Adaptation to climate change is a critical issue in coastal areas, at risk from sea-level rise, erosion, and sea flooding. In territories strongly urbanized and long oriented toward tourism and a residential economy, a change in coastal management and territorial development is hard to initiate. In Provence-Alpes-Côte d'Azur (France), a leading tourism region, this article explores how local authorities perceive climate change and talk about adaptation strategies. Interviews with municipal-level authorities, both elected officials and technical agents, reveal the influence of territorial inertia, with persistent statements promoting the beach- and residential-oriented economy and a wait-and-see attitude regarding climate change. Beach erosion is the only coastal risk interviewees really recognize, while sea-level rise and sea flooding are barely perceived. Yet evidence supporting the possibility of a future change in position is provided by the younger generation of interviewees, who are more aware of environmental challenges. Providing original data for a coastal region often considered as a model of development throughout the world, this article also proposes an original and transferable method combining geographical sampling of municipalities, text statistics and qualitative analysis of interviews, to apprehend the social representations of the coast, of climate change and coastal risks. Such a methodology is recommended prior to any quantitative assessment of climate action at local scale.  相似文献

 Sea-level rise is an important aspect of climate change because of its impact on society and ecosystems. Here we present an intercomparison of results from ten coupled atmosphere-ocean general circulation models (AOGCMs) for sea-level changes simulated for the twentieth century and projected to occur during the twenty first century in experiments following scenario IS92a for greenhouse gases and sulphate aerosols. The model results suggest that the rate of sea-level rise due to thermal expansion of sea water has increased during the twentieth century, but the small set of tide gauges with long records might not be adequate to detect this acceleration. The rate of sea-level rise due to thermal expansion continues to increase throughout the twenty first century, and the projected total is consequently larger than in the twentieth century; for 1990–2090 it amounts to 0.20–0.37 m. This wide range results from systematic uncertainty in modelling of climate change and of heat uptake by the ocean. The AOGCMs agree that sea-level rise is expected to be geographically non-uniform, with some regions experiencing as much as twice the global average, and others practically zero, but they do not agree about the geographical pattern. The lack of agreement indicates that we cannot currently have confidence in projections of local sea-level changes, and reveals a need for detailed analysis and intercomparison in order to understand and reduce the disagreements. Seaports are located in vulnerable areas to climate change impacts: on coasts susceptible to sea-level rise and storms or at mouths of rivers susceptible to flooding. They serve a vital function within the local, regional, and global economy. Their locations in the heart of sensitive estuarine environments make it an imperative to minimize the impacts of natural hazards. Climate impacts, like a projected SLR of .6?m to 2?m and doubling of Category 4 and 5 hurricanes by 2100, will result in more extreme events at many seaports. To assess the current state of knowledge on this issue, we surveyed port authorities from around the world about how administrators felt climate change might impact their operations, what sea-level change would create operational problems, and how they planned to adapt to new environmental conditions. The planned rapid expansion of ports reported by the survey respondents indicates that adaptation measures should be considered as ports construct new infrastructure that may still be in use at the end of the century. Respondents agreed that the ports community needs to address this issue and most felt relatively uninformed about potential climate impacts. Although most ports felt that SLR would not be an issue at their port this century, sea-level rise was nevertheless an issue of great concern. Our results suggest opportunities for the scientific community to engage with port practitioners to prepare proactively for climate change impacts on this sector.  相似文献

Global average sea levels are expected to rise by up to a metre by the end of the century. This long-term rise will combine with shorter-term changes in sea level (e.g. high tides, storm surges) to increase risks of flooding and erosion in vulnerable coastal areas. As communities become increasingly exposed to these risks, understanding their beliefs and responses becomes more important. While studies have explored public responses to climate change, less research has focused on perceptions of the specific risks associated with sea-level change. This paper presents the results of a mental models study that addressed this knowledge gap by exploring expert and public perceptions of sea-level change on the Severn Estuary, a threatened coastal environment in the southwest of the United Kingdom. A model was developed from the literature and expert interviews (N = 11), and compared with public perceptions elicited via interviews (N = 20) and a quantitative survey (N = 359). Whilst we find a high degree of consistency between expert and public understandings, there are important differences that have implications for how sea level risks are interpreted and for what are perceived as appropriate mitigation and adaptation practices. We also find a number of potential barriers to engaging with the issue: individuals express low concern about sea-level change in relation to other matters; they feel detached from the issue, seeing it as something that will happen in future to other people; and many perceive that neither the causes of nor responses to sea-level change are their responsibility. We point to areas upon which future risk communications should therefore concentrate.  相似文献

This study examines spatially referenced perceived landscape values and climate change risks collected through public participation geographic information systems for potential use in climate change planning. Using survey data from the Southern Fleurieu Peninsula, South Australia, we present a method for identifying perceived landscape values and climate change risks to describe and quantify their spatial associations. Two spatial data models??vector and raster??and two analytical methods??Jaccard coefficients and spatial cross-correlations were used to describe the spatial associations. Results indicate that perceptions of climate change risk are driven, in part, by the values people assign or hold for places on the landscape. Biodiversity and intrinsic landscape values have strong spatial association with biodiversity loss risk while recreation values have strong spatial association with riparian flooding, sea-level rise and wave action risks. Other landscape values show weak to no spatial association with perceived climate change risks. The methodology described in this research provides a mechanism for government agencies to develop place-based adaptation strategies based on these associations.  相似文献

Projections of climate change are inherently uncertain, leading to considerable debate over suitable allowances for future changes such as sea-level rise (an ??allowance?? is, in this context, the amount by which something, such as the height of coastal infrastructure, needs to be altered to cope with climate change). Words such as ??plausible?? and ??high-end?? abound, with little objective or statistically valid support. It is firstly shown that, in cases in which extreme events are modified by an uncertain change in the average (e.g. flooding caused by a rise in mean sea level), it is preferable to base future allowances on estimates of the expected frequency of exceedances rather than on the probability of at least one exceedance. A simple method of determining a future sea-level rise allowance is then derived, based on the projected rise in mean sea level and its uncertainty, and on the variability of present tides and storm surges (??storm tides??). The method preserves the expected frequency of flooding events under a given projection of sea-level rise. It is assumed that the statistics of storm tides relative to mean sea level are unchanged. The method is demonstrated using the GESLA (Global Extreme Sea-Level Analysis) data set of roughly hourly sea levels, covering 198 sites over much of the globe. Two possible projections of sea-level rise are assumed for the 21st century: one based on the Third and Fourth Assessment Reports of the Intergovernmental Panel on Climate Change and a larger one based on research since the Fourth Assessment Report.  相似文献

The Sundarbans mangrove ecosystem, shared by India and Bangladesh, is recognized as a global priority for biodiversity conservation. Sea level rise, due to climate change, threatens the long term persistence of the Sundarbans forests and its biodiversity. Among the forests’ biota is the only tiger (Panthera tigris) population in the world adapted for life in mangrove forests. Prior predictions on the impacts of sea level rise on the Sundarbans have been hampered by coarse elevation data in this low-lying region, where every centimeter counts. Using high resolution elevation data, we estimate that with a 28 cm rise above 2000 sea levels, remaining tiger habitat in Bangladesh’s Sundarbans would decline by 96% and the number of breeding individuals would be reduced to less than 20. Assuming current sea level rise predictions and local conditions do not change, a 28 cm sea level rise is likely to occur in the next 50–90 years. If actions to both limit green house gas emissions and increase resilience of the Sundarbans are not initiated soon, the tigers of the Sundarbans may join the Arctic’s polar bears (Ursus maritimus) as early victims of climate change-induced habitat loss.  相似文献

Variability in local weather patterns has long been suggested as a major barrier impeding laypeople from recognizing long-term climate trends. However, as humans are able to detect and interpret rapid signal fluctuations, it seems psychologically plausible to assume that they are able to integrate short-term variations of weather variables into their mental representations of climate change. Using a combined analysis of social media and weather station data, here we investigated the impact of the short-term volatility of local temperature on climate change-related tweets from 2014 to 2017. We found a nonlinear hockey stick relationship between weekly temperature volatility and climate change-related tweets, a volatility rise of 1 °C corresponds to an 82% increase in climate change tweets when volatility is above 3.5 °C. This volatility effect was observed from 2016 onwards, suggesting a recent change in people’s mental representations of climate change. This study provides empirical evidence illustrating that in the public mind, climate change may not be represented as a mere temperature increase any more, but as a disruption of the climate system in general.  相似文献

The possibility of extreme sea-level rise is one of the commonly cited reasons for concern about climate change. Major increases in sea level would likely be driven by the melting or collapse of major ice sheets. This possibility has implications for the social cost of carbon dioxide, which is a key policy value as well as a useful summary measure of damage caused by greenhouse gas emissions.This paper extends earlier work on the importance of low-probability, high-impact events for the social cost of carbon dioxide to incorporate the possibility of extreme sea-level rise.To estimate its impact, an integrated assessment model is used, which allows a probabilistic assessment of climate change damages based on the linkages between the economic and climate systems. In the model, the generic discontinuity damage is replaced with the possibility of large-scale damage from factors that are taken to be correlated with temperature rise and, crucially for this paper, explicit consideration of extreme sea-level rise.Estimates of the amount of increase in the social cost of carbon dioxide that can be expected from incorporating extreme sea-level rise show that the increase is significant, though not especially large in percentage terms.The paper contributes to the literature of how to represent uncertain climate impacts in integrated assessment models and the associated estimation of the social cost of carbon dioxide.  相似文献

‘Scepticism’ in public attitudes towards climate change is seen as a significant barrier to public engagement. In an experimental study, we measured participants’ scepticism about climate change before and after reading two newspaper editorials that made opposing claims about the reality and seriousness of climate change (designed to generate uncertainty). A well-established social psychological finding is that people with opposing attitudes often assimilate evidence in a way that is biased towards their existing attitudinal position, which may lead to attitude polarisation. We found that people who were less sceptical about climate change evaluated the convincingness and reliability of the editorials in a markedly different way to people who were more sceptical about climate change, demonstrating biased assimilation of the information. In both groups, attitudes towards climate change became significantly more sceptical after reading the editorials, but we observed no evidence of attitude polarisation—that is, the attitudes of these two groups did not diverge. The results are the first application of the well-established assimilation and polarisation paradigm to attitudes about climate change, with important implications for anticipating how uncertainty—in the form of conflicting information—may impact on public engagement with climate change.  相似文献

Local perceptions of climate anomalies influence adaptation behaviour. Specifically, perceptions that are more accurate and homogenous at the community-level are more likely to facilitate the collective action required to adapt to the local effects of climate anomalies experienced by many indigenous communities. We combine primary data on perceptions of climate anomalies from 200 individuals in six Penan villages in Sarawak, Malaysia with instrumental climate data. We find that perceptions of climate anomalies vary substantially in terms of occurrence and magnitude, and do not generally correlate with instrumental climate data. We operationalise the Penan forest sign language (Oroo’) as a measure of traditional ecological knowledge (TEK) and find only weak evidence of a systematic statistical association with perceptions of climate anomalies among our sampled respondents. Our findings suggest caution in advancing adaptation strategies in indigenous communities that are predominantly premised on TEK. Instead, our findings suggest that in designing adaptation measures, indigenous communities may benefit by engaging in forums where community members and external stakeholders can come together, share their perceptions and observations of climate change, and reach a collective consensus on the community-level effects of climate change and pathways towards adaptation.  相似文献

This paper offers some thoughts on the value added of new economic estimates of climate change damages. We begin with a warning to beware of analyses that are so narrow that they miss a good deal of the important economic ramifications of the full suite of manifestations of climate change. Our second set of comments focuses attention on one of the most visible products of integrated assessment modeling—estimates of the social cost of carbon which we take as one example of aggregate economic indicators that have been designed to summarize climate risk in policy deliberations. Our point is that these estimates are so sensitive to a wide range of parameters that improved understanding of economic damages across many (if not all) climate sensitive sectors may offer only limited value added. Having cast some doubt on the ability of improved estimates of economic damages to increase the value of economic damage estimates in integrated assessment modeling designed to inform climate policy deliberations, we offer an alternative approach—describing implicitly a research agenda that could (a) effectively inform mitigation decisions while, at the same time, (b) providing economic estimates for aggregate indicators like the social cost of carbon.  相似文献

In order to address the pressing challenge of climate change, countries are now submitting long-term climate strategies to the United Nations Framework Convention on Climate Change (UNFCCC) process. These strategies include within them potential future use of ‘negative emissions technologies’ (NETs). NETs are interventions that remove carbon from the atmosphere, ranging from large-scale terrestrial carbon sequestration in forests, wetlands and soils, to use of carbon capture and storage technologies. We assess here how NETs are discussed in 29 long-term climate strategies, in order to ascertain the risk that including the promise of future NETs may delay the taking of short-term mitigation actions. Our analysis shows that almost all countries plan to rely on NETs, particularly enhanced use of natural carbon sinks, even as a wide array of challenges and trade-offs in doing so are highlighted. Many strategies call for improved accounting systems and market incentives in realizing future NETs. While no strategy explicitly suggests that NETs can be a substitute for short-term mitigation, most estimate substantial potential for future use of NETs even in the face of acknowledged uncertainties. This, we suggest, may have the consequence of resulting in what we describe here as ‘a spiral of delay’ characterized by the promise of future NET options juxtaposed with the simultaneous uncertainty around these future options. Our analysis highlights that this inter-connected delaying dynamic may be intrinsic to what we term ‘governing-by-aspiration’ within global climate politics, wherein the voicing of lofty future ambition risks replacing current action and accountability.  相似文献

Climate change will injure vulnerable communities. In response, coordinated global action has emerged to mitigate climate change, to gauge and map climate-related risks, and to plan for adaptation, which in turn has opened new avenues of funding, power, knowledge and opportunity. The identification of climate risks, analysis and diffusion of ‘impact’ scenarios, incorporation of carbon into economic regimes, and interventions to enhance adaptive capacity will necessarily be experienced differently by different groups. As climate-related crises produce winners and losers, so may discourses and plans made to avert such crises. In the process both the bio-physical events and the social responses shape and reshape social stratification and the distribution of risk. They produce new inequalities and needs for new kinds of responses to guard against injustice. From the emergence of desalination water projects and contested water access, to relocation planning in the Arctic and the South Pacific due to sea-level rise, to increasingly centralized forest management; mitigation and adaptation responses and interventions create their own critical outcomes. This essay and the articles in this special issue examine some new opportunities and risks associated with climate-change discourses and interventions. This special issue shows that vulnerable communities may be at risk of material injury following climate change or climate change intervention; and, be further insulted and injured by lack of representation and recognition, and by misrecognition as simplified, stereotyped victims in local, national and international climate conversations. Using a mixture of theoretical insight and case study research, this collection of articles explores the injuries of climate change as it applies to both direct physical stress scenarios and exposure to adaptation and mitigation policies and planning, as well as the discursive insults of being discounted, stereotyped, or ignored.  相似文献

Estimation of expected extremes, using combinations of observations and model simulations, is common practice. Many techniques assume that the background statistics are stationary and that the resulting estimates may be used satisfactorily for any time in the future. We are now however in a period of climate change, during which both average values and statistical distributions may change in time. The situation is further complicated by the considerable uncertainty which accompanies the projections of such future change. Any useful technique for the assessment of future risk should combine our knowledge of the present, our best estimate of how the world will change, and the uncertainty in both. A method of combining observations of present sea-level extremes with the (uncertain) projections of sea-level rise during the 21st century is described, using Australian data as an example. The technique makes the assumption that the change of flooding extremes during the 21st century will be dominated by the rise in mean sea level and that the effect of changes in the variability about the mean will be relatively small. The results give engineers, planners and policymakers a way of estimating the probability that a given sea level will be exceeded during any prescribed period during the present century.  相似文献

Firm relocation as adaptive response to climate change and weather extremes   总被引:1,自引:0,他引:1  
Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Implications for adaptation research and practice are outlined.  相似文献

Due to long coastline (3,794 km in total) and extensive low-lying coastal areas, global climate change through sea-level rise will strongly affect the territory of Estonia. A number of valuable natural ecosystems (both, marine and terrestrial) containing rare plant communities often rich in species, but also suitable breeding places for birds will be in danger. Most sandy beaches high in recreative value will disappear. However, isostatic land uplift and location of coastal settlements at a distance from the present coastline reduce the rate of risk. Four case study areas characterizing all the shore types of Estonia have been selected for sea-level rise vulnerability and adaptation assessment. Preliminary results and estimates of vulnerability to 1.0 m sea-level rise by 2075 for two case study areas – Hiiumaa, West-Estonian Archipelago and Pärnu-Ikla, south-western coast of the mainland – are presented in this paper.  相似文献

Climate change may be the most fundamental collective action problem of all time. To solve it through collective action, collective motivation is required. Yet, given the complexity and scale of the collective problem, it may be difficult for individuals to experience such motivation. Intriguingly, the experience of hope may increase collective motivation and action. We offer an integrative coping perspective on hope and collective action in the context of climate change. It explains how hope stimulates individuals’ collective motivation to act against climate change (serving a problem-focused coping function), or fails to do so (serving an emotion-focused coping function). Testing these competing hypotheses, we conducted three studies that experimentally manipulated a core antecedent of hope (i.e., the perceived possibility of change) among US participants (total N = 1020). Across the board, this manipulation increased individuals’ hope but not their collective motivation and action. Furthermore, collective motivation predicted collective action intentions across all three studies. Hoping thus seems to serve an emotion-focused coping function and hence may not increase the collective motivation required for collective action in the context of climate change.  相似文献

Understanding the values and socio-economic characteristics of people at risk from climate change will inform how people feel about the likely distribution of impacts, as well as adaptation responses. This knowledge is necessary if adaptation is to achieve distributive fairness now and into the future. This study advances methods and analyses used in values-based adaptation research by using segmentation to explain the diversity of values that exist within a community, and on this basis identify particular groups at risk. A telephone survey was conducted with residents of Lakes Entrance, Australia—a coastal community already adapting to projected sea-level rise. The purpose was to determine the priorities residents place on a range of lived values—valuations that individuals make about what is important in their lives and the places they live. The telephone survey data was then analysed using cluster analysis to develop a lived values typology of residents. The analysis revealed that there are at least eight types of residents living in Lakes Entrance and that each group of residents has a unique set of lived values that will be differentially affected by sea-level rise and adaptation. The findings indicate that if sea-level rise adaptation policy is to be distributively fair it needs to develop a suite of adaptation responses that ensure that the lived values of each group of residents, and thus a diversity of values, are maintained or enhanced.  相似文献
