Based on the analysis and calculation of the hazard intensity of typhoon rainstorms and floods as well as the vulnerability of flood receptors and the possibility of great losses, risk scenarios are proposed and presented in Wenzhou City, Zhejiang Province, China, using the Pearson-III model and ArcGIS spatial analyst tools. Results indicate that the elements of risk scenarios include time–space scenarios, disaster scenarios, and man-made scenarios. Ten-year and 100-year typhoon rainstorms and flood hazard areas are mainly concentrated in the coastal areas of Wenzhou City. The average rainfall across a 100-year frequency is 450 mm. The extreme water depth of a 100-year flood is 600 mm. High-vulnerability areas are located in Yueqing, Pingyang, Cangnan, and Wencheng counties. The average loss rate of a 100-year flood is more than 50%. The greatest possible loss of floods shows an obvious concentration-diffusion situation. There is an area of about 20–25% flood loss of 6–24 million Yuan RMB/km2 in the Lucheng, Longwan and Ouhai districts. The average loss of a 100-year flood is 12 million Yuan RMB/km2, and extreme loss reaches 49.33 million Yuan RMB/km2. The classification of risk scenario may be used for the choice of risk response priorities. For the next 50 years, the 10-year typhoon rainstorm-flood disaster is the biggest risk scenario faced by most regions of Wenzhou City. For the Yueqing, Ruian, and Ouhai districts, it is best to cope with a 100-year disaster risk scenario and the accompanying losses.  相似文献

Regional waterlog disaster integrated risk system, affected by natural, social, and economic systems and its combination relationship, is a complex system with certain structure and function. Waterlog disaster integrated risk results from the combined effects of regional environment, impact factors, vulnerability, and disaster-reducing capability of flood hazards in the drainage area. Waterlog disaster integrated risk system can be divided into four subsystems of hazard, vulnerability, disaster-reducing capability, and disaster conditions. Evaluation indexes are selected using fuzzy analytic hierarchy process method, and the evaluation index system is established. Then, the waterlog disaster integrated risk evaluation model is proposed based on set pair analysis method. Taking Huaihe river in Anhui Province of China as the typical area in this study, the results show that the proposed approach is able to obtain the spatial distribution characteristics of waterlog hazard, vulnerability, mitigation capabilities, and integrated disaster risk within the study area. From the quantitative point of view, identification of the areas with high flood risk can provide a scientific basis for the flood management and technical support.

Social vulnerability to floods: a case study of Huaihe River Basin   总被引:1,自引:1,他引:1  
Since ancient times, floods occurred frequently in Huaihe River with significant casualties and economic losses. In developing measures for disaster prevention or emergency response for disaster relief, the study of social vulnerability to floods in Huaihe River Basin should be strengthened. Based on the latest socioeconomic data, the index system of social vulnerability to floods was constructed from three dimensions: population, economy, and flood prevention. Sensitive indexes were identified from the original indexes by principal component analysis, and the social vulnerability index for floods was calculated for Huaihe River Basin. The results described the characteristics of the spatial distribution. It also demonstrated that vulnerability manifests itself as a regional phenomenon, with significant changes from city to city across the Huaihe River Basin. Understanding the impacts of changes in vulnerability was crucial in developing measures to prevent floods.  相似文献

Understanding the complexity of vulnerability to disasters, including those triggered by floods, droughts and epidemics is at the heart of disaster risk reduction. Despite its importance in disaster risk reduction, there remains a paucity of approaches that contribute to our understanding of social vulnerability that is hidden in dynamic contextual conditions. The study demonstrates an accessible means to assessing the spatial variation of social vulnerability to flood hazards and related for the context of Muzarabani district in northeast Zimbabwe. The study facilitated local identification with residents of variables contributing to social vulnerability and used the principal component analysis (PCA) technique to develop a social vulnerability index (SoVI). Using ArcMap10.2 geographic information systems (GIS) tool, the study mapped composite SoVI at the ward level. The results showed that Muzarabani district is socially vulnerable to hazards. The social vulnerability is influenced by a variety of economic, social and institutional factors that vary across the wards. Quantifying and visualising social vulnerability in Muzarabani provides useful information for decision makers to support disaster preparedness and mitigation programmes. The approach shows how spatially distributed multivariate vulnerability, as grounded in interpretations at local level, can be quantitatively derived for contexts such as those of Muzarabani. The study findings can inform disaster risk reduction communities and cognate disciplines on quantitative assessments for managing hazard vulnerability where these have hitherto not been developed.  相似文献

Cotopaxi volcano (Ecuador) is famous for production of large-scale laharsthrough melting of ice and snow on its summit glacier. The lahar hazard inthe northern valleys of the volcano is assessed through numerical simulationof a maximum expected event. Considerations of past activity suggest that anevent like that of the 1877 eruption is the maximum expected lahar event.Review of the historical records reveals that northerly flowing lahars initiallyfollowed the Rio Pita and Rio Salto; at ``La Caldera', owing to a sharp bendin the channel, the lahar partly overflowed into Rio Santa Clara. The laharsalong Rio Pita and Rio Santa Clara were conveyed to the Los Chillos valley.The simulation, using an initial flow volume of 60 × 106 m3reproduces the maximum heights reached by the 1877 lahar along the northernvalley. The volume of lahar triggered by an eruption similar to that of 1877 isestimated to have a volume about 2/3 of that of 1877. This hypothesized reductionof volume is attributed to shrinkage of the summit glacier over the past century.However, dramatic population growth along valleys exposed to lahar hazard overthe past 100 years makes the present risk from lahars higher than in the past. Thesharp bend of ``La Caldera' represents a crucial site controlling lahar propagation:should a lahar overflow into the Santa Clara valley the risk increases considerablydue to the much higher concentration of human settlements along the valley. Resultsof a lahar simulation in which the entire flow is artificially forced into Rio Pita suggestthat construction of a dyke at ``La Caldera' to prevent overflow would substantiallyreduce the general risk in the area.  相似文献

Economic damage assessment for flood risk estimation is established in many countries, but attentions have been focused on macro- or meso-scale approaches and less on micro-scale approaches. Whilst the macro- or meso-scale approaches of flood damage assessment are suitable for regional- or national-oriented studies, micro-scale approaches are more suitable for cost–benefit analysis of engineered protection measures. Furthermore, there remains lack of systematic and automated approaches to estimate economic flood damage for multiple flood scenarios for the purpose of flood risk assessment. Studies on flood risk have also been driven by the assumption of stationary characteristic of flood hazard, hence the stationary-oriented vulnerability assessment. This study proposes a novel approach to assess vulnerability and flood risk and accounts for adaptability of the approach to nonstationary conditions of flood hazard. The approach is innovative in which an automated concurrent estimation of economic flood damage for a range of flood events on the basis of a micro-scale flood risk assessment is made possible. It accounts for the heterogeneous distribution of residential buildings of a community exposed to flood hazard. The feasibility of the methodology was tested using real historical flow records and spatial information of Teddington, London. Vulnerability curves and residual risk associated with a number of alternative extents of property-level protection adoptions are estimated by the application of the proposed methodology. It is found that the methodology has the capacity to provide valuable information on vulnerability and flood risk that can be integrated in a practical decision-making process for a reliable cost–benefit analysis of flood risk reduction options.  相似文献

Europe experiences different natural hazards and subsequent risks that have various effects on the development of its regions. The spatial significance of hazards can be expressed as an economic risk when combining hazard potential with vulnerability data. Two examples of European natural hazard maps on floods and earthquakes, as well as the resulting risk profiles of regions (combination of hazard potential and vulnerability) give a first impression on the spatial characters of hazards in Europe and their potential impact on further spatial development. The economic risk maps enable a view on the spatial dimension of the economic damage potential of flood and earthquakes, pointing out comparable situations across Europe with the aim to facilitate targeted responses and policies. The spatial character of a hazard is either defined by spatial effects that might occur in case of a disaster or by the possibility of spatial planning responses. The integration of the economic vulnerability of a region (regional GDP per capita, population density) leads to a classification of areas according to their economic risk or damage potential towards hazards. These synthetic risk profiles are presented as risk maps of European regions in administrative boundaries. Obtained information can be of interest for spatial planning and development strategies, e.g. economic risk profile of regions can influence the targets of investments and could thus be an important background for structural funding.  相似文献

China suffers frequent and severe floods. A lot of studies have been done in the field of flood disaster, including flood vulnerability assessment. This paper develops assessment models of multidimensional flood vulnerability based on the data envelopment analysis method and identifies multidimensional flood vulnerability??population, death, agriculture and economy??at the provincial scale in China using flood damage data and socioeconomic statistical data from 2001 to 2010. Based on the characteristics of multidimensional flood vulnerability of each province, some suggestions for flood prevention and mitigation are suggested. The assessment models of multidimensional flood vulnerability are simple and can be used for vulnerability analysis of natural disaster at regional or national levels. The assessment of multidimensional flood vulnerability can provide multifaceted information that contributes to a deeper understanding of the flood vulnerability and provides a scientific base for the policy making and implementation of flood prevention and mitigation designs.  相似文献

The risk analysis of flood and drought disasters and the study of their influencing factors enhance our understanding of the temporal and spatial variation law of disasters and help identify the main factors affecting disasters. This paper uses the provincial administrative region of China as the research area. The proportion of the disaster area represents the degree of the disaster. The statistical distribution of the proportions was optimized from 10 alternative distributions based on a KS test, and the disaster risk was analyzed. Thirty-five indicators were selected from nature, agriculture and the social economy as alternative factors. The main factors affecting flood and drought disasters were selected by Pearson, Spearman and Kendall correlation coefficient test. The results demonstrated that the distribution of floods and drought is right-skewed, and the gamma distribution is the best statistical distribution for fitting disasters. In terms of time, the risk of flood and drought disasters in all regions showed a downward trend. Economic development and the enhancement of the ability to resist disasters were the main reasons for the change in disasters. Spatially, the areas with high drought risk were mainly distributed in Northeast and North China, and the areas with high flood risk were mainly distributed in the south, especially in Hubei, Hunan, Jiangxi and Anhui. The distribution of floods and drought disasters was consistent with the distribution characteristics of precipitation and water resources in China. Among the natural factors, precipitation was the main factor causing changes in floods and drought disasters. Among the agricultural and socioeconomic factors, the indicators reflecting the disaster resistance ability and regional economic development level were closely related to flood and drought disasters. The research results have reference significance for disaster classification, disaster formation mechanisms and flood and drought resistance.

Following the 2010 VEI 4 eruption of Merapi volcano, more than 250 lahars were triggered during two rainy seasons from October 2010 to March 2012. This high number of post-eruption lahars mainly occurred in the Kali (valley) Putih watershed and was mostly associated with high-magnitude rainstorms. A lahar occurring on January 8, 2011, caused significant damage to homes in several communities, bridges, sabo dams, and agricultural crops. The aims of this contribution are to document the impacts of lahars on the Kali Putih watershed and specifically (1) to analyze the lahar frequency during the period of 1969–2012 on an inter-annual and intra-annual basis and to determine the link between the volume of tephra and the frequency of lahars; (2) to detail the lahar trajectory and channel evolution following the January 8th lahar; (3) to map the spatial distribution of the thickness and geomorphic effects of the lahar deposit; and (4) to determine the impacts of the lahar on the infrastructure (sabo dams and roads) and settlements in the distal area of the volcano. The Kali Putih watershed has experienced 62 lahars, which represent 22% of all lahars triggered on 17 rivers at Merapi between 2010 and 2012. The main geomorphic impacts are: (1) excessive sedimentation in valleys, settlements and agricultural areas; (2) undercutting of the river banks by as much as 50 m, accompanied by channel widening; and (3) abrupt changes in the river channel direction in the distal area (15–20 km downstream of the volcano). About 19 sabo dams were damaged, and 3 were totally destroyed. Over 307 houses were damaged, and the National Road Yogyakarta–Semarang was regularly cut (18 times during approximately 25 days). Although the sabo dams on Kali Putih were originally constructed to protect distal areas from lahar damage, they had little effect on the 2010–2012 rain-triggered lahars. The underlying design of those dams along this river is one of the main reasons for the major destruction in this sector of the volcano’s lower slope. The catch basin capacity of the sabo dam was only 1.75?×?106 m3, whereas the total volume of the 2010–2011 lahars exceeded 5?×?106 m3. In order to prepare for future lahars, the government has invested in significant mitigation measures, ranging from structural approaches (e.g., building new sabo dams and developing an early warning system) to non-structural approaches (e.g., contingency and preparedness planning and hazard education).

Flood disasters and its consequent damages are on the rise globally. Pakistan has been experiencing an increase in flood frequency and severity along with resultant damages in the past. In addition to the regular practices of loss and damage estimation, current focus is on risk assessment of hazard-prone communities. Risk measurement is complex as scholars engaged in disaster science and management use different quantitative models with diverse interpretations. This study tries to provide clarity in conceptualizing disaster risk and proposes a risk assessment methodology with constituent components such as hazard, vulnerability (exposure and sensitivity) and coping/adaptive capacity. Three communities from different urban centers in Pakistan have been selected based on high flood frequency and intensity. A primary survey was conducted in selected urban communities to capture data on a number of variables relating to flood hazard, vulnerability and capacity to compute flood risk index. Households were categorized into different risk levels, such as can manage risk, can survive and cope, and cannot cope. It was found that risk levels varied significantly across the households of the three communities. Metropolitan city was found to be highly vulnerable as compared to smaller cities due to weak capacity. Households living in medium town had devised coping mechanisms to manage risk. The proposed methodology is tested and found operational for risk assessment of flood-prone areas and communities irrespective of locations and countries.  相似文献

Suburban areas have become rapid development zones during China’s current urbanization. Generally, these areas are also regional precipitation centers that are prone to flood disasters. Therefore, it is important to assess the flood risk in suburban areas. In this study, flood risk was defined as the product of hazard and vulnerability based on disaster risk theory. A risk assessment index system was established, and the analytic hierarchy process method was used to determine the index weight. The Fangshan District in Beijing, China, which is an example of a typical suburban area undergoing rapid urbanization, was selected for this study. Six factors were considered in relation to hazard, and three factors were considered for vulnerability. Each indicator was discretized, standardized, weighted, and then combined to obtain the final flood risk map in a geographical information system environment. The results showed that the high and very high risk zones in the Fangshan District were primarily concentrated on Yingfeng Street, Xingcheng Street, Xincheng Street, and Chengguanzhen Street. The comparison to an actual flood disaster suggested that the method was effective and practical. The method can quantitatively reflect the relative magnitude and spatial distribution patterns of flood risk in a region. The method can be applied easily to most suburban areas in China for land use planning and flood risk management.  相似文献

Global environmental change is bringing extreme precipitation, and the combination of natural and artificial impacts are resulting in serious floods on the west coast of Taiwan. Disparity in social, economic and infrastructure resources contributes to spatial variation in the vulnerability to flood disaster. Owing to the high frequency of torrential rain and serious land subsidence in the study area, this paper attempts to categorize vulnerability indicators under varied assumptions of spatial homogeneity and spatial heterogeneity. The results show that the spatial heterogeneity indeed affects the distribution of flood vulnerability indicators. The core value of this article is that it measures the improvement from using geographically weighted statistics rather than traditional statistics. For the flood vulnerability discussion, this paper demonstrates the importance of considering spatial heterogeneity when allocating resources against floods.  相似文献

Vulnerability assessment of natural disasters is a crucial input for risk assessment and management. In the light of increasing frequency of disasters, societies must become more disaster resilient. This research tries to contribute to this aim. For risk assessment, insight is needed into the hazard, the elements at risk and their vulnerabilities. This study focused on the estimation of structural vulnerability due to flood for a number of structural elements at risk in the rural area of Orissa, India (Kendrapara), using a community-based approach together with geospatial analysis tools. Sixty-three households were interviewed about the 2003 floods in 11 villages and 166 elements at risk (buildings) were identified. Two main structural types were identified in the study area, and their vulnerability curves were made by plotting the relationships between flood depth and vulnerability for each structural type. The vulnerability ranges from 0 (no damage) to 1 (collapse/total damage). Structural type-1 is characterized by mud wall/floor material and a roof of paddy straw, and structural type-2 is characterized by reinforced cement concrete (RCC) walls/floor and a RCC roof. The results indicate that structural type-1 is most vulnerable for flooding. Besides flood depth, flood duration is also of major importance. Houses from structural type-1 were totally collapsed after 3 days of inundation. Damage of the houses of structural type-2 began after 10 days of inundation.  相似文献

针对复杂洪水灾害系统中随机、模糊、灰色等各种不确定性,结合洪水灾害风险管理广义熵智能分析的理论框架,以最大熵原理和属性区间识别理论为基础,建立了基于最大熵原理的洪水灾害风险属性区间识别模型(AIRM-POME),利用梯形模糊数和层次分析法相结合的方法确定评价指标权重,采用均化系数综合AIRM-POME计算得到的属性测度区间,由置信度准则和特征值公式对各评价单元进行危险、易损等级的评定和排序,并根据联合国对自然灾害风险的定义及其定量表达式给出风险等级。将模型应用到荆江分洪区洪水灾害风险分析中,实例研究表明,模型合理可靠,深层次地刻画了各种不确定性,是一种风险分析新方法,可推广应用到其他自然灾害的风险分析中。  相似文献

This study presents the methodology and procedure for risk assessment of flood disasters in central Liaoning Province, which was supported by geographical information systems (GIS) and technology of natural disaster risk assessment. On the basis of the standard formulation of natural disaster risk and flood disaster risk index, of which weights were developed using combined weights of entropy, the relative membership degree functions of variable fuzzy set (VFS) theory were calculated using improved set pair analysis, while level values were calculated using VFSs, including hazard levels, exposure levels, vulnerability levels and restorability levels, and the flood risk level for each assessment unit was obtained using the natural disaster index method. Consequently, integrated flood risk map was carried out by GIS spatial analysis technique. The results show that the southwestern and central parts of the study area possess higher risk, while the northwestern and southeastern parts possess lower risk. The results got by the assessment model fits the area of historical flood data; this study offer new insights and possibility to carry out an efficient way for flood disaster prevention and mitigation. The study also provides scientific reference in flood risk management for local and national governmental agencies.  相似文献

Recent floods have become more abundant and more destructive than ever in many regions of the globe. Destructive floods observed in the 1990s all over the world have led to record-high material damage, with total losses exceeding one billion US dollars in each of two dozen events. The immediate question emerges as to the extent to which a sensible rise in flood hazard and vulnerability can be linked to climate variability and change. Links between climate change and floods have found extensive coverage in the Third Assessment Report (TAR) of the Intergovernmental Panel on Climate Change (IPCC). Since the material on floods is scattered over many places of two large volumes of the TAR, the present contribution - a guided tour to floods in the IPCC TAR – may help a reader notice the different angles from which floods were considered in the IPCC report. As the water-holding capacity of the atmosphere grows with temperature, the potential for intensive precipitation also increases. Higher and more intense precipitation has been already observed and this trend is expected to increase in the future, warmer world. This is a sufficient condition for flood hazard to increase. Yet there are also other, non-climatic, factors exacerbating flood hazard. According to the IPCC TAR, the analysis of extreme events in both observations and coupled models is underdeveloped. It is interesting that the perception of floods in different parts of the TAR is largely different. Large uncertainty is emphasized in the parts dealing with the science of climate change, but in the impact chapters, referring to sectors and regions, growth in flood risk is taken for granted. Floods have been identified on short lists of key regional concerns.  相似文献

基于自然灾害风险原理,结合青海省气象数据、地理信息数据、社会经济数据,并利用主成分分析法、GIS自然断点法对青海省暴雨洪涝灾害致灾因子危险度、承载体易损度评估模型以及暴雨洪涝灾害风险度进行评估,结果表明:青海省不同强度降水日数均呈增多趋势,新世纪以来中雨日数及强降水日数增加趋势尤为明显;暴雨洪涝灾害致灾因子危险度呈由东南向西北降低的趋势,承载体易损度为东北部地区最高,南部以及西部地区最低;暴雨洪涝风险较高的地区主要集中在东部地区,互助、湟中、大通、西宁为高风险区,东部大部地区、环青海湖地区为较高风险区,西部地区为低风险区。该评估结果可以在气象灾害风险管理业务中进行应用,可以加强对暴雨洪涝灾害风险的影响程度及影响区域的判定,为地方防灾减灾救灾工作提供科学依据。  相似文献
