Learning about the causes and consequences of climate change can be an important avenue for supporting mitigation policy and efficient adaptation. This paper uses internet search activity data, a distinctly revealed preference approach, to examine if local weather fluctuations cause people to seek information about climate change. The results suggest that weather fluctuations do have an effect on climate change related search behavior, however not always in ways that are consistent with the projected impacts of climate change. While search activity increases with extreme heat in summer and extended periods of no rainfall and declines in extreme cold in winter, search activity also increases with colder winter and spring average temperatures. Some of the surprising results are magnified when heterogeneity by political ideology and educational attainment in responsiveness is modeled, which could suggest that different people have different perceptions about what types of weather define climate change or that climate science deniers seek information through Google. However, the results also indicate that for all groups in the political and educational spectrum, there exist weather events consistent with the predicted impacts of climate change that elicit increased information seeking.  相似文献

There is growing acknowledgement of the need for both quantitative and qualitative methods to unravel complex human-environment interactions and inform a more advanced move towards global sustainability. Nonetheless, qualitative methods still play an understated role in climate and ocean change research. One important reason for this are continuing tendencies in the natural sciences to value ‘hard’ and value-free quantitative approaches over ‘soft’ and value-laden qualitative approaches. This paper argues that to overcome such methodological reservations, it is necessary to inform not only about the key characteristics of qualitative research but also – and this has received little attention – about the concrete empirical insights that can be gained from qualitative as opposed to quantitative data, despite sharing the same research focus. The environmental literature still lacks relevant examples from fieldwork that explain in detail how exactly decisive information is elicited from specific qualitative datasets, thereby illustrating how qualitative approaches matter. This paper seeks to help fill this gap by demonstrating to sceptical quantitative researchers the necessity and added value of integrating qualitative data in global environmental change research and highlighting impeding factors. This is done by presenting empirical findings about climate and ocean change adaptation in Norwegian coastal fisheries and elucidating how different qualitative interview techniques reveal that fishers who initially state that they do not worry about climate change actually do worry, and vice versa. Self-categorisation theory from social psychology is used to better explain such contradictory statements. Detecting salient but masked climate concern and understanding the reasons behind it are crucial for avoiding misleading conclusions and effectively tailoring adaptation strategies to the requirements of specific audiences.  相似文献

Understanding public perceptions of climate change is fundamental to both climate science and policy because it defines local and global socio-political contexts within which policy makers and scientists operate. To date, most studies addressing climate change perceptions have been place-based. While such research is informative, comparative studies across sites are important for building generalized theory around why and how people understand and interpret climate change and associated risks. This paper presents a cross-sectional study from six different country contexts to illustrate a novel comparative approach to unraveling the complexities of local vs global perceptions around climate change. We extract and compare ‘cultural knowledge’ regarding climate change using the theory of ‘culture as consensus’. To demonstrate the value of this approach, we examine cross-national data to see if people within specific and diverse places share ideas about global climate change. Findings show that although data was collected using ethnographically derived items collected through place-based methods we still find evidence of a shared cultural model of climate change which spans the diverse sites in the six countries. Moreover, there are specific signs of climate change which appear to be recognized cross-culturally. In addition, results show that being female and having a higher education are both likely to have a positive effect on global cultural competency of individuals. We discuss these result in the context of literature on environmental perceptions and propose that people with higher education are more likely to share common perceptions about climate change across cultures and tentatively suggest that we appear to see the emergence of a ‘global’, cross-cultural mental model around climate change and its potential impacts which in itself is linked to higher education.  相似文献

Previous research has identified the importance of the role of land cover in the global carbon cycle. In particular, forests have been identified as a significant carbon sink that can mitigate the rate of global climate change. Policy makers are faced with complex and difficult challenges in getting timely and useful information in monitoring global forest resources. Recent advances in the tools and methods of forest carbon accounting have produced new, innovative approaches to forest-based carbon inventories. But it is important as new tools are developed that scientists understand the needs of policy makers and that policy makers understand the capabilities and limitations of forest inventory methods. This paper explores four different policy applications that rely, or could benefit from, national carbon inventories. The goal is to help build a bridge between the communities of climate policy makers and scientists specialized in forest carbon inventories. To this end, we pursue three specific objectives: First we provide an overview for policy makers about approaches to forest carbon inventories, paying particular attention to the contributions of remote sensing technologies. Second, we outline the issues particularly relevant to forest inventory scientists who are interested in responding to public policy needs. We then discuss the tradeoffs between information cost, accuracy, precision, transparency and timeliness that need to be balanced in long-term monitoring of forest carbon. Finally, the article concludes with a series of observations and recommendations for the implementation of forest carbon inventories as increasingly central components of global climate change policy.  相似文献

For most people, the direct and personally observable signals of climate change should be difficult to detect amid the variability of everyday weather. Yet, previous research has shown that some people believe they have personally experienced global warming. Through four related studies, our paper sheds light on what signals of global warming some people believe they are detecting, why, and whether or not it matters. These studies were conducted using population survey and climatic data from a single county in Michigan. Study 1 found that 27% of the county's adult residents felt that they had personally experienced global warming. Study 2 – based on content analysis of people's open-ended responses – found that the most frequently described personal experiences of global warming were changes in seasons (36%), weather (25%), lake levels (24%), animals and plants (20%), and snowfall (19%). Study 3 – based on NOAA climatic data – found that most, but not all, of these detected signals are borne out in the climatic record. Study 4 – using the survey data – found that personal experience of global warming matters in that it predicts perceptions of local risk of global warming, controlling for demographics, political affiliation, and cultural beliefs about national policy outcomes. We conclude that perceived personal experience of global warming appears to heighten people's perception of the risks, likely through some combination of direct experience, vicarious experience (e.g., news media stories), and social construction.  相似文献

The change in the Earth's climate caused by the accumulation of greenhouse gases in the atmosphere may be the most important environmental legacy that we leave to our descendants.Global change raises difficult issues of equity between our generation and future generations, and between different communities within future generations. International law is accustomed to addressing the effects of intentional environmental change on people who are already alive. It needs to be augmented by principles of intergenerational equity. We have certain obligations to future generations to pass on a planet in no worse condition than we received it and to give them equitable access to its resources. This requires a global strategy for climate change which will prevent excessively rapid climate change, prevent or mitigate the damage caused by climate change, and help countries to adapt to climate change. We need to avoid imposing major costs on future generations for our own benefit. To implement this strategy will require enforceable norms of behavior, which should be embodied in a Declaration of Planetary Rights and Obligations to Future Generations, and implemented in appropriate treaties and national and local legislation. Agreements should be drafted in such a way that they can incorporate increases in scientific understanding, for example by the creation of scientific advisory committees.  相似文献

Unlike many other environmental problems, the terms used to describe the phenomenon of increasing atmospheric concentrations of anthropogenic greenhouse gases are many, with multiple and sometimes conflicting meanings. Whether there are meaningful distinctions in public perceptions of “global warming,” “climate change,” and “global climate change” has been a topic of research over the past decade. This study examines public preferences for these terms based on respondent characteristics, including climate change beliefs, political affiliation, and audience segment status derived from the “Global Warming’s Six Americas” classification. Certainty of belief in global warming, political affiliation and audience segment status were found to be the strongest predictors of preference, although “I have no preference” was the modal response. Global warming appears to be a more polarizing term than climate change, preferred most by people already concerned about the issue, and least by people who don’t believe climate change is occurring. Further research is needed to identify which of these two names promotes the engagement of people across the spectrum of climate change beliefs in constructive dialogue about the issue.

Global warming has become a controversial public policy issue in spite of broad scientific consensus that it is real and that human activity is a contributing factor. It is likely that public consensus is also needed to support policies that might counteract it. It is therefore important to understand how people form and update their beliefs about climate change. Using unique survey data on beliefs about the occurrence of the effects of global warming, I estimate how local temperature fluctuations influence what individuals believe about these effects. I find that some features of the updating process are consistent with rational updating. I also test explicitly for the presence of several heuristics known to affect belief formation and find strong evidence for representativeness, some evidence for availability, and no evidence for spreading activation. I find that very short-run temperature fluctuations (1 day–2 weeks) have no effect on beliefs about the occurrence of global warming, but that longer-run fluctuations (1 month–1 year) are significant predictors of beliefs. Only respondents with a conservative political ideology are affected by temperature abnormalities.  相似文献

The study of human dimensions of global climatic change is still in the initial stage of development. Several attempts have been undertaken to define sensible research strategies in the field but until now relatively little empirical work has been undertaken and there is a lack of sound theoretical arguments. The present paper presents a theory-based empirical study of determinants influencing the probability that somebody takes climate-relevant environmental action. Important methodological differences between current models of climate dynamics and models of human reality are discussed in order to build three models of climate-related environmental action. A model focussed on the information transfer from science to the public at large is compared with a model focussed on sociodemographic characteristics and with a model focussed on socio-cultural variables like interpersonal rules and social networks. The hypothesis that the latter model is strongly superior to the former ones is tested and confirmed. Some implications for interdisciplinary cooperation and for policy making are discussed.  相似文献

Previous experimental studies have found that people generally misperceive the basic dynamics of renewable resources, and in particular the accumulation of greenhouse gases (GHGs) in the atmosphere. The purpose of the present laboratory experiment is to find out why people misperceive the dynamics of CO2 accumulation and how misperceptions could be avoided. Using a simulator, 242 subjects were each asked to control total global emissions of CO2 to reach a given target for the stock of CO2 in the atmosphere. Consistent with previous investigations we find a strong tendency for people to overshoot the stated goal. Furthermore, our results point out that people need help to develop proper mental models of CO2 accumulation and they need motivation to reconsider inappropriate decision heuristics. Based on these results and the literature on conceptual change a new information strategy is designed. To motivate, it imposes cognitive conflict; and to facilitate new understanding, it provides simple analogies. A new test shows promising learning effects. The results have important implications for the Intergovernmental Panel on Climate Change (IPCC), governments, and media covering the climatic change issue as well as for general education.  相似文献

Understanding the process of accumulation is fundamental to recognising the magnitude and speed of emissions reduction required to stabilise atmospheric CO2 and, hence, global temperature. This research investigated the effectiveness of analogy for building understanding of accumulation among non-experts. Two studies tested the effects of analogy and graphical information on: (1) performance on a CO2 stabilisation task; and (2) preferred level of action on climate change. Study 1 was conducted with a sample of undergraduate students and Study 2, with a sample of the Australian public. In the student sample, analogical processing significantly improved task performance when information about emission rates was presented in text but not when it was presented in graph format. It was also associated with greater preference for strong action on climate change. When tested with the public, analogy and information format independently influenced task performance. Furthermore, there was a marginal effect of education such that the analogy especially might have helped those with at least high school attainment. Our results show that analogy can improve non-experts’ understanding of CO2 accumulation but that using graphs to convey emissions rate information is detrimental to such improvements. The results should be of interest to climate change communicators, advocates, and policy-makers.  相似文献

It has been argued that public doubts about climate change have been exacerbated by cold weather events seen as a form of disconfirming evidence for anticipated ‘warming’. Although a link between perceptions of climate and weather is well-established, such assumptions have not been empirically tested. Here we show, using nationally representative data, that directly following a period of severe cold weather in the UK, three times as many people saw these events as pointing towards the reality of climate change, than as disconfirming it. This we argue was a consequence of these cold winters being incorporated into a conceptualisation of extreme or ‘unnatural’ weather resulting from climate change. We also show that the way in which people interpret cold weather is associated with levels of pre-existing scepticism about climate change, which is in turn related to more general worldviews. Drawing attention to ‘extreme’ weather as a consequence of climate change can be a useful communication device, however this is problematic in the case of seasonal cold.  相似文献

It has long been acknowledged that understandings of risk are influenced by external or ‘objective’ assessments, and by internal or ‘subjective’ value judgements. In-depth research has been undertaken on how lay people perceive climate change and related risks, whereas work on expert opinions is more limited. This paper reports on 22 ‘expert’ interpretations elicited through a mental models approach, and encapsulated in a ‘meta’-influence diagram, denoting three conceptualisations of danger in relation to climate change: (i) human influence upon the climate system; (ii) impacts upon natural and human communities; and (iii) threat to the status quo, especially in the form of mitigation measures and related costs. These conceptualisations raise questions about how experts bring to bear their knowledge, values and understanding of climatic and social systems in articulating such discourses. This paper also discusses the implications of such diverse perspectives on managing climate change.  相似文献
