For three years (2001–2003), fish quotas in the Russian far east (REE) were allocated by auction. First, a short overview of the RFE fisheries is provided and how the total allowable catch (TAC) is allocated between regions and (before the auctions) enterprises. Then the auction system is discussed. The purpose of the auctions was to divert some of the resource rent to the state budget and to increase the transparency of the quota allocation mechanism. In the end, a lot less of the TAC than intended was sold by auctions. Nevertheless, the auctions provided a substantial income for the government. On the other hand they led to a decline in industry profits and greater indebtedness of the industry. Arguably they also led to more of illegal fishing, as firms bought quotas in order to cover operations on a greater scale that were not well monitored. In 2004 the auction system was abandoned, in part due to pressures from the industry.  相似文献

The Falkland Islands Government has established a transferable rights management regime for its fisheries resources. The allocation of transferable rights has to be sensitive to economic and social considerations specific to the Falkland Islands. One critical requirement is the need to balance local ownership and control with the need for direct foreign investment and the continued involvement of foreign fishing fleets in the territory's fisheries. Several mechanisms to achieve this balance are contained in recent fisheries legislation. These mechanisms will be of interest to other small island territories facing similar challenges in their commercial fisheries.  相似文献

Managing marine fisheries using output controls in the form of individual transferable quotas (ITQs) can be an attractive alternative to more traditional input controls. There are now a number of examples of where ITQ-managed fisheries have been able to reduce the impact of the major management problems in global fisheries, namely, gross over-capitalisation and effort. However, ITQs are not the perfect management tool and one of the lesser known consequences of ITQ-managed fisheries where ITQs consist of a harvest right is the implicit relationship between ITQ property rights and rights of access to the fishing grounds. This implicit spatial right to the grounds can provide obstacles in the way of allocating water-space within fishing grounds for alternative uses such as marine-protected areas, large-scale aquaculture, and wind farms. These lesser-known consequences of ITQ-managed fisheries are discussed here.  相似文献

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF-Guidelines) were agreed with extensive input from small-scale fishers themselves, and hold great promise for enhancing both small-scale fishers’ human rights and fisheries sustainability in a meaningful and context relevant manner. However, this promise will not be fulfilled without continued input from fishing communities as the SSF-Guidelines are implemented. This paper proposes that international conservation NGOs, with their extensive geographical and political networks, can act as a conduit for communication between small-scale fishing communities and other parties and thus catalyse implementation of the Guidelines. In order to do so, they will first need to demonstrate a genuine commitment to people-as-well-as-parks and the human rights based approach espoused in the SSF-Guidelines. This paper reviews current engagement of international conservation NGOs with human rights in fisheries; looks at their potential motivations for doing more; and identifies challenges in the way. It concludes with a proposal for how international conservation NGOs could play a critical part in catalysing the implementation of the SSF-Guidelines.  相似文献

This paper discusses actual and possible achievements and failures of Codland and examines it from the point of view of efficiency and in terms of distribution. Joint analysis of the two approaches is needed when contemplating fisheries management reforms, since such reforms may create both winners and losers. The analysis demonstrates how rent drain from fishing communities and countries may occur despite significant resource rent creation. The change in the Codland economy is illustrated and compared to that of actual countries and to resource economic theory. It is concluded that if distributional and equity objectives matter, other instruments than ITQs, such as conditional tradeable fish quotas and vessel licences, resource taxes, co-management, public ownership, auctions, leases, time limited rights, time and area regulations, territorial user rights (TURFs) and marine protected areas (MPAs), should also be used.  相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment.  相似文献

In the Alaska halibut individual fishing quota (IFQ) fishery, small remote fishing communities (SRFCs) have disproportionately lost fishing rights. Our analysis of quota market participation from 1995 to 1999 confirms that SRFC residents are more likely to sell than buy quota. Alaska Native heritage is another important predictor of quota market behavior. Residents of Alaska Native villages have an increased likelihood of selling quota. Loss of fisheries participation in small indigenous communities can be an unintended consequence of quota systems. Mitigation measures should take into account the social factors that can lead to such a redistribution of fishing rights in privatized access fisheries.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

New Zealand's fisheries are perhaps best known for the individual transferable quota (ITQ) system brought about by the Fisheries Amendment Act 1986. The 1986 Act allocated quota to fishing firms and individuals that met the allocation criteria. Part-time fishers, many of whom were Maori, New Zealand's indigenous people, were excluded from the initial allocation. The 1986 Act did not address claims by Maori of having indigenous rights guaranteed by the Treaty of Waitangi 1840. Since the Treaty, Maori have protested against government actions and legislation that have eroded their rights guaranteed by the Treaty. The implementation of the 1986 Act prompted further Treaty-based claims to large areas of fisheries, and the ITQ system was used to settle several claims. This paper explores Maori views on resource use and claims to fisheries resources, legislative changes enacted to settle Maori fisheries claims, and claims that remain outstanding. The insights of this paper have relevance to the broader discussion on the position of indigenous peoples throughout the world.  相似文献

文章借鉴自然资源资产负债表的编制框架和海洋资源的统计核算等相关理论,通过确认海洋资源的产权和最大可持续产量,编制海洋可再生资源权益资产负债表。基于修正模型以及1988—2015年山东省海洋渔业相关数据,计算山东省海洋捕捞年度最大可持续产量,继而编制2015年山东省海洋渔业捕捞权益资产负债表。结果表明:山东省自1996年起出现捕捞资源超采问题,1997—2001年过度捕捞情况最为严重,2002年后在相关规定实施和资源量大减的双重压力下捕捞量有所降低但超采依旧严重。实例证明,编制海洋资源权益资产负债表可为海洋资源权益交易和综合管理提供依据,具有可行性和重要性。  相似文献

There is a need for effective mechanisms to be in place in order to allocate fishing possibilities. This seems crucial so that distributional concerns regarding this issue are properly addressed. This paper aims at providing insights into the allocation of fishing possibilities from Basque fisheries. We put forward this case in terms of its outcomes to the incentives deployed by the allocation system. The institutional substratum plays a key role in the outcomes of the system. In fact, the fishermen's traditional collective approach predominates even though the management system tends towards individual rights allocation and promotion of rights transferability. This is particularly notable in the case of inshore Basque fisheries.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

This article presents the first bottom-up analysis of the proportion of global marine fisheries subsidies to small-scale fisheries (SSF). Using existing data, the reported national subsidy amounts are split into the fraction that goes to small- and large-scale fishing sectors. Results reveal a major imbalance in subsidy distribution, with SSF receiving only about 16% of the total global fisheries subsidy amount of $35 billion in 2009. To bring this into perspective, a person engaged in large-scale fishing received around 4 times the amount of subsidies received by their SSF counterparts. Furthermore, almost 90% of capacity-enhancing subsidies, which are known to exacerbate overfishing go to large-scale fisheries, thus increasing the unfair competitive advantage that large-scale fisheries already have. The developmental, economic and social consequences of this inequity are huge and impair the economic viability of the already vulnerable small-scale fishing sector. Conclusions indicate that taxpayers' money should be used to support sustainable fishing practices and in turn ocean conservation, and not to foster the degradation of marine ecosystems, often a result of capacity-enhancing subsidies. Reducing capacity-enhancing subsidies will have minimal negative effects on SSF communities since they receive very little of these subsidies to begin with. Instead, it will help correct the existing inequality, enhance SSF economic viability, and promote global fisheries sustainability.  相似文献

Coastal fisheries are complex ecological and social systems, evolving in time with a shift from commercial towards recreational effort. We describe the coastal fisheries of Mallorca (W Mediterranean) and the management policies implemented to show the challenges faced at regional level to handle the different management tools used to conserve biodiversity and the social fabric in the coastal zone. Our example provides evidence of the complexity of fishing rights and how they can be adapted into practical fisheries management by combining fishing rights, open access recreational fishery, community-based management and biodiversity conservation.  相似文献

This article explores the role of market information and learning in multiple unit combinatorial markets for fishing quota. Combinatorial auctions allow trading of packages of different types of quotas (for example for different regions or industry) in the same auction market. Bidders can submit package bids which would allow them to enjoy synergy benefits. However, to realize the full benefit bidders require comprehensive understanding of the market. This article focuses on the impact of varying levels of information feedback on performance in multiple unit forward combinatorial auctions using laboratory experiments. In a general context of trade in fishery quota, it was asked whether (a) providing additional market information and (b) learning through time helps in more efficient outcomes. It is found that much of the benefits of information are derived from structural effects, like repeated rounds and package valuations. Providing additional market information does not improve auction performances to a large extent. These results will be useful in designing more efficient combinatorial markets for fisheries quota.  相似文献

Scholars and fishermen alike view the privatization of fishing rights as a fundamental driver of social change in fishing communities. This article presents the results of a mixed-methods ethnographic study in Kodiak, Alaska, exploring how fisheries privatization processes remake fishery systems. Findings from this study suggest that a diverse range of fishery participants share core values about the social dimensions of fishery systems. Support or opposition to past privatization processes tended to be articulated in reference to how these core values (e.g., hard work, opportunity, and fairness) were perceived to have been strengthened or eroded by such processes. Data from this study suggest that while still widespread in the Kodiak fishing community, core social values in fishing may be changing as a result of privatization processes. Although ethnographic and survey data showed a range of perspectives on the effects of privatization on fishing and the Kodiak community, study participants tended to talk about privatization as a significant change that had divisive, negative impacts in the community. Crew members and the next generation of fishermen were identified as disproportionately affected by privatization processes. Ethnographic data detail important shifts in the power, status, and livelihoods of crew members. Nearly all Kodiak fishery participants interviewed expressed concern about the future of fisheries access in the community for the next generation, in large part because of the substantial financial barriers to entry generated by privatization of fisheries access. Many discussed the need for more entry-level opportunities necessary for access in all fisheries.  相似文献

We aim to show how some of the important interdisciplinary fixes or solutions to diverse problems observed in fisheries can complement each other. This can be achieved through methodical allocation of the rights pertaining to fisheries and simultaneous implementation of policy instruments to correct for market failures and equity concerns. We emphasize via a roadmap that there are some general principles that should be invoked when choosing between alternative structures of rights. Our examples from Sweden provide evidence of the flexibility of fishing rights and how they can be adapted to integrate fixes from different disciplines into practical fisheries management.  相似文献

Information on the cost of fishing is integral in measuring fisheries performance and correctly evaluating the economic impacts of fisheries regulations and management rules. However, limited availability of cost data often renders such analyses either incomplete or implausible. This study discusses a survey effort that was undertaken in the Northeast US to collect fisheries annual fixed cost data directly from commercial fishermen. Stratified random samples of fishing vessel owners were surveyed in 2012 and 2013. An overview of the survey procedures, sample selection and administration is given here. The data cleaning process, non-response bias and data summaries are also presented. A modeling framework is discussed for estimating fisheries cost data. Robust cost models in combination with regular data collection efforts will allow for more complete economic and financial analyses relevant to fisheries management and conservation.  相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Various challenges confronting the fishery and important recommendations to address them are further discussed.  相似文献

Recently, a human rights approach has been center-staged within fisheries governance as a response to the limits of private property rights in reducing insecurity and vulnerability among fishers and fishing communities. Despite its growing adoption in international legal frameworks and among civil society organizations, the conceptual pitfalls of the human rights approach to fisheries (i.e., its neoliberal tendencies and the neglect of collective rights and social duties) raised by critical scholarship remain largely unsettled, leading to practical concerns about whether such a framework will ultimately benefit fishers on the ground. To further contribute to the debate, this article presents a nuanced discussion of the human rights perspective by introducing the concept of human dignity. Specifically, it argues that human dignity, with its greater conceptual scope and depth, could act as a foundational value with which to mitigate some of the shortcomings of the human rights approach. The purpose here is suggestive rather than definitive and is aimed at highlighting the link that has not been clearly made between human rights and human dignity. I argue that heightened attention to human dignity has the potential to create wider support for the human rights approach and ultimately help facilitate its efficacy in fisheries.  相似文献
