One important (though often neglected) part of the ‘development business’ committed to principles of partnership is the Commonwealth, a voluntary association of 54 independent countries, almost all of which were formerly under British rule. This paper focuses on the Commonwealth’s contemporary sense of ‘responsibility’ for shaping African development through ‘partnership’ and by promoting ‘good governance’ and examines the particular example of Mozambique, which joined the Commonwealth in 1995. In exploring exactly what membership of this post-colonial ‘family’ has meant for Mozambique the paper explores the neocolonial paternalism and sense of trusteeship that the Commonwealth has articulated in its often very apolitical vision of African development which seems to lock the continent into a permanent stage of tutelage and to repetitively reduce Africa to a set of core deficiencies for which externally generated ‘solutions’ must be devised. More generally, the paper also examines the wider context of the Commonwealth’s involvement in Africa by looking at the connections it has made to British industry, British charities and the British Department for International Development (DFID). The paper concludes with an assessment of the ‘showcase’ potential of Mozambique and its importance to Commonwealth and DFID narrations of an African ‘success’ story of peace, stability and growth since the end of the country’s devastating civil war in 1992.  相似文献

This paper critically examines the challenges with, and impacts of, adopting the models in place for fair trade agriculture in the artisanal gold mining sector. Over the past two years, an NGO-led ‘fair trade gold’ movement has surfaced, its crystallization fuelled by a burgeoning body of evidence that points to impoverished artisanal miners in developing countries receiving low payments for their gold, as well as working in hazardous and unsanitary conditions. Proponents of fair trade gold contest that increased interaction between artisanal miners and Western jewellers could facilitate the former receiving fairer prices for gold, accessing support services, and ultimately, improving their quality of life. In the case of sub-Saharan Africa, however, the gold being mined on an artisanal scale does not supply Western retailers as perhaps believed; it is rather an important source of foreign exchange, which host governments employ buyers to collect for their coffers. It is maintained here that if the underlying purpose of fair trade is to improve the livelihoods and well-being of subsistence producers in developing countries, then the models that have proved so successful in alleviating the hardships of agro-producers of ‘tropical’ commodities such as coffee, tea, bananas and cocoa, should be adapted to artisanal gold mining in sub-Saharan Africa. Campaigns promoting ‘fair trade gold’ in the region should view host governments, and not Western retailers, as the ‘end consumer’, and focus on improving governance at the grassroots, organizing informal operators into working cooperatives, and addressing complications with purchasing arrangements - all of which would go a long way toward improving the livelihoods of subsistence artisanal miners. A case study of Noyem, Ghana, the location of a sprawling illegal gold mining community, is presented, which magnifies these challenges further and provides perspective on how they can be overcome.  相似文献

This article seeks to bring young respondents more sharply into focus by considering fear of crime ‘through children’s eyes’. By incorporating children’s perspectives it is argued that more inclusive and integrative community safety initiatives may arise. Inspired by the recent flowering of research undertaken in childhood studies by social and cultural geographers, the study seeks to make a theoretical, empirical and spatial contribution to debates in the field. Based on the findings of a large-scale school survey, the responses indicate that children have an acute place-based sensitivity to a range of highly relevant community safety issues. This includes detailed reflections concerning the place of policing, boredom, youth gangs, motorcars and drugs in their neighbourhoods. It is suggested that the inclusion of children’s accounts into geographical debates not only enriches our knowledge of childhood studies, but also adds detail and texture to our understandings of fear of crime.  相似文献

In this paper we explore history and heritage mobilised to do service for marginalized interests. We discuss how resources, such as, place, texts, artefacts and practice are drawn upon to forward particular political interests. Touching on recent work in non-representational theory we suggest that more attention be paid to the micro-politics of doing and link more formal action to that of ‘everyday’ practice. The examples used show how particular actors draw on history and heritage to advance their positions and how their performances reinforce claims based on alternative practices. The examples used illustrate how this involves the notion of ‘reclaiming’ historical action, historical texts and historical place. In particular how this relates to land and specifically in this paper the metaphor, representation and practice of ‘digging’.  相似文献

Recent work on neoliberalism has sought to reconcile a Marxist understanding of hegemony with poststructuralist ideas of discourse and governmentality derived from Foucault. This paper argues that this convergence cannot resolve the limitations of Marxist theories of contemporary socio-economic change, and nor do they do justice to the degree to which Foucault’s work might be thought of as a supplement to liberal political thought. The turn to Foucault highlights the difficulty that theories of hegemony have in accounting for the suturing together of top-down programmes with the activities of everyday life. However, the prevalent interpretation of governmentality only compounds this problem, by supposing that the implied subject-effects of programmes of rule are either automatically realised, or more or less successfully ‘contested’ and ‘resisted’. Theories of hegemony and of governmentality both assume that subject-formation works through a circular process of recognition and subjection. Both approaches therefore treat ‘the social’ as a residual effect of hegemonic projects and/or governmental rationalities. This means that neither approach can acknowledge the proactive role that long-term rhythms of socio-cultural change can play in reshaping formal practices of politics, policy, and administration. The instrumental use of notions of governmentality to sustain theories of neoliberalism and neoliberalization supports a two-dimensional understanding of political power—which is understood in terms of relations of imposition and resistance—and of geographical space—which is understood in terms of the diffusion and contingent combination of hegemonic projects. Theories of neoliberalism provide a consoling image of how the world works, and in their simplistic reiteration of the idea that liberalism privileges the market and individual self-interest, they provide little assistance in thinking about how best to balance equally compelling imperatives to respect pluralistic difference and enable effective collective action.  相似文献

Based on my political opposition to neoliberal policies, I elected to conduct dissertation research on a World Bank-funded land policy in Guatemala. This paper explores emotional aspects of this work. Specifically, I describe my fear that research subjects would accuse me of being a spy. The First World War started a hundred years ago this year. On 4 August 2014 the United Kingdom marked the anniversary of involvement in this war with a remembrance event at Mons, and over the next four years there will be new museums and exhibitions, services and events, conferences and colloquia world‐wide. The aim of this collective recognition of a major event in world history is to pick over the impact and effects, innovations and consequences of a war that claimed the lives of at least 16 million people and left the world with geopolitical issues that still reverberate today. One of its notable innovations was the use of geology in warfare. As is well known, compared with the open war fought against the Russians on the eastern front, the war in the west very quickly became positional, with opposing trench lines locked into a position that would dictate the war's approach. And with trench warfare, came the need to understand the geology of the land over which the men were fighting.  相似文献

The first study of the Lemshuku ‘tsavorite’ mining district is presented. From bottom to top, the lithostratigraphic column corresponds to a metasedimentary sequence composed of quartzite, fine-grained graphitic gneiss, kyanite-graphite gneiss, biotite-almandine gneiss, metasomatized graphitic gneiss and dolomitic marble. ‘Tsavorite’ occurs in quartz veins and rarely as nodular concretions. Two factors control mineralization: (1) lithostratigraphy, with ‘tsavorite’ in association with pyrite and graphite confined to quartz veins within the metasomatized graphitic gneiss; and (2) structure, with the mineralized veins characteristically controlled by tight isoclinal folds associated with shearing.  相似文献

Drawing on recent work in psychology, philosophy, and youth geographies, this article responds to calls for theoretical rigour in children’s geographies by developing the concept of becoming for youth transitions research. Becoming has been used by psychologist Gordon Allport (1955) in his work on the processual nature of personal identity, while Elizabeth Grosz (1999) has used the concept of becoming to explore conceptions of time as a lived experience, focusing on the dynamics of time as duration. This article uses the unifying concept of futurity to tie together the works of Allport and Grosz, exploring how the concept of becoming can be used to consider the inherent complexities of contemporary youth transitions. To demonstrate the value of working with these reconceptualizations, examples of becoming will be explored through research with visually impaired young people. This research productively uses narrative and a life mapping technique to capture the messiness of becoming, seeing transition through the scale of a life and important life events.  相似文献

This paper is about a single event: a conference (A.K.A. ‘the health event’) held in the English East Midlands in July 2005, at which findings from a policy-led research project regarding young people’s health needs were fed back to research participants. The paper foregrounds some of the everyday work, happenings, emotions, conversations and materialities which were fundamentally constitutive of ‘the health event’ and, thus fundamentally constituted the moments of affirmative, politically-charged participation which could and did happen therein. Thus the paper bears witness to the sorts of practices, minutiae and highs and lows which are surely fundamentally constitutive of participation, policy and politics per se, but which (despite the growing visibility of nonrepresentational theories) are typically absent from salient accounts of participation, Children’s Geographies and Post-medical Geographies.  相似文献

In creating separate and distinct spaces and forms of socialising for themselves, ‘international’ and ‘local’ university students in central Melbourne are influenced by three key, spatially-linked processes. The first is institutional - it includes the allocation of international students to a certain type of housing which differs from that chosen by local students, and the practice of universities, student clubs and local churches to gather international and local students into separate groupings. The second is locational. It is the process by which international students find themselves living principally in and around the edge of the central city, an entertainment district with rowdy characteristics that these students often find distasteful. Local students, in contrast, locate in the inner suburbs for the most part, at a distance from the city centre hotspot. The third process sees socialising habits that are enacted in and by virtue of the public places in which they occur. This self-enacting socialisation further separates local students from international students. All three processes demonstrate how certain characteristics of the built environment can be invested with particular meanings and become complicit in shaping racialised social interactions.  相似文献
