A class of geosocial software applications has begun to emerge that integrates location and social networking. These applications enable public participation in the production of datasets that reveal patterns of individual perception, interaction, and experience in space. Geosocial data consist of point locations that have been created and tagged by participants with short statements about their perceptions and/or experiences. Increasingly, these data are streamed via map interface by ‘meta-geosocial’ aggregation services and are freely available to the public. In this article I suggest that as geosocial applications become more popular, the composite sketches of place that result from them will constitute increasingly accurate representations of the local collective socio-spatial imaginary. Using data collected from one of the more popular geosocial media services, I explore the proposition that collective digital imaginaries have the potential to emerge from geosocial data. And drawing on the literature of the imaginary, I argue that geosocial-based imaginaries do not simply reflect socio-spatial practice, but also inform and influence the ways that we perceive, experience and interact in space.  相似文献

This paper examines the nature of environmental action in and around the home. Given the rise of local sustainable development and the emphasis placed on individual actions for sustainability, the paper examines the role of citizens in adopting sustainable lifestyles, incorporating a range of behavioural responses from energy saving and water conservation, to waste recycling and green consumption. Focussing on the debate in geography concerning the engagement of the public in environmental action, the paper argues that despite the assertions of those who advocate a deliberative approach to engagement (see [Owens, S., 2000. Engaging the public: information and deliberation in environmental policy. Environment and Planning A 32, 1141–1148]), an approach based on a social–psychological understanding of behaviour can have significant benefits. Such an approach is being developed by geographers in a range of settings and in this paper these developments are situated within the context of existing research that has identified environmental ‘activists’ in terms of their values, attitudes and demographic composition. The paper aims to examine environmental behaviour in relation to two key issues: (1) the way in which environmental action is framed in everyday practices (such as consumption behaviour) and (2) how these practices are reflected amongst different segments of the population to form lifestyle groups. The paper provides new insights for examining sustainable lifestyles that further our appreciation of how actions to help the environment are lived in everyday practices and framed by different lifestyle groups. Accordingly, the paper offers both academics and policy makers new insights into the potential use of focussing on lifestyle groups as a means for changing behaviour.  相似文献

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.  相似文献

Using a new approach to classifying migrant group concentrations, we test for evidence of the effects of globalisation, associated by some with ‘protopostmodernity’, on two Australian cities. Sydney is characterised as an emergent world city and a focus of ‘new economy’ activities. Melbourne is associated with ‘old economy’ activities, dominated by manufacturing. In the Australian context, the onset of globalisation also coincided with significant changes to immigration policy: the end of a ‘white Australia’ policy in the early 1970s in favour of a skills-based policy, regardless of race or ethnicity. We argue that the evidence of the spatial behaviour of ethnic groups for these two cities highlights the essential continuity of ethnic segregation and spatial assimilation processes in two cities where segregation levels and experience are fundamentally different from many overseas examples. We further argue for a need to recognise that context, and the ethnic experience, are everywhere different, both intra- and internationally.  相似文献

Environmental planning is an arena of policy making in which formal public deliberation is among the most extensive. At the same time, environmental disputes can also be among the most resistant to resolution, often becoming entangled in issues that some describe as “intangible”. The discourse is largely structured by regulatory frameworks, such as environmental impact assessment laws and procedures, which focus primarily on operational rights (what one can or cannot do where and when) and tangible impacts on the physical or natural environment. A comparative case study of mariculture in Hawai‘i reveals that a large measure of public concerns focused on collective choice rights (who has a right to make which decisions on behalf of whom) and the more intangible impacts to the social or cultural environment. These concerns are often nested in a historic context that has implications for the social processes that they create. The findings from this study imply a need for more structured or systematic ways to deliberate issues of collective choice rights alongside operational rights within the larger process of environmental planning.  相似文献

Natural resource investment in the mining sector is often mediated through conflicts over rent distribution between corporate capital and landowner states. Recent rounds of neoliberal policy promoted by the World Bank have highlighted the need for landowner states to offer incentives in order to attract “high risk” capital investment. In Sub-Saharan Africa, in particular, countries have been pushed to offer attractive fiscal terms to capital, thereby lowering the proportion traditionally called rent. This paper examines how the concept of “risk” has been mobilized to legitimate such skewed distributional arrangements. While certain conceptions of social and ecological “risk” have been prevalent in political and social theoretic discourse on mining, such focus elides the overwhelming contemporary power of our notion of “neoliberal risk” – or the financial/market risks – in actually setting the distributional terms of mineral investment. We illustrate our argument by examining the nexus of World Bank mining policy promotion and Tanzanian policy in the late 1990s meant to attract foreign direct investment in gold production. In closing, we suggest that just as “risk” is used to legitimate attractive fiscal terms for investment, recent events highlight how skewed distribution of benefits may set into motion risks that corporate capital had not bargained for.  相似文献

Mapping of land resources and environmental geology was initiated in Texas toward better communication of geology to the public policy sector. Relevant mapping parameters have included terrain, substrate, active processes, economic resources, and hydrology as well as physical, chemical, and biologic properties. Land resources maps and reports have been prepared for public agencies and published for technical and nontechnical readers; sales of these articles are one indicator of public policy transfer. Single lectures or participation in symposia and colloquia for scientific societies have been valuable only for peer review or as a means to sharpen communicative skills. The most successful mechanisms of public policy transfer have been (1) in-state workshops and short courses for elected officials, Governmental employees, and interested citizens; (2) legislative testimonies; (3) active participation on interagency committees; (4) reviews and comments on planning statements; and (5) a temporary loan of personnel to another agency. Areas where these methods successfully have impacted public policy are reflected in the present quality of Section 208, Section 701, and coastal zone management planning; applications for surface-mining permits; and environmental impact statement records in Texas. This paper critically reviews the current status of public participation in Canada. Postulating that public participation implies an open, democratic form of planning and policy making, the paper examines factors which have influenced the attainment of meaningful public input in practice. Public participation in Canada has evolved greatly in the past 15 years but several key issues remain unresolved: provisions for participation remain, in large part, discretionary; procedures for the funding of intervenors require further development; and the emphasis in many jurisdictions remains upon the operational level involvement of the lay public, with a public hearing as the final arbiter of public opinion. More attention to the formal evaluation of participatory exercises is essential to the resolution of these concerns. In particular, more attention should be given to the context within which participation occurs. Moreover, greater consideration should be given to public involvement at the normative and strategic levels of planning. The paper concludes by briefly exploring the implications for practice that the concept of ‘normative participation’ might have in Canada.  相似文献

In the context of American geography's distinguished record in area studies around the world, East Central Europe stands out as a region that has attracted particular scrutiny over the time-span of activity by the Association of American Geographers. While the work done prior to 1918 was inevitably cast in an imperial framework with some hints of environmental determinism, the subsequent emergence of a new Europe — along with more explicitly humanistic perspectives in a discipline that was continuing to grow rapidly — led to a surge in field activity which was maintained through the communist years despite the formidable restrictions of the early post-war years. While there is a great diversity in the contributions made it is evident that there has been a continuing preoccupation with political power and the region's geopolitical significance evaluated in the context of changing great power relations. Also the big questions of economic and social geography — resources, culture and planning systems — have been examined; while a number of geographers have dedicated significant proportions of their total career activity to in-depth primary research on their chosen specialisms.  相似文献

The Intergovernmental Panel on Climate Change – comprised of top climate scientists from around the globe – has reached consensus that human activities have contributed significantly to global climate change. However, over time, the United States has refused to join concerted international efforts – such as the Kyoto Protocol – to curb human activities contributing to climate change. US newspaper and television media constitute key influences among a set of complex dynamics shaping information dissemination in this politicized environment. Mass-media coverage of climate change is not simply a random amalgam of newspaper articles and television segments; rather, it is a social relationship between scientists, policy actors and the public that is mediated by such news packages. This paper demonstrates that consistent adherence to interacting journalistic norms has contributed to impediments in the coverage of anthropogenic climate change science. Through analysis of US newspaper and television coverage of human contributions to climate change from 1988 through 2004, this paper finds that adherence to first-order journalistic norms – personalization, dramatization, and novelty – significantly influence the employment of second-order norms – authority-order and balance – and that this has led to informationally deficient mass-media coverage of this crucial issue. By critically scrutinizing US print and television media as a ‘public arena,’ we improve understanding of how journalistic activities have shaped interactions at the interface with climate science, policy and the public.  相似文献

Los Angeles is often described as the epitome of urban fragmentation, a notion which in this context is frequently connected to, or even conflated with urban sprawl. At the same time, the city features integrated water and power networks which have been under public ownership for over 70 years. We thus have an apparent paradox in the context of the debate on ‘splintering urbanism’, between socio-spatial fragmentation and the integration of networks. In discussing the idea that deregulation of infrastructural networks exacerbates urban fragmentation, the authors use the case of Los Angeles in order to highlight the central role of private interests in management decisions concerning infrastructure networks. The authors carry out their analysis in an historical perspective, revealing that network integration and universal access can often serve private interests more than the public good. Urban fragmentation in Los Angeles, they conclude, is the result of a complex process of instrumentalisation of network development and management.  相似文献

Gypsy Travellers have a long history of marginalisation in Scotland, but their mobility remains an issue of particular contention. Drawing upon a series of interviews with Gypsy Travellers in the North-East of Scotland, this paper uncovers how power and politics permeate discourses on movement to legitimise the spatial ordering of this traditionally nomadic group. The paper begins by exploring the more hidden and subtle aspects of mobility, such as the emotional and imaginative ties to travel. It then shifts to document how Gypsy Travellers’ geographies have been compromised by discriminatory policies and practices, which demonstrate a misunderstanding of the heterogeneity of their mobility. Consequently, increasingly punitive policies have pushed many Gypsy Travellers to abandon their travelling ways to move into “fixed” housing, while others have been forced into states of perpetual motion. The overall goal of the paper is to unravel the discursive constructions of movement in the context of institutionalised power and to document the spatial ordering of Gypsy Travellers’ lives, whose marginality has been legitimised by laws, ideologically sustained and reproduced in policy documents.  相似文献

Migration is frequently portrayed as a negative force in its relationship with economic and social development. This negative perception is exhibited through describing population movements as either ‘forced’ (e.g. political and environmental refugees) or ‘voluntary’ movements (e.g. economic and uninhibited relocation). This paper examines the limitations of this conceptual dualism. It points out that the dualistic approach, widely used in the context of developing countries, simplifies a highly complex phenomenon by ignoring its essential heterogeneity and spatial and temporal dynamics. As such, it is limited in explaining and understanding the globally diversified, historically and politically contextualised situations. Focusing on the migratory experiences of contemporary Vietnam, the study identifies major patterns and trends of population mobility in the country in the past fifty years. It shows that despite the state’s continued attempts to reshape the spatial distribution of population over recent historical periods, the policy outcomes with respect to population mobility have been swayed as much by individuals and their families in pursuit of their own aspirations and livelihoods as by state plans. The Vietnam case has provided evidence of a much more complicated relationship between migration and livelihoods than the conceptual dichotomy assumes, and the opportunity for a richer set of policy options. We argue that the evidence from Vietnam, and elsewhere, warrants an integrated approach to studying migration, combining analysis at the macro- and micro-levels with the nexus lying at the critical decision-making point of the individual or household.  相似文献

Man does not only extract material from the Earth but increasingly uses the underground for storage and disposal purposes. One of the materials that might be disposed of this way is high-level nuclear waste. The development of safe disposal procedures, the choice of suitable host rocks, and the design of underground facilities have taken much time and money, but commissions in several countries have presented reports showing that — and how — safe geological disposal will be possible in such a way that definite isolation from the biosphere is achieved. Political views have changed in the past few years, however, and there is a strong tendency now to require that the high-level waste disposed of will be retrievable. Considering the underlying arguments for isolation from the biosphere, and also considering waste policy in general, this provides an irrational context. The development of new procedures and the design of new disposal facilities that allow retrieval will take much time again. A consequence may be that the high-active, heat-generating nuclear waste will be stored temporarily for a much longer time than objectively desirable. The delay in disposal and the counterproductive requirement of retrievability are partly due to the fact that earth-science organisations have failed to communicate in the way they should, possibly fearing public (and financial) reactions if taking a position that is (was?) considered as politically incorrect. Such an attitude should not be maintained in modern society, which has the right to be informed reliably by the scientific community.  相似文献

Voluntary associations are at the heart of Swedish rural policy and strategies for governance as partners in bringing about ‘development from below.’ Examining the implications of this new responsibility being placed on the civil society in new modes of multilevel governance, I ask: do these changes presage greater political space for individuals vis à vis the state or is Swedish rural policy premised on ideas about an institutional context that might be disappearing? In comparative research in rural Sweden, I discuss state and civil-society relations at the macro level in light of the gendered micro-politics of associational life on the ground. Through ethnographic research with people involved in development work of different kinds, I examine how ideas about community associations are used to mobilize rural policy. I analyze its’ political implications and argue for the importance of analyzing macro in relation to the micropolitics on the ground for a better theoretical understanding of democracy and power in rural governance, in particular its gendered implications. I argue that past collaborative relations between the civil society and the state’s administrative apparatuses as well as the current focus of rural policy have enabled the state to hand over service functions to the civil society and diluted their ‘voice,’ incongrously endangering the institutional basis of rural policy itself. Further, attention to the gendered micropolitics of associational life makes apparent cleavages within civil society and its underlying relations of gender and power that challenge current conceptualizations on the neoliberalization of rural policy.  相似文献

This article sketches the process of democratization in Thailand, focusing on shifting relations between civil society and state actors. Environmental discourse and conflicts about natural resources, specifically forests, during the last two decades, have been one of the main fields of social controversy and change. In the context of these controversies, civil society actors, in resistance to and alliance with state agencies, drove forward democratization by intruding into power domains of the state. State agents, increasingly forced to justify their actions according to democratic norms in the expanding space of public debate, had to search for allies and majorities within civil society. The successful establishment of public debate as an integral part of political decision making, on the one hand, resulted in a diversification of civil society, on the other hand, forced powerful segments of society to organize and defend their interests within the new public political space. Strategies of exclusion, referring to nationalism and ethnicism, have become an important instrument to secure positions and power, threatened in the process of democratization and emancipation of discriminated social groups.  相似文献
