The role of agency in overcoming path dependence and enabling sustainability transitions is receiving increasing attention. Currently lacking are more empirically derived explanations of the co-evolutionary dynamics between actors and institutional change that could potentially provide guidance on facilitating such transitions into the future. This paper investigates these dynamics through a longitudinal case analysis of Melbourne's transition to improved stormwater quality treatment. The complex data collection, analysis and validation approach, which included oral histories, semi-structured interviews, industry workshops and documentary analysis, examined the nuances of the actor-related strategies and institutional enabling processes throughout the different phases of the transition over the last fifty years. The results revealed the importance of a small group of loosely connected frontrunners from across government, private, community and scientific sectors who, through a mix of creating and disrupting institutional strategies, managed to facilitate a growing and diverse actor-network that steered this transition over decades. The establishment of networked bridging organisations was also instrumental because they formed different types of networks and alliances over time for protecting and deepening the reach of the transition dynamics across the city. The findings suggest there is no single cause–effect relationship nor one dominant intervention or action that shifted the urban stormwater management regime. Rather, it showed that the co-evolutionary processes between the broader transitional dynamics were played into by frontrunners and their actor-networks in such a way that emerging new narratives diffused, giving meaning to the evolving scientific agendas and on-the-ground experiments, which led to new institutional structures and enabling administrative tools. It seems as though each one of these dimensions is as crucial as the other in explaining the outcomes of this successful sustainability transition.  相似文献

The development and use of indicators is common practice in efforts to promote urban sustainability. Indicators used to measure urban sustainability tend to focus narrowly on describing the current state of the urban system. Although a time series analysis using these indicators may lend insights into trends towards or away from certain ‘sustainability’ goals, existing indicators of urban sustainability do not provide information on the ability or the likelihood that the current system state can be maintained or improved over time. Indicators that incorporate a measure of system resilience would provide useful information on system sustainability. Through development of a new indicator, Water Provision Resilience (WPR), we provide an example of how measures of resilience could be incorporated into sustainability indicators. The new indicator adds six color codings to the existing indicator ‘percent of the population with access to safe water.’ Each color coding represents a measure of the ability of the water system to maintain or improve the current percent of the population with access to safe water in key areas of the water provision sector: supply, infrastructure, service provision, finances, water quality and governance. The metric is then applied to three cities. The goal in developing this metric is to provide a starting point for re-thinking the metrics used to measure progress and sustainability in order to incorporate the ability to absorb and adapt to stresses into sustainability analysis.  相似文献

The paper sets out a proposal for bridging and linking three approaches to the analysis of transitions to sustainable and low-carbon societies: quantitative systems modelling; socio-technical transition analysis; and initiative-based learning. We argue that each of these approaches presents a partial and incomplete picture, which has implications for the quality and usefulness of the insights they can deliver for policy and practice. A framework for bridging these different approaches promises to enrich each of the approaches, while providing the basis for a more robust and complete analysis of sustainable transitions pathways that serves better to address questions and dilemmas faced by decision-makers and practitioners. We elaborate five key challenges for the analysis and governance of transitions pathways, and compare the three approaches in relation to each of these. We suggest an integration strategy based on alignment, bridging, and iteration, arguing that a structured dialogue between practitioners of different approaches is needed. In practical terms, such a dialogue would be organised around three areas of joint knowledge production: defining common analytical or governance problems to be tackled through integration; establishing shared concepts (boundary objects); and establishing operational bridging devices (data and metrics, pathways evaluation and their delivery). Such processes could include experts and societal partners. We draw conclusions about future research perspectives and the role of analysis in transitions governance.  相似文献

The notion that pathways can be identified and followed towards more sustainable futures has become an increasingly prevalent idea across the science and policy of global environmental change. Focusing on the debate within literatures on socio-technical systems, we find that pathways are often tied to the concept of scaling up such that they are dependent on trajectories which extend from the geographically small to large scale or from singular incidences to widespread adoption. Building on relational approaches to scaling, in this paper we argue that sustainability pathways need to be conceived as emerging from the catalytic interaction of multiple and overlapping efforts to change the status quo. We suggest that pathways can be conceptualized as being composed of ‘stepping stones’: bundles of related interventions that seize or create opportunities to build momentum for the implementation of innovations, the form of which is not predetermined. Drawing on 243 interviews, participant observation, and document analysis examining urban nature-based solutions across six European countries and the EU, we identify 20 stepping stones that can be used to accelerate the uptake of urban NBS in European cities. In the case of urban NBS in Europe, we find that the capacity of stepping stones to generate catalytic change strongly depends on how they interact with one another. We illustrate that pathways are not given but rather assembled through key interventions that collectively generate the capacities and momentum needed to overcome inertia and generate new socio-material orders in which such interventions are normalized as mainstream responses to sustainability challenges.  相似文献

Shifting from traditional, large, centralised infrastructure to alternative, distributed technologies is widely accepted as essential for enabling sustainable water management. Despite technical advances in sustainable urban water management over recent decades, the shift from traditional to more sustainable approaches remains slow. Current research on socio-institutional barriers suggests this poor implementation relates to a limited understanding of the different forms of governance needed to support alternative approaches, rather than the potential ineffectiveness of the technologies and practices. While some governance scholars express preferences for ideal hierarchical, market or network governance approaches, others suggest a hybrid of these approaches may be more appropriate for achieving sustainability. Currently, there is limited commentary about the potential characteristics of sustainable urban water governance. To extend the current scholarship, this paper systematically draws on the tacit knowledge of expert sustainability practitioners to identify potential governance characteristics of sustainable urban water management. In comparison with current urban water scholarship, which is supportive of a network governance approach at a conceptual level, the results strongly suggest that sustainability practitioners see the need for hybrid governance arrangements at a practical and operational level. These hybrid arrangements tended to comprise network and hierarchical approaches with market governance instruments. These insights from practitioners to help identify future research needs, focused on examining interaction among governance approaches at a variety of scales and locations.  相似文献

Social network analysis gives a rigid assessment of network structure while cultural theory helps explain management outcomes in more detail. The combination of these methods provides significant and alternative insights about the complexity of water pollution management. Applied in the case study of the Calumpang Watershed in the Philippines, two types of relations were evaluated, namely, resource sharing and cooperative activities. Factors affecting cooperation and the creation of bridges were assessed in social network analysis, while cultural theory was used to reveal the underlying views of key actors on the nature of the river and its management. Evidence showed that cooperation was significantly influenced by resource sharing regardless of institutional affiliation, while bridges were created by becoming the pools of information and resources in the network. Using cultural theory, this study found out that local government officials dominantly have a mixture of hierarchist and egalitarian views characterizing belief in both rule-bound and group-motivated actions to solve the water pollution problem. However, their egalitarian views on management did not manifest in the current network. The study concludes that collaborative partnerships for water pollution management can be facilitated by promoting resource flow, utilizing influential bridges in the network, and understanding the unconventional values of government actors. Combining social network analysis and cultural theory is recommended to generate a more critical assessment of the institutional complexity of pollution and other water issues in watersheds.  相似文献

Forest-driven water and energy cycles are poorly integrated into regional, national, continental and global decision-making on climate change adaptation, mitigation, land use and water management. This constrains humanity’s ability to protect our planet’s climate and life-sustaining functions. The substantial body of research we review reveals that forest, water and energy interactions provide the foundations for carbon storage, for cooling terrestrial surfaces and for distributing water resources. Forests and trees must be recognized as prime regulators within the water, energy and carbon cycles. If these functions are ignored, planners will be unable to assess, adapt to or mitigate the impacts of changing land cover and climate. Our call to action targets a reversal of paradigms, from a carbon-centric model to one that treats the hydrologic and climate-cooling effects of trees and forests as the first order of priority. For reasons of sustainability, carbon storage must remain a secondary, though valuable, by-product. The effects of tree cover on climate at local, regional and continental scales offer benefits that demand wider recognition. The forest- and tree-centered research insights we review and analyze provide a knowledge-base for improving plans, policies and actions. Our understanding of how trees and forests influence water, energy and carbon cycles has important implications, both for the structure of planning, management and governance institutions, as well as for how trees and forests might be used to improve sustainability, adaptation and mitigation efforts.  相似文献

Social and environmental sciences have shown that narratives have significant impact on human behaviour. Understanding water narratives can therefore help policy-makers understand and regulate public behaviour. We carry out a bibliometric analysis of water narratives, which gives us a broad overview of the types of work, collaborations and key insights. We couple this with a smaller qualitative review, which enabled us to construct a typology that captures the range of themes found in the literature. Narratives might be classified along an axis of expert and local knowledge and an axis of time – retrospective and prospective. We also show that narratives are a useful tool for legitimation and mobilization, and a form of “System 1” heuristic. Given that so many water challenges are tied to human activities, an understanding of water narratives and the link to behavioural change would be a useful part of future research agendas.  相似文献

Urban growth is increasing the demand for freshwater resources, yet surprisingly the water sources of the world's large cities have never been globally assessed, hampering efforts to assess the distribution and causes of urban water stress. We conducted the first global survey of the large cities’ water sources, and show that previous global hydrologic models that ignored urban water infrastructure significantly overestimated urban water stress. Large cities obtain 78 ± 3% of their water from surface sources, some of which are far away: cumulatively, large cities moved 504 billion liters a day (184 km3 yr−1) a distance of 27,000 ± 3800 km, and the upstream contributing area of urban water sources is 41% of the global land surface. Despite this infrastructure, one in four cities, containing $4.8 ± 0.7 trillion in economic activity, remain water stressed due to geographical and financial limitations. The strategic management of these cities’ water sources is therefore important for the future of the global economy.  相似文献

Given the implications of global climate change, including higher likelihood of extreme weather events, and the increasing urban density coupled with reduction in permeable surfaces in the Global South, Sustainable Urban Water Management (SUWM) has emerged as a preferred paradigm for stormwater management. However, the implementation of SUWM, which is premised on using vegetation or engineered capture technologies to control runoff at its source in an effort to replicate natural hydrology, is limited by a lack of institutional integration, not merely between administrative organs with responsibility for stormwater management but also between infrastructure departments, planning institutions, communities, and civil society organizations. This is particularly true in informal settlements in the humid tropics, where excessive impermeable surfaces and a lack of adequate solid waste collection exacerbate municipal limitations in stormwater management. This article discusses an effort to integrate local communities, civil society organizations, and local and regional authorities to improve drainage services within the framework of integrated development in the informal settlement of Los Platanitos, Santo Domingo Norte, Dominican Republic. In order to address the drainage and flooding issues in Los Platanitos while also fostering economic development, representatives of community groups, NGOs, local government, and state agencies have developed a participatory planning structure known as a mesa de concertación, or “cooperating table.” The mesa, which was established in 2014, has succeeded in bringing neighborhood, civil society, and government actors to the same “table” as a mechanism for addressing the community’s drainage challenges within the broader context of integrated community development.  相似文献

The capacity of a nation to address the hydrological impacts of climate change depends on the institutions through which water is governed. Inter-institutional networks that enable institutions to adapt and the factors that hinder smooth coordination are poorly understood. Using water governance in India as an example of a complex top-down bureaucratic system that requires effective networks between all key institutions, this research unravels the barriers to adaptation by combining quantitative internet data mining and qualitative analysis of interviews with representatives from twenty-six key institutions operating at the national level.Institutions' online presence shows a disconnect in the institutional discourse between climate change and water with institutions such as the Ministries of Water Resources, Earth Sciences and Agriculture, indicating a lesser involvement compared to institutions such as the Ministries of Finance, External Affairs, Planning Commission. The online documents also indicate a more centralised inter-institutional network, emanating from or pointing to a few key institutions including the Planning Commission and Ministry of Environment and Forests. However, the interviews suggest more complex relational dynamics between institutions and also demonstrate a gap between the aspirational ideals of the National Water Mission under the National Action Plan on Climate Change and the realities of climate change adaptation. This arises from institutional barriers, including lengthy bureaucratic processes and systemic failures, that hinder effective inter-institutional networks to facilitate adaptation. The study provides new understanding of the involvement and barriers of complex multi-layered institutions in climate change adaptation.  相似文献

While the focus of government climate change policy in many regions is on mitigation, research shows that integrated approaches, focusing equally on mitigation and adaptation, seen in the context of more general sustainability goals, may ultimately yield more productive outcomes. Since 2008, the province of British Columbia has mandated that local governments be carbon neutral in their own operations and has used a suite of policies, outreach and incentive tools to enable them to do so. The Meeting the Climate Change Challenge project explored eleven leading communities in B.C. to empirically examine how climate change policies and innovations are being framed and considered at the local scale.In this paper, we examine the synergies and trade-offs between adaptation, mitigation, and sustainability. Our findings suggest that, among leading communities, pursuing an integrated sustainability strategy (rather than a narrow focus on climate change) has the potential to yield benefits for both adaptation and mitigation in the majority of cases. The findings suggest that communities leading on climate innovation in the province have moved beyond a siloed approach in considering mitigation and adaptation. These findings have implications on integrated decision making at the municipal scale and multi-level governance, identifying both the challenges and the benefits inherent in pursuing multiple priorities simultaneously.  相似文献

Human activities use more than half of accessible freshwater, above all for agriculture. Most approaches for reconciling water conservation with feeding a growing population focus on the cropping sector. However, livestock production is pivotal to agricultural resource use, due to its low resource-use efficiency upstream in the food supply chain. Using a global modelling approach, we quantify the current and future contribution of livestock production, under different demand- and supply-side scenarios, to the consumption of “green” precipitation water infiltrated into the soil and “blue” freshwater withdrawn from rivers, lakes and reservoirs. Currently, cropland feed production accounts for 38% of crop water consumption and grazing involves 29% of total agricultural water consumption (9990 km3 yr−1). Our analysis shows that changes in diets and livestock productivity have substantial implications for future consumption of agricultural blue water (19–36% increase compared to current levels) and green water (26–69% increase), but they can, at best, slow down trends of rising water requirements for decades to come. However, moderate productivity reductions in highly intensive livestock systems are possible without aggravating water scarcity. Productivity gains in developing regions decrease total agricultural water consumption, but lead to expansion of irrigated agriculture, due to the shift from grassland/green water to cropland/blue water resources. While the magnitude of the livestock water footprint gives cause for concern, neither dietary choices nor changes in livestock productivity will solve the water challenge of future food supply, unless accompanied by dedicated water protection policies.  相似文献

Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献

Advance knowledge of conflicting trajectories of water–energy–food (WEF) nexus is highly relevant for water policy and planning, especially for basins that cross national boundaries. The Brahmaputra River Basin in South Asia, home for 130 million people, is such a basin. Development of new hydropower projects, upstream water diversions and possible climate changes introduce concerns among riparian countries about future water supply for energy and food production in the basin. This study presents a new hydro-economic water system model of the basin coupled with ex post scenario analysis under the “nexus thinking” concept to identify and illustrate where development paths are in conflict. Results indicate that the ability of future development to remain free of conflict hinges mostly on the amount of precipitation falling in the basin in the future. Uncertain future precipitation along with uncertain future temperature and the unknown amount of upstream water diversion combine to strongly influence future water, energy and food production in the basin. Specifically, decreases in precipitation coupled with large upstream diversions (e.g., diversion in the territory of China) would leave one or more riparian countries unable to secure enough water to produce their desired energy and food. Future climate projected by General Circulation Models suggest a warmer and wetter climate condition in the region, which is associated with an increase in streamflow and easing of conflicts at the WEF nexus in the basin. The methodology presented here is expected to be generally useful for diagnosing the conditions that may cause water resources development goals to not be achieved due to either changes in climate or water use among competing users.  相似文献

This article develops a new framework for understanding environment-conflict relations, on both theoretical grounds and through a qualitative historical analysis of the links between water and conflict in the states of Sudan and South Sudan. Theoretically, the article critiques the dominant emphases on ‘scarcity’, ‘state failure’ and ‘under-development’ within discussions of environmental security, and proposes an alternative model of environment-conflict relations centring on resource abundance and globally-embedded processes of state-building and development. Empirically, it examines three claimed (or possible) linkages between water and conflict in the Sudans: over trans-boundary waters of the Nile; over the links between internal resource scarcities and civil conflict; and over the internal conflict impacts of water abundance and development. We find that there exists only limited evidence in support of the first two of these linkages, but plentiful evidence that water abundance, and state-directed processes of economic development and internal colonisation relating to water, have had violent consequences. We conclude that analysts and policymakers should pay more attention to the impacts of resource abundance, militarised state power and global political economic forces in their assessments of the potential conflict impacts of environmental and especially climate change.  相似文献

Polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs) and organochlorine pesticides (OCPs) were determined in urban air samples of Konya, Turkey between August 2006 and May 2007. The concentrations of pollutants in both the gas and particulate phase were separately analysed. The average total (gas + particulate) concentrations of PAHs, PCBs and OCPs were determined as 206 ng m− 3, 0.106 ng m− 3, 4.78 ng m− 3 respectively. All of the investigated target compounds were dominantly found in the gas phase except OCPs. Higher air concentrations of PAHs were found at winter season while the highest concentrations of PCBs were determined in September. The highest OCPs were detected in October and in March. In urban air of Konya, PCB 28 and PCB 52 congeners represent 46% and 35% of total PCBs while Phenanthrene, Fluoranthene, Pyrene accounted for 29%, 13%, 10% of total PAHs. HCH compounds (α + β + γ + δ-HCH), total DDTs (p,p′-DDE, p,p′-DDD, p,p′-DDT), Endosulfan compounds (Endosulfan I, Endosulfan II, Endosulfan sulfate) were dominantly determined as 30%, 21%, 20% of total OCPs respectively. Considering the relation between these compounds with temperature, there was no significant correlation observed. Despite banned/restricted use in Turkey, some OCPs were determined in urban air. These results demonstrated that they are either illegally being used in the course of agricultural activity and gardens in Konya or they are residues of past use in environment. According to these results, it can be suggested that Konya is an actively contributing region to persistent organic pollutants in Turkey.  相似文献
