The purpose of the article is to investigate how the hegemony of traditional regional policy in Norway has been weakened in favour of policies of a new type, derived from the combined effect of climate concerns and a search for increased structural efficiency. This phenomenon is identified as an ‘eco-spatial’ turn that marks a new policy regime with changing agendas. The policy transition is analysed by drawing on existing scientific literature in the fields concerned, central policy documents, and relevant news articles. The results of the analysis substantiate that a decisive turn has taken place, with the period of transition between the two policy types identified as 1992–2015. This shift in policy orientation has important institutional and political consequences, including the move from a perspective of demographic and economic expansion in space to one of contraction and a subsequent creation of spatial scarcity. To conclude, the author questions whether the new policy position is viable, given the deep-rooted nature of regional cleavages within Norwegian society. However, the formal institutional ability to deal with the situation at the national level is in place, since national planning and regional policies have finally been gathered within the confines of one ministry.  相似文献

This study examines the conservation partnership activities conducted as part of the Mimiwhangata marine reserve project. This project involved the formation of a partnership between the Department of Conservation (DOC) and an indigenous Maori community, who sought to establish and co-govern a marine reserve at Mimiwhangata, New Zealand (NZ). Drawing on the discourse of contemporary Treaty of Waitangi politics, the article argues that participatory processes can be effective means through which to pursue both positive conservation and social outcomes. However, unless the appropriate legislative framework exists in which meaningful ongoing community involvement and control can be constituted, partnership-based conservation is unlikely to deliver substantial conservation or social gains. Fundamental issues concerning indigenous rights, authority, and control persist within the “partnership” framework, which existing marine reserve governance mechanisms in New Zealand do not resolve.  相似文献

In Nepal, changing demographic patterns are leading to changes in land use. The high level of outmigration of men in the hills of Kaski District, Western Development Region of Nepal, is affecting the household structure but also land management. Land is often abandoned, as the burden on those left behind is too high. How do these developments affect the state of the land in terms of land degradation? To find out, we studied land degradation, land abandonment caused by outmigration, and existing sustainable land management practices in a subwatershed in Kaski District. Mapping was done using the methodology of the World Overview of Conservation Approaches and Technologies (WOCAT). While previous studies expected land abandonment to exacerbate slope erosion, we demonstrate in this paper that it is in fact leading to an increase in vegetation cover due to favourable conditions for ecosystem recovery. However, negative impacts are several, including the increase of invasive species harmful to livestock and a decline in soil fertility. Traditional land management practices such as terraces and forest management exist. To date, however, these measures fail to take account of the changing population dynamics in the region, making the question of how migration and land degradation are linked worth revisiting.  相似文献

The article discusses how municipal planning and management can enable South Sámi and Norse cultural history to contribute to local development in two sparsely populated mountain municipalities in south-east Norway. The authors’ methods comprised document studies of relevant planning documents and treatment of single cases, and interviews with actors at different levels, who were responsible for cultural heritage, land use planning, industrial development and reindeer husbandry. The findings revealed that the organization of cultural heritage management was extremely fragmented in terms of responsibilities, activities and localization. Responsibility for managing Norse and Sámi cultural heritage is divided between counties and the Sámi Parliament, and the municipalities have no legal responsibilities. This fragmentation contributes to the neglect and marginalization of cultural heritage management in general, and especially the management of Sámi cultural heritage. The discourse of attractiveness based on competing for in-migration from other municipalities holds a hegemonic position in both municipal master planning and regional planning. The authors conclude that a different approach based on local community development, namely the residential place, should be prioritized, whereby cultural heritage is used to strengthen the inhabitants’ knowledge, identity and ‘sense of place’.  相似文献

These days, it is often claimed that democratic procedures are under threat. The detachment of policy decisions from political debates is partly a result of the increasing influence of non-elected organizations and experts. Following a conceptual discussion of the spatiality of democracy, this paper focuses on management consultants as constraint on collective political participation in urban development; namely on McKinsey and Roland Berger. (De-)democratization is assessed alongside processes of inclusion and exclusion of both topics and people from political decisions. Based on a comparison of strategy-making projects in six German cities, the findings reveal three different types of urban policymaking ranging between expert-led and participatory versions. Despite the differences, each of the projects relied on a notion of passive citizens, who primarily need to be “gotten on board” and who lack the power to make decisions. This paper exposes the political tactics involved in an expert-influenced curtailment of democratic procedures.  相似文献

ABSTRACT

Limitations in scale, infrastructure and business opportunities in combination with a greater sense of community in small centres require a more diverse understanding of the small city creative economy. Entrepreneurship and business development builds on non-capitalist resources, creative community initiatives, volunteers and community networks. Fostering the creative economy in small cities requires a rethinking of creative narratives that iterate the key role of non-capitalist community resources. I illustrate this argument via a case study of the Blue Mountains Music Festival, in New South Wales, Australia. It examines the gap between creative economy aspirations of a small city government and the reality of creativity ‘on the ground’. The City of the Blue Mountains is a small urban centre on the fringes of metropolitan Sydney and regional New South Wales. Its council has recently adopted a creative industries approach to enhance local employment in line with national and metropolitan creative agendas. The Blue Mountains Music Festival was launched in response to creative economy policy more than 20 years ago, but has now lost this connection as it fails to fit current policy aspirations. The festival is, however, an effective example of how creativity in a small city unfolds, demonstrating that beyond jobs and growth are key matters of non-capitalist community networks and resources.  相似文献

This paper reports research to predict the distribution of An. minimus, a malaria vector in forest fringe areas using GIS to support precision surveys for malaria control. Because An. minimus is a forest‐associated species, generalized thematic maps (1:6?000?000) of forest cover, soil type, altitude, rainfall and temperature were used. Digitization, overlaying, integration and analysis of thematic maps were done using Arc/Info 8.1 NT and Arc/View 3.2 (GIS, ESRI) software. GIS delineated favourable areas for An. minimus where the species is likely to be found, and precision surveys can be conducted. Precision field surveys in selected locations of favourable/non‐favourable areas were carried out. The species could be found in all locations designated as a favourable area and was absent in non‐favourable areas. In two districts, one where the species is reported to have disappeared in the early 1950s and the other where it was not reported in earlier surveys, GIS helped in precision surveys, and An. minimus was found. The technique can quickly cover vast and inaccessible areas and is easy to duplicate in other parts of the world to assist cost‐effective control of malaria. It can also delineate areas favourable for any species of flora and fauna to help precision surveys.  相似文献

Soil disturbance is a wildlife habitat management tool that retards succession and promotes early seral vegetation. Our objective was to determine responses of two invasive herbaceous species (Pennisetum ciliare and Salsola iberica) and native perennial grasses to disking on different soils. Two 10 ×40 m plots were delineated within each of 4 blocks on Ramadero loams and 4 blocks on Delmita fine sandy loams. On Delmita soils, canopy cover of P. ciliare, S. iberica, and native perennial grasses averaged across all years was not affected by disking (ANOVA, P>0.05). On Ramadero soils, P. ciliare canopy cover was similar (Tukey's, P>0.05) on control and disked plots for the first 4 years post-disturbance, but P. ciliare cover was 10-fold greater (Tukey's, P=0.02) the 5th year after disking on disked versus control plots. On Ramadero soils, S. iberica canopy cover averaged across all years was 221 times greater (ANOVA, P=0.05) on disked plots than on control plots. Disking did not affect native perennial grass canopy cover. Land managers should consider soil series when disking for wildlife management, as disking disturbance may exacerbate exotic plant ingress and establishment on certain soils.  相似文献

Urban parks have long been used by policy makers to achieve specific policy goals. In recent years, two sets of policy goals have become commonly associated with park planning. The first set of goals can be characterized as being neoliberal, where parks have been built and reformed to generate certain economic and governmental outcomes. The second set of policy goals is associated with sustainability, where parks have been utilized as tools in such things as the mitigation of climate change and community building. The aim of this paper is to examine how these two sets of policy goals have come to coexist. The paper draws upon the case study of Sydney Olympic Park, a self-proclaimed exemplar of both entrepreneurial urban development and sustainability. The paper traces out the functional and institutional changes at the Park in order to read the relationship between neoliberal and sustainability policy goals. While predictable inconsistencies are found between the two sets of policy goals, the paper argues in conclusion that their contradictions have not generated a necessity to resolve their antagonistic relations. This study answers the following research questions: 1) What are the change trajectories of woody vegetation elements at the landscape level? 2) What are the differences in change trajectories amongst the various categories of forest, non-forest and reclamation woody vegetation? 3) How do the change trajectories differ in mining and non-mining landscapes? The study area, measuring 209.6 km2, is located in the north-western part of the Czech Republic and may be broken down into 76.8 km2 of mining landscape and 132.8 km2 of non-mining landscape. Brown coal mining began in this region during the second half of the 18th century and led to the radical transformation of the landscape, including woodlands, during the second half of the 20th century. The source data for this study was obtained from the original stable cadastre maps (1842) and the landscape field mapping performed in 2010. The various woody vegetation elements (forest, non-forest, and reclamation woody plants) and land use/cover (LULC) categories were identified. The GIS symmetrical difference tool was subsequently used to perform an overlay analysis for the individual woody vegetation elements in order to study the change trajectories and to obtain information about the woodlands that have remained unchanged (continuous), the ones that have disappeared (extinct), and the ones that have newly appeared in the landscape (recent). In the case of the non-mining landscape, the total proportion of woodlands has increased (from 17 to 32%), but there has been a decline in the overall volume of forest woody plants found in these areas (from 93 to 74%). As far as the mining landscape is concerned, there has also been an increase in the area covered by woodlands (from 10 to 20%), however, the proportion of forest woody plants has decreased to a much greater extent (from 90 to 31%). From the perspective of extinct woody vegetation, 23.3% of all types of woodlands in the mining landscape may be classified as such, as compared to 10.8% in the non-mining landscape. The primary causes of this decline are mining activities and newly built-up areas. More continuous woody vegetation may be found in the non-mining landscape (42.1%) as compared to the mining landscape (15.4%). Recent woody vegetation, which has primarily replaced grasslands and partially arable land, prevails in both the mining (61.3%) as well as the non-mining (47.1%) landscapes. Different categories of woodlands (forest, non-forest, and reclamation woody vegetation elements) exhibit various change dynamics due to their different structure and the functions they serve. At the most basic level, there has been an overall increase in the occurrence of woodlands in the studied areas. However, once GIS spatial analysis is applied it is possible to see more complex processes in the development of woodland areas as characterised by gains and losses, and it is possible to identify mining and agricultural extensification as the two most significant factors behind the historical changes. Mining leads to a direct decrease in the area of woodlands; conversely, the spontaneous succession of vegetation resulting from agricultural extensification and forest reclamation facilitates woodland recovery. Forest reclamation and reforestation are essential on order to ensure the time continuity of woodlands in both types of landscape, i.e. mining and non-mining. The study presented in this paper proves that it is relevant to analyse the changes occurring in different woodland categories separately. The same methodology may be applied when studying the change dynamics of other important landscape elements, such as wood pastures and wetlands.  相似文献

Part of a broader trend towards all-inclusive master planned developments, gated residential estates are an intensely private form of residential development with a degree of securitisation. Gated residential estates have been the topic of intense debate in urban planning and policy circles and the target of fierce criticism for potential exclusionary outcomes as fearful residents lock themselves away from the ills of wider urban society. Crime, a fear of crime and the need for security dominate discussions and understandings of gated residential developments in Australia without much empirical validation. This paper poses two key research questions: does fear of crime and need for increased security drive residents towards gated estates; and what are the lived experiences of security, gates and crime once residing within a gated estate? Based on in-depth research in Macquarie Links (one of Sydney's largest gated estates) this paper offers insights into the lived dimensions of gated estates. The paper explores the attractions and realities of security services and infrastructure, private control over the residential environment and the importance placed by the residents on the ability to protect the nature of their neighbourhood and to protect themselves from any ‘unwanted’ activities or groups. The discussion in this paper demonstrates that for the residents in the study, residing in a secure residential neighbourhood is less about the role and place of physical security and security services, and more to do with protection afforded by the private governance structure of the neighbourhood.  相似文献

This case study on the Borkena wetlands in north‐eastern Ethiopia tells, through the voices of the inhabitants, the story of the occupation and management of an area where agro‐pastoralists (Urrane) and farmers have progressively settled. It shows how different policy changes and natural disasters have transformed the type of peoples' livelihoods and land use patterns in the wetland. It tells the history of relationships between smallholder peasants, irrigation farmers, commercial farms, and the Urrane, where conflicts as well as collaboration developed, and it shows how different stakeholders behave and consider their own situation. The study also reveals that development intervention by World Vision Ethiopia (WVE) had mixed impact on peoples' livelihoods in the wetland: sedentary peasants have benefited while the Urrane have been adversely affected. The main issue is the marginalization of pastoralists, with the denial of their traditional land use rights by three successive regimes and administrations. Any solution to the cohabitation of the different groups and livelihoods will have to address the issue of land rights for the pastoralists and promote the fair participation of all stakeholders in the future management of the wetlands. Good governance and the competence of the state actors at local levels are the crucial issues for the realization of the suggested solutions.  相似文献

Marine protected areas (MPAs) – or sections of the ocean set aside where human activities such as fishing are restricted – have been growing in popularity as a marine conservation tool. As a result, it is important to examine the socioeconomic consequences of MPAs and how they may affect nearby communities. This study explores social and equity issues surrounding the designation of the Marianas Trench Marine National Monument, an MPA that includes protections around the three most northern islands in the US territory of the Commonwealth of the Northern Marianas Islands (CNMI). We gathered oral history interviews with 40 individuals from CMNI and Guam who had connections to the waters in the newly-designated MPA and reviewed key documents in order to (1) document historical and current use of the waters in the MPA and (2) consider the implications that proposed fishing regulations in the MPA may have for the local communities. Our study documented 129 trips to visit the waters in the MPA in living memory. We found that due to distance, trips to the MPA waters were rare but culturally significant events that provided residents from CNMI and Guam with connections to their indigenous roots. Regulation of fishing in the new MPA has the potential to directly and indirectly restrict local access to these culturally important waters. This research highlights the importance of better collaboration with local partners and better consideration of social and equity concerns in the siting and regulation of MPAs.  相似文献

Using longitudinal survey data, this paper explores stability and change in values, beliefs, attitudes, and knowledge among rural landholders. Existing theories predict varying degrees of stability in these constructs. This paper tests these assumptions through data collected by four cross-sectional surveys of rural landowners (>10?ha), completed in one region between 2002 and 2016. The study area includes a mix of social landscapes but agriculture is the dominant land use. Results reveal significant change in measured constructs over time. Nearly all of the items assessing values changed significantly across the study period (seven of eight held values, ten of eleven assigned values). Most belief items (three of five), half of the attitude items (two of four), and all eleven knowledge items also experienced change. While statistically significant, most of the identified changes were relatively modest in scope. Findings suggest the value of longitudinal research to better understand dynamic psychological and social constructs.  相似文献

In dryland rangelands with their high environmental variability, local ecological knowledge of forage plants is essential for management decisions. Ecological apparency hypothesis (EAH) predicts plants' availability and visibility to be important criteria for local valuation. However, EAH has mainly been tested in low-variability systems. We ask whether EAH is valid for forage plants in drylands; which other local criteria exist; and how criteria are connected to management decisions.In a Moroccan pastoral system, we applied a novel ethnobotanical method by calculating the Cognitive Salience Index (CSI) for plants' valuation (CSIantro) and availability (CSIeco). To evaluate explicit criteria, we correlated palatability and nutritive value to CSIanthro. ANCOVAs related CSIanthro to EAH criteria (CSIeco and lifetime) and to plant occurrence on pasture types. We found EAH criteria to better predict CSIantro than explicit criteria. Apparent plants from semi-arid pastures were more valued than those from arid pastures (HSD; p < 0.05). We introduce the criterion of reliability into EAH to explain this, and demonstrate how pastoralists adjust management decisions to resource reliability. Linking resource valuation to management decisions can thus improve our understanding of resilience mechanisms. Our study also confirms the validity of EAH for forage species and dryland environments.  相似文献

Around towns in the Alentejo region, the landscape is dominated by a characteristic agricultural small-scale mosaic. These areas are central in the region landscape character – even if the large-scale latifundia landscape of the extensive silvo-pastoral systems is most commonly associated with the region. In the last two decades, these parcels became extremely attractive for new comers, who settle in the rural context as residents, week-end visitors, being often also lifestyle farmers. The paper presents a case study landscape, in Montemor-o-Novo, a small town 100 km from Lisbon, highly subject to the pressure for consumption uses, by urban users. The study shows that the new owners, even if they have settled in the area due to the tranquility and social bindings of the rural, end up doing farming, with new or reshaped production objectives, markets and models, but at the same time maintaining the traditional farm systems. Thus, the landscape character is maintained, so far. Nevertheless, the role of these neo-rurals and lifestyle farmers is still an unseen role, both by the agriculture and the planning sectors. And thus the question is, whether the combination of actors and land management drivers will continue maintaining the landscape in the future.  相似文献
