The European Common Fisheries Policy (CFP) has failed to deliver on social, economic and ecological goals. This failure is in part the result of a number of social–ecological feedback mechanisms. The policy is currently undergoing reform, with unknown practical outcomes. Here, relatively successful fisheries policies outside the European Union are reviewed. Through interviews and workshops with scientists, managers and other stakeholders, complemented with literature reviews, practices that can create incentives for long-term sustainability are investigated. The focus is on how the provision of clear and trusted scientific evidence can stimulate defensible decisions, in turn creating incentives for compliance, leading to positive social–ecological outcomes. Despite differences between Europe and the investigated case studies, the prospects of an increased regionalization within the European CFP provides the best starting point for implementing best practice identified in this study.  相似文献

In countries like Sierra Leone, where stock assessments based on fisheries-independent data and complex population models are financially and technically challenging, catch statistics may be used to infer fluctuations in fish stocks where more precise data are not available. However, FAO FishStat, the most widely-used time-series data on global fisheries ‘catches’ (actually ‘landings’), does not account for Illegal, Unreported, and Unregulated (IUU) catches and relies on statistics provided by the national agencies of each member country. As such, reported FishStat data is vulnerable to changes in monitoring capacity, governmental transitions, and budgetary constraints, and may substantially underestimate the measure of extracted marine resources. In this report, Sierra Leone's total catches by all marine fishing sectors were estimated for the period 1950–2015, using a catch reconstruction approach incorporating national data, expert knowledge, and both peer-reviewed and grey literature. Results demonstrate that a substantial amount of marine resource exploitation is not represented in official statistics, and reconstructed catches represent more than 2.25 times the recorded FAO Fishstat values. Notably, foreign fleets take the vast majority of industrial catch in Sierra Leone's EEZ, indicating that most of the resource catch and revenue is diverted to foreign companies and export markets. While foreign actors dominate the industrial sector, the small-scale sector represents the majority of domestic catch. Illegal fishing is also a substantial challenge in Sierra Leone, and extracts a large amount of the country's marine fish resources. Reconstructing catches in Sierra Leone also highlights the impacts of various historical events such as Sierra Leone's civil war and post-war reconstruction on the development of the fisheries sector. The results found in the reconstruction present a large discrepancy from FishStat data, with considerable implications for assessment of stocks and management of Sierra Leone's marine resources.  相似文献

The collapse of cod stocks off the coast of Newfoundland and Labrador in the early 1990s has been widely identified as one of the greatest human-ecological catastrophes of the 20th century. In the aftermath of the crisis, heated debates took place about how the fishery should be structured in the future in order to facilitate the recovery of stocks and sustain coastal livelihoods. In the end, the trade union representing fishers and fish processing plant workers in the province proved successful in resisting pressures from fish processing companies to introduce full-scale privatization. It was also able to expand access to the lucrative snow crab fishery, thereby improving incomes for most remaining independent fishers in the province. Nevertheless, this paper argues that policy changes made shortly after cod moratorium, in combination with changing environmental, demographic, and market conditions, have created a situation which now threatens to undermine the capacity for small-scale fishing enterprises to remain independently owned and operated into the future.  相似文献

The aquaculture industry can meet food security needs and reduce the pressure on marine resources. The expansion of aquaculture allows the fisheries industry to restructure from hunting to farming, and thus drives the need for an analysis of the economic impacts of aquaculture industry in consideration of the interdependence between capture fisheries and aquaculture industry. This study attempts to analyze the economic impacts of two fishery sectors using input–output (I–O) analysis, with specific application to Korea. To this end, this study applies the I–O models to the Korean I–O tables generated by the Bank of Korea, paying particular attention to the two fishery sectors in Korea, considering them as exogenous, and then determining their impacts. Specifically, the production-inducing effects, employment-inducing effects, supply shortage effects, sectoral price effects, forward linkage effects, and backward linkage effects of the two fishery sectors are presented over the period 1995–2010. For example, the production-inducing effect of a KRW 1.0 change in fisheries investment is larger in the petroleum and chemical sectors than in other sectors. Moreover, the aquaculture sector has larger employment-inducing effects than the capture fisheries. Finally, the potential uses of the results of this analysis are presented from the perspective of policy instruments, and policy implications are discussed.  相似文献

A coupled population dynamics and economic model is applied to the purse seine anchovy-fishery in the Gulf of Cádiz. The model simulates the population dynamics, landings and profits on a probabilistic frame. These simulations are used to assess the biological and economic consequences of an individual quota management framework enveloped by a fixed Total Allowable Catch (TAC), the present strategy used to manage this stock in the Spanish fishery. Our results accurately indicate that this strategy magnifies the biological and economic vulnerabilities associated with the exploitation of the stock, thus jeopardizing the sustainability of this fishery. Alternative strategies, such as an adaptive TAC, are explored. The results indicate that even a basic implementation of an adaptive TAC seems more favorable than the present strategy in the necessary equilibrium between profits and sustainability. This paper provides tools and an assessment that may also be useful for other small pelagic fisheries.  相似文献

Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

Improving the social acceptability or ‘social licence’ of Marine Protected Areas (MPAs) is a key challenge facing countries all around the world. As the world moves slowly towards the establishment of a global network of MPAs, it is increasingly apparent that a greater understanding of social responses to MPAs is required, given they are often met with resistance from local communities. A series of in-depth, semi structured interviews were conducted across coastal users in New South Wales, Australia, including surfers, recreational fishers, professional fishers, spearfishers, walkers, divers, snorkellers, kayakers and other community members. The research identified the values, images and principles at work amongst coastal users to determine the dominant ‘cultural models’ within the community and how these models influenced attitudes towards MPAs. This research indicates that traditional consultation models may not be sufficient to address the full spectrum of community needs, and in fact suggests the need to re-conceive the make -up of ‘the community’ itself. In the context of MPA planning ‘the community’ is not an amalgamation of a range of homogenous stakeholder groups but instead a diverse and complex mix of identities and value systems which are not confined to particular interest groups. Incorporating consideration of the diverse range of values, images and principles found within and across stakeholder groups will require new and innovative approaches to participation and management.  相似文献

Spatial and size/age distributions of seven teleost species are described from a series of five annual trawling surveys made over the continental shelf and upper slope (20–500 m) of the South African south coast between Cape Agulhas and Port Alfred. The catch was quantified and scaled up to an estimate of an annual biomass index for each of the principal species. The fish studied were the two species of Cape hake Merluccius capensis and M. paradoxus, kingklip Genypterus capensis, Agulhas sole Austroglossus pectoralis, Cape horse mackerel Trachurus trachurus capensis, monk Lophius vomerinus and panga Pterogymnus laniarius. Each showed varying patterns of biomass fluctuation annually, although the surveys constituted too short a data series to reveal significant trends. Nevertheless, declines in abundance of panga and kingklip supported data collected from other sources over a longer period. Interpretation of the data is tempered by a realization that species which are patchily distributed or less vulnerable to the sampling gear may have been inadequately sampled. The information can be used for more-effective management of the multi-species demersal trawl fishery of the region.  相似文献

The Waikato River flows from oligotrophic Lake Taupo through eight impoundments to the sea. As it does so, physicochemical changes occur; conductivity and dissolved oxygen levels decrease, patterns in the seasonal variation in pH and alkalinity change, and the nitrogen and phosphorus concentrations increase. Except for the changes in conductivity, changes in the other parameters are characteristic of eutrophication. This eutrophication is associated with an increase in the intensity of pastoral farming in the catchment of the Waikato River downstream of Lake Taupo.  相似文献

During the Indian Ocean tsunami of December 26, 2004, specific observations were made by our survey team about the arrival times of several tsunami waves, their amplitudes, maximum extent of horizontal inundation on land and initial withdrawal of the ocean. High-resolution sedimentological and micropaleontological studies of several deep-sea cores retrieved from the levees of the Celtic and Armorican turbidite systems (Bay of Biscay — North Atlantic Ocean) allow the detection of the major oscillations of the British–Irish Ice Sheet (BIIS) and ‘Fleuve Manche’ palaeoriver discharges over the last 30,000 years, which were mainly triggered by climate changes.Between 30 and 20 cal ka, the turbiditic activity on the Celtic–Armorican margin was weak, contrasting with previous stratigraphic models which predicted a substantial increase of sediment supply during low sea-level stands. This low turbidite deposit frequency was most likely the result of a weak activity of the ‘Fleuve Manche’ palaeoriver and/or of a reduced seaward transfer of sediments from the shelf to the margin. However, two episodes of turbiditic activity increase were detected in the Celtic–Armorican margin, during Heinrich events (HE) 3 and 2. This strengthening of the turbiditic activity was triggered by the meltwater releases from European ice sheets and glaciers favouring the seaward transfer of subglacial material, at least via ‘Fleuve Manche’ palaeoriver.At around 20 cal ka, a significant increase of turbidite deposit frequency occurred as a response to the onset of the last deglaciation. The retreat of the European ice sheets and glaciers induced a substantial increase of the ‘Fleuve Manche’ palaeoriver discharges and seaward transfer of continentally-derived material into the Armorican turbidite system. The intensification of the turbiditic activity on the Celtic system was directly sustained by the widespread transport of subglacial sediments from the British–Irish Ice Sheet (BIIS) to the Celtic Sea via the Irish Sea Basin. A sudden reduction of turbiditic activity in the Armorican system, between ca. 19 and 18.3 cal ka, could have been triggered by the first well known abrupt sea-level rise (‘meltwater pulse’, at around 19 cal ka) favouring the trapping of sediment in the ‘Fleuve Manche’ palaeoriver valleys and the decrease of the seaward transfer of continentally-derived material.The maximum of turbiditic activity strengthening in the Celtic–Armorican margin, between ca. 18.3 and 17 cal ka, was induced by the decay of European ice sheets and glaciers producing the most extreme episode of the ‘Fleuve Manche’ palaeoriver runoff and a great seaward transfer of subglacial material into the Bay of Biscay. Between ca. 17.5 and 16 cal ka, the turbiditic activity significantly decreased in both Celtic and Armorican turbidite systems in response to a global re-advance of glaciers and ice sheets in Europe. The last episode of ice sheet retreat, between ca. 16 and 14 cal ka, is well expressed in the Celtic system by a new increase of the turbiditic activity. The major episode of sea-level rise at around 14 cal ka (‘Meltwater Pulse 1A’), precluding the seaward transfer of sediments, induced the end of turbiditic activity in both the Celtic and the Armorican system.Although two main phases of global sea-level rise seem to have had an effect on the Celtic–Armorican margin, this work proposes the BIIS retreat and associated riverine discharges as the main trigger mechanisms of the turbiditic activity in this region during the last 30,000 years.  相似文献

Proponents of catch share-based fisheries have claimed ecological stewardship can result from the assignment of individual catch quotas. This claim is examined by analyzing the distribution of benthic habitat protection measures adopted by quota-owning industry sectors within the exclusive economic zones (EEZs) of the U.S. (Alaska), New Zealand, and high seas seamounts within the Southern Indian Ocean Deepsea Fishers Association (SIODFA) competence area. Results suggest the protection of both benthic ecosystems and essential fish habitat (EFH) are marginal at best when quota owners have primacy in determining the boundaries of bottom trawl closures. The majority of the areas in these three regions that are closed to trawling are too deep to fish, may not contain vulnerable marine ecosystems, and do not have high abundances of commercially important species. “Freezing the footprint” of bottom trawling is not the best method for benthic habitat protection in areas where the fishing industry is actively fishing vulnerable habitats. Analytical methods should be applied to help determine boundaries of future bottom trawl closures rather than allowing the fishing industry to place benthic protection areas (BPAs) in areas where they are not interested in fishing.  相似文献

Quantitative analyses of coccolithophores, planktonic foraminifers, dinoflagellate cysts and pollen assemblages were carried out on shallow (NS-14) and deeper (NS-40) sediment cores from the south-eastern Aegean Sea. Nine coccolithophore (ACE 1–9) and nine planktonic foraminifer (APFE 1–9) ecozones, correlated with dinoflagellate cyst evidence, have been defined for the last ~14.5 cal. ka. Additionally, eight pollen assemblage zones (PAZ 1–8) have been recognised and correlated with the plankton ecozones. Although generally consistent with existing schemes for the central and eastern Mediterranean, the established high-resolution ecostratigraphy has led to an expanded palaeoecological reconstruction of the Late Glacial–Holocene archive in the south-eastern Aegean Sea, defining two warm and humid phases at 9.3–8.6 and 7.6–6.4 cal. ka b.p., associated with the deposition of the early Holocene sapropel S1, and a third one between 5.2 and 4.2 cal. ka b.p. The high sedimentation rates which characterise the study area enabled the detection of even minor and brief climatic events in the Aegean Sea during S1 deposition times.
