In the context of the negotiations under the United Nations Framework Convention on Climate Change and its accompanying Kyoto Protocol, participating nations have recognized the need for formulating Nationally Appropriate Mitigation Actions (NAMAs). These NAMAs allow countries to take into account their national circumstances and to construct measures to mitigate GHG emissions across economic sectors. Israel has declared to the UN that it would strive to reduce its GHG emissions by 20% in the year 2020 relative to a ‘business as usual' scenario. With its growing population and an expanding economy, the national GHG mitigation plan was developed to draw a course for steering the Israeli economy into a low-carbon future while accommodating continued economic growth. The article describes relevant policy measures, designed to aid in the implementation of the plan and compares them with measures being undertaken by different countries. Emphasis is placed on analysing the progress to date, opportunities and barriers to attaining the ultimate GHG emissions reduction goals. The objective of this article is to contribute to the knowledge base of effective approaches for GHG emissions reduction. We emphasize the integrated approach of planning and implementation that could be especially useful for developing countries or countries with economies in transition, as well as for developed countries. Yet, in the article we argue that NAMAs’ success hinges on structured tracking of progress according to emerging global consensus standards such as the GHG Protocol Mitigation Goals Standard.

Policy relevance:

The study is consistent with the NAMA concept, enabling a country to adopt a ‘climate action plan’ that contributes to its sustainable development, while enabled by technology and being fiscally sound.

The analysis shows that although NAMAs have been framed in terms of projects, policies, and goals, current methodologies allow only the calculation of emission reductions that can be attributed to distinct projects. Currently, no international guidance exists for quantifying emissions reduction from policy-based NAMAs, making it difficult to track and validate progress. This gap could be addressed by an assessment framework that we have tested, as part of a World Resources Institute pilot study for an emerging voluntary global standard.  相似文献

The contribution that no-lose target schemes for non-Annex I (NAI) countries could make to achieve the 2°C target is explored by accounting for the incentives of 18 NAI countries’ participation in no-lose target schemes. Using various scenarios, it is shown that implementing uniform no-lose targets as part of the burden-sharing will not lead to global emissions levels compatible with the 2°C target, because uniform no-lose targets will only be beneficial to a few NAI countries. Employing more lenient uniform no-lose targets or individual no-lose targets for large emitters could increase participation by NAI countries and decrease global emissions, global compliance costs, rents by NAI countries, and compliance costs for Annex I (AI) countries. However, the resulting global emissions levels will not be compatible with attaining the 2°C target. Achieving this target will require more stringent emissions targets for AI countries and more lenient no-lose targets for NAI countries. As such, no-lose targets should account for 20% to 47% of global emissions reductions, while due to emissions trading around two-thirds of global emissions reductions should be realized in NAI countries. Indeed, an effective solution may only require no-lose targets for five to seven of the largest NAI countries.

Policy relevance

No-lose targets are one of a number of instruments discussed under the United Nations Framework Convention on Climate Change New Market Mechanism to integrate NAI countries in global emissions reduction efforts. In contrast to binding reduction targets, which apply penalties if a target is not met, no-lose targets provide incentives for meeting a target, e.g. in the form of excess emissions certificates that can be sold on the global carbon market. The presented simulations show that no-lose targets can result in contributions from NAI countries to global emissions reduction efforts. However, the simulations also show that the necessary incentives for no-lose targets need to be adjusted. AI countries require more ambitious targets and NAI countries require less ambitious no-lose targets than proposed by the Intergovernmental Panel on Climate Change report. Effective no-lose targets may only be required for five to seven of the largest NAI countries.  相似文献

Strong and rapid greenhouse gas (GHG) emission reductions, far beyond those currently committed to, are required to meet the goals of the Paris Agreement. This allows no sector to maintain business as usual practices, while application of the precautionary principle requires avoiding a reliance on negative emission technologies. Animal to plant-sourced protein shifts offer substantial potential for GHG emission reductions. Unabated, the livestock sector could take between 37% and 49% of the GHG budget allowable under the 2°C and 1.5°C targets, respectively, by 2030. Inaction in the livestock sector would require substantial GHG reductions, far beyond what are planned or realistic, from other sectors. This outlook article outlines why animal to plant-sourced protein shifts should be taken up by the Conference of the Parties (COP), and how they could feature as part of countries’ mitigation commitments under their updated Nationally Determined Contributions (NDCs) to be adopted from 2020 onwards. The proposed framework includes an acknowledgment of ‘peak livestock’, followed by targets for large and rapid reductions in livestock numbers based on a combined ‘worst first’ and ‘best available food’ approach. Adequate support, including climate finance, is needed to facilitate countries in implementing animal to plant-sourced protein shifts.

Key policy insights

  • Given the livestock sector’s significant contribution to global GHG emissions and methane dominance, animal to plant protein shifts make a necessary contribution to meeting the Paris temperature goals and reducing warming in the short term, while providing a suite of co-benefits.

  • Without action, the livestock sector could take between 37% and 49% of the GHG budget allowable under the 2°C and 1.5°C targets, respectively, by 2030.

Since 2005, Parties to the UNFCCC have been negotiating policy options for incentivizing reductions of (greenhouse gas) emissions from deforestation and degradation (REDD) in a future climate regime. Proposals on how to operationalize REDD range from market-based to pure fund-based approaches. Most of the current proposals suggest accounting for REDD at the national level. Accounting for emission reductions and implementing policy reform for curbing deforestation will take time and imply high levels of technical and institutional capacity. Therefore it is essential that developing countries receive sufficient support to implement national REDD programmes. To save time and ensure prompt action in reducing deforestation, a REDD approach is proposed that integrates project-level and subnational REDD schemes into national-level accounting. This ‘nested approach’ can achieve meaningful reductions in GHG emissions from improved forest governance and management, while allowing for an immediate and broad participation by developing countries, civil society and the private sector.  相似文献

We can generate a net global GHG emission reduction from developing countries (in an UNFCCC term, non-Annex 1 Parties) without imposing targets on them, if we discount CERs generated from CDM projects. The CER discounting scheme means that a part or all of CDM credits, i.e., CERs, made by developing countries through unilateral CDM projects will be retired rather than sold to developed countries to increase their emissions. It is not feasible to impose certain forms of target (whether sectoral or intensity targets) on non-Annex 1 whose emission trend is hard to predict and whose industrial structure is undergoing a rapid change.

Instead of imposing targets (a command and control approach), we should apply market instruments in generating a net global emission reduction from non-Annex 1. Since April 2005 when the first unilateral CDM was approved by the CDM Executive Board, CDM has been functioning as a market mechanism to provide incentives for developing countries to initiate their own emission reduction projects. As CDM is the only market mechanism engaging developing countries in the Kyoto Protocol, we should try to re-design CDM so that it can generate net global emission reductions by introducing the idea of discounting CERs. But in order to produce meaningful GHG emission reductions by discounting CERs, the project scope of CDM has to be expanded by relaxing project additionality criteria while maintaining strict technical additionality criteria. Agreeing on the CERs Discounting Scheme will have a better political chance than agreeing on imposing emission reduction targets on developing countries.  相似文献

Climate change is a serious threat to all nations. This raises the question of why continuous treaty negotiations for more than two decades have failed to create a viable or adequate international climate regime. The current strategy of addressing climate change misdiagnoses the issue as a pollution problem by focusing on symptoms (emissions) and not on underlying causes (unsustainable development). In short, the wrong treaty is being negotiated. Drawing on negotiation analysis, it is argued that the existing and proposed climate treaties fail to meet the national interests of any party. An alternative strategy for addressing climate change is proposed that reframes the overall approach to reflect all countries’ development needs and links climate protection goals to the development structure of the treaty. The current deadlock over emissions reductions might be overcome and a mutual gains agreement reached by directing international cooperation towards promoting the provision of clean energy services for development and ensuring universal access to those services as part of an ‘early action’ agenda that will complement efforts to utilize forests and reduce other GHGs from multiple sectors.  相似文献

Although a global cap-and-trade system is seen by many researchers as the most cost-efficient solution to reduce greenhouse gas (GHG) emissions, the governments of developing countries refuse to enter into such a system in the short term. Many scholars and stakeholders, including the European Commission, have thus proposed various types of commitments for developing countries that appear less stringent, such as sectoral approaches. A macroeconomic assessment of such a sectoral approach is provided for developing countries. Two policy scenarios in particular are assessed, in which developed countries continue with Kyoto-type absolute commitments, while developing countries adopt an emissions trading system limited to electricity generation and linked to developed countries' cap-and-trade systems. In the first scenario, CO2 allowances are auctioned by the government, which distributes its revenues as a lump sum to households. In a second scenario, the auction revenues are used to reduce taxes on, or to give subsidies to, electricity generation. The quantitative analysis, conducted with a hybrid general equilibrium model, shows that such options provide almost as much emissions reduction as a global cap-and-trade system. Moreover, in the second sectoral scenario, GDP losses in developing countries are much lower than with a global cap-and-trade system, as is also the effect on the electricity price.  相似文献

在应对气候变化问题上,发达国家有率先减排和为发展中国家提供气候资金支持的义务。根据《联合国气候变化框架公约》相关成果,发达国家做出了到2020年减排温室气体和每年动员1000亿美元气候资金的承诺,综合相关数据信息盘点了上述承诺的实施进展,结果显示发达国家2020年减排目标力度不足,核算规则不清晰,部分国家缺乏减排进展,气候资金的概念和范围尚有争议,现有气候资金规模与承诺仍有较大差距,《联合国气候变化框架公约》下资金机制作用仍待加强,并且发展中国家需要更大规模的气候资金支持。发达国家2020年承诺兑现不力不利于巩固多边进程各方互信,且有向发展中国家转嫁责任之嫌。为此,建议中国在国际气候谈判进程中,依托谈判联盟,进一步敦促发达国家履行2020年承诺并提高力度。  相似文献

Passenger vehicles and power plants are major sources of GHG emissions. While economic analyses generally indicate that a broader market-based approach to GHG reduction would be less costly and more effective, regulatory approaches have found greater political success. We evaluate a global regulatory regime that replaces coal with natural gas in the electricity sector and imposes technically achievable improvements in the efficiency of personal transport vehicles. Its performance and cost are compared with other scenarios of future policy development including a no-policy world, achievements under the Copenhagen Accord, and a price-based policy to reduce global emissions by 50% by 2050. The assumed regulations applied globally achieve a global emissions reduction larger than projected for the Copenhagen agreements, but they do not prevent global GHG emissions from continuing to grow. The reduction in emissions is achieved at a high cost compared to a price-based policy. Diagnosis of the reasons for the limited yet high-cost performance reveals influences including the partial coverage of emitting sectors, small or no influence on the demand for emissions-intensive products, leakage when a reduction in fossil use in the covered sectors lowers the price to others, and the partial coverage of GHGs. If these regulatory measures are in part correcting other barriers or behavioural limitations consumers face, the benefits of overcoming these could offset at least some of the costs we estimate. The extent of any efficiency gap – the difference between engineering estimates of best practice and what actually happens – is highly contested, and offers an important avenue for future research.

Policy relevance

While analysts concerned with national cost of GHG control have long advocated a GHG pricing policy, by a cap-and-trade system or a tax, covering all emissions sources and gases, governments more often pursue sectoral policies and technology standards. Given these political realities, the regulations represent a more politically practical approach to GHG reductions, focusing on solutions that are within reach and that do not depend on technological breakthroughs. If regulations are imposed as a way to get started on larger emissions reductions, and then combined with a broader GHG pricing policy pursuing a deep global cut in emissions, its requirements will eventually be overtaken by the pricing policy. The remaining higher costs of the regulatory targets become diluted so that in later years the difference in average cost per ton between a least-cost approach and one preceded by a period of regulatory action becomes very small.  相似文献

It is a broadly accepted fact that a clear reduction of global GHG emissions is required to limit the increase of global warming to a tolerable level. A key issue in this context is the optimal breakdown of reduction targets among different world regions or even countries. Using the European Commission-funded PLANETS project, cost-optimal global burden sharing to reach global GHG reduction targets was analysed, and an optimal allocation of GHG reductions was identified, relative to the global target, to the commitments of different world regions and the trade possibilities for emission certificates. Specifically, it is evaluated how Europe can contribute in a cost-optimal way to keeping the global concentration of GHGs in the atmosphere below 530 parts per million equivalent (ppme) or below a stricter global reduction target of 500 ppme. Based on the energy system model TIMES PanEU, the potentials for emissions reduction in the different energy sectors and EU Member States and the role of key technologies are analysed. The most cost-effective potentials for GHG reductions in Europe are in the conversion/production, residential and industrial sectors. Substantial reductions in the transport sector occur only under very stringent reduction targets. Achieving ambitious reduction targets requires considerable contributions from all EU Member States until 2050.  相似文献

Global climate change governance has changed substantially in the last decade, with a shift in focus from negotiating globally agreed greenhouse gas (GHG) reduction targets to nationally determined contributions, as enshrined in the 2015 Paris Agreement. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 70% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 89% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries.

Key policy insights

  • The number of countries that have national legislation and strategies in place increased strongly up to 2012, but the increase has levelled off in recent years, now covering 70% of global emissions by 2017 (48% of countries and 76% of global population).

  • Economy-wide GHG reduction targets witnessed a strong increase in the build up to 2015 and are adopted by countries covering 89% of global GHG emissions (76% not counting USA) and 90% of global population (86% not counting USA) in 2017.

  • Renewable energy targets saw a steady increase throughout the last decade with coverage of countries in 2017 comparable to that of GHG targets.

  • Key shifts in national measures coincide with landmark international events – an increase in legislation and strategy in the build-up to the Copenhagen Climate Conference and an increase in targets around the Paris Agreement – emphasizing the importance of the international process to maintaining national momentum.

Although many economic studies suggest that China would reap significant benefits from participating in a global cap-and-trade regime, China has consistently refused to participate in international negotiations on this issue. Understanding China's underlying concerns is a key to explaining why China has not embraced an international greenhouse gas emissions trading scheme. This is explored as a potential basis for including China in future negotiations and schemes. This issue is considered from the following perspectives that impact upon China: (a) fairness: how do developing countries perceive emissions caps? (b) why have China and India been sceptical about international emissions trading? (c) what would China's political perceptions be of an inflow of CDM investment in comparison with the exports of emissions permits to the USA? (d) what are the implications of ‘lock in’ to an emissions cap, particularly when no rules and principles exist for setting emissions targets for post-2012? This paper presents an alternative framework to the approach currently embodied in the Kyoto Protocol for managing global climate change post-2012. The framework has two key provisions. The first is that each person in the world would be ‘allowed’ an equal amount of greenhouse gas (GHG) emissions. This is labeled the equity-first provision. The second provision focuses on incorporating risk concepts into the setting of GHG emission reductions. It is proposed that the global climate be managed as to avoid three categories of risks: (I) Substantial regional economic, political, and/or biological impacts; (II) Severe global economic, political, and/or biological impacts; and (III) Extinction of humans. Acceptable risk thresholds are suggested to be one-in-a-million, one-in-one-hundred-million, and one-in-ten-billion, respectively. This equity-first, risk-based framework overcomes many criticisms of the current Kyoto Protocol: it explicitly involves all countries on earth; it avoids several administrative issues that are anticipated to plague a global carbon emissions trading market; and it avoids several contentious issues associated with pegging carbon emission reductions to 1990 levels. Because the framework is risk-based and emissions are tied to population and not historic emission levels, the basic framework would not have to be frequently renegotiated, as will be needed for the Kyoto-style approach to take the world past that agreement's 2012 endpoint.  相似文献

Over the last three decades, socio-economic, demographic and technological transitions have been witnessed throughout the world, modifying both sectorial and geographical distributions of greenhouse gas (GHG) emissions. Understanding these trends is central to the design of current and future climate change mitigation policies, requiring up-to-date methodologically robust emission inventories such as the Emissions Database for Global Atmospheric Research (EDGAR), the European Commission’s in-house, independent global emission inventory. EDGAR is a key tool to track the evolution of GHG emissions and contributes to quantifying the global carbon budget, providing independent and systematically calculated emissions for all countries.According to the results of the EDGAR v.5.0 release, total anthropogenic global greenhouse gas emissions (excluding land use, land use change and forestry) were estimated at 49.1 Gt CO2eq in 2015, 50 % higher than in 1990, despite a monotonic decrease in GHG emissions per unit of economic output. Between 1990 and 2015, emissions from developed countries fell by 9%, while emissions from low to medium income countries increased by 130%, predominantly from 2000 onwards. The 27 Member States of the European Union and the United Kingdom led the pathway for emission reductions in industrialised economies whilst, in developing countries, the rise in emissions was driven by higher emissions in China, India, Brazil and nations in the South-East Asian region. This diversity of patterns shows how different patterns for GHG emissions are and the need for identifying regionally tailored emission reduction measures.  相似文献

Total uncertainty in greenhouse gas (GHG) emissions changes over time due to “learning” and structural changes in GHG emissions. Understanding the uncertainty in GHG emissions over time is very important to better communicate uncertainty and to improve the setting of emission targets in the future. This is a diagnostic study divided into two parts. The first part analyses the historical change in the total uncertainty of CO2 emissions from stationary sources that the member states estimate annually in their national inventory reports. The second part presents examples of changes in total uncertainty due to structural changes in GHG emissions considering the GAINS (Greenhouse Gas and Air Pollution Interactions and Synergies) emissions scenarios that are consistent with the EU’s “20-20-20” targets. The estimates of total uncertainty for the year 2020 are made under assumptions that relative uncertainties of GHG emissions by sector do not change in time, and with possible future uncertainty reductions for non-CO2 emissions, which are characterized by high relative uncertainty. This diagnostic exercise shows that a driving factor of change in total uncertainty is increased knowledge of inventory processes in the past and prospective future. However, for individual countries and longer periods, structural changes in emissions could significantly influence the total uncertainty in relative terms.  相似文献

An innovative approach is introduced for helping developing countries to make their development more sustainable, and also to reduce greenhouse gas (GHG) emissions as a co-benefit. Such an approach is proposed as part of the multilateral framework on climate change. The concept of sustainable development policies and measures (SD-PAMs) is outlined, making clear that it is distinct from many other approaches in starting from development rather than explicit climate targets. The potential of SD-PAMs is illustrated with a case-study of energy efficiency in South Africa, drawing on energy modelling for the use of electricity in industry. The results show multiple benefits both for local sustainable development and for mitigating global climate change. The benefits of industrial energy efficiency in South Africa include significant reductions in local air pollutants; improved environmental health; creation of additional jobs; reduced electricity demand; and delays in new investments in electricity generation. The co-benefit of reducing GHG emissions could result in a reduction of as much as 5% of SA's total projected energy CO2 emissions by 2020. Institutional support and policy guidance is needed at both the international and national level to realize the potential of SD-PAMs. This analysis demonstrates that if countries begin to act early to move towards greater sustainability, they will also start to bend the curve of their emissions path.  相似文献

Urban areas are pivotal to global adaptation and mitigation efforts. But how do cities actually perform in terms of climate change response? This study sheds light on the state of urban climate change adaptation and mitigation planning across Europe. Europe is an excellent test case given its advanced environmental policies and high urbanization. We performed a detailed analysis of 200 large and medium-sized cities across 11 European countries and analysed the cities’ climate change adaptation and mitigation plans. We investigate the regional distribution of plans, adaptation and mitigation foci and the extent to which planned greenhouse gas (GHG) reductions contribute to national and international climate objectives. To our knowledge, it is the first study of its kind as it does not rely on self-assessment (questionnaires or social surveys). Our results show that 35 % of European cities studied have no dedicated mitigation plan and 72 % have no adaptation plan. No city has an adaptation plan without a mitigation plan. One quarter of the cities have both an adaptation and a mitigation plan and set quantitative GHG reduction targets, but those vary extensively in scope and ambition. Furthermore, we show that if the planned actions within cities are nationally representative the 11 countries investigated would achieve a 37 % reduction in GHG emissions by 2050, translating into a 27 % reduction in GHG emissions for the EU as a whole. However, the actions would often be insufficient to reach national targets and fall short of the 80 % reduction in GHG emissions recommended to avoid global mean temperature rising by 2 °C above pre-industrial levels.  相似文献
