The relationship between climate change and biodiversity was a central issue at the 10th Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD). In this paper we draw from participant observation data collected at COP 10, and related policy documentation, to examine how concerns about climate change are shaping the conservation policy landscape – in terms of the knowledge and rationales used as inputs, networks of actors involved, objectives sought, and actions proposed. We find that debates at the intersection of climate and biodiversity were overwhelmingly framed in relation to, or through the lens of carbon. Through a discussion of four core Climate-Motivated Responses, we illustrate how “carbon-logic”, and the initiatives that it generates, simultaneously creates threats to the objectives sought by some actors, and opportunities for the objectives sought by others. We situate our observations in the context of some of the historical dilemmas that have faced conservation, and discuss this current moment in the dynamic trajectory of conservation governance: a moment when decisions about conserving biodiversity are becoming entangled with carbon-logic and the market. In this case, while some actors seek opportunities for biodiversity ends by riding the coattails of the climate agenda, the threats of doing so may undermine the biological and social objectives of the CBD convention itself.  相似文献

The Aichi 2020 Targets, under the Convention on Biological Diversity (CBD), aim to halt the loss of biodiversity by 2020, in order to ensure that ecosystems continue to provide essential services. Here we apply a social–ecological systems analysis to provide insight into the diverse system interactions that pose impediments to delivery of the Aichi Targets. We applied an analytical framework of pair-wise exchanges along six axes between the social, economic, environmental and political loci of the global social–ecological system. The analysis identified that many impediments result from partial decoupling in the system through phenomena including delayed feedbacks and insufficient information flows. It suggests 15 of the Aichi Targets are unlikely to be delivered; 3 are likely to be delivered in part; and 2 in full. We considered how interventions at leverage points may overcome the impediments, and compared these to actions included within the Implementation Decision for the Aichi Targets, to find gaps. These new leverage points to fill identified gaps involve many aspects of system re-coupling: co-production of knowledge and more equitable food systems governance (environmental–social axis); support for social change movements (social–political axis); an appropriate financial target for biodiversity conservation investment, with a clear means of implementation such as a currency transaction tax (economic–political axis); and co-governance of natural resources (environmental–political axis). The recently released Global Biodiversity Outlook 4 shows that 18 of the 20 Aichi Targets are tracking in accordance with our analysis; and that current efforts are unlikely to result in an improvement in the base state of biodiversity by 2020, confirming some of our results. We argue that attention to the interactions within, and the partial decoupling of, the global social–ecological system provides new insights, and is worthy of further attention both for delivery of the Aichi Targets and for guiding longer term actions for the conservation of biodiversity.  相似文献

Annex B countries, whether members of a bubble or not, can use the Kyoto mechanisms to help meet their emissions limitation commitments. I argue that Kyoto mechanism rules should be applied to Parties individually regardless of their membership in a bubble. The water balance model KAUSHA (Halldin, 1989) was applied to a 100-year-old beech (Fagus sylvatica L.) forest in northern Germany. Overall, a satisfying agreement between modelled evapotranspiration values and independent micrometeorological measurements (Bowen ratio energy balance method) could be observed, although for rainy days KAUSHA showed a tendency to overestimate evapotranspiration. The model was used to predict the effects of a climate warming on the water budgets of the forest. It is shown that a temperature increase of 2°C due to a rising CO2 content of the atmosphere will not change the yearly totals of evapotranspiration significantly, but could have serious effects on the soil water balance during the vegetation period. Because under climate change conditions a higher amount of the available soil water has already been evaporated in winter and spring, soil water content will limit the transpiration of the trees from July to September much more strongly. Therefore, the yield of beech forest might also suffer from drought effects. It can be concluded that a better knowledge of the seasonal distribution of rainfall under climate change conditions is indispensable for predicting effects of rising temperatures and CO2 concentrations on ecosystems.  相似文献

A novel fully-automated airborne gas chromatograph for in situmeasurements of long-lived stratospheric tracers hasbeen developed, combining the high selectivity of a megabore PLOTcapillary column with recently developed sampling and separationtechniques. The Gas cHromatograph for theObservation of Stratospheric Tracers (GHOST)has been successfully operated during three STREAM campaigns(Stratosphere TRoposphere Experiment byAirborne Measurement) onboard a Cessna Citation IIaircraft in two different modes: Either N2O andCF2Cl2(CFC-12) or CFC-12 and CFCl3 (CFC-11) have been measuredsimultaneously, with a time resolution of 2 min for both modes.Under flight conditions the instrument precision (1) forthese species is better than 0.9%, and the accuracy(1) is better than 2.0% of the tropospheric values ofall measured compounds. The detection limits (3) arebelow 28 ppb for N2O, 14 ppt for CFC-12, and 8 ppt forCFC-11, respectively, i.e., well below 10 % of the troposphericvalues of all measured compounds. Post-mission optimization of thechromatographic separation showed a possible enhancement of thetime resolution by up to a factor of 2, associated with acomparable increase in precision and detection limit. As test ofactual performance of GHOST results from an in-flight N2Ointercomparison with a tunable diode laser absorptionspectrometer (TDLAS) are presented. They yield an excellentagreement between both instruments. Furthermore, on the basis ofthe hitherto most extensive set of upper tropospheric and lowerstratospheric data, the relative stratospheric N22O lifetime isre-assessed. When referenced to the WMO reference CFC-11 lifetimeof 45 ± 7 years an N2O lifetime of 91 ± 15 yearsis derived, a value substantially smaller than the WMO referencelifetime of 120 years. Moreover, this value implies astratospheric N2O sink strength of 16.3 ± 2.7 Tg (N)yr–1 which is 30% larger than previous estimates.  相似文献

Climate-induced population displacement and resettlement is an ongoing problem around the world, and one that is being exacerbated by climate change. To date, most attempts to address this problem have taken a top-down approach in which international justice, legal and humanitarian frameworks are extended ‘downwards’ by policymakers and governments to local populations. However, there has been limited systematic work that emphasizes the abilities of affected peoples themselves to develop and formulate their own justice-based solutions. This paper presents an analytical framework for thinking about ‘bottom-up’ claims-making that emphasizes naming, blaming, claiming and framing. The framework enables claims-making to be distinguished from other forms of community-based agency, such as adaptation. The paper also suggests a normative framework to support policymakers and practitioners in helping communities facing displacement to make claims. The normative framework focuses on the barriers to, and opportunities for, claims-making ‘from below’.  相似文献

Effective action taken against climate change must find ways to unite scientific and practice-based knowledges associated with the various stakeholders who see themselves as invested in the global delivery of climate governance. Political decision-makers, climate scientists and practitioners approach this challenge from what are often radically different perspectives and experiences. While considerable work has been done to develop the idea of ‘co-production’ in the development of climate action outputs, questions remain over how to best unite the contrasting epistemological traditions and norms associated with different stakeholders. Drawing on the existing literatures on climate action co-production and from translational perspectives on the science-policy interface, in this paper we develop the concept of ‘boundary agency’. Defining this as the agency ‘possessed’ when willing and able to translate between different epistemological communities invested in a similar policy and governance challenge such as climate change, we offer it as a useful means to reflect on participants’ understanding of the ‘co’ in co-production. This is in contrast to the more established (often academic-led) focus on what it is that is being produced by co-production processes. We draw from two complementary empirical studies, which explicitly encouraged i) engagement and ii) reflection on cross-boundary co-production between climate action stakeholders from different backgrounds. Reflecting on the two studies, we discuss the benefits of (and barriers to) encouraging more active and sustained engagement between climate action stakeholders so as to try to actively blur the boundaries between science and policy and, in doing so, invent new epistemological communities of practice.  相似文献

New aspects of the genesis and partial tropical transition of a rare hybrid subtropical cyclone on the eastern Australian coast are presented. The ‘Duck’ (March 2001) attracted more recent attention due to its underlying genesis mechanisms being remarkably similar to the first South Atlantic hurricane (March 2004). Here we put this cyclone in climate perspective, showing that it belongs to a class within the 1 % lowest frequency percentile in the Southern Hemisphere as a function of its thermal evolution. A large scale analysis reveals a combined influence from an existing tropical cyclone and a persistent mid-latitude block. A Lagrangian tracer showed that the upper level air parcels arriving at the cyclone’s center had been modified by the blocking. Lorenz energetics is used to identify connections with both tropical and extratropical processes, and reveal how these create the large scale environment conducive to the development of the vortex. The results reveal that the blocking exerted the most important influence, with a strong peak in barotropic generation of kinetic energy over a large area traversed by the air parcels just before genesis. A secondary peak also coincided with the first time the cyclone developed an upper level warm core, but with insufficient amplitude to allow for a full tropical transition. The applications of this technique are numerous and promising, particularly on the use of global climate models to infer changes in environmental parameters associated with severe storms.  相似文献

Since most land surfaces are non-uniform on meteorological model scales, usually applied flux-profile relationships to obtain surface flux densities cannot be used. Therefore, some modellers assume that these relations are scale-invariant if the local bulk transfer parameters are replaced by effective parameters. This approach leads to wrong results for grid cells that contain subgrid areas that differ largely with respect to stability. Hence, in such cases, the surface energy balance needs to be solved for each subgrid area separately. Therefore, to obtain the correct flux densities in all situations, for each grid cell in the horizontal domain of meteorological models, subgrid areas that differ with respect to stability need to be identified.  相似文献

The creation of ‘usable science’ is widely promoted by many environmental change focused research programs. Few studies however, have examined the relationship between research conducted as part of such programs and the decision-making outcomes that the work is supposed to advance, and is constrained by limited methodological development on how to empirically assess the ‘usability’ of science. Herein, this paper develops a conceptual model and assessment rubric to quantitatively and systematically evaluate the usability of climate change research for informing decision-making. We focus on the process through which data is collected, analyzed and reported and examine the extent to which key principles of usable science are integrated into project design, using grant proposals as our data source. The approach is applied to analyze climate change research conducted as part of the International Polar Year in Canada, with 23 projects identified as having explicit goals to inform decision-making.While the creation of usable science was promoted by funded projects in the International Polar Year, this was not generally reflected in research design: fewer than half determined objectives with input of decision makers, decision context was not widely considered, and knowledge users were not widely reported to be engaged in assessing the quality of data or in resolving conflict in evidence. The importance of science communication was widely emphasized, although only 8/23 projects discussed tailoring specific results for end user needs. Thus while International Polar Year research has made significant advances in understanding the human dimensions of Arctic climate change, key attributes necessary for determining success in linking science to decision-making (pertinence, quality, timeliness) were not captured by many projects. Integrating these attributes into research design from the outset is essential for creating usable science, and needs to be at the forefront of future research programs which aim to advance societal outcomes. The framework for assessing usability here, while developed and tested in an Arctic climate change context, has broader applicability in the general environmental change field.  相似文献

The problem of the contribution of cosmic rays to climate change is a continuing one and one of importance. In principle, at least, the recent results from the CLOUD project at CERN provide information about the role of ionizing particles in ’sensitizing’ atmospheric aerosols which might, later, give rise to cloud droplets. Our analysis shows that, although important in cloud physics the results do not lead to the conclusion that cosmic rays affect atmospheric clouds significantly, at least if H2SO4 is the dominant source of aerosols in the atmosphere. An analysis of the very recent studies of stratospheric aerosol changes following a giant solar energetic particles event shows a similar negligible effect. Recent measurements of the cosmic ray intensity show that a former decrease with time has been reversed. Thus, even if cosmic rays enhanced cloud production, there would be a small global cooling, not warming.  相似文献

Perceptions of a continuing crisis in managing Sahelian resources are rooted in five dimensions of the Sahel Drought of 1972–1974 as it was understood at the time: crises in rainfall (drought), food supply, livestock management, environmental degradation, and household coping capabilities. A closer examination of household livelihood and farming systems shows that adaptive strategies have been evolved in response to each of these imperatives. Illustrations are provided from recent research in north–east Nigeria. A systematic understanding of indigenous adaptive capabilities can provide a basis for policies enabling a reduction of dependency on aid assistance in the Sahel.  相似文献

Recent perspectives on public understandings of global environmental risk have emphasised the interpretation, judgement and ‘sense-making’ that takes place, modes of perception that are inextricably tied to aspects of ‘local’ context. In this paper we offer a current picture of the ways in which residents think about the problem of urban air pollution. To do this we utilise elements of a wider research project involving a survey and in-depth interviews with members of the public. In this way — and drawing upon the prior air pollution perception literature and recent work in the field of environmental and risk perception — we present a more analytical interpretation than has hitherto been approached. Conclusions are drawn which stress the localisation of people's understandings within the immediate physical, social and cultural landscape and also through a trust in personal experiences over any kind of information-based evidence. From this position, and with the development of implications for policy, we demonstrate the need to study public perceptions if the objectives of air quality, and more generally, environmental management are to be achieved.  相似文献

During the negotiations on the Kyoto Protocol, Brazil proposed allocating the greenhouse gas emission reductions of Annex I Parties according to the relative effect of a country’s historical emissions on global temperature increase. This paper analyses the impact of scientific uncertainties and of different options in policy implementation (policy choices) on the contribution of countries’ historical emissions to indicators of historical responsibility for climate change. The influence of policy choices was found to be at least as large as the impact of the scientific uncertainties analysed here. Building on this, the paper then proceeds to explore the implications of applying the Brazilian Proposal as a climate regime for differentiation of future commitments on the global scale combined with an income threshold for participation of the non-Annex I regions. Under stringent climate targets, such a regime leads to high emission reductions for Annex I regions by 2050, in particular for Europe and Japan. The income threshold assumptions strongly affect the Annex I reductions, even more than the impact of another burden-sharing key. A variant of the Brazilian Proposal, allocating emission reductions on the basis of cumulative emissions since 1990, would lead to a more balanced distribution of emission reductions.  相似文献

The ‘climate justice’ lens is increasingly being used in framing discussions and debates on global climate finance. A variant of such justice – distributive justice – emphasises recipient countries’ vulnerability to be an important consideration in funding allocation. The extent to which this principle is pursued in practice has been of widespread and ongoing concerns. Empirical evidence in this regard however remains inadequate and methodologically weak. This research examined the effect of recipients’ climate vulnerability on the allocation of climate funds by controlling for other commonly-identified determinants. A dynamic panel regression method based on Generalised Method of Moments (GMM) was used on a longitudinal dataset, containing approved funds for more than 100,000 projects covering three areas of climate action (mitigation, adaptation, and overlap) in 133 countries over two decades (2000–2018). Findings indicated a non-significant effect of recipients’ vulnerability on mitigation funding, but significant positive effects on adaptation and overlap fundings. ‘Most vulnerable’ countries were likely to receive higher amounts of these two types of funding than the ‘least vulnerable’ countries. All these provided evidence of distributive justice. However, the relationship between vulnerability and funding was parabolic, suggesting ‘moderately vulnerable’ countries likely to receive more funding than the ‘most vulnerable’ countries. Whilst, for mitigation funding, this observation was not a reason for concern, for adaptation and overlap fundings this was not in complete harmony with distributive justice. Paradoxically, countries with better investment readiness were likely to receive more adaptation and overlap funds. In discordance with distributive justice, countries within the Sub-Saharan Africa and South Asia regions, despite their higher climatic vulnerabilities, were likely to receive significantly less adaptation and overlap fundings. Effects of vulnerability were persistent, and past funding had significant effects on current funding. These, coupled with the impact of readiness, suggested a probable Low Funding Trap for the world’s most vulnerable countries. The overarching conclusion is that, although positive changes have occurred since the 2015 Paris Agreement, considerable challenges to distributive justice remain. Significant data and methodological challenges encountered in the research and their implications are also discussed.  相似文献
