各有其独特性,海洋有机物种和生态群等生物多样性在海洋生态保护上都有重要意义。中国采取国家海洋局统一管理和各部门对口管理相结合的办法,从法律、法规上健全环保措施。中国自然保护区分国家和地方两级,国家级自然保护区共有12个,包括昌黎黄金海岸自然保护区、天津古海岸和湿地自然保护区、三亚珊瑚礁自然保护区、蛇岛-老铁山自然保护区等;地方级自然保护区有8个,包括辽东湾海岸自然保护区、成山头海岸自然保护区、崇明岛东海岸自然保护区等。以后的工作中要继续加大投入,设立专门机构,培养专门人才,加强国际合作,使自然保护区在开放的同时受到更好的保护。  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined.  相似文献

Operational Wave, Current, and Wind Measurements With the Pisces HF Radar   总被引:1,自引:0,他引:1  
This paper presents results of a trial of a Pisces HF radar system aimed at assessing its use as a component of a wave-monitoring network being installed around the coasts of England and Wales. The radar system has been operating since December 2003 and the trial continued to June 2005. The data have been processed in near-real time and displayed on a website. Radar measurements of the directional spectrum and derived parameters are compared with those measured with a directional waverider and with products from the Met Office, United Kingdom, operational wave model. Radar measurements of currents and winds are also compared with Met Office model products and, in the case of winds, with the QuikSCAT scatterometer. Statistics on data availability and accuracy are presented. The results demonstrate that useful availability and accuracy in wave and wind parameters are obtained above a waveheight threshold of 2 m and at ranges up to 120 km at the radar operating frequencies (7-10 MHz) used. Waveheight measurements above about 1 m can be made with reasonable accuracy (e.g., mean difference of 2.5% during January-February 2004). Period and direction parameters in low seas are often contaminated by noise in the radar signal. The comparisons provide some evidence of wave model limitations in offshore wind and swell conditions  相似文献

Each year approximately 23–28 million tonnes of sand and gravel are removed from offshore sediments around England and Wales. This study was located in a licensed marine aggregate extraction site off Shoreham in the Eastern English Channel (EEC thereafter). Results from the multibeam survey showed the presence of dredged pits created by suction hopper dredging and elongated furrows created by trailer suction hopper dredging in the area where sand and gravel had been excavated. Electronic Monitoring System (EMS) contained the dredging intensity recorded annually at the site; this information was combined with particle size data providing interpreted maps, which informed the status of the sediments at the site.  相似文献
