Since the start of the pandemic, some U.S. communities have faced record storms, fires, and floods. Communities have confronted the increased challenge of curbing the spread of COVID-19 amid evacuation orders and short-term displacement that result from hazards. This raises the question of whether disasters, evacuations, and displacements have resulted in above-average infection rates during the COVID-19 pandemic. This study investigates the relationship between disaster intensity, sheltering-in-place, evacuation-related mobility, and contagion following Hurricane Zeta in Southeastern Louisiana and The Wildfires in Napa and Sonoma Counties, California, known as the Glass Fire. We draw on data from the county subdivision level and mapped and aggregated tallies of Facebook user movement from the Facebook Data for Good program’s GeoInsights Portal. We test the effects of disasters, evacuation, and shelter-in-place behaviors on COVID-19 spread using panel data models, matched panel models, and synthetic control experiments. Our findings suggest associations between disaster intensity and higher rates of COVID-19 cases. We also find that while sheltering-in-place led to decreases in the spread of COVID-19, evacuation-related mobility did not result in our hypothesized surge of cases immediately after the disasters. The findings from this study aim to inform policymakers and scholars about how to better respond to disasters during multi-crisis events, such as offering hotel accommodations to evacuees instead of mass shelters and updating intake and accommodation procedures at shelters, such as administration temperature screenings, offering hand sanitizing stations, and providing isolated areas for ill evacuees.  相似文献

Through study of observations and coupled climate simulations, it is argued that the mean position of the Inter-Tropical Convergence Zone (ITCZ) north of the equator is a consequence of a northwards heat transport across the equator by ocean circulation. Observations suggest that the hemispheric net radiative forcing of climate at the top of the atmosphere is almost perfectly symmetric about the equator, and so the total (atmosphere plus ocean) heat transport across the equator is small (order 0.2 PW northwards). Due to the Atlantic ocean’s meridional overturning circulation, however, the ocean carries significantly more heat northwards across the equator (order 0.4 PW) than does the coupled system. There are two primary consequences. First, atmospheric heat transport is southwards across the equator to compensate (0.2 PW southwards), resulting in the ITCZ being displaced north of the equator. Second, the atmosphere, and indeed the ocean, is slightly warmer (by perhaps 2 °C) in the northern hemisphere than in the southern hemisphere. This leads to the northern hemisphere emitting slightly more outgoing longwave radiation than the southern hemisphere by virtue of its relative warmth, supporting the small northward heat transport by the coupled system across the equator. To conclude, the coupled nature of the problem is illustrated through study of atmosphere–ocean–ice simulations in the idealized setting of an aquaplanet, resolving the key processes at work.  相似文献

Decision-makers have confirmed the long term objective of preventing a temperature increase greater than 2 °C. This paper aims at appraising by means of a cost-benefit analysis whether decision makers’ commitment to meet the 2 °C objective is credible or not. Within the framework of a cost-benefit type integrated assessment model, we consider that the economy faces climate damages with a threshold at 2 °C. We run the model for a broad set of scenarios accounting for the diversity of “worldviews” in the climate debate. For a significant share of scenarios we observe that it is considered optimal to exceed the threshold. Among those “non-compliers” we discriminate ”involuntary non-compliers” who cannot avoid the exceedance due to physical constraint from ”deliberate compliers” for whom the exceedance results from a deliberate costs-benefit analysis. A second result is that the later mitigation efforts begin, the more difficult it becomes to prevent the exceedance. In particular, the number of ”deliberate non-compliers” dramatically increases if mitigation efforts do not start by 2020, and the influx of involuntary non-compliers become overwhelming f efforts are delayed to 2040. In light of these results we argue that the window of opportunity for reaching the 2 °C objective with a credible chance of success is rapidly closing during the present decade. Further delay in finding a climate agreement critically undermines the credibility of the objective.  相似文献

Proxy reconstructions suggest that peak global temperature during the past warm interval known as the Medieval Climate Anomaly (MCA, roughly 950–1250 AD) has been exceeded only during the most recent decades. To better understand the origin of this warm period, we use model simulations constrained by data assimilation establishing the spatial pattern of temperature changes that is most consistent with forcing estimates, model physics and the empirical information contained in paleoclimate proxy records. These numerical experiments demonstrate that the reconstructed spatial temperature pattern of the MCA can be explained by a simple thermodynamical response of the climate system to relatively weak changes in radiative forcing combined with a modification of the atmospheric circulation, displaying some similarities with the positive phase of the so-called Arctic Oscillation, and with northward shifts in the position of the Gulf Stream and Kuroshio currents. The mechanisms underlying the MCA are thus quite different from anthropogenic mechanisms responsible for modern global warming.  相似文献

We use an integrated assessment model of climate change to analyze how alternative decision-making criteria affect preferred investments into greenhouse gas mitigation, the distribution of outcomes, the robustness of the strategies, and the economic value of information. We define robustness as trading a small decrease in a strategy’s expected performance for a significant increase in a strategy’s performance in the worst cases. Specifically, we modify the Dynamic Integrated model of Climate and the Economy (DICE-07) to include a simple representation of a climate threshold response, parametric uncertainty, structural uncertainty, learning, and different decision-making criteria. Economic analyses of climate change strategies typically adopt the expected utility maximization (EUM) framework. We compare EUM with two decision criteria adopted from the finance literature, namely Limited Degree of Confidence (LDC) and Safety First (SF). Both criteria increase the relative weight of the performance under the worst-case scenarios compared to EUM. We show that the LDC and SF criteria provide a computationally feasible foundation for identifying greenhouse gas mitigation strategies that may prove more robust than those identified by the EUM criterion. More robust strategies show higher near-term investments in emissions abatement. Reducing uncertainty has a higher economic value of information for the LDC and SF decision criteria than for EUM.  相似文献

Although the spatial and temporal scales on which climate varies is a prominent aspect of climate research in the natural sciences, its treatment in the social sciences remains relatively underdeveloped. The result is limited understanding of the public's capacity to perceive climate variability as distinct from change, and uncertainty surrounding how and when to best communicate information on variability/change. Ignoring variability in favour of change-focused analyses and language risks significant misrepresentation of public perception and knowledge, and precludes detailed synthesis of data from the social and natural sciences. An example is presented based on a regional comparison of variability-dominated climate observations and change-focused survey data, collected in western Newfoundland (Canada). This region experiences pronounced, slow-varying natural variability, which acted to obscure broader climate trends through the 1980s and 1990s; since the late 1990s, the same variability has amplified apparent change. While survey results confirm residents perceive regional climate change, it is not clear whether respondents distinguish variability from change. This presents uncertainty in the best approach to climate science communication in this region, and raises concern that subsequent variability-driven transient cooling will erode public support for climate action. Parallels are drawn between these regional concerns and similar uncertainty surrounding treatment of variability in discussion of global temperature trends, highlighting variability perception as a significant gap in human dimensions of climate change research.  相似文献

The Madden–Julian oscillation (MJO) produced by a mesoscale model is investigated using standardized statistical diagnostics. Results show that upper- and lower-level zonal winds display the correct MJO structure, phase speed (8 m s?1) and space–time power spectrum. However, the simulated free atmosphere moisture, outgoing longwave radiation and precipitation do not exhibit any clear MJO signal. Yet, the boundary layer moisture, moist static energy and atmospheric instability, measured using a moist static energy instability index, have clear MJO signals. A significant finding is the ability of the model to simulate a realistic MJO phase speed in the winds without reproducing the MJO wind-convection coupling or a realistic propagation in the free atmosphere water vapor. This study suggests that the convergence of boundary layer moisture and the discharge and recharge of the moist static energy and atmospheric instability may be responsible for controlling the speed of propagation of the MJO circulation.  相似文献

Anthropogenic sources of methane emissions are thought to be nearly twice as high as emissions from natural sources. As the second most important anthropogenic greenhouse gas after carbon dioxide, methane ought to be addressed by policy makers when they consider reductions of national greenhouse-gas inventories. This article first comprehensively reviews source and sink estimates of methane by natural and anthropogenic sectors (wetlands, wet-paddy rice farming, livestock farming, biomass burning, landfills, coal mining, and venting of natural gas or natural-gas pipeline leaks), then proceeds to suggest where different mitigation strategies might be applied. The final section considers how the scenario of a warmer planet may affect the methane biogeochemical cycle.  相似文献

This mixed-methods study examines the case of 30 advisory committees across 25 municipalities in Miyagi and Iwate Prefectures in northeast Japan after the 3/11 triple disasters. Drawing on synthetic control experiments, social network analysis, and case studies, we test whether the design of these committees’ policies or the traits of these committee networks improved the recovery trajectories of municipalities. We find that communities highly connected to this network of advisory committees saw better economic recovery than expected, especially when researchers, hyper-connected individuals, or plans for community centers were involved, controlling for disaster damage, infrastructure quality, social vulnerability, governance capacity, emergency services, and social capital. Our results bring with them a number of concrete policy recommendations for disaster managers, local residents, and decision makers.  相似文献

The El Ni?o phenomenon is the Earth??s strongest climatic fluctuation on an interannual timescale and has a quasi-global impact, although originating in the tropical Pacific Ocean. A very strong El Ni?o is recognized to cause extreme dryness and wetness in different parts of the world. We show that all the eight well-documented influenza pandemics, starting from the first certain one documented in ad 1580, originated in China and in Russia, a few years after the occurrence of a very strong or after a prolonged strong/moderate El Ni?o event. At present, the next El Ni?o will probably occur at the beginning of 2013 (Mazzarella et al. Theor Appl Climatol 100:23?C27, 2010), and this forecast may suggest to be well prepared to take appropriate precautionary epidemiological measures.  相似文献

Can near-term public support of renewable energy technologies contain the increase of mitigation costs due to delays of implementing emission caps at the global level? To answer this question we design a set of first and second best scenarios to analyze the impact of early deployment of renewable energy technologies on welfare and emission timing to achieve atmospheric carbon stabilization by 2100. We use the global multiregional energy?Ceconomy?Cclimate hybrid model REMIND-R as a tool for this analysis. An important design feature of the policy scenarios is the timing of climate policy. Immediate climate policy contains the mitigation costs at less than 1% even if the CO2 concentration target is 410?ppm by 2100. Delayed climate policy increases the costs significantly because the absence of a strong carbon price signal continues the carbon intensive growth path. The additional costs can be decreased by early technology policies supporting renewable energy technologies because emissions grow less, alternative energy technologies are increased in capacity and their costs are reduced through learning by doing. The effects of early technology policy are different in scenarios with immediate carbon pricing. In the case of delayed climate policy, the emission path can be brought closer to the first-best solution, whereas in the case of immediate climate policy additional technology policy would lead to deviations from the optimal emission path. Hence, technology policy in the delayed climate policy case reduces costs, but in the case of immediate climate policy they increase. However, the near-term emission reductions are smaller in the case of delayed climate policies. At the regional level the effects on mitigation costs are heterogeneously distributed. For the USA and Europe early technology policy has a positive welfare effect for immediate and delayed climate policies. In contrast, India looses in both cases. China loses in the case of immediate climate policy, but profits in the delayed case. Early support of renewable energy technologies devalues the stock of emission allowances, and this effect is considerable for delayed climate policies. In combination with the initial allocation rule of contraction and convergence a relatively well-endowed country like India loses and potential importers like the EU gain from early renewable deployment.  相似文献

In response to substantial deforestation over many decades, large scale reforestation programs are being implemented across many tropical developing countries. Examples include the United Nations Billion Trees Campaign, the National Greening Program in the Philippines, and the 5 million ha reforestation program in Vietnam. However, while substantial investments are being made in reforestation, little information exists on the drivers influencing reforestation success and how these interact to determine environmental and socio-economic outcomes. In this study we surveyed 43 reforestation projects on Leyte Island, The Philippines to identify the drivers that most influence reforestation success as measured by key indicators drawn from the literature, including interactions between drivers and between drivers and indicators. We investigated 98 potential success drivers, including technical and biophysical factors; socio-economic factors; institutional, policy and management factors; and reforestation project characteristics. We also measured 12 success indicators, including forest establishment, forest growth, environmental and socio-economic success indicators. Stepwise multiple regressions were used to identify significant relationships among drivers and indicators and this analysis was used to develop a system of driver and indicator relationships. Based on this we found that revegetation method, funding source, education and awareness campaigns, the dependence of local people on forests, reforestation incentives, project objectives, forest protection mechanisms and the condition of road infrastructure were highly connected drivers that influenced multiple success indicators either directly or indirectly. We conclude that policies targeting revegetation methods, socioeconomic incentives, forest protection mechanisms, sustainable livelihoods, diversification of funding and partnerships, technical support, and infrastructure development are likely to have a broad systemic and beneficial effect on the success of reforestation programs in tropical developing countries.  相似文献

The impact of diurnal SST coupling and vertical oceanic resolution on the simulation of the Indian Summer Monsoon (ISM) and its relationships with El Ni?o-Southern Oscillation (ENSO) and Indian Ocean Dipole (IOD) events are studied through the analysis of four integrations of a high resolution Coupled General Circulation Model (CGCM), but with different configurations. The only differences between the four integrations are the frequency of coupling between the ocean and atmosphere for the Sea Surface Temperature (SST) parameter (2 vs. 24?h coupling) and/or the vertical oceanic resolution (31 vs. 301 levels) in the CGCM. Although the summer mean tropical climate is reasonably well captured with all the configurations of the CGCM and is not significantly modified by changing the frequency of SST coupling from once to twelve per day, the ISM–ENSO teleconnections are rather poorly simulated in the two simulations in which SST is exchanged only once per day, independently of the vertical oceanic resolution used in the CGCM. Surprisingly, when 2?h SST coupling is implemented in the CGCM, the ISM–ENSO teleconnection is better simulated, particularly, the complex lead-lag relationships between the two phenomena, in which a weak ISM occurs during the developing phase of an El Ni?o event in the Pacific, are closely resembling the observed ones. Evidence is presented to show that these improvements are related to changes in the characteristics of the model’s El Ni?o which has a more realistic evolution in its developing and decaying phases, a stronger amplitude and a shift to lower frequencies when a 2-hourly SST coupling strategy is implemented without any significant changes in the basic state of the CGCM. As a consequence of these improvements in ENSO variability, the lead relationships between Indo-Pacific SSTs and ISM rainfall resemble the observed patterns more closely, the ISM–ENSO teleconnection is strengthened during boreal summer and ISM rainfall power spectrum is in better agreement with observations. On the other hand, the ISM–IOD teleconnection is sensitive to both SST coupling frequency and the vertical oceanic resolution, but increasing the vertical oceanic resolution is degrading the ISM–IOD teleconnection in the CGCM. These results highlight the need of a proper assessment of both temporal scale interactions and coupling strategies in order to improve current CGCMs. These results, which must be confirmed with other CGCMs, have also important implications for dynamical seasonal prediction systems or climate change projections of the monsoon.  相似文献

ABSTRACT

Conflicts over natural resources are likely to escalate under changing socio-economic contexts and climate change. This paper tests the effectiveness of what we term Adaptive Learning and Deliberation (ALD) in understanding and addressing conflicts over the local management of forests and water, drawing on experimental work in Nepal. Based on a three-year action research project, the paper offers policy and practical insights on how complex and protracted conflicts can be addressed through the researcher-facilitated enquiry and deliberative processes that form the core of the ALD approach. The conflicts included in the study are a result of diverse environmental, political and economic factors. We analyze experimental practices in two sites, where our research team facilitated the ALD process, gathering evidence in relation to conflicting institutional issues, all of which was then fed into researcher-mediated and evidence-informed deliberations on conflict management. The analysis shows that the ALD process was helpful in rearranging local institutions to accommodate the interests of the conflicting groups and, to some extent, to challenge some of the underlying exclusionary provisions of forest and water institutions in Nepalese society. We also identify three key limitations of this approach – transaction costs, the need for strong research and facilitative capacity within the research team, and researchers’ engagement with the conflicting stakeholders.

Resent research has identified the existence of social networks as a common and important denominator in cases where different stakeholders have come together to effectively deal with natural resource problems and dilemmas. It has even been shown that social networks can be more important than the existence of formal institutions for effective enforcement and compliance with environmental regulations. However, all social networks are not created equal. On the contrary, the structural pattern of relations (i.e. the topology) of a social network can have significant impact on how actors actually behave. This clearly has implications for actors’ abilities to manage environmental challenges. This review aims to add more precision to initial insights and pending hypotheses about the positive impacts of social networks on governance processes and outcomes, by reviewing and synthesizing empirically based literature explicitly studying structural characteristics of social networks in natural resource governance settings. It is shown that significant differences in governance processes and outcomes can be expected among networks experiencing structural differences in terms of density of relations, degree of cohesiveness, subgroup interconnectivity, and degree of network centralization. Furthermore, the review shows that none of these structural characteristics present a monotonically increasing positive effect on processes of importance for resource governance, and that favoring one characteristic likely occurs at the expense of another. Thus, assessing the most favorable level and mix of different network characteristics, where most of the positive governance effects are obtained while undesired effects are minimized, presents a key research and governance challenge.  相似文献

The Nationally Determined Contributions (NDCs) submitted under the Paris Agreement propose a country’s contribution to global mitigation efforts and domestic adaptation initiatives. This paper provides a systematic analysis of NDCs submitted by South Asian nations, in order to assess how far their commitments might deliver meaningful contributions to the global 2°C target and to sustainable broad-based adaptation benefits. Though agriculture-related emissions are prominent in emission profiles of South Asian countries, their emission reduction commitments are less likely to include agriculture, partly because of a concern over food security. We find that income-enhancing mitigation technologies that do not jeopardize food security may significantly augment the region’s mitigation potential. In the case of adaptation, analysis shows that the greatest effort will be directed towards protecting the cornerstones of the ‘green revolution’ for ensuring food security. Development of efficient and climate-resilient agricultural value chains and integrated farming bodies will be important to ensuring adaptation investment. Potentially useful models of landscape level climate resilience actions and ecosystem-based adaptation are also presented, along with estimates of the aggregate costs of agricultural adaptation. Countries in the region propose different mixes of domestic and foreign, and public and private, adaptation finance to meet the substantial gaps.

  • Though substantial potential for mitigation of agricultural emissions exists in South Asia, governments in the region do not commit to agricultural emissions reductions in their NDCs.

An increasing number of publications focus on social vulnerability, resilience, and adaptation (SVRA) towards natural hazards and climate change. Despite this proliferation of research, a systematic understanding of how these studies are theoretically grounded is lacking. Here, we systematically reviewed 4432 articles that address SVRA in various disciplinary fields (e.g. psychology, sociology, geography, mathematics) for various hazards, including floods, droughts, landslides, storm surges, wildfires, tsunamis, earthquakes, and volcano eruptions. We focus on the extent to which these studies explicate the frameworks, theoretical constructs or theories they rely on. Surprisingly, we found that about 90% of the reviewed studies do not explicitly refer to a theoretical underpinning. Overall, theories focusing on individuals’ SVRA were more frequently used than those focusing on systems, society, groups, and networks. Moreover, the uptake of theories varied according to the hazard investigated and field of knowledge, being more frequent in wildfire and flood studies and articles published in social science journals. Based on our analysis, we propose a reflexive handling of theories to foster more transparent, comparable, and robust empirical research on SVRA.  相似文献
