This paper provides insights into the dynamic linkages between the ongoing construction of houses for people displaced by war and disaster, conceptions of homemaking and processes of recovery and reconstruction in the post‐tsunami context in Sri Lanka. In so doing, it also uncovers the dilemmas and ambiguities that are embedded in the recovery process. A case from Eastern Province, Sri Lanka illustrates how recovery works in local areas are driven by various stakeholders from outside, whose negotiations and power, voices and preferences, both independently and collectively, define the scope for homemaking processes. Our findings recommend that debates of ‘building back better’ following such disasters should embody an understanding of houses as political, cultural, social and economic constructs, and be cognizant of the wider processes of homemaking.  相似文献

Since its emergence as a research field in the 1980s, political ecology has provided a useful tool to explicate violent environments, notably as hallmarks of natural resource‐dependent economies. Practitioners regularly address what might be called ‘charismatic’ natural resources such as oil and other precious minerals to describe contestation over access and control of natural resources. Yet, where this focus exists, the political ecology of less economically valuable or ‘noncharismatic’ resources is thereby obscured. Thus, Nigeria's dependency on oil production has generated much scholarly attention with its unstable political economy described as a rentier state. In contrast, this paper draws on extensive field experience and knowledge about the country to assess in a preliminary manner some of the dimensions and ramifications of a less well known second‐tier natural resource commodity that is gaining attention as part of a possible national economic diversification strategy. Using the case of bitumen, a viscous hydrocarbon mainly used in road surfacing and roofing work, I assess the trajectory of this relatively overlooked resource, thereby opening a window onto the political ecology of a noncharismatic resource. In contrast to the ubiquitous violence in the oil‐based Niger Delta, I suggest that bitumen political ecologies, while also provoking political conflict and debate, nonetheless seem to being marked by new power dynamics that might augur a less violence prone path in terms of Nigeria's political economy of natural resource production.  相似文献

This paper explores how the state and others involved in the ‘development enterprise’ in Timor‐Leste are (mis)recognizing the potential of the existing environmental governance and exchange capacities of local customary institutions and practices in relation to water supply and management. Examining the problematic of water supply in a particular place‐based instance – more specifically, the intermesh of the customary, state and market sectors – it ponders how customary institutions might be better supported to extend their range of political and economic credibility and contribute to a reconfiguration of dominant community managed water supply models. Drawing out the workings of a ‘diverse economy’ where a customary economy is enmeshed with, and to some extent undermining, a weak capitalist sector, the paper argues that a failure to address issues of resource ownership and control and to engage the strengths and import of local customary institutions will have serious ramifications for the successful implementation of national development objectives in post‐conflict Baucau city and elsewhere in Timor‐Leste. Instead, it argues for an enlivened development approach wherein locally socialized landscapes are recognized as credible political sites with which ‘development’ can engage and power relations can shift.  相似文献

How can the apparently growing frequency and cost of environmental hazards be explained? Drawing on a range of examples, and especially the Canterbury earthquakes, it is argued that the creation of knowledge about these events depends on the interplay of lived and historical experience with scientific awareness. But often the vulnerability of places to particular events is obscured by popular use of the terms ‘natural hazard’ or ‘natural disaster’, as if human behaviour is absolved from any responsibility. It is shown how such thinking often increases the extent of the hazard, so that although we do not cause earthquakes, floods and bushfires, we are implicated and complicit in the outcomes.  相似文献

This paper advances the theoretical argument for moving beyond the conventional/alternative divide in the analysis of emerging ‘alternative’ agri-food networks (AAFNs). In order to understand how ‘place’, ‘nature’ and ‘quality’-based food networks emerge and develop, we argue that careful attention needs to be paid to the way in which specific political-economic environments shape the options available to farmers and consumers. Australia's ‘competitive productivism’ is the outcome of an export-oriented economy and a neoliberal political orientation, and this environment affects the development of AAFNs in various ways. Most notably, a case study of farmers that sell at farmers' markets in the State of Victoria shows that the competitive-productivist policies pursued by Australian governments entice some farmers who participate in AAFNs to develop their ideas into higher output businesses tailored to compete in emerging export markets. Other farmers deliberately choose to keep marketing through alternative channels despite competitive-productivist pressures to expand. These findings demonstrate the centrality to the experience of AAFN participants of negotiating productivist pressures, adding nuances to the story of the complex relations between AAFNs and conventional supply chains.  相似文献

After the Indian Ocean tsunami of 2004 a number of academics published texts in attempts to make sense of the disaster. Frustrations and feelings of inability to do something useful to assist were expressed. The academic discussions arising from the disaster may be linked with more general discussions around conducting relevant and responsible research in the social sciences. This paper addresses the role of researchers in the aftermath of the tsunami disaster in Sri Lanka and explores how the debate following the tsunami can move on to refine researchers' roles in geography by way of participatory action research (PAR), a research strategy that has received limited attention in research on disasters. The paper begins by situating the debate in the spatial politics of humanitarian work and academic research. Then discussions that arose among geographers in the aftermath of the tsunami are presented and potentials for conducting responsible research by engaging with the field are introduced. In the final section, starting with the notion of responsible research, how PAR can potentially bring us forward in developing principles and tools for more responsible geographical research in the context of emergencies is discussed.  相似文献

Editors' Note: The following is the tenth in the Singapore Journal of Tropical Geography Lecture Series. It is based on the plenary presentation of 13 April at the AAG held in Seattle in 2011. In this essay I explore relational poverty analysis to take seriously the spatially varied intersections of political‐economic, social ordering and cultural‐political processes in shaping understandings of poverty. My work as part of the Middle Class Poverty Politics Research Group employs a relational comparative methodology to theorize where, when and under what circumstances those framed as ‘middle class’ act in opposition to or in solidarity with those named as ‘poor’. Our approach focuses on the exploitative effects of capital accumulation, processes of unequal sociospatial categorization and political and discursive systems that limit or exclude the poor. Our research focuses on places experiencing capitalist crisis because intense periods of restructuring highlight material and discursive struggles over poverty. We conclude by identifying a research agenda focused on the ways in which poverty politics are constituted by the nonpoor through place and in the articulation of places with processes of political economy, governance and cultural politics.  相似文献

Investigating survivors' behaviour prior to, during and after a disaster provides emergency management agencies with greater understanding of the complexities which influence public response. This information can then be used to develop better community-based disaster risk-reduction strategies. In this paper, we review three post-tsunami disaster case studies: the Indian Ocean tsunami (IOT) on 26 December 2004, the Java tsunami on 17 July 2006 and the South Pacific tsunami on 29 September 2009. The 2004 IOT and 2006 Java tsunami surveys involved delayed-response post-disaster research using video interviewing. The 2009 South Pacific tsunami entailed rapid-response post-disaster research using questionnaire interviews. We highlight the major outcomes of each case study and, based on these, make recommendations for improving tsunami education programs in Australia. These include educating the public about tsunami risk, natural warning signs of tsunamis and regionally specific behavioural response. To help facilitate improvements to future post-disaster research, discussion on survey-related issues from each case study is provided.  相似文献

ABSTRACT

Change has been at the heart of the livelihoods concept since its inception, allowing for a clear focus on how people perceive, respond to and experience risk. The ardent focus on ‘the local’ within livelihoods work, both in research and programmatic terms, has to some extent overshadowed attention on the role of wider-scale political economic and environmental processes in generating change and determining responses to change. Livelihoods in the Mekong Delta have never been ‘local’, having long been historically embedded in international, regional and national economic, political and environmental transformations. Drivers of change at these wider scales have intensified, complicating local responses to change, whether through economic, social or political means. A more nuanced appreciation of how scaled relations can be supported is required to better anticipate and respond to the political ecology of risk.  相似文献

Abstract: In this paper I examine the intentional act of transforming the colour of one's skin – sun‐tanning – by Pākehā at three New Zealand beaches: Papamoa, Mount Maunganui, and Takapuna. Recent debates about the construction of whiteness are outlined before discussing the historical significance of beaches and sun to New Zealand's leisure culture. This paper seeks to de‐naturalize whiteness through the disclosure of gendered leisure practices of tanning. Empirical material reveals that Pākehā, who actively seek brown skin, negotiate a number of racialized and gendered ‘truths’ as their sun‐tan transforms their bodies. I conclude by arguing that geographers need to be more attentive to the ways in which place constructs particular forms of gendered whiteness.  相似文献

ABSTRACT

Work Integration Social Enterprises (WISE) offer supported work environments for people experiencing disadvantage, including people with disability. This paper reflects on a research project that is mapping the ways in which social enterprises in regional Australian cities produce wellbeing for their employees. Through supported employment programs, these organisations are transforming individual lives, helping to build a sense of self-worth and purpose, and increase individuals’ social skills and capacities. Many of the perceived benefits are associated with a belief in the innate good of paid work. Based upon interviews with employees in the social enterprises, it is apparent that the hopes attached to providing ‘meaningful work’ are considerable. At the same time social enterprises are taking on social responsibilities that were once provided by the state, while also selling their services as employers of disabled and disadvantaged members of society and maintaining commercial viability of the enterprise. Using feminist political economy alongside discussion of the distributive economy, this paper explores how contemporary policy conditions, productivist biases and normative discourses about the value of wage work inflect the forms of wellbeing that can be experienced by WISE workers.  相似文献

将广州的音乐现场看作一个承载制造“噪音”的场所,以6个现场音乐酒吧为具体案例,通过定性分析的方法探讨音乐现场如何连结不同人和不同的地方,以及如何被建构成一个“动态”的空间和“越轨”的地方。研究结果表明:音乐现场作为一种动态的物质文化空间,由经营者、组织者、音乐人和乐迷通过社会实践共同建构而成,成为所有音乐演出参与者之间的关系及其与不同地理尺度之间关系的节点;音乐现场作为一个“越轨”的地方,将音乐现场的“局内人”和“局外人”区分。上述结论回应和丰富了现有音乐地理研究的内容和成果,并对中国超越“看的方式”进行文化地理研究提供了新的切入点。  相似文献

This paper examines the constitution of ‘sustainable management’ within the context of the New Zealand marine environment. Firstly this paper examines the difference between ‘sustainable ecosystems’ and ‘sustainable utilisation’. The distinction is important if we are to make sense of the different ways in which various stakeholders (fishers, fisheries companies, scientists, fisheries managers and environmental groups) use ‘sustainability’ in the management of New Zealand's marine environment. We then examine how contestation results in sustainable management becoming a governmentality. We propose that such contestation transforms stakeholders into subjects whose everyday practices and relationships are influenced by seemingly incommensurable understandings of the lexicon that surrounds sustainable management. We conclude try considering how the potential revelation of new unknowns may be needed in order for disparate stakeholders to forge a unified approach to New Zealand's marine management.  相似文献

Throughout the contemporary Pacific, relationships that indigeneity makes possible are emerging as celebrated resistance to post-colonial development anxieties. In the process, lived experience heightens the commitment to decolonize thinking, language and practice in teaching and research. Not only because these imperatives are highly personalized but also because they are gendered and heavy with generational trauma. These gendered dynamics circulate around popular culture and imaginaries of Pacific paradise but also problematically around the challenges of long-standing intolerances especially around gender and race. The paper asks how a gendered politics of positionality engages with emerging positionalities that uncritically allow for such intolerances. I touch on two ways in which colonial continuities of belittlement are often reinforced, but are also offering hopeful and careful decolonial scholarly futures. The first is the naming of the Pacific and the second is supervising women doctoral candidates from the Pacific. In this paper, the audacity of the ocean offers a metaphorical opportunity to carefully reconcile these tensions and provide trajectories for decolonial knowledge-making. However, it also offers a material way of understanding the on-going work with ‘tensions’ and disruptions in their ever present but changeable forms. Oceanic tropes and a feminist Oceanic audacity of embodied engagement in the Pacific offer dynamic and gendered intellectual agility which runs counter to the tropical imageries of languid indifference.

Modeling the geographic distribution of tourists at a tourist destination is crucial when it comes to enhancing the destination’s resilience to disasters and crises, as it enables the efficient allocation of limited resources to precise geographic locations. Seldom have existing studies explored the geographic distribution of tourists through understanding the mechanisms behind it. This article proposes to couple maximum entropy modeling with geotagged social media data to determine the geographic distribution of tourists in order to facilitate disaster and crisis management at tourist destinations. As one of the most popular tourist destinations in the United States, San Diego was chosen as the study area to demonstrate the proposed approach. We modeled the tourist geographic distribution in the study area by quantifying the relationship between the distribution and five environmental factors, including land use, land parcel, elevation, distance to the nearest major road and distance to the nearest transit stop. The geographic distribution’s dependency on and sensitivity to the environmental factors were uncovered. The model was subsequently applied to estimate the potential impacts of one simulated tsunami disaster and one simulated traffic breakdown due to crisis events such as a political protest or a fire hazard. As such, the effectiveness of the approach has been demonstrated with specific disaster and crisis scenarios.  相似文献

The spatial nature of learning is increasingly a focus of geographic inquiry. I argue that the spatiality of education, which is where formal learning occurs, has the potential to shape students’ spatial imaginaries. I analyze the role the spatiality of agronomic education plays in the historical construction of the social and physical landscape in southeastern Pará, Brazil. In opposing ways, the first Green Revolution, and agrarian social movements’ more recent agroecological Green Revolution are found to structure agronomic education and spatial imaginaries. The perspectives of agricultural extension agents trained in traditional agronomic programs are compared with teachers from an agroecological school located in an Amazonian agrarian reform settlement of Brazil's Landless Workers’ Movement. I collected these data over 17 months of ethnographic fieldwork. To analyze these data, I employ a political ecology of education perspective, which highlights how education and political economy interact to mediate relations with, access to, and contestations over natural resources. The geography of education and the education of geography exist in a complicated feedback cycle: Education is not neutral but ideologically charged and affects conceptions of productive landscapes, providing students intellectual and economic power to put their visions of landscape into effect.  相似文献

In this paper, we trace the history of tropical architecture beyond its supposed founding moment, that is, its institutionalization and naming‐as‐such, in the mid‐twentieth century. We note that many of the planning principles, spatial configurations and environmental technologies of tropical architecture could be traced to knowledge and practices from the eighteenth century onwards, and we explore three pre‐1950s moments of ‘tropical architecture’ in the British empire through building types such as the bungalow, military barrack and labourers' housing in the tropics. Unlike the depoliticized technical discourse of tropical architecture in the mid‐twentieth century, this earlier history shows that so‐called tropical architecture was inextricably entangled with medical and racial discourses, biopolitics and the political economy of colonialism. We argue that tropical architecture should not be understood as an entity with a fixed essence that is overdetermined by a timeless and unchanging external tropical nature. Rather, tropical architecture should be understood as a set of shifting discourses that privilege tropical nature, especially climate, in various ways as the prime determinant of built form according to different constellations of sociocultural and technoscientific conditions. We thus see ‘tropical architecture’ not as a depoliticized entity but as a power‐knowledge configuration inextricably linked to asymmetrical colonial power relations.  相似文献

This article investigates the paradoxical outcomes of a mechanism to promote women's participation in payment for ecosystem services (PES). Focusing specifically on the Legal Representative position, I examine how gendered and generational power dynamics become reinscribed through this position and the various ways that this position is conceptualized, performed, and negotiated. To do this, I combine theoretical insights from feminist theories of subjectivity, political ecology, and forest governance with empirical evidence from a small case study of PES in Jalisco, Mexico. I find that the subjectivity of women within the case study both produce and are produced by gendered and generational differences that simultaneously both challenge and also maintain social‐spatial exclusions. Although this study is limited by its focus on the Legal Representative and a small sample size, such a focused case study sheds light on the social and spatial ways in which PES runs the risk of exacerbating already existing inequities.  相似文献

The Indian state is empowered to acquire land on behalf of private companies by virtue of ‘eminent domain’ outlined in the Land Acquisition Act 1894. Several amendments to the 1894 Land Acquisition Act have broadened the purview of the ‘public purpose’ clause and have facilitated more state intervention in land acquisition on behalf of private capital. Rather than questioning the legitimacy of the prevailing practice of state intervention to resolve the glitches of access to land by private corporations, the New Act of 2013 has expanded the ambit of ‘public purpose’ to include public‐private‐partnership projects. This paper seeks to look into the political economy of why the neoliberal state must continue to acquire land on behalf of the capitalists in the liberalized economy. This paper also attempts to bring out the implications of divergent livelihood outcome under state acquisition and direct corporate land purchase for the land acquisition framework in India through the case study of Rajarhat New Town in West Bengal.  相似文献
