In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance. 相似文献

Transformation of South African marine fisheries over the past 10 years has had to balance economic stability, equity and sustainability. This is being done in three ways. First, access rights have been redistributed, increasing the number of rights holders 20-fold and the participation of historically disadvantaged individuals from 0.75% to 62%. Second, established companies have undergone internal transformation. Third, subsistence fishers have formally been recognised. New focuses include co-management, ecosystem-based management and marine protected areas. Further necessary steps include parity in salaries, attention to artisanal fishers, embracement of co-management, expansion of subsistence management and effective enforcement. Most stocks are healthy or recovering but exceptions, such as abalone, warn how quickly stocks can be decimated if co-operation is not achieved. 相似文献

A White Paper on a new integrated management plan for the Norwegian Sea was launched by the Norwegian government in May 2009. Following international guidelines for ecosystem-based management, the plan provides an overall framework for managing all human activities (mainly oil and gas industry, fishing, and shipping) in the area to ensure the continued production and function of the ecosystem. The plan is based on an assessment of the present and projected future impact of human activities and of the interactions between them, taking into account deficits in current knowledge of ecosystem state and dynamics. Areas of particular value in terms of biodiversity or biological production were identified. In each of these valuable areas, any access for substantial human activity is to be carefully managed. To monitor the overall development of the Norwegian Sea, a set of indicators with associated environmental quality objectives have been selected. The approach used builds upon experience gained from the first integrated Norwegian management plan for a marine area, the Barents Sea–Lofoten region, developed in 2002–2006. Implementing ecosystem based fisheries management (EBFM) will require a suite of ecological indices to track the state of an ecosystem, in addition to monitoring species-abundance for both economically important species, as well as species that are not targeted for harvest. However, EBFM implementation requires an examination of current methods and applications of ecological indices that are being used. This paper identifies four key uses for ecosystem indices in the context of EBFM and discusses the implications of each: (1) motivation for socio-political action, (2) information for individual users to modify their behavior, (3) implementation of decision rules for management evaluation, and (4) discovery of ecosystem functions to advance scientific knowledge. In a fisheries management context, ecological indicators will be linked to decision rules based on the definitions of both “ecosystem overfishing” and the current single-species definitions of overfishing. Two components of common ecological indicators are species weightings (i.e. catch or abundance data by species) and the species-specific ecological attributes (e.g. mortality rates, body size, trophic level). We discuss statistical issues that arise from estimating the parameters in ecological index calculations from both fishery-dependent and independent data and the potential biases introduced by using catch-per-unit-effort (CPUE) data, catch data, and abundance estimates. Given the range of biases that arise, often the best estimates of species weightings (abundances) are those derived from fish stock assessments. This implies that progress in EBFM may be best served by increasing the number of species for which single-species assessments are done and to expand the list of species to include species which may not be economically important. The policy framework exists to carry out EBFM; however, future works needs to focus on empirical management strategy simulations, as well as theoretical works to identify management criteria based on those indicators. 相似文献

This analysis documents the reasons for emerging interest in ecosystem-based fisheries management (EBFM) and relates this management model to others. It highlights the central challenges to EBFM in the tropical context and examines an ongoing project, Fisheries Improved for Sustainable Harvest (FISH), in the Philippines—likely the first EBFM project in the tropics. The Philippine legal and institutional context provides major governance challenges to EBFM, especially as management is scaled up. A monitoring framework with process and output criteria is applied to FISH to establish progress to date. Public participation is a key ingredient of good governance and there are many advantages of involving stakeholders in the decision-making process. The European Commission identified the lack of stakeholder involvement as one of the major weaknesses of the Common Fisheries Policy (CFP). As such, the 2002 Reform of the CFP aimed to improve its system of governance by increasing the involvement of stakeholders in decision-making. Over the last decade, Scottish inshore waters have seen an increase in management measures focused on involving fishers, delegating responsibilities and decentralizing management. The present document investigates commercial inshore fishers’ perceptions of participation in the decision-making process and attitudes towards a new management regime – the Inshore Fisheries Groups (IFGs) – which aims to increase participation in and decentralization of inshore fisheries management. A survey was conducted, through face-to-face interviews, and ordered logistic and multiple regression models created to identify which characteristics influence fishers’ perceptions and attitudes. The present analysis concluded that, 5 years subsequent to the reform of the CFP, the majority of inshore fishers perceive themselves not to be consulted or involved in the decision-making process. However, and despite the fact that fishers are not completely certain of the potential of the IFGs to increase their participation in the management process, they have an overall positive attitude towards their implementation. 相似文献

Expectations about ecosystem based management (EBM) differ due to diverging perspectives about what EBM should be and how it should work. While EBM by its nature requires trade-offs to be made between ecological, economic and social sustainability criteria, the diversity of cross-sectoral perspectives, values, stakes, and the specificity of each individual situation determine the outcome of these trade-offs. The authors strive to raise awareness of the importance of interaction between three stakeholder groups (decision makers, scientists, and other actors) and argue that choosing appropriate degrees of interaction between them in a transparent way can make EBM more effective in terms of the three effectiveness criteria salience, legitimacy, and credibility. This article therefore presents an interaction triangle in which three crucial dimensions of stakeholder interactions are discussed: (A) between decision makers and scientists, who engage in framing to foster salience of scientific input to decision making, (B) between decision makers and other actors, to shape participation processes to foster legitimacy of EBM processes, and (C) between scientists and other actors, who collaborate to foster credibility of knowledge production. Due to the complexity of EBM, there is not one optimal interaction approach; rather, finding the optimal degrees of interaction for each dimension depends on the context in which EBM is implemented, i.e. the EBM objectives, the EBM initiator’s willingness for transparency and interaction, and other context-specific factors, such as resources, trust, and state of knowledge. 相似文献

The performance of 33 countries was evaluated for ecosystem-based management (EBM) of fisheries in three fields (principles, criteria and implementation) using quantitative ordination including uncertainty. No country rated overall as ‘good’, only four countries were ‘adequate’, while over half received ‘fail’ grades. A few developing countries performed better than many developed nations. Two case studies test the method. In Indonesia, Raja Ampat and Papua, rated similar to the national evaluation, but better performance might follow successful implementation of a planned EBM initiative. A workshop in Australia rated regional fisheries managed by New South Wales 20% lower for EBM than federally managed fisheries. 相似文献

The ecosystem approach to fisheries management (EAFM) methodology is currently considered the preferred option for long-term sustainability of fisheries and ecosystem services and is widely popularised. Manuals, guidelines and training have been given to many nations, but the actual existence and execution of an EAFM plan is rare. The applicability and relevance of biological and socioeconomic tools to follow EAFM planning guidelines in a data absent area were explored in Kalpitiya, northwest Sri Lanka, where there is a population of spinner dolphins that the local community are especially dependent on through tuna-dolphin association fishing and dolphin-watching tourism. This paper provides background to the design and collection of information leading to the formulation of an EAFM management plan. Scoping and the determination of a fishery management area were completed through stakeholder consultations using a combination of interviewer-administered questionnaires, interviews, meetings, dolphin distribution data and existing management plans. Threats and stakeholder prioritisation were compiled and the final agreed fisheries management area covers a total area of 2445 km2 adjacent to the Kalpitiya peninsula. The completed EAFM plan contains 4 goals, 16 actions and 72 sub-actions agreed by stakeholders. It was concluded that both willingness of higher level stakeholders responsible for implementing regulations and working with grass-root level stakeholders are critical in developing a realistic and implementable EAFM plan. This work also highlights how data absence should not remain the bottleneck that hinders moving forward with EAFM approaches. 相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature. 相似文献

Ecosystem-Based Management (EBM) has gained international popularity in recent years, but the lack of consensus on its definition has precluded the use of a universal implementation framework. The large number and variety of principles that make up EBM, and the diversity in perspectives among key management players, has impeded the practical application of EBM. Agreement on a list of the essential ingredients of EBM is vital to successful application. A frequency analysis of EBM principles was conducted to identify the Key Principles that currently define EBM, from a list of twenty-six principles extracted from a subset of the EBM theoretical/conceptual literature (covering a range of published sources across disciplines and application types). Fifteen Key Principles were identified (in descending frequency of appearance in the literature): Consider Ecosystem Connections, Appropriate Spatial & Temporal Scales, Adaptive Management, Use of Scientific Knowledge, Integrated Management, Stakeholder Involvement, Account for Dynamic Nature of Ecosystems, Ecological Integrity & Biodiversity, Sustainability, Recognise Coupled Social-Ecological Systems, Decisions reflect Societal Choice, Distinct Boundaries, Interdisciplinarity, Appropriate Monitoring, and Acknowledge Uncertainty. This paper also examines the development of EBM principles over time, leading to predictions on the directions EBM will take in the future. The frequency analysis methodology used here can be replicated to update the Key Principles of EBM in the future. Indeed, further research on potential emerging Key Principles such as ‘Consider Cumulative Impacts’, ‘Apply the Precautionary Approach’ and ‘Explicitly Acknowledge Trade Offs’ will help shape EBM and its successful application in the management of marine activities. 相似文献

The two sympatric species of Cape hake, Merluccius capensis and M. paradoxus, have been the main targets of bottom-trawl fisheries off Namibia for several decades. The feeding ecology of these hakes has been studied mainly using stomach content analyses and thus there remain some gaps in our knowledge about food assimilated over the longer term. In this study, we used fatty acid (FA) profiles to characterise the dietary relationships of M. capensis and M. paradoxus. Muscle samples from hake (n=110) and their known prey (n=68) were collected during trawl surveys off Namibia during 2011. Significant differences between the neutral FA profiles of the hake populations were detected in December 2011 but not in January 2011, an indication of temporal variations in diet and resource partitioning. Comparisons of the neutral FAs in hake and the total FAs of potential prey showed no clear trophic connections, with the exception of flying squid Todarodes sagittatus, which had FA profiles very similar to those of M. paradoxus in December 2011. Our results highlight the complex and temporally shifting relationships that exist between hake and the large pool of prey available to them, and between the two hake species that overlap in their feeding habits and distribution within the highly productive Benguela Current region. 相似文献

Ecosystem-based fisheries management (EBFM) is often discussed by fisheries managers and stakeholders as a potential goal. EBFM is based on a multi-species approach, which varies significantly from the single species fisheries management (SSFM) approach currently practiced under the U.S. Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA). EBFM is “holistic” and considers “all factors,” but it is impossible for management to incorporate all factors into EBFM. This study sought to improve understanding of factors contributing to or preventing progress toward EBFM implementation in the Mid-Atlantic Fishery Management Council (MAFMC) and New England Fishery Management Council (NEFMC), focusing on Council member and stakeholder beliefs, attitudes, and mutual understanding. Objectives included determining mutual understanding between MAFMC and NEFMC members and stakeholders about EBFM and identifying MAFMC and NEFMC member and stakeholder preferences for EBFM definitions, practices, and outcomes, and prioritizing which aspects of EBFM managers and stakeholders find most important. Stakeholders included commercial fishermen, recreational anglers, nongovernmental organization (NGO) leaders, and Scientific and Statistical Committee (SSC) members. Over 1000 survey responses about EBFM from council members and stakeholders in the Mid-Atlantic (MA) and New England (NE) regions were analyzed. The Coorientation Model was used to characterize understanding between the Council and fisheries-related stakeholder groups. For the MA and NE regions, most stakeholders agreed on definitions, practices, and possible outcomes for EBFM. Results suggest that most Council members and stakeholders in the MA and NE regions support a change from SSFM to EBFM at an incremental, intermediate, or complete, gradual (5–10 years) pace. The application of the Coorientation Model to EBFM and the fishery management councils provided insights into how an improved understanding of the attitudes, beliefs, and mutual comprehension of Council members and stakeholder groups could potentially facilitate the implementation of EBFM. Council members and stakeholders responded similarly to, and Council members correctly predicted stakeholder responses about, EBFM definitions, practices, and outcomes. We present a case study of the organizational framework of the Gulf of Mexico Alliance (GOMA), which was implemented to promote the use of ecosystem-based management (EBM) at a regional level. GOMA is a state-led initiative formed to protect and restore coastal and marine resources of the Gulf of Mexico. Representatives of the US Gulf States, together with their federal partners, clearly defined ecological, social, and economic short- and long-term objectives to be reached through regional collaborations. The aim of this paper is to show how GOMA, and particularly the Ecosystem Integration and Assessment Priority Issue Team, in its attempt to apply ecosystem approaches to manage marine resources, modified the common organizational scheme by implementing partnerships at various governmental (federal, state, local) and nongovernmental levels. Many articles have been published in recent years criticizing the management of living marine resources based solely on biological stock conservation criteria. In the United States and in many parts of the rest of the world, multiple management objectives and goals in addition to stock conservation must be met by fishery managers responsible for the marine resources under their control. An alternative management metric, conservation efficiency, is recommended based instead on a multi-disciplinary scientific framework that captures these different goals and the behavior of participants in the fishery. On the basis of the constraints facing managers, resources can be conserved and the quality of life of consumptive and nonconsumptive fishery participants improved. 相似文献
