In this paper, I present a theoretical argument that fossil fuel represents a historically specific and internally necessary aspect of the capitalist mode of production. Despite sustained attention to distributional conflicts between international capital and energy rich nation-states, few historical-materialists have paid attention to the relations between fossil fuel and capital accumulation in industrial capitalist societies. In opposition to ecological economic notions of fixed thermodynamic “laws”, I first propose a dialectical conception of energy as embedded in dynamic social processes and power relations. Second, I review the historical importance of the energy shift from solar or biological sources of energy (muscles, wind, and water) to fossilized sources of energy (coal, oil, and gas). I then demonstrate how attention to fossil fuel energy forces a reexamination of the core insights of ecological Marxism and the political economy of nature. In the core argument of the paper, I reconsider the shift from biological to fossil energy as internal to the generalization and extension of capitalist social relations from two basic vantage points - (1) capitalist production based on wage labor; (2) the spatial conditions of capitalist circulation. I conclude by asking whether it is accurate to conceptualize capitalism as a “fossil fuel mode of production” and highlight the political urgency of a historical materialist perspective that takes seriously the importance of energy to the reproduction of capitalist social relations.  相似文献

Social change in rural China is to be understood as a complex interaction of global effects, state and regional actions and competing systems of valuation. An important implication of this model of path dependence is the development of distinctive forms of markets in different regions of the country. One such distinctive model that is emerging in southern Inner Mongolia is based on the independent commodity production of milk (on small dairy farms) for large, capitalist dairy corporations. Yet this production system is also being challenged by the emergence of large, capitalist dairy farms in this region. The outcome of the competition between these two forms of production will depend on locally specific trajectories of costs and opportunities. The long run evolution of this production system is thus not plannable in advance and is locally contingent.  相似文献

Contemporary debates around the ontological turn have pitted efforts to take indigenous ontologies seriously against demands to make visible the forms of dispossession and environmental suffering that characterize the (post)colonial and capitalist present. Meanwhile, a growing array of governmental projects seeks to identify and protect indigenous ontologies in the face of capitalist development processes, including through forms of collective tenure. How can we make sense of such initiatives, and what kind of territories do they encounter and produce? This paper engages this question ethnographically through an examination of everyday life in a legally recognized Native Community Land in the Bolivian Chaco. Drawing on Bolivian Aymara scholar Silvia Rivera Cusicanqui’s notion of ch’ixi, I argue that indigenous territories are neither ontologically separate from, nor entirely subsumed by, capitalist development processes. Rather, they are subject to multiple land values, ontologies, and investments. A contested indigenous land titling process, capitalist labor relations, hydrocarbon compensation money, and efforts to maintain relations with spirit beings are all interwoven in the fabric of Guaraní everyday life. Such ch’ixi landscapes emerge at the confluence of capitalist efforts at rendering territories investable, governmental efforts at managing dispossession, and Guaraní efforts to maintain life and exercise territorial sovereignty amidst contradictory processes of (post)colonial governmentality.  相似文献

The Washington Consensus, through which neoliberal global capitalist governance gained hegemony over the third world, entered a crisis in the late 1990s. Triggered by the 1997 Asian financial crisis, and by contestations of neoliberal governance from global civil society, two remakings of global capitalist governance can be identified: A ‘post-Washington consensus’ whose relation to neoliberalism is complex; and a ‘new development economics’ that advocates Keynesian principles. Irrespective of the trajectory of this emergent phase of re-regulation, particularly after the 2008 global finance crisis, these remakings can be conceptualized as supplements reinforcing an imaginary of capitalism as the solution to, rather than progenitor of, uneven development. Through discourses of capitalist development as a sequential trajectory to be followed by all countries, as flattening the world to enable catch-up by backward countries, and as incorporating socio-spatial difference via its commodification, this socio-spatial imaginary functions to legitimate expertise located in the first world, and global capitalist governance, irrespective of serial policy failures.  相似文献

Prior to the penetration of the European capitalist economy into central and northern Australia, the Aboriginal mode of production was one of hunting and gathering. Spiritual, economic and social relationships betwen people and land produced a spatial distribution of small bands of people living on their traditional lands. To the incoming white settlers the low population density and type of land use appeared uneconomic. This observation was used as ideological justification for the expropriation and development of the land for commercial pastoralism. This paper discusses the articulation of the Aboriginal and European modes of production in the East Kimberley region of northwest Australia. It argues that the introduced capitalist economy virtually destroyed the Aboriginal means of subsistence, incorporating Aborigines into the new mode of production within various subordinate roles. The exploitation of Aborigines, formerly as labour and now predominantely as consumers, is fundamental to the maintenance of the capitalist mode of production in pastoral areas. The spatial effects of the dominant mode of production have been to centralise Aborigines in locations suited to the various phases of development of the European economy, undermining the traditional Aboriginal social-spatial structure. The centralisation of the Aboriginal population also enhances the opportunities for the further development of the mining industry, which is in direct competition with Aboriginal interests in land. Aboriginal resistance to these spatial tendencies is intense in many quarters, but efforts to return to living on traditional lands and to develop alternative ways of living are hampered by the dominant mode of production.  相似文献

Recent concern over social deprivation in rural areas of the U.K. has provided a new focus for applied rural geographers. However, the concept of deprivation may be broadened to include many other aspects of the rural environment, and therefore it offers a framework for more integrated approaches to planning in the countryside. A more dynamic strategy of rural research, involving greater cooperation between academic geographers and practising planners, and focussing upon problems of rural deprivation, is advocated in this paper.  相似文献

The construction of major new buildings has been noticed in Budapest since the mid 1980s. New hotels, office blocks, housing projects and most recently shopping centres have become a prominent feature of the landscape in several districts of the city. The paper first outlines a conceptualisation of the `Transition' in terms of eastern Europe as a whole identifying internationalisation, Europeanisation and national government policies as key strands in a specific case of a process of change interpreted as the interaction of antecedent conditions and current processes. It then addresses the question of conceptualising the built environment in terms of the `Transition' and three `schools of thought' in geography stressing the urban morphogenesis approach. It thus poses the question of how radical a change has `occurred on the ground' since 1989–1990. Consequently the paper examines the transition in the built environment of Budapest under three principal headings: (a) the antecedent conditions of the built environment of Budapest by spatial structure, (b) the relationship between new buildings and current processes, (c) comparing models of the spatial structure of Budapest as a socialist city and as a post-socialist-(industrial) city or post-industrial (capitalist) city. It concludes that although the processes shaping the city's built environment have changed quite radically since 1990 the physical fabric of the city and its antecedent usage have strongly influenced the spatial impact of the current processes. Budapest is a post-socialist industrial city with capitalist forms fitted into it. The city is passing from socialist to capitalist processes in a way that suggests that morphological analysis has clear potential in theorising the relationship between the global and the local. The paper examines the interlinked development of social process and spatial form in the analysis of the changing patterns of production and employment in France. A major hypothesis is that specific phases of capital accumulation are associated with the use and production of specific forms of spatial diferentiation, and that recent changes in the location of employment in France are connected with the transition from one stage of capitalist development to another. Thus the changing spatial pattern of agricultural employment is seen as part of the decay of petty commodity production and the intergration of family farming into a new capitalist agriculture. Similarly, spatial change in manufacturing employment is also a component of industrial restructuring, and the associated development of new infrastrucural and labour requirements. The French state is one element of these processes and the article concludes with a case study of the relationships between capital accumulation and regional policy.  相似文献

This article investigates how a group of Hong-Kong Chinese managers of the offshore facilities of a US-based corporation extend their firm’s base in southern China while simultaneously establishing themselves as a new kind of “Chinese” manager. These new managers set out to accomplish what their colleagues in other corporate sites have not been able to do: control the turnover rate of a female labor force, described as sexually tumultuous and hormonally problematic. To control the labor turnover rate, these managers create a strategy for keeping workers “just long enough” before they lose their dexterity and attentiveness as a result of repetitive work. Their strategy relies on a discourse of in loco parentis to justify invasive policies for monitoring workers’ bodily functions and basic mobility inside and outside of the factory. To make this argument, the article combines a Marxian critique of value with post-structuralist theories of discursive subjectivity. The objective is to demonstrate how the negotiation of social identity within the capitalist firm proceeds through the representation of binary cultural and sex differences that reinforce the dichotomies of laborer and manager. However, these binaries unfold in unpredictable and uneven ways that can prove problematic for the capitalist endeavor. The material for this article comes from an ethnographic study of this company’s operations in southern China and in northern Mexico.  相似文献

We describe contemporaneous changes in environmental quality and social deprivation in English local authority districts over four decades, using secondary source GIS modelled data on environmentally intrusive development. The distribution of this development is described with respect to the Townsend material deprivation score, corroborated against the Breadline Britain index. Spatial patterns of environmental intrusion and material deprivation change markedly over the period, although a clear environmental inequality remains throughout. However, it is not the most deprived who experience the greatest decline in their environmental quality, as most of the increase in environmental intrusion occurs in those districts whose population were amongst the most affluent in the early 1960s. We note that the environmental justice implications of these observations are dependent upon conceptions of justice held, and reflect on the challenge of testing, through empirical longitudinal analysis, the notion that environmental sustainability and social justice are incompatible.  相似文献

The experience of the (post)socialist South has been marginal to the study of transition, despite the many similarities between processes of transition and development. This paper tries to better understand this overlap by exploring some empirical and conceptual connections between processes of development and processes of transition in Cuba. In doing so it makes two sets of arguments. The first set of arguments concerns the nature of ‘transition’ itself. I use the ‘contested spaces’ of the Cuban (socialist) biotech sector, and specifically its attempts to attract foreign (capitalist) investment as a case study. As a high profile industry, biotechnology functioned in Cuba as a political space within which questions of transition and development could be reconfigured by blurring the boundaries between them. In turn, this has enabled the Cuban State to legitimise responses to transition that would otherwise have appeared contradictory. The second set of arguments try to explain how this was possible. I argue that the slippage between nationalist and socialist visions of development allowed biotechnology (as a specifically developmentalist project) to be variously understood as, for example, a post-colonial socialist, or anti-colonial nationalist project in ways that suited the needs of transition at any one time. Such recombinations in many ways account for the non-linear and reversible nature of transition in Cuba. I speculate as to whether Bruno Latour’s work on the way capitalist societies understand themselves to be ‘modern’, helps explain how, in (post)socialist countries, processees of transition can be shaped through different historical constructions of modernisation and development.  相似文献

This paper uses pork as a lens on China’s rural transformations. Taking the industrialization of pig farming in the reform era as a trace on broader processes of social and environmental change, it advances three arguments. First, the massive increase in pork production and consumption since 1978 has been propelled by an industrial meat regime. A party-state led and agribusiness-operated regime, it articulates modernist notions of meat-as-progress with the relentless drive for capital accumulation. Second, using Marx’s concept of metabolic rift, the paper examines how processes of concentration in the industrial meat regime are at the same time processes of separation. This dialectical approach highlights the contradictions inherent in ongoing attempts to disembed capitalist production from biological and social relations. Finally, while official party-state discourse conceptualizes “the rural” as a production base for surplus value, and/or as a site for preserving environmental integrity, the paper’s analysis reveals a further unofficial recasting of the rural: in the process of agroindustrialization, the rural is also a sink for offloading capitalist crises. Between the rivers of manure that flow from industrial livestock operations and contaminate rural waterways; the loss of soil nutrients and food calories in the inefficient conversion of grains and oilseeds into industrial meat; the erosion of agricultural knowledge and practice that accompanies the dispossession of China’s farmers; and the shifting values of pigs, pork, and manure, this is a system that “wastes” the rural in service of capital.  相似文献

Whilst the UK is planned to have a census in 2021, it may well be the last and there is official acknowledgement that the country’s statistical system should be enhanced by greater use of administrative data. Thus, there is a pressing need to understand whether alternative data sources are fit for social science purposes. This study assesses the potential of utilizing administrative statistics for investigating the relationships between health and socioeconomic distributions for small areas; a type of study regularly carried out using census data. Pairs of administrative measures of health and deprivation indicator variables are compared with census equivalents for lower super output area geographies in England in 2001. The administrative datasets are then used to derive health measures and deprivation indexes for the time points 2001, 2006 and 2010. Inequalities in health are then analysed using administrative data derived area measures with health found to be poorer in areas with socioeconomic disadvantage. Overall, the administrative datasets used here reveal very similar patterns of health and deprivation to the decennial census suggesting they are viable alternatives and have great potential to enhance the country’s statistical system given their availability outside census years.  相似文献

This paper discusses the dynamic cultural economy of British drum and bass (D&B) music, which emerged out of Britain’s rave culture in the early 1990s. We suggest that D&B offers insight into more general issues regarding the relation between alternative cultural economies and capitalism. We examine relations between D&B and the mainstream capitalist economy and argue that D&B calls attention to the possibility for alternatives to conventional capitalist relations to survive and possibly thrive without pursuing separation from capitalism. We also theorize D&B as a vehicle towards empowerment regarding the industry segment vis-à-vis the mainstream music industry and also regarding D&B’s practitioners, many of whom can be understood as marginalized discursively and/or materially. However, D&B empowerment is fragile, due in part to technological changes that threaten practices that have helped cultivate innovativeness as well as communal relations. The empowerment of alternative practices is fragile not only for D&B as an industry segment, but also from the vantage point of internal power relations – notably with respect to differences along axes of gender and generation/age. Our conclusions indicate the broader significance of the paper for critical social theory and propose how new research might build on our dynamic view of D&B’s cultural economy.  相似文献

Agrarian economy on the territory of a new European state, ie Slovenia (the NW part of former Yugoslavia) has undergone substantial transformations over the past 150 years. The changes were particularly intense after World War II when the Yugoslav Communist Party came to power in former Yugoslavia. Under its influence an extensive redistribution of property (ie expropriations) was carried out, as well as reorientation of production and a thorough social transformation. After the independent state of Slovenia was established in 1991 (Slovenia, 1992) and the capitalist system was reintroduced, the agrarian economy of this area has had to face certain far-reaching problems which are crucial for the future development of the new state.  相似文献

In recent years, neo-liberalism has manifested itself in peripheral social formations on an ideological basis through strategies of poverty alleviation. This process is epitomized by Nepal’s donor led agrarian strategy, which constructs farmers as ‘rational entrepreneurs’ responsible for their own welfare. In the process it seeks to encourage smallholders to shift from subsistence to market oriented production. However, over 10 years since the current agrarian strategy was released, there is little evidence of commercialisation and the integration of rural populations into global or domestic markets, while subsistence production remains dominant. To understand this failure, one must examine both the contradictions inherent in neo-liberal ideologies and the rural political economy of Nepal. While the emphasis on self-help through market access can be understood to be an ideological process constitutive of the overdetermined nature of capitalist expansion, contradictions are evident in such ideologies when they are mobilised in regions dominated by non-capitalist economic systems. The depoliticizing assumptions inherent in such ideologies can serve the interests of capitalist expansion through glossing over the associated forms of class exploitation. However, a case study from Nepal’s eastern lowlands demonstrates how they also divert attention from complex non-capitalist modes of surplus appropriation in both the relations of production and circulation. Such forms of exploitation have not only obstructed the process of classical agrarian transition long envisaged in Marxian theory, but have also blocked the emergence of the particular form of rural commodity production envisaged in Nepal’s neo-liberal agrarian strategy itself.  相似文献

This purpose of this paper is to propose starting points for a critically informed understanding of the role of risk in contemporary environmental practice, and to flesh out some preliminary implications of the work risk does as a logic though which environment is managed. Taking cues from scholarship interrogating the production of capitalist natures (e.g., Smith, 1984/2008; Braun, 2000, Heynan et al., 2007). I ask what it means in environmental terms to put risk at the intersection of capital and rule--to conceive of it as something that to paraphrase Dillon (2008, p. 319) makes the combination of capital and rule possible, and to interpret risk as something which (as Martin (2007b, p. 67) has suggested) undertakes to create the very conditions that make new wealth possible. I argue that in order to understand the intersection of capital and rule in environmental terms, risk must be understood as an epistemic framework and political ontology consistent with the advent of capitalist political economy--not as an occasion of danger or geographical condition of insecurity. Using difference as a starting point to attempt to think through connections between risk and accumulation I suggest that risk is a knowledge practice instrumental to accumulation and the politics of rule that secure it, which obscures the functioning of difference and processes of differentiation.  相似文献

After decades of turmoil and international isolation, Cambodia has embarked on a threefold transition: from armed conflict to peace, from political authoritarianism to liberal democracy, and from a socialist economic system to one based on market-driven capitalist growth. In this context of transition, the paper explores the perceived linkages that exist between drinking, drunkenness and gender-based violence in rural and urban Siem Reap, home to the global tourism site of Angkor. By considering the ways in which men and women relate alcohol use with violence, the paper questions what implications these social constructions have for tackling gender-based violence and concludes that challenging such external explanations for violence is needed in order for gender-based violence to be understood as the struggle for equality in men and women’s everyday lives.  相似文献
