The enactment of the National Environmental Policy Act (NEPA) had a substantial influence on the manner in which the Tennessee-Tombigbee Waterway (Tenn-Tom) was constructed The interdisciplinary approach, including a board of outside consultants functioning as environmental advisors, played a valuable role toward meeting the objectives of minimizing adverse impacts and maximizing the positive environmental aspects Several of the key environmental issues associated with the Tenn-Tom are addressed and the findings are presented impacts addressed include aquifer drawdown, waterlogging, water quality, interbasin transfer, mixing of species, endangered species, erosion, sedimentation, and loss of wildlife habitat Additional discussion is also presented to explain the findings and place the identified impacts into perspective While implementation of the Tenn-Tom involved losses and resource tradeoffs, measures have been incorporated into the project to mitigate for significant resource losses The evaluation, planning, and design process for the Tenn-Tom can serve as a model approach for compliance with NEPA and other environmental statutes  相似文献

 The Tennessee–Tombigbee Waterway (Tenn–Tom) was one of the first and largest water resources projects constructed after the enactment of the National Environmental Policy Act of 1969. This highly controversial project was in litigation for 9 of the 13 years it was under construction. Substantial and innovative measures were incorporated into the project design to minimize environmental damage and to promote environmental protection. Additionally, a wide variety of environmental mitigation measures, including the acquisition and management of 35,614 ha of wildlife habitat to compensate for unavoidable impacts. This paper, which updates a paper published by the American Society of Civil Engineers in 1996, presents an update of the environmental and restorative measures incorporated into the design, construction, operation, and management of the Tenn–Tom some 15 years after it was opened for navigation. This paper evaluates the impact of recent shifts in the geopolitical outlook of the United States—specifically the ‘Global War on Terror’ and its domestic ramifications—on the prior project of reconfiguring the US state to an after-Fordist ‘workfare’ paradigm. In particular, the paper attempts to situate recent developments in the reconfiguration of the American welfare state within the context of debates over the ‘exceptional’ nature of US politics post-9/11. The extent to which this has had a bearing on work practices, welfare provision and workfarism is investigated, citing examples from the post-9/11 era. On the basis of such examples it has been suggested that the project of reconfiguring the US welfare state and labour relations does overlap and intersect with the emergency practices that the US state has instituted domestically as part of the War on Terror. However, the reconfiguration of the US welfare state towards a neoliberal or workfarist paradigm is, we argue, largely part of the ‘normal’ (as opposed to exceptional) fabric of US politics. The project of reconfiguring the US welfare state is ongoing and largely autonomous (although not entirely removed) from the use of exceptional practices in relation to the US security state. Investigation of this relationship, we assert, provides a potentially fruitful ‘new direction’ for both critical geopolitics and political economic geography, and grounds for interaction between the two.  相似文献

Despite the recognition of the need for mitigation approaches to landslide risk in developing countries, the delivery of ‘on-the-ground’ measures is rarely undertaken. With respect to other ‘natural’ hazards, it is widely reported that mitigation can pay. However, the lack of such an evidence base in relation to landslides in developing countries hinders advocacy amongst decision makers for expenditure on ex-ante measures. This research addresses these limitations directly by developing and applying an integrated risk assessment and cost–benefit analysis of physical landslide mitigation measures implemented in an unplanned community in the Eastern Caribbean. In order to quantify the level of landslide risk reduction achieved, landslide hazard and vulnerability were modelled (before and after the intervention), and project costs, direct and indirect benefits were monetised. It is shown that the probability of landslide occurrence has been substantially reduced by implementing surface-water drainage measures and that the benefits of the project outweigh the costs by a ratio of 2.7–1. This paper adds to the evidence base that ‘mitigation pays’ with respect to landslide risk in the most vulnerable communities—thus strengthening the argument for ex-ante measures. This integrated project evaluation methodology should be suitable for adoption as part of the community-based landslide mitigation project cycle, and it is hoped that this resource, and the results of this study, will stimulate further such programmes.  相似文献

An isotope-geochronological study has been performed to examine the products of Late Cenozoic collision volcanism on the northern coast of Lake Van, Turkey. We obtained 45 new K—Ar dates, based on which the principal time characteristics of volcanic activity in the region have been determined. Volcanic activity in the northern coast of Lake Van has lasted ∼15 myr; it has had an expressed discrete nature, when periods of intense volcanic activity alternated with long-lasting pose periods. Four stages of Neogene—Quaternary volcanism have been identified: Middle Miocene (15.0—13.5 Ma), Late Miocene (10—9 Ma), Pliocene (5.8—3.7 Ma), and Quaternary (1.0—0.4 Ma). The average duration of the stages was 1—2 myr; the stages were separated from each other with periods of inactivity of approximately equal lengths (∼3 myr). For each of the Pliocene and Quaternary stages, three additional phases of volcanism have been identified, which were separated from each other with short time intervals (a few hundred thousand years). The last burst of volcanic activity in the study area occurred ∼400 ka; similar to Quaternary volcanism in general, it was not characterized by a high intensity. An important result of the studies performed was to confirm the existence of a separate Middle Miocene stage of collision volcanism for the Caucasian—Anatolian Segment of the Alpine Fold Belt. New geochronological data generated presented in this paper indicate that Neogene—Quaternary volcanism in this portion of the belt started much earlier (∼15 Ma) than assumed by the majority of the previous researchers.  相似文献

Phanerozoic bauxite provinces are contoured and characterized. The relations to large tectonic units—ancient and young platforms, island arcs and foldbelts, active continental margins, etc.—are chosen as the major criterion for the recognition of bauxite provinces; 19 provinces of different age and conditions of bauxite deposition are described. Single- and multistage as well as single- and multilevel provinces are distinguished depending on the type of tectonic and geomorphic structure. The most productive bauxite provinces are located in the present-day tropical zone within ancient Gondwanan platforms. Three-level provinces with Cretaceous bauxite at the highest and oldest (post-Gondwanan) surface and Cenozoic deposits at lower and younger planation surfaces are predominant. The most complex, two- and three-stage and multilevel provinces are related to ancient fold regions. The single-level provinces are localized in young island arcs and oceanic islands. The prevalent genetic types of bauxite deposits—lateritic, sedimentary, and karst—are shown in the map of bauxite provinces.  相似文献

Although the broadly observed increase in nutrient loading rates to coastal waters in the last 100 years may increase aboveground biomass, it also tends to increase soil metabolism and lower root and rhizome biomass—responses that can compromise soil strength. Fourteen different multiyear field combinations of nutrient amendments to salt marshes were made to determine the relationship between soil strength and various nitrogen, phosphorus, and nitrogen+phosphorus loadings. There was a proportional decline in soil strength that reached 35% in the 60- to 100-cm soil layer at the highest loadings and did not level off. These loading rates are equivalent to those in the flow path of the Caernarvon river diversion, a major wetland restoration project near New Orleans; 12% of the wetlands in the flow path were converted to open water in 2005. The increased nutrient loading from the Mississippi River watershed this century has also driven the formation of the low oxygen zone (the “Dead Zone”) that forms off the Louisiana–Texas shelf each summer. These results suggest that improving water quality in the watershed will aid the restoration of both offshore waters and coastal wetland ecosystems.  相似文献

When planning a TBM drive in squeezing ground, the tunnelling engineer faces a complex problem involving a number of conflicting factors. In this respect, numerical analyses represent a helpful decision aid as they provide a quantitative assessment of the effects of key parameters. The present paper investigates the interaction between the shield, ground and tunnel support by means of computational analysis. Emphasis is placed on the boundary condition, which is applied to model the interface between the ground and the shield or tunnel support. The paper also discusses two cases, which illustrate different methodical approaches applied to the assessment of a TBM drive in squeezing ground. The first case history—the Uluabat Tunnel (Turkey)—mainly involves the investigation of TBM design measures aimed at reducing the risk of shield jamming. The second case history—the Faido Section of the Gotthard Base Tunnel (Switzerland)—deals with different types of tunnel support installed behind a gripper TBM.  相似文献

The lack of adequate water supply and sanitation services is a major issue related to sustainable development in many parts of the developing world. New strategic planning approaches which directly address users’ needs and demand—often referred to as demand-responsive, community-based or household-centred approaches—are regarded as a crucial step towards improving the situation. This paper investigates household needs and demand for improved water supply and sanitation services in peri-urban, low-income settlements, known as “ger areas”, in the city of Darkhan, Mongolia. The paper is based largely on a household survey conducted in a selected ger area subdistrict in Darkhan. The results reveal a complex picture. Even if the existing situation can be regarded as largely “improved” in terms of the definitions stipulated by the Joint Monitoring Programme for water supply and sanitation, it is shown that there is a need for action nonetheless. The paper also argues that the household survey is a useful method for assessing users’ needs and demand and for meeting the requirements of demand-responsive sanitation planning approaches.  相似文献

Systems analysis of the responses of forest trees to air pollutants led to mathematical models which represent the essential life processes of mature trees (photosynthesis, respiration, growth etc.) under ‘normal’ conditions and — especially — under pollution strees. Computer simulations using these models have made it possible to test and analyse the consequences of — known or hypothetical — pollution effects. The simulation runs have led to the identification of three distinct behavioural modes (growth, stagnation, breakdown) and corresponding stable and unstable system states. The results have produced new insights and contributed to the understanding of the dieback process of spruce and beech trees. The presentation will concentrate on the most recent and most complex of the hitherto existing models, theBeech model.  相似文献

English-language geographical magazines present very different geographical imaginations to their readers than those portrayed by academic geographers, with whom the editors and publishers of those magazines have very little contact. There is a mutual lack of appreciation—which could have substantial consequences for the academic discipline. To increase academic geographers’ appreciation of the popular geographies being portrayed, the contents of recent volumes of three magazines—National Geographic, Geographical, and New Zealand Geographic—are distilled, with their major themes identified. One clear conclusion is that there is virtually no contact between the two imaginations: popular geographical magazines almost entirely ignore the work of academic geographers.  相似文献

Agriculture has always been the major source of income of the Republic of Haiti. Only in the late sixties did the Haitian Government decide to move toward industrialization and explotation of natural resources, but no reliable inventory of mineral potential was available. In June 1970 the Resources and Transport Division of the U.N. (now CNRET) undertook a structural analysis of the Caribbean with reference to defining favorable loci for ore disposition. One of the conclusions of this survey was that from the metallogenetic point of view, the Northern part of Haiti was a favorable area for prospecting for habe metal deposits, especially for copper. Those conclusions were acknowleadged with great enthusiams by the Haitian authorities, and they welcomed in July 1971 a UN technical adviser who outlined a first phase of exploration. Following this mission, a “Mineral exploration Project” was created by the Haitian Government with the cooperation of UNDP, and an area of 9000 km2 was selected, based on structural, lithological, and metallogenetic reasons, as an exploration target. The most important aspects of this project were:Mineral Exploration—First Phase (1973–1974). The following operations were carried out by a small team: (a) photo interpretation at 1:50,000 and 1:200,000 scale, (b) geological reconnaissance at 1:50,000 scale, (c) geochemical reconnaissance (stream sediment) at 1:50,000 scale. The photo interpretation helped outline zones of particular structural interest and was followed up by ground control studies. Stream sediment geochemical reconnaissance was carried out over half of the project area, following the indications given by the photo geological interpretation. finally, combining all the data, five areas were selected for detailed follow up survey: (1) Terrier Rouge—Perche, (2) Vallieres, (3) Mont-Organise, (4) Limonade, (5) Gros Morne—Le Borgne.Mineral Exploration—Second Phase (1975–1976). The main zones of interest were reduced to a few hundred km2 and porphyry copper type deposits appeared to be the most promising target. Detailed geological mapping (1:25,000 to 1:2,000) and soil geochemistry were carried out on the above mentioned five areas, the most promising appearing quickly to be Terrier Rouge-Perges, with porphyry-type copper mineralization. A geophysical survey (IP and Mag) confirmed the geochemical results. At the end of the second phase of exploration (December 1976) two of the five prospects of the Terrier Rouge area have been diamond drilled and appeared to be of potential economic interest. Because of the number and importance of the prospects discovered a third phase of exploration was deemed necessary with the purpose of continuing the detailed prospection work and drilling the other prospects. This third phase started in January 1977 and was expected to last until December 1979. The demise of South African Apartheid Planning in 1994 and subsequent lost of Umtata’s capital status when the Transkei was subsumed into the new Eastern Cape Province resulted in the major political transformation of the Transkei state. Central to the post-apartheid transformation was restructuring of Transkei bureaucracy which at the time of South Africa’s independence in 1994 displayed abnormalities. This paper documents the restructuring of the Transkei bureaucracy focusing on Umtata since 1994. The study has brought to the forefront the following facts: Firstly, that at the time of the Transkei merger into South Africa, employment in the government was ‘booming’ and to greater extent it was affected by Umtata’s role—being the capital city of the pseudo-Transkei state. Secondly, the post 1994-political transformation of the Transkei Bantustan impacted negatively on Umtata’s employment notably the civil service sector by ‘squeezing’ it during the early years of democracy (1994–2000). Thirdly, since 2001, with Umtata serving as the major urban centre of both King Sabata Local Municipality and OR Tambo District Municipality, employment in the civil service and municipality has been revitalized.  相似文献

Garnet is a vital mineral for determining constrained P–T–t paths as it can give both the P–T and t information directly. However, estimates of the closure temperature of the Sm–Nd system in garnet vary considerably leading to significant uncertainties in the timing of peak conditions. In this study, five igneous garnets from an early Proterozoic 2414 ± 6 Ma garnet—cordierite bearing s-type granite—which was subjected to high-T reworking have been dated to examine their diffusional behaviour in the Sm–Nd system. Garnets 8, 7, 6 and 2.5 mm in diameter were compositionally profiled and then dated, producing two-point Sm–Nd isochron ages of 2412 ± 10, 2377 ± 5, 2370 ± 5 and 2365 ± 8 and 2313 ± 11 Ma, respectively. A direct correlation exists between grain size and amount of resetting highlighting the effect of grain size on closure temperature. Major element EMPA and LA-ICPMS REE traverses reveal homogenous major element profiles and relict igneous REE profiles. The retention of REE zoning and homogenisation of major element zoning suggest that diffusion rates of REEs are considerably slower than that of the major cations. The retention of REE zoning and the lack of resetting in the largest grains suggest that Sm–Nd closure temperature in garnet is a function of grain size, thermal history and REE zoning in garnet.  相似文献

Impact cratering is a geological process characterized by ultra-fast strain rates, which generates extreme shock pressure and shock temperature conditions on and just below planetary surfaces. Despite initial skepticism, this catastrophic process has now been widely accepted by geoscientists with respect to its importance in terrestrial — indeed, in planetary — evolution. About 170 impact structures have been discovered on Earth so far, and some more structures are considered to be of possible impact origin. One major extinction event, at the Cretaceous-Paleogene boundary, has been firmly linked with catastrophic impact, but whether other important extinction events in Earth history, including the so-called “Mother of All Mass Extinctions” at the Permian-Triassic boundary, were triggered by huge impact catastrophes is still hotly debated and a subject of ongoing research. There is a beneficial side to impact events as well, as some impact structures worldwide have been shown to contain significant (in some cases, world class) ore deposits, including the gold-uranium province of the Witwatersrand basin in South Africa, the enormous Ni and PGE deposits of the Sudbury structure in Canada, as well as important hydrocarbon resources, especially in North America. Impact cratering is not a process of the past, and it is mandatory to improve knowledge of the past-impact record on Earth to better constrain the probability of such events in the future. In addition, further improvement of our understanding of the physico-chemical and geological processes fundamental to the impact cratering process is required for reliable numerical modeling of the process, and also for the correlation of impact magnitude and environmental effects. Over the last few decades, impact cratering has steadily grown into an integrated discipline comprising most disciplines of the geosciences as well as planetary science, which has created positive spin-offs including the study of paleo-environments and paleo-climatology, or the important issue of life in extreme environments. And yet, in many parts of the world, the impact process is not yet part of the geoscience curriculum, and for this reason, it deserves to be actively promoted not only as a geoscientific discipline in its own right, but also as an important life-science discipline.  相似文献

The purpose of the so-called IFFI project (Inventario dei Fenomeni Franosi in Italia—Inventory of Landslides in Italy) and of many other related activities carried out by the Centro Regionale per le Ricerche Territoriali e Geologiche of ARPA Piemonte (Agenzia Regionale per la Protezione Ambientale—Regional Agency for Environmental Protection), is to map all the existing landslides in Piemonte (including both results of monitoring data and available historical data). ARPA carried out new systematic surveys using airphoto interpretation and created a specific alphanumeric geological information systems (GIS)-based database to store and process all the collected data. In order to obtain proper landslide-hazard zoning, it is necessary to provide a landslide inventory and to define the relationship between landslides and geological setting. A landslide inventory represents a fundamental base of knowledge, is a very basic tool for land planning, and strongly helps the local authorities in their decision making.  相似文献

A review of the Pliensbachian ammonite faunas of the Algarve Basin is given covering their taxonomy, stratigraphy and palaeobiogeography (palaeobiodiversity). This review is based on both an extensive revision of the previously collected and/or published material and on new finds precisely located within the ammonite succession. This new material allows us to clarify the variations within the most abundant species—a new species Reynesocoeloceras elmii nov. sp. is described—and to improve our understanding (palaeobiodiversity, palaeobiogeography and bio- or chrono-stratigraphy) of the two single known Pliensbachian fossiliferous assemblages in the Algarve Basin. The first of these assemblages is relatively diverse and is ascribed to the upper half of the Luridum Subchronozone. The second assemblage is less diversified and probably partly condensed. It is broadly attributed to the upper half of the Stokesi Subchronozone. Despite the newly collected ammonites and extensive prospecting, our knowledge of the Pliensbachian ammonite faunas of the Algarve remains fragmentary. Therefore, it is difficult to propose an incontrovertible extensive palaeobiogeographical interpretation for these faunas, but it seems that Tethyan (Mediterranean) affinities were of major importance whereas there were probably no NW European influences via the Lusitanian Basin.  相似文献
