Abstract

The estimation and review of discharge flow rates in hydraulic works is a fundamental problem in water management. In the case of dams with large regulating capacity, in order to estimate return periods of discharge flow rates from the spillways, it becomes necessary to consider both peak flow and volume of the incoming floods. In this paper, the results of the validation for several methods of assessing design floods for spillways of dams with a large flood control capacity are presented; the validation is performed by comparing the maximum outflows (or the maximum levels reached in the reservoir) obtained from the routing of the design floods with those obtained from the routing of the historical annual maximum floods. The basin of Malpaso Dam, Mexico, is used as the case study.

Large floods are often attributed to the melting of snow during a rain event. This study tested how climate variability, snowpack presence, and basin physiography were related to storm hydrograph shape in three small (<1 km2) basins with old‐growth forest in western Oregon. Relationships between hydrograph characteristics and precipitation were tested for approximately 800 storms over a nearly 30‐year period. Analyses controlled for (1) snowpack presence/absence, (2) antecedent soil moisture, and (3) hillslope length and gradient. For small storms (<150 mm precipitation), controlling for precipitation, the presence of a snowpack on near‐saturated soil increased the threshold of precipitation before hydrograph rise, extended the start lag, centroid lag, and duration of storm hydrographs, and increased the peak discharge. The presence of a snowpack on near‐saturated soil sped up and steepened storm hydrographs in a basin with short steep slopes, but delayed storm hydrographs in basins with longer or more gentle slopes. Hydrographs of the largest events, which were extreme regional rain and rain‐on‐snow floods, were not sensitive to landform characteristics or snowpack presence/absence. Although the presence of a snowpack did not increase peak discharge in small, forested basins during large storms, it had contrasting effects on storm timing in small basins, potentially synchronizing small basin contributions to the larger basin hydrograph during large rain‐on‐snow events. By altering the relative timing of hydrographs, snowpack melting could produce extreme floods from precipitation events whose size is not extreme. Further work is needed to examine effects of canopy openings, snowpack, and climate warming on extreme rain‐on‐snow floods at the large basin scale. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

Abstract

The U.B.C. Watershed Model is being used operationally for forecasting daily streamflows in 13 sub-basins of the Fraser River system which is subject to snowmelt floods from the mountain snow-packs of the Coast, Columbia and Rocky Mountains in British Columbia. The model has also been tested and adopted by the Prairie Provinces Water Board for mountain snowmelt forecasting in the Saskatchewan River system headwaters.

The model estimates snowpack accumulation and depletion and operates entirely from meteorological inputs of daily maximum and minimum temperatures and precipitation. Account is kept of soil moisture, groundwater and evapotranspiration. Facilities are available in the model for lake storages and lake routing.

The model has also been used in planning studies for the Peace River system. A 30-year sequence of missing streamflow data has been generated by the model from the measured meteorological data. Snow-packs were estimated by the model from measured valley precipitation. The model was tested against a 12-year period of measured flows and correlation coefficients of 0.95 were achieved for monthly flows.  相似文献

Abstract

On the basis of analysing the genesis, recurrence and severity of flood hazards, a regional flood hazard analysis of the southern area of East Siberia has been carried out. The greatest flood hazard corresponds to the relatively densely populated area of southern East Siberia: the Upper Yenisei, Angara and Upper Lena river basins and the Lake Baikal watershed. Typically, the most hazardous floods include those caused by surges produced by damage to the dams of the Angara—Yenisei hydropower cascade; flash floods are also an extreme hazard. Maximum runoff factors were used to delineate regions within the study area, and the hazard severity was scored for the Irkutsk region. An inventory of the ice-dam and ice-jam areas, as well as of the streamflow sites with maximum runoff of different origins predominating in the Angara and Lena river basins, showed that the study area includes 78 and 19 ice-dam and ice-jam locations, respectively. A high recurrence of ice dams and ice jams is also observed on other rivers.  相似文献

Abstract

Considering floods as multivariate events allows a better statistical representation of their complexity. In this work the relevance of multivariate analysis of floods for designing or assessing the safety of hydraulic structures is discussed. A flood event is characterized by its peak flow and volume. The dependence between the variables is modelled with a copula. One thousand random pairs of variables are transformed to hydrographs, applying the Beta distribution function. Synthetic floods are routed through a reservoir to assess the risk of overtopping a dam. The resulting maximum water levels are compared to estimations considering the peak flow and volume separately. The analysis is performed using daily flows observed in the River Agrio in Neuquén Province, Argentina, a catchment area of 7300 km2. The bivariate approach results in higher maximum water level values. Therefore the multivariate approach should be preferred for the estimation of design variables.

Abstract

Seasonal design floods which consider information on seasonal variation are very important for reservoir operation and management. The seasonal design flood method currently used in China is based on seasonal maximum (SM) samples and assumes that the seasonal design frequency is equal to the annual design frequency. Since the return period associated with annual maximum floods is taken as the standard in China, the current seasonal design flood cannot satisfy flood prevention standards. A new seasonal design flood method, which considers dates of flood occurrence and magnitudes of the peaks (runoff), was proposed and established based on copula function. The mixed von Mises distribution was selected as marginal distribution of flood occurrence dates. The Pearson Type III and exponential distributions were selected as the marginal distribution of flood magnitude for annual maximum flood series and peak-over-threshold samples, respectively. The proposed method was applied at the Geheyan Reservoir, China, and then compared with the currently used seasonal design flood methods. The case study results show that the proposed method can satisfy the flood prevention standard, and provide more information about the flood occurrence probabilities in each sub-season. The results of economic analysis show that the proposed design flood method can enhance the floodwater utilization rate and give economic benefits without lowering the annual flood protection standard.

Abstract

The objectives of this study were to discover the relationship between variables in a water reservoir and the hydrochemical variations related to acid mine drainage (AMD), and to describe the horizontal stratification related to vertical salinity and variations in metals present in the region. The information obtained may be used for establishing risk evaluation criteria and to design future remediation strategies, which could be useful for new dams. The hydrochemical characterization was based on a sampling campaign performed in October 2011. A total of 28 samples, at 1-m-deep intervals, were obtained. The hydrogeochemical study of the polluted reservoir shows that the dilution effect is not sufficient to neutralize AMD contributions from mining activity. Sampling carried out from the surface water to the deepest points reveals stratification of the reservoir that allows it to be included in the group of monomictic and holomitic lakes.

High‐resolution, spatially extensive climate grids can be useful in regional hydrologic applications. However, in regions where precipitation is dominated by snow, snowmelt models are often used to account for timing and magnitude of water delivery. We developed an empirical, nonlinear model to estimate 30‐year means of monthly snowpack and snowmelt throughout Oregon. Precipitation and temperature for the period 1971–2000, derived from 400‐m resolution PRISM data, and potential evapotranspiration (estimated from temperature and day length) drive the model. The model was calibrated using mean monthly data from 45 SNOTEL sites and accurately estimated snowpack at 25 validation sites: R2 = 0·76, Nash‐Sutcliffe Efficiency (NSE) = 0·80. Calibrating it with data from all 70 SNOTEL sites gave somewhat better results (R2 = 0·84, NSE = 0·85). We separately applied the model to SNOTEL stations located < 200 and ≥ 200 km from the Oregon coast, since they have different climatic conditions. The model performed equally well for both areas. We used the model to modify moisture surplus (precipitation minus potential evapotranspiration) to account for snowpack accumulation and snowmelt. The resulting values accurately reflect the shape and magnitude of runoff at a snow‐dominated basin, with low winter values and a June peak. Our findings suggest that the model is robust with respect to different climatic conditions, and that it can be used to estimate potential runoff in snow‐dominated basins. The model may allow high‐resolution, regional hydrologic comparisons to be made across basins that are differentially affected by snowpack, and may prove useful for investigating regional hydrologic response to climate change. The hydrological data available for the Lower Mekong River are presented in directly usable form for design purposes by means of a regional frequency study of the annual maximum daily mean flows (floods) and by means of the annual mean minimum flows for various durations (droughts). In addition, a regional analysis is given of the annual dry season recession hydrograph. Abstract

The aim is to build a seasonal flood frequency analysis model and estimate seasonal design floods. The importance of seasonal flood frequency analysis and the advantages of considering seasonal design floods in the derivation of reservoir planning and operating rules are discussed, recognising that seasonal flood frequency models have been in use for over 30 years. A set of non-identical models with non-constant parameters is proposed and developed to describe flows that reflect seasonal flood variation. The peak-over-threshold (POT) sampling method was used, as it is considered to provide significantly more information on flood seasonality than annual maximum (AM) sampling and has better performance in flood seasonality estimation. The number of exceedences is assumed to follow the Poisson distribution (Po), while the peak exceedences are described by the exponential (Ex) and generalized Pareto (GP) distributions and a combination of both, resulting in three models, viz. Po-Ex, Po-GP and Po-Ex/GP. Their performances are analysed and compared. The Geheyan and the Baiyunshan reservoirs were chosen for the case study. The application and statistical experiment results show that each model has its merits and that the Po-Ex/GP model performs best. Use of the Po-Ex/GP model is recommended in seasonal flood frequency analysis for the purpose of deriving reservoir operation rules.  相似文献

Abstract

A procedure to identify sets of operational rules for gated spillways for optimal flood routing management of artificial reservoirs is proposed. The flood retention storage of a dam having a gated flood spillway is divided into 15 sub-storages whose surface elevations are identified as critical levels. The most suitable operation set for the downstream conditions and for the dam can be chosen from many derived operation sets. The spillway gates are operated in an optimum way for any floods from very small magnitudes to the probable maximum flood (PMF), without having to forecast the actual magnitude of the incoming flood hydrograph. Decision floods are formed by dividing the PMF into 15 sub-hydrographs by 5 and 10% increments in the ranges 5–50% and 50–100% of the PMF, respectively. Many potential spillway gate openings from closed to fully open are chosen initially. As a result of a series of routing simulations of 15 decision floods, a set of 15 gate openings is determined such that all floods from very small magnitudes to the PMF may be routed without overtopping the dam crest. Next, a few more 15-stage operation rules are determined such that the gate openings of the initial stages are decreased as their critical levels are increased stepwise, with the objective of attenuating smaller floods more effectively and releasing higher outflows for larger floods close to and including the PMF. The developed model is applied to the Catalan and Aslantas dams in Turkey, both of which serve for flood mitigation as well as hydropower generation.

Abstract

A six-stage operation policy for routing of flood hydrographs of return periods from 1.01 year up to the Probable Maximum Flood (PMF) for any dam having a gated spillway is proposed. The gate opening rules are determined depending on the recent pool level. Regardless of the size and timing of any incoming floods, the fixed rules of the six-stage operation policy will provide optimum routing for all, which are classified into six different groups based on their return periods. 10-, 100-, 1000-, 10 000- 100 000-year floods, and PMF are the upper limits for the six groups. Next, an Incremental Dynamic Programming programme is developed to optimize both the firm and secondary energies of hydroelectric generation at monthly periods. First, the six-stage flood routing programme is applied sequentially to three dams, all on the Seyhan River in Turkey, for 18 combinations resulting from different active storages, and optimum flood operation policies for all three dams for all 18 combinations are determined. Second, the Dynamic Programming programme is applied to these three dams, and optimum hydroelectricity generation policies for all 18 combinations are computed. Finally, the optimum active and flood retention storages for the three dams are determined so as to maximize the net probability-weighted present worth of hydroelectricity benefits minus flood damage costs.  相似文献

Abstract

In many mountainous areas of the Pacific coast of North America, rainfall onto snowpacks causes massive floods, probably the single greatest cause of changes in channel morphology and lotie habitats. To understand and model this hydrometeorological phenomenon better, process-response hypotheses were developed for snowpack outflow amount, duration and rate and the time lags from the beginning of rainfall to initial and peak outflow. The hypotheses were evaluated by correlation and regression analyses based on measurements of 20 rainon-snow events monitored between 1984 and 1990 at forested and open plots near Lake Tahoe, California. Outflow amount correlated significantly with precipitation amount, duration and rate, snow depth and melt potential. Many of these variables also correlated significantly with outflow duration and rate and lag time to peak outlfow. Regression models expalined 80–90% of the variation in outflow amount and duration. Significant differences were not identified between the forest and open plots for any of the outflow attributes.  相似文献

Abstract

Abstract Monthly precipitation and temperature trends of 51 stations in the Yangtze basin from 1950–2002 were analysed and interpolated. The Mann-Kendall trend test was applied to examine the monthly precipitation and temperature data. Significant positive and negative trends at the 90, 95 and 99% significance levels were detected. The monthly mean temperature, precipitation, summer precipitation and monthly mean runoff at Yichang, Hankou and Datong stations were analysed. The results indicate that spatial distribution of precipitation and temperature trends is different. The middle and lower Yangtze basin is dominated by upward precipitation trend but by somewhat downward temperature trend; while downward precipitation trend and upward temperature trend occur in the upper Yangtze basin. This is because increasing precipitation leads to increasing cloud coverage and, hence, results in decreasing ground surface temperature. Average monthly precipitation and temperature analysis for the upper, middle and lower Yangtze basin, respectively, further corroborate this viewpoint. Analysis of precipitation trend for these three regions and of runoff trends for the Yichang, Hankou and Datong stations indicated that runoff trends respond well to the precipitation trends. Historical flood trend analysis also shows that floods in the middle and lower Yangtze basin are in upward trend. The above findings indicate that the middle and lower Yangtze basin is likely to face more serious flood disasters. The research results help in further understanding the influence of climatic changes on floods in the Yangtze basin, providing scientific background for the flood control activities in large catchments in Asia.  相似文献

Abstract

A decadal-scale study to retrieve the spatio-temporal precipitation patterns of the Yangtze River basin, China, using the Tropical Rain Mapping Mission, Precipitation Radar (TRMM/PR) data is presented. The empirical orthogonal function (EOF) based on monthly TRMM/PR data extracts several leading precipitation patterns, which are largely connected with physical implications at the basin scale. With the aid of gauge station data, the amplitudes of major principal components (PCs) were used to examine the generic relationships between precipitation variations and hydrological extremes (e.g. floods and droughts) during summer seasons over the past decade. The emergence of such major precipitation patterns clearly reveals the possible linkages with hydrological processes, and the oscillations in relation to the amplitude of major PCs are consistent with these observed hydrological extremes. Although the floods in some sections of the Yangtze River were, to some extent, tied to human activities, such as the removal of wetlands, the variations in major precipitation patterns are recognized as the primary driving force of the flow extremes associated with floods and droughts. The research findings indicate that long-distance hydro-meteorological signals of large-scale precipitation variations over such a large river basin can be successfully identified with the aid of EOF analysis. The retrieved precipitation patterns and their low-frequency jumps of amplitude in relation to PCs are valuable tools to help understand the association between the precipitation variations and the occurrence of hydrological extremes. Such a study can certainly aid in disaster mitigation and decision-making in water resource management.

The Nooksack River has its headwaters in the North Cascade Mountains and drains an approximately 2000 km2 watershed in northwestern Washington State. The timing and magnitude of streamflow in a snowpack‐dominated drainage basin such as the Nooksack River basin are strongly influenced by temperature and precipitation. Projections of future climate made by general circulation models (GCMs) indicate increases in temperature and variable changes in precipitation for the Nooksack River basin. Understanding the response of the river to climate change is crucial for regional water resources planning because municipalities, tribes, and industry depend on the river for water use and for fish habitat. We combine three different climate scenarios downscaled from GCMs and the Distributed‐Hydrology‐Soil‐Vegetation Model to simulate future changes to timing and magnitude of streamflow in the higher elevations of the Nooksack River. Simulations of future streamflow and snowpack in the basin project a range of magnitudes, which reflects the variable meteorological changes indicated by the three GCM scenarios and the local natural variability employed in the modeling. Simulation results project increased winter flows, decreased summer flows, decreased snowpack, and a shift in timing of the spring melt peak and maximum snow water equivalent. These results are consistent with previous regional studies, but the magnitude of increased winter flows and total annual runoff is higher. Increases in temperature dominate snowpack declines and changes to spring and summer streamflow, whereas a combination of increases in temperature and precipitation control increased winter streamflow. ABSTRACT

This paper attempts to design statistical models to forecast annual precipitation in the Neuquen and Limay river basins in the Comahue region of Argentina. These forecasts are especially useful as they are used to better organize the operation of hydro-electric dams, the agriculture in irrigated valleys and the safety of the population. In this work, multiple linear regression statistical models are built to forecast mean annual rainfall over the two river basins. Since the maximum precipitation occurs in the winter (June–August), forecasting models have been developed for the beginning of March and for the beginning of June, just before the rainy season starts. The results show that the sea-surface temperatures of the Indian and Pacific oceans are good predictors for March models and explain 42.8% of the precipitation index variance. The efficiency of the models increases in June, adding more predictors related to the autumn circulation.  相似文献

Abstract

River managers worldwide are increasingly addressing flow needs for ecosystem processes and services in their management plans for dams and reservoirs. However, while planning and scientific assessments have advanced substantially, successful re-operation of infrastructure to achieve environmental benefits has been more limited. The Sustainable Rivers Project (SRP) was formalized in 2002, as a national partnership between the United States Army Corps of Engineers and The Nature Conservancy to define and implement environmental flows through adaptive reservoir management. The project has focused on eight demonstration basins containing 36 Corps dams, but is designed to direct the collective experience from these sites to help guide agency-wide operational changes for as many as 600 dams to benefit up to 80 000 river kilometres and tens of thousands of hectares of related floodplain and estuarine habitat. This article summarizes the progress to date on defining and implementing environmental flows through the SRP, and evaluates the technical, social, legal, and institutional factors that act as dominant enabling conditions and constraints to implementation.
