环渤海地区耕地利用态势及保护开发途径   总被引:8,自引:4,他引:8  
根据环渤海地区 2 0世纪 80年代以来的农村社会经济统计资料、土地概查、土地详查分析和实地调查研究 ,分析了环渤海地区人口增长、城市化、工矿交通产业发展和生态环境建设等对耕地占用和耕地质量有待提高的态势 ;提出了严格土地用途管制、基本农田保护、重点区域耕地保护和中低产田改造等耕地保护措施 ;探讨了土地整理、土地复垦、土地开发的增地潜力与途径。  相似文献

城市边缘带是土地利用矛盾最尖锐的、耕地流失主要的发生区域。城市发展的需求、比较利益的驱动、地价的导向、现行土地政策的某些缺陷是农地非农流转的主要动因。本文提出建立“基本农田保护补偿基金”,让基本农田保护的“非市场”生态服务功能和社会保障功能得到经济上补偿,是一项控制城市边缘带农地非农流转和保护耕地的根本性战略措施。  相似文献

实行耕地休耕是我国近年对耕地保护和耕地利用转型的重大国家战略,而农户对休耕地进行管护是保证耕地休耕生态效应的重要前提。研究选取河北省邢台市2个乡镇12个村为分析样本,建立农户特征、家庭特征、认知意识、耕地利用状况等影响因素集合,利用结构方程模型对农户参与休耕地管护的意愿及行为选择进行分析。结果表明:(1) 有无经济补偿对农户休耕管护意愿影响较大。(2) 影响农户对休耕地管护的意愿和行为的潜在变量不尽相同,但认知意识对两者均起较大作用。(3) 党员身份、村干部身份、家庭总人数、农户心中的耕地保护责任人、对休耕政策的满意程度、对休耕地管护技术的了解程度、耕地面积、粮食种植比例等指标变量对休耕地管护意愿及行为产生正向影响;农户年龄、非农就业劳动力数量、家庭收入、耕地破碎度等指标变量对休耕地管护意愿及行为产生负向影响。研究结果为进一步扩大和推进耕地休耕制度落地实施提供参考:建议拓宽政策宣传渠道,完善休耕地管护的补偿方式;加强管护技术培训,激发农民对休耕地管护的热情;提高其管护的能力,保障耕地休耕的效果。  相似文献

武汉居民参与耕地保护的认知及响应意愿   总被引:4,自引:0,他引:4  
对武汉市480户居民家庭进行随机抽样调查,分析社会公众对耕地外部效益、保护目的、保护工作存在问题、耕地减少对家庭生活的影响预期等方面的认知程度,了解居民自愿参与耕地保护的支付意愿,并运用CVM对武汉市耕地资源的非市场价值进行评估.调查及研究表明,随着耕地保护意识的增强,武汉居民已经意识到耕地资源非市场价值的存在,受访居民中对耕地保护有支付意愿的家庭有394户,占样本的83.65%;从居民参与耕地保护的支付意愿出发,居民每年保护耕地的支付意愿价值为9.67亿元,折合单位hm2耕地的非市场价值为59171元;全市现有耕地面积36.16万hm2,非市场价值约合213.98亿元,是资源价值构成中无法忽略的重要组成部分.  相似文献

在对耕地保护经济补偿机制内涵界定的基础上,提出了"农业保险+社会保障+实物技术货币一体化的区内经济补偿机制"和"基于上级政府调控和财政转移支付的耕地保护区际经济补偿协商机制",并对区内和区际经济补偿方式、运行机理进行了分析.同时,在对耕地保护经济补偿效应概念、类型界定的基础上,结合农户问卷调查,对耕地保护经济补偿效应进行了系统分析.研究表明:(1)耕地利用生态社会效益的外部性是耕地非农化的根本原因,而构建耕地保护的经济补偿机制则是抑制耕地非农化的根本途径.(2)耕地保护的经济补偿体系由区内经济补偿和区际经济补偿共同组成,耕地保护经济补偿方式、补偿标准是影响其补偿效应的重要因素.  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献

This review aims to distill and synthesize the existing information on the use of models to describe and predict the distribution and movement of metals in lacustrine sediments. As such it examines the causes of metal diagenesis, the origin and form of the equations that govern these phenomena, and the predictability or measurability of the parameters that appear in the models. The paper concludes by highlighting some seminal results from modelling studies, including the determination of the factors controlling the formation of surficial Mn-Fe-enriched zone or layers, the substantial contribution possible from metal reduction to organic matter regeneration, the calculation of mixing-corrected metal input histories to lakes, and the prediction of growth rates and morphologies for both deep-sea and lacustrine ferromanganese nodules.  相似文献
