A long history of household-level research has provided important local-level insights into climate adaptation strategies in the agricultural sector. It remains unclear to what extent these strategies are generalizable or vary across regions. In this study we ask about three potential key factors influencing farming households’ ability to adapt: access to weather information, household and agricultural production-related assets, and participation in local social institutions. We use a 12-country data set from sub-Saharan Africa and South Asia to explore the links between these three potential drivers of agricultural change and the likelihood that farmers made farm-associated changes, such as adopting improved crop varieties, increasing fertilizer use, investing in improved land management practices, and changing the timing of agricultural activities. We find evidence that access to weather information, assets, and participation in social institutions are associated with households that have reported making farming changes in recent years, although these results vary across countries and types of practices. Understanding these drivers and outcomes of farm-associated changes across different socio-economic and environmental conditions is critical for ongoing dialogues for climate-resilient strategies and policies for increasing the adaptive capacity of smallholders under climate change.  相似文献

Soybean farming has brought economic development to parts of South America, as well as environmental hopes and concerns. A substantial hope resides in the decoupling of Brazil's agricultural sector from deforestation in the Amazon region, in which case expansive agriculture need not imply forest degradation. However, concerns have also been voiced about the potential indirect effects of agriculture. This article addresses these indirect effects for the case of the Brazilian Amazon since 2002. Our work finds that as much as thirty-two percent of deforestation, or the loss of more than 30,000 km2 of Amazon forest, is attributable, indirectly, to Brazil's soybean sector. However, we also observe that the magnitude of the indirect impact of the agriculture sector on forest loss in the Amazon has declined markedly since 2006. We also find a shift in the underlying causes of indirect land use change in the Amazon, and suggest that land appreciation in agricultural regions has supplanted farm expansions as a source of indirect land use change. Our results are broadly congruent with recent work recognizing the success of policy changes in mitigating the impact of soybean expansion on forest loss in the Amazon. However, they also caution that the soybean sector may continue to incentivize land clearings through its impact on regional land markets.  相似文献

Smallholder farmers continuously confront multiple social and environmental stressors that necessitate changes in livelihood strategies to prevent damages and take advantage of new opportunities, or adaptation. Vulnerability, meaning susceptibility to harm, is attributable to social determinants that limit access to assets, leading to greater exposure and sensitivity to stressors and a limited capacity to adapt. Stressors and adaptation are intertwined because stressors deplete resources available for adaptation, while adaptation may erode resources available to respond to future stressors. We present empirical evidence demonstrating the interactions of multiple stressors and adaptations over time through a case study of indigenous farmers in highland Bolivia. We examine how farmers perceive the stress on their livelihoods, their strategies for adapting to these threats, and the influence of past adaptation and exposure on vulnerability under increasing climatic change. We find that vulnerability changes over time as multiple stressors, such as land scarcity and delayed seasonal rainfall, compound, simultaneously reducing access and demanding the expenditure of household assets for adaptation, including natural capital (water and land), human capital (including labor), and financial, physical, and social capital. To reduce vulnerability over time, constraints on access to key resources must be addressed, allowing households the flexibility to reduce their exposure and improve their adaptive capacity to the multiple stressors they confront.  相似文献

According to household production function theory households combine marketed goods and nonmarket environmental goods to produce service flows of direct value to the household. This readily explains why, as an input to household production activities, households might have preferences over the climate. Using techniques more frequently employed to account for differences in the demographic composition of households we use household production function theory to estimate climate equivalence scales using household expenditure data drawn from 51 Japanese cities over the period 2000–2009. Our results indicate that warmer temperatures result in a small but statistically highly significant reduction in the cost of living. Combining these estimates with climate change scenarios associated with the IPCC A2, A1B, and B1 emissions scenarios other things being equal points to a slight reduction in Japanese households’ cost of living.  相似文献

Deforestation for cattle production persists in the Brazilian Amazon despite ongoing efforts by the public and private sectors to combat it. The complexity of the cattle supply chain, which we describe in depth here, creates challenges for the landmark Zero-Deforestation Cattle Agreements in particular and for enforcement of deforestation policies in general. Here, we present a holistic analysis that is increasingly relevant as the number of policies, initiatives, and markets affecting the region increases. We provide the first property-level analysis of which ranchers decided to deforest in the last decade and identify the characteristics that are most related to deforestation. We rely on newly available animal transit and property boundary data to examine 113,000 properties in the three major cattle-producing states in the Brazilian Amazon. We consider characteristics related to a property’s role in the supply chain, location, land characteristics, and the policy environment. We find that deforestation is most likely to occur on properties that sell fewer cattle and earlier in the supply chain, are located in remote locations, and have a high percent of remaining forest. Our results can be used to improve enforcement of existing policies by targeting resources to properties and location where deforestation is more likely.  相似文献

Accumulating evidence suggests that agricultural production could be greatly affected by climate change, but there remains little quantitative understanding of how these agricultural impacts would affect economic livelihoods in poor countries. Here we consider three scenarios of agricultural impacts of climate change by 2030 (impacts resulting in low, medium, or high productivity) and evaluate the resulting changes in global commodity prices, national economic welfare, and the incidence of poverty in a set of 15 developing countries. Although the small price changes under the medium scenario are consistent with previous findings, we find the potential for much larger food price changes than reported in recent studies which have largely focused on the most likely outcomes. In our low-productivity scenario, prices for major staples rise 10–60% by 2030. The poverty impacts of these price changes depend as much on where impoverished households earn their income as on the agricultural impacts themselves, with poverty rates in some non-agricultural household groups rising by 20–50% in parts of Africa and Asia under these price changes, and falling by significant amounts for agriculture-specialized households elsewhere in Asia and Latin America. The potential for such large distributional effects within and across countries emphasizes the importance of looking beyond central case climate shocks and beyond a simple focus on yields – or highly aggregated poverty impacts.  相似文献

The literature on migration and climate change has become increasingly attuned to the role of climatic factors in already complex migration dynamics, and amid different kinds of mobility. However, to date little evidence has been provided of the relationship between resettlement and climate change, including the degree to which resettlement may shape the vulnerability of households or communities. In this article we ask: is there any evidence that resettlement may be a driver of vulnerability and if so, what factors make resettled households more vulnerable when compared to non-resettled households? These questions are considered with reference to new evidence drawn from a livelihoods-based vulnerability analysis in a drought-prone, poverty county in China’s Shanxi Province, which encompassed households involved in local poverty resettlement programs. Evidence of the characteristics of resettled households compared to non-resettled households shows that resettlement adversely impacts on the household asset base, particularly in terms of financial and natural capital. It may therefore be a driver of vulnerability. At a time when the Chinese government is repackaging resettlement as a climate change adaptation measure, this article provides evidence that resettlement as it is currently practiced has the potential to amplify rather than alleviate household vulnerability to climate change.  相似文献

Proactive flood damage mitigation on the household level is seen as a crucial element of comprehensive flood risk management. The ongoing socio-economic development and climate change will further increase the relevance of flood risks in the future. This paper analyses the causal effect of flood experience on mitigation decisions of households. It contributes to the emerging literature on the determinants of private flood mitigation and adopts data which has rarely been used in the field: Instead of cross-sectional data, longitudinal data of household surveys before and after a major flood event in Germany is used (N > 7,400). Flood experience is elicited by three different data sources: reports of heads of households, issuance of flood alerts, and damage reports of the insurance industry. The results show a causal effect of insured flood damage on private flood mitigation and a correlation of mitigation with self-reported flood experience. The estimated effects differ for mitigation types (higher for behavioural options, such as “adapted use”) and household types (higher for better educated heads of households).  相似文献

Intensifying land use is often seen as a corollary of improving rural livelihoods in developing countries. However, land use intensification (LUI) frequently has unintended impacts on ecosystem services (ES), which may undermine the livelihoods of the same people who could benefit from intensification. Poorer households are disproportionately dependent on ES, so inequalities may also rise. A disaggregated analysis of LUI is thus fundamental to better understand how LUI can progress in an equitable manner. Using a suite of multi-scale, multidisciplinary social-ecological methods and operationalising multidimensional concepts of land use intensity and wellbeing, we examine three case studies in rural Mozambique. Drawing on interviews, focus group discussions, 1576 household surveys and geospatial data from 27 Mozambican villages, we assess how wellbeing and inequality change with three common LUI pathways: transitions to smallholder commercial crop production, charcoal production, and subsistence expansion. Wellbeing improved with intensification of smallholder commercial and subsistence agriculture, inequality did not change. Unsustainable intensification of charcoal production showed no overall effect on either wellbeing or inequality. Improvements in wellbeing amongst the poorest households were only found with intensification of commercial crop production, where villages had better access to markets. Our findings suggest that socioeconomic benefits from agricultural intensification and expansion may overcome localised environmental trade-offs, at least in the short term. However, unsustainable charcoal resource management and limited productive investment opportunities for rural households resulted in both reduced market access and limited wellbeing improvements. Sustainable and inclusive markets are therefore crucial developments alongside LUI to sustain wellbeing improvements for all households, to ensure that no one is left behind.  相似文献

Famines are often linked to drought in semi-arid areas of Sub-Saharan Africa where not only pastoralists, but also increasingly agro-pastoralists are affected. This study addresses the interplay between drought and famine in the rural semi-arid areas of Makueni district, Kenya, by examining whether, and how crop production conditions and agro-pastoral strategies predispose smallholder households to drought-triggered food insecurity. If this hypothesis holds, then approaches to deal with drought and famine have to target factors causing household food insecurity during non-drought periods. Data from a longitudinal survey of 127 households, interviews, workshops, and daily rainfall records (1961–2003) were analysed using quantitative and qualitative methods. This integrated approach confirms the above hypothesis and reveals that factors other than rainfall, like asset and labour constraints, inadequate policy enforcement, as well as the poverty-driven inability to adopt risk-averse production systems play a key role. When linking these factors to the high rainfall variability, farmer-relevant definitions and forecasts of drought have to be applied.  相似文献

Climate change and climate variability affect households in developing countries both directly through their impact on crop yields and indirectly through their impact on wages, food prices and the livelihoods of the poor. Therefore, vulnerable household groups cannot be identified without considering their position in and access to markets. I illustrate the effects – transmitted through markets – that are significant in household exposure, sensitivity and adaptive capacity to climate change by simulating productivity shocks to maize up to 2030 due to climate change in a computable general equilibrium model of Malawi. The results show that rural households with large land holdings may benefit from the adverse impact of climate change on maize yields as a result of increased maize prices. Urban poor and small-scale farmers are vulnerable to climate change due to the large portion of their incomes spent on food. Existing vulnerability measures that do not consider equilibrium effects and characterise all farmers as vulnerable may therefore be misleading.  相似文献

Systems of intensive animal farming, such as the confinement of beef cattle, are widespread in the developed world. Such practices have been under scrutiny since the 1960s for animal welfare and pollution issues. Here, we document the expansion of intensive beef farming to the Brazilian Amazon in order to assess socio-environmental implications. Using a combination of data mining and field surveys, we developed a georeferenced dataset of 201 cattle confinements in the states of Mato Grosso (Cerrado and Amazon biomes), Pará and Rondônia (Amazon biome), collected in 2017. In Mato Grosso, the country’s agribusiness powerhouse, confinements are well established and account for ˜20% of the cattle slaughter. But rapid expansion in Pará and Rondônia remains largely unnoticed due to the absence of data since 2012. We used the new dataset to map cattle confinements across space and time. For the first time, (1) we document an expansion to the Amazon biome; (2) we also show that confinements are associated with substantially higher productivity rates, though intensified pasture-based systems can reach comparable yields; (3) that confinements have crop production levels 2-3 times higher than comparable properties, both in- and out-of-farm; and (4) that confinements tend to slow down on-property deforestation when compared to fattening ranches in the Amazon biome, although off-property effects could be substantial and need further study. Overall, the implications of intensive beef farming for animal welfare and local waste generation in Brazil require attention as pressure to avoid deforestation continues to stimulate the practice.  相似文献

There is an on-going debate about climate-induced migration but little empirical evidence. We examine how climate-induced migration has impacted vulnerability and adaptation of a coastal fishing community in Bangladesh. We used household surveys, interviews and focus group discussions to compare fishery dependent households who migrated from Kutubdia Island to mainland with those who stayed behind. Our results suggest that the resettled households are less exposed to floods, sea-level-rise and land erosion than those who stayed behind. They also have more livelihood assets, higher incomes and better access to water supply, health and educational services, technology and markets. In our case study migration has thus been a viable strategy to respond to climate variability and change.  相似文献

The UK Government’s first National Adaptation Programme seeks to create a ‘climate-ready society’ capable of making well-informed and far-sighted decisions to address risks and opportunities posed by a changing climate, where individual households are expected to adapt when it is in their interest to do so. How, and to what extent, households are able to do this remains unclear. Like other developed countries, research on UK adaptation has focused predominately on public and private organisations. To fill that gap, a systematic literature review was conducted to understand what actions UK households have taken in response to, or in anticipation of, a changing climate; what drives or impedes these actions; and whether households will act autonomously. We found that UK households struggle to build long-term adaptive capacity and are reliant upon traditional reactive coping responses. Of concern is that these coping responses are less effective for some climate risks (e.g. flooding); cost more over the long-term; and fail to create household capacity to adapt to other stresses. While low-cost, low-skill coping responses were already being implemented, the adoption of more permanent physical measures, behavioural changes, and acceptance of new responsibilities are unlikely to happen autonomously without further financial or government support. If public policy on household adaptation to climate change is to be better informed than more high-quality empirical research is urgently needed.  相似文献

Climate change is threatening global food production and could potentially exacerbate food insecurity in many parts of the world. China is the second largest maize producer. Variations in maize yields in China are likely to have major implications for food security in the world. Based on longitudinal data of 4861 households collected annually between 2004 and 2010, we assess the impact of weather variations on maize yields in the two main producing regions in China, the Northern spring maize zone and the Yellow-Huai Valley summer maize zone. We also explore the role of adaptation, by estimating the response of Chinese farmers in both regions, in particular in terms of income diversification. With the use of household and time fixed effects, our estimates relate within-household variations in household outcomes (maize yields, net income, land and input use) to within-location variations in weather conditions. Temperature, drought, wet conditions, and precipitations have detrimental effects on maize yields in the two maize zones. The impact is stronger in the Northern spring maize zone where one standard deviation in temperature and drought conditions decreases maize yields by 1.4% and 2.5%, respectively. Nonetheless, such impact does not seem to translate into a significant fall in total net income. Adaptation seems to be key in explaining such a contrast in the Northern spring maize zone where the largest impact is estimated. On the contrary, we find a lower impact in the other region, the Yellow-Huai Valley summer maize zone but such impact is likely to intensify. The lack of adaptation observed in that region results into detrimental impacts on net farm and total income. Enhancing adaptative behaviors among Chinese farmers even further is likely to be key to future food security in China and in the rest of the world.  相似文献

Climate change is expected to have particularly severe effects on poor agrarian populations. Rural households in developing countries adapt to the risks and impacts of climate change both individually and collectively. Empirical research has shown that access to capital—financial, human, physical, and social—is critical for building resilience and fostering adaptation to environmental stresses. Little attention, however, has been paid to how social capital generally might facilitate adaptation through trust and cooperation, particularly among rural households and communities. This paper addresses the question of how social capital affects adaptation to climate change by rural households by focusing on the relationship of household and collective adaptation behaviors. A mixed-methods approach allows us to better account for the complexity of social institutions—at the household, community, and government levels—which drive climate adaptation outcomes. We use data from interviews, household surveys, and field experiments conducted in 20 communities with 400 households in the Rift Valley of Ethiopia. Our results suggest that qualitative measures of trust predict contributions to public goods, a result that is consistent with the theorized role of social capital in collective action. Yet qualitative trust is negatively related to private household-level adaptation behaviors, which raises the possibility that social capital may, paradoxically, be detrimental to private adaptation. Policymakers should account for the potential difference in public and private adaptation behaviors in relation to trust and social capital when designing interventions for climate adaptation.  相似文献

Heat waves associated with global warming are a significant hazard to human health, and they particularly endanger low-income households. In this study, we systematically analyze how the different components of heat vulnerability are related to household income, and present empirical evidence on the determinants of heat adaptation, focusing on the role of income. We contribute the first empirical analysis of heat vulnerability using household-level data at the national level, based on a longitudinal survey, including data points for 10,226 households in Germany in the period 2012–2020. Our results indicate that low income households are significantly more heat sensitive and have lower adaptive capacity than high income households, measured inter alia by health status, household composition, and economic and psychological resources to implement adaptation measures. However, heat hazard and exposure levels are comparable between income groups, hence there is no sorting of richer households into less hazardous or exposed locations on a national scale. We also contribute robust empirical evidence on the factors influencing household decisions to implement technical adaptation measures (e.g. installation of air conditioning), ultimately showing that the adaptation behavior of the most vulnerable households (e.g. people with poor health conditions or the elderly) is not limited by financial constraints.  相似文献

The number of electric and electronic products (e-products) owned by Chinese households has multiplied in the past decade. In this study, we analyz the GHG emissions from e-products in Chinese households in order to understand and determine how to mitigate their effects on climate change. The results show that the usage stage of e-products has become an important source of GHG emissions in China, with total GHG emissions of these household e-products reaching about 663 million tons CO2 eq., accounting for about 8.85 % of all Chinese GHG emissions in 2012. The average GHG emission per household per year in China was 1538 kg CO2 eq. in 2012, a little higher than that of Norwegian households (1200 kg CO2 eq.). The electricity mix plays a very important role in GHG emissions, and the 78 % coal-fired power consumption accounted for 99.69 % of the total GHG emissions. Our research also supports the view that GHG emissions from household e-products increased with economic level. To reduce the GHG emissions of household e-products, the development of energy-saving e-products and changes to the electricity mix would be very effective measures.  相似文献

In this paper, we discuss the theoretical relationships among interacting global change risks, valued livelihood goals, and adaptation limits. We build from research on the impacts of multiple and interacting global change risks in lesser-developed countries and seek to understand household adaptation limits in agrarian communities. We ask: What are valued livelihood goals among smallholder farmers in Northwest Costa Rica? How do socio-economic determinants of adaptive capacities determine their ability to meet these goals in the face of the impacts of interacting global change risks? Our data were based on focus groups, interviews, survey responses from 94 smallholder farmers, government statistics, and published literature. We analyzed our data using qualitative content analysis and quantitative logistic regression models. Our analysis showed that farmers perceived rice production as an identity, and that they were being forced to consider limits to their abilities to adapt to maintain that identity. We found that farm size, cattle ownership, years spent farming, and household income variety were determinants of their abilities to remain in rice production while maintaining sufficient levels of livelihood security. We also showed that for those households most vulnerable to water scarcity, their ability to successfully adapt to meet valued livelihood goals is diminished because adaptation to water scarcity increases vulnerability to decreased rice-market access. In this way, they become trapped by the inability to reduce their vulnerability to risks of the interaction between global changes and therefore abandon valued identities and livelihoods.  相似文献

This study assesses the sensitivity of the fully coupled NCAR-DOE PCM to three different representations of present-day land cover, based on IPCC SRES land cover information. We conclude that there is significant model sensitivity to current land cover characterization, with an observed average global temperature range of 0.21 K between the simulations. Much larger contrasts (up to 5 K) are found on the regional scale; however, these changes are largely offsetting on the global scale. These results show that significant biases can be introduced when outside data sources are used to conduct anthropogenic land cover change experiments in GCMs that have been calibrated to their own representation of present-day land cover. We conclude that hybrid systems that combine the natural vegetation from the native GCM datasets combined with human land cover information from other sources are best for simulating such impacts. We also performed a prehuman simulation, which had a 0.39 K ~higher average global temperature and, perhaps of greater importance, temperature changes regionally of about 2 K. In this study, the larger regional changes coincide with large-scale agricultural areas. The initial cooling from energy balance changes appear to create feedbacks that intensify mid-latitude circulation features and weaken the summer monsoon circulation over Asia, leading to further cooling. From these results, we conclude that land cover change plays a significant role in anthropogenically forced climate change. Because these changes coincide with regions of the highest human population this climate impact could have a disproportionate impact on human systems. Therefore, it is important that land cover change be included in past and future climate change simulations.  相似文献
