Typhoon Morakot hit Taiwan in 2009, severely damaging the Alishan National Forest Recreation Area, a famous tourist resort in Taiwan. The only highway to this area was under repair for 10 months after the typhoon. Consequently, Alishan’s tourism industry suffered losses estimated at NT$1 billion. This work investigates the impacts of natural hazards on Taiwan’s tourism industry. First, government, university, and industry experts were invited to a focus-group interview to update criteria for tourism development in Taiwan. Next, the Analytic Hierarchy Process (AHP) was applied to rank the proposed criteria. Last, two tourist attractions, one urban and one rural, are discussed in detail. This work proposes three novel dimensions for Taiwan’s tourism development—destination attraction, destination arrangement, and contingency planning for natural hazards—which comprise nine criteria. Analytical results will provide Taiwan’s tourism industry with references for future policy-making and sustainable development.  相似文献

Recent developments in the vulnerability literature have contested the use of technical solutions as the sole adaptive strategies to reduce natural hazard impact; this literature emphasizes the need to attend to the wider everyday risks to which people are exposed and that aggravate hazard vulnerability. Using a case study of two flood-prone communities in Puerto Rico, this article supports and enhances that literature by placing floods within a wider context of other risks and determining how everyday risks influence people’s perceptions of and capacity to adapt to floods. Participatory methods are used to elicit the everyday risks that concern community members. The analysis reveals that participants perceive floods as one of their risks, but they see them as neither the most important nor most severe risk in their lives. Instead, they find other concerns—health conditions, family well-being, economic factors, and land tenure—more pressing. These competing risks limit adaptive capacity and increase vulnerability to natural hazards. The results suggest that addressing these multiple risks, mainstreaming flood management and adaptation into the wider context of people’s general well being, and increasing risk perception will strengthen adaptive capacity to present and future floods.  相似文献

The potential effects of climatic changes on natural risks are widely discussed. But the formulation of strategies for adapting risk management practice to climate changes requires knowledge of the related risks for people and economic values. The main goals of this work were (1) the development of a method for analysing and comparing risks induced by different natural hazard types, (2) highlighting the most relevant natural hazard processes and related damages, (3) the development of an information system for the monitoring of the temporal development of natural hazard risk and (4) the visualisation of the resulting information for the wider public. A comparative exposure analysis provides the basis for pointing out the hot spots of natural hazard risks in the province of Carinthia, Austria. An analysis of flood risks in all municipalities provides the basis for setting the priorities in the planning of flood protection measures. The methods form the basis for a monitoring system that periodically observes the temporal development of natural hazard risks. This makes it possible firstly to identify situations in which natural hazard risks are rising and secondly to differentiate between the most relevant factors responsible for the increasing risks. The factors that most influence the natural risks could be made evident and eventual climate signals could be pointed out. Only with this information can the discussion about potential increases in natural risks due to climate change be separated from other influencing factors and be made at an objective level.  相似文献

The Lapa do Santo archaeological site, located in the Lagoa Santa region, Brazil, represents an important hunter-gatherer occupation dated from the Early and Middle Holocene. Prior studies of archaeofauna dating to this period are few and most of them only provide basic faunal identification with limited information on taphonomic processes. The main goal of this study is to identify the archaeofauna, record the taphonomic processes, and make inferences about its natural (interpreted as the death of the animal in the rockshelter area due to natural causes or due to predation) or anthropic origins. No extinct species (including megamastofauna) were identified. Taxonomic analysis indicated that most faunal remains consist of taxa that may be of mixed origin (natural or anthropic), such as microvertebrates and carnivorous mammals. The Cervidae are the main vertebrate family found in the studied material and these are likely the result of hunting. The Cervidae Ozotoceros support the presence of a fauna that is typical of savannah environments, although the assemblage contains mostly generalist fauna that can thrive in a variety of environments. Very few remains showed clear evidence for taphonomic processes related to human interaction, such as burnt bones.  相似文献

The study examines the relationship between poverty and forest cover degradation in rural areas of Pakistan. The area selected for the study District Upper Dir is a rural and relatively backward region located in northwestern Pakistan, in Khyber-Pakhtunkhwa province. The study area is undergoing severe deforestation and natural disasters in the recent past. The study consists of two stages, in first stage the traditional Geographical information system image was used to analyze the spatial–temporal situation of the surroundings. In the second stage, well-designed questionnaire was used to collect the primary information from 420 randomly selected households of research areas. A multidimensional poverty index has been used to measure the poverty profile of the population. It has been found that 55% households were below the poverty line. Almost, 95% households are using wood for cooking purposes. High dependence on natural resources causes forest cover degradation while burning off too much wood causes CO2 emission and leads to environmental degradation. A major portion of population is living on steeply sloped areas with certain risks. It is found that frequency of flash flood is 53% and agricultural land (54%) is at high risk and often flows with flash floods. It is concluded that there is strong correlation between multidimensional poverty and forest cover degradation which leads to climate and environmental risks.

Bolivia is a country with high levels of poverty and inequality among its peoples and regions. For the nation and its urban and rural areas, trends in the social and spatial distribution of poverty (and extreme poverty) are identified from 1976 to 2003 using UBN data with minor support where appropriate from poverty lines. The main survey between 1992 and 2001 uses composite and selected UBN to track detailed poverty change for the country’s nine departments, its ten largest cities and a selection of other smaller urban and rural municipalities. Because of rising background increases in population in the various surveyed administrative units, many instances of relative reductions in poverty are accompanied by rising absolute increases. Marked spatial variations in poverty and development in the country over the last several decades are identified as the main driver for the country’s quickening pace of rural–urban migration. As a result, the paper concludes by assessing two different but closely related views. One investigation tests the notion that because more poor people have been living in Bolivia’s cities than in its rural areas since the mid to late 1990s, rapid rural–urban migration has simply shifted the locus of poverty from the countryside to the cities in a process called, the ‘urbanisation of poverty.’ A second, more challenging, investigation assesses the view that the flow of poor rural people to the better serviced urban areas of Bolivia has actually acted to alleviate national poverty levels.  相似文献

The lack of adequate water supply and sanitation services is a major issue related to sustainable development in many parts of the developing world. New strategic planning approaches which directly address users’ needs and demand—often referred to as demand-responsive, community-based or household-centred approaches—are regarded as a crucial step towards improving the situation. This paper investigates household needs and demand for improved water supply and sanitation services in peri-urban, low-income settlements, known as “ger areas”, in the city of Darkhan, Mongolia. The paper is based largely on a household survey conducted in a selected ger area subdistrict in Darkhan. The results reveal a complex picture. Even if the existing situation can be regarded as largely “improved” in terms of the definitions stipulated by the Joint Monitoring Programme for water supply and sanitation, it is shown that there is a need for action nonetheless. The paper also argues that the household survey is a useful method for assessing users’ needs and demand and for meeting the requirements of demand-responsive sanitation planning approaches.  相似文献

Urban development pressures, preservation of environmentally sensitive areas and regional planning are the focus of current debates on regionalism in both fast and slow growth regions. Based on two cases—a campaign to preserve ecological integrity and reduce sprawl on the Oak Ridges Moraine in the Greater Toronto Area and Rochester’s anti-sprawl campaign for regional equity—the paper examines how two anti-sprawl campaigns brought to the fore alternative constructions of regionalism. In the fast growing Toronto region, citizen mobilization and upper tier intervention resulted in a legislative base for regionalism. In the slow growth Rochester region, the city had limited success in gaining regional redistribution. Such divergent outcomes relate to differences in intergovernmental relations, the city’s influence on the region, receptivity of suburbs to smart growth, and the potential for values of nature preservation and justice to mobilize regional coalitions.  相似文献

In this paper, use is made of the multiple regression technique in an attempt to provide explanation for the pattern of adoption of intensive poultry farming technique — an agency and infrastructure based innovation. This paper deals with two aspects of the diffusion. The first examines the factors of spatial pattern of adoption and the second, the adoption intensity. The paper then turns to consider the planning implications of these factors. In Oyo State, market factor expressed as the population size of towns, distance to agency location and from previous adopters largely account for the spatial variation in the time of adoption of ‘modern’ poultry farming technique. The intensity of adoption (poultry population) on the other hand is influenced by the number of adopters, distance to infrastructure, profitability considerations, literacy factor and the time of adoption.  相似文献

Engineering geophysics provides valuable and continuous information for the planning and execution of tunnel construction projects. For geotechnical purposes special high-resolution geophysical methods have been developed during the last decades. The importance of applying geophysical methods in addition to usually used geological and geotechnical exploration techniques is increasing. The main goal is to achieve an accurate and continuous model of the subsurface in a relative short period of operation time. The routine application of engineering geophysical methods will increase in the coming years. Due to the high acceptance of engineering geophysics at construction sites, much wider application of geophysical investigations is expected. The combination of different methods—geophysics, geology, and geotechnics as well as the so-called joint interpretation techniques—will be of essential importance. Engineering geophysics will play an important role during the three phases: geological investigation, tunnel planning, and execution of tunnel construction. If hazards are well known in advance of a tunnel project the safety of workers will essentially be increased and geological risks will be minimized by means of successful and interdisciplinary cooperation.  相似文献

The territorial dimension of the digital divide is usually considered as a phenomenon that penalizes the peripheral regions, especially in terms of regional economic development. Taking into account the territorial networking of ICT (Information & Communication Technologies) infrastructures—particularly high-speed networks—provides what is probably the principal reason for such a perception. This is particularly true considering that the most-peripheral regions and those with the smallest population densities are also the poorest in terms of ICT infrastructures. In Western countries, however, the digital divide is no longer the result of network-related problems. Nowadays, the issue of the skills required to adequately exploit the potential of ICT is at the forefront. Yet this evolution is likely to lead to an inversion of the inequalities between the centre and the periphery, as populations without such skills—recent immigrants, the unemployed, the illiterate, people with little education or on low incomes and other socially marginalized people—are generally concentrated in urban centres. Consequently, the priority for reducing inequalities of access to ICT resources is no longer the provision of high-performance ICT infrastructures for peripheral regions, but rather the implementation of continuing education and social action policies within the urban centres.  相似文献

Disaster associated with natural hazards can lead to important changes—positive or negative—in socio-ecological systems. When disasters occur, much attention is given to the direct disaster impacts as well as relief and recovery operations. Although this focus is important, it is noteworthy that there has been little research on the characteristics and progress of change induced by disasters. Change, as distinct from impacts, encompasses formal and informal responses to disaster events and their direct and indirect impacts. While smaller disasters do not often lead to significant changes in societies and organizational structures, major disasters have the potential to change dominant ways of thinking and acting. Against this background, the article presents an analytical framework for distinguishing change from disaster impacts. Drawing from research in Sri Lanka and Indonesia, formal and informal changes after the Indian Ocean Tsunami of 2004 are examined and discussed against the background of the conceptual framework. The changes examined range from the commencement of the peace process in Aceh, Indonesia, to organizational and legal reforms in Sri Lanka. The article concludes that change-making processes after disasters need to be understood more in depth in order to derive important strategic policy and methodological lessons learned for the future, particularly in view of the increasing complexity and uncertainty in decision making due to climate change.  相似文献

This paper explores different ways that the category of nature is used in addressing landscape changes associated with exurbia and exurbanization. Nature is an important category in the practices and representations that residents and planners use to construct and maintain exurban landscapes. However, common ways of mobilizing nature in exurban planning discourses often obstruct better discussion, rather than facilitate it. Invoking nature can make planning processes more difficult by providing a means for naturalizing planning decisions and also by exacerbating struggles over whose nature will be managed in what ways. More explicitly framing what is meant by nature in exurban planning may improve discussion of landscape problems associated with sprawl. The goal of this paper is to contribute to creating a framework for more actively contextualizing how “nature” is used in discourses relating to exurbanization. I suggest that such a framework would need to consider—and make explicit—themes such as the four that I discuss in this paper: (1) the centrality of the production of nature to exurban landscapes; (2) multiple meanings of nature that are often confused; (3) ways that normative statements about nature tend to be unquestioned in exurban planning; and (4) the simultaneous difficulty and usefulness of critiquing and “denaturalizing” both material and discursive nature. Explicit conversations about the role and representation of nature within residents’ and managers’ land-use practices and ideologies could create opportunities for dialogue between residents, planners, and academics about the valuation of and preferences for constructing particular landscapes, especially in addressing problematic aspects of the phenomena of “amenity migration” and “sprawl.”  相似文献

 Systematic stream sediment investigation in a periurban area surrounding Genoa (Italy) revealed the existence of a significant mercury anomaly localized on the main (3rd rank) bed of the Bisagno river. Statistical multivariate analysis of elemental abundances points out the anthropic nature of this contamination. Because of the well-known bioaccumulation of Hg in contaminated media, attention must be focused on the risks associated with the discovered pollution. Land-use planners have a critical role to play in building vibrant, sustainable and hazard resilient communities in New Zealand. The policy and legal setting for natural hazards planning provides a solid foundation for good practice. But there are many examples of ‘bad practice’ that result in unnecessary risks and, in some cases, exposure to repeat events and potentially devastating impacts. Much, therefore, remains to be done to improve hazards planning policy and practice in New Zealand. This article explores the questions: What role does land-use planning play in managing hazard risks in New Zealand; and what needs to be done to reduce hazard risks and build community resilience? The article starts by describing the milieu within which natural hazards planning takes place. It goes onto outline the stakeholders and institutional and legal setting for natural hazards planning in New Zealand, including barriers to realising the potential of natural hazards planning. This synthesis reveals a number of ‘burning issues’, including the need to: (a) Improve understanding about the nature of hazards; (b) Prioritise risk avoidance (reduction) measures; (c) Provide national guidance for communities exposed to repeat events and address the relocation issue and (d) Mainstream climate change adaptation. Each ‘burning issue’ is discussed, and priority actions are recommended to realise the potential of land-use planning to reduce natural hazard risks and build community resilience in New Zealand. Ultimately, the challenge is to develop a cooperative hazards governance approach that is founded on coordinated policies, laws and institutions, cooperative professional practice and collaborative communities.  相似文献

This paper examines the local politics through which the reconstitution of rural localities under globalization is advanced and contested, with particular reference to the impact of international amenity migration. It contends that as globalization proceeds not by domination but by hybridization and negotiation, local politics is critical as the sphere in which the outcomes of globalization processes are interpreted and contested. The paper examines the case study of Queenstown Lakes district in South Island, New Zealand, as a locality that has experienced significant transformation through engagement with globalization processes. These include high levels of international amenity in-migration, substantial overseas investment in property, commerce and construction projects, and an increasing volume of international tourists. Collectively, these processes have contributed to rapid population growth and intensive pressure for the development of rural land in the area. As detailed in the paper, land use planning became the dominant issue in local politics, with conflict between groups informed by ‘boosterist’ and ‘environmentalist’ stand-points, as well as the ‘aspirational ruralism’ of amenity in-migrants. Although locally-grounded, the conflict engaged trans-local actors and networks and transgressed space and scale, thus becoming itself an expression of globalization.  相似文献

Poverty trends in Ghana show a decline over the last two decades. However, the period also shows evidence of the intensification of vulnerability and exclusion among some groups, including women. Among several variables accounting for women’s vulnerability to poverty are gender inequalities, which it is argued, undermines development and the prospects for improving standards of living. Therefore it has been suggested that policies, which aim at reducing poverty and promoting sustainable development must integrate gender equality, equity and women’s empowerment in its goals. Despite these, the interconnections between a reduction in gender inequality and a reduction in poverty are complex. The paper explores the gender dimensions of poverty in Ghana, and how gender inequalities are manifested and implicated in the reproduction of poverty. It also assesses the extent to which these have been taken into account in poverty reduction strategies and policies to enhance the situation of women. It concludes that if strategies to engender poverty reduction programmes are to be sustainable it is important to recognize unequal gender relations and the structures of power that women confront at all levels in Ghana and how these increase women’s vulnerability to poverty.  相似文献

Climate change will have a progressively increasing impact on environmental degradation and environmentally dependent socio-economic systems with potential to cause substantial population displacement. The key concerns in Less Developed Countries (LDCs) will include serious threats to food security and health, considerable economic decline, inundation of coastal areas, and degradation of land and fresh water resources (Reuveny in Polit Geogr, 2007). The relationship between environmental change and potential humanitarian crises has been captured by: McGregor (Geography and refugees: patterns and processes of change, Belhaven Press, London, pp 159–70, 1993), Kibreab (Environment and Population Change, International Union for the Scientific Study of Population, Liège, 1994), Kibreab (Disasters 21(1):20–38, 1997), Myers (Bioscience 43:752–761, 1993), Myers and Kent (Environmental exodus: an emergent crisis in the global arena, Climate Institute, Washington, DC, 1995), Black (New Issues in Refugee Research, Working Paper no. 34, 2001), Lee (Environmental matters: conflict, refugees and international relations, World Human Development Institute Press, Seoul and Tokyo, 2001), Castles (Environmental Change and Induced Migration: Making Sense of the Debate Working Paper No. 70, 2002), Christian Aid (Human tide: the real migration crisis, Christian Aid, London, 2007), and Massey et al. (, 2007). However, we know little about the interplay between environmental change and stresses on ecological systems, resulting socio-economic vulnerability and potential outcomes in terms of population displacement or induced migration. So far these relationships are poorly conceptualized, lack systematic investigation, and are reduced to simplistic causal explanations. This leads to misleading conclusions that deny the complex multivariate processes—environmental, political, social, and economic— which are the root causes of environmentally induced migration and/or conflict. When people are faced with severe environmental degradation they have one of three options: (1) stay and adapt to mitigate the effects; (2) stay, do nothing and accept a lower quality of life; or (3) leave the affected area. The process of movement and migration is usually subject to a complex set of push and pull forces, where push forces relate to the source area while pull factors relate to the destination. These forces are in constant flux, as much as environmental change, and interact with socio-economic and political conditions including state or government decision making powers, which can tip the balance at any point by either denying movement or the right to settle elsewhere. The paper focuses on how environmental change and environmental hazards contribute to the migration by exploring the mechanisms through which vulnerability and migration are linked—via livelihoods, relocation policies, and other factors. The paper begins by outlining important definitions of what is environmentally induced migration. The paper also considers the question of whether migration is a process that reduces or increases vulnerability. The paper draws on multidisciplinary literature including ecology, environment, and climate change; sociology of migration; anthropology of displacement; and economics; but also on preliminary from various case studies in Egypt, Vietnam, and Mozambique.  相似文献

Phase relations have been determined at 20 kbar and primarily under suprasolidus conditions in the Fe−Ti-free F-bearing K-richterite—phlogopite and K-richterite—apatite systems in order to assess the partitioning of F among phlogopite, K-richterite, apatite, and melt under upper-mantle conditions. Both systems are pseudoternary because they contain forsterite, enstatite and a diopside-rich clinopyroxene from the breakdown of the mica and K-richterite. The F-bearing K-richterite systems have lower minimum melting temperatures than the F-bearing phlogopite —apatite system at the same pressure. However in the systems studied, F in phlogopite appears the most effective component in altering minimum liquid compositions whereas comparison between the present study and previous systems suggests that the presence of P2O5 during melting may result in more K-enriched melts. Variations in the compositions of the F-bearing phases are primarily controlled by the bulk compositions of the end-member minerals and by temperature, although buffering by non-F bearing minerals (e.g. clinopyroxene) may be effective. Distribution coefficients (as wt% ratios) between F-bearing minerals and coexisting liquids have been determined as functions of bulk composition and temperature for products of experiments. Distribution coefficients between K-richterite—liquid, apatite—liquid, and phlogopite—liquid are ≥1 to slightly <1 for most bulk compositions, indicating thatF is generally a compatible element. This conclusion is in agreement with the sequence ofF distribution for similar phases in ultrapotassic rocks. These results preclude F-bearing mineral reservoirs in the mantle, at depths corresponding to 20 kbar, being capable of producing F-enrichment in ultrapotassic magmas, or being effective in redox melting processes.
