This article analyses the implications of long-term low-carbon scenarios for the UK, and against these it assesses both the current status and the required scope of the UK energy policy. The scenarios are generated using the well-established MARKAL (acronym for MARKet ALlocation) UK energy systems model, which has already been extensively used for UK policy analysis and support. The scenarios incorporate different levels of ambition for carbon reduction, ranging from 40% to 90% cuts from 1990's level by the year 2050, to shed insights into the options for achieving the UK's current legally binding target of an 80% cut by the same date. The scenarios achieve their carbon reductions through very different combinations of demand reduction (implying behaviour change) and implementation of low-carbon and energy efficiency technologies on both the supply and demand sides. In all cases, however, the costs of achieving the reductions are relatively modest. The ensuing policy analysis suggests that while the cuts are feasible both technically and economically and while a number of new policies have been introduced in order to achieve them, it is not yet clear whether these policies will deliver the required combination of both short- and long-term technology deployment, and behaviour change for the UK Government's targets to be achieved. 相似文献

Climate change is perhaps the central challenge that faces humanity. If the concept of green growth is to be anything more than a mere rebranding of the concept of sustainability, then it must elucidate the relationship between economic activity and pollution and provide a more detailed economic account of it. The articles in this Special Issue focus on ways in which GHG emissions may be reduced while satisfying the increasing demand for energy: from global, technological or economic solutions, to sub-national, financial or regulatory ones. Although the wide disparity in income between the least and most wealthy makes it difficult to reach a consensus on the best way to achieve a low-carbon society, the scale and potential effects of climate change make it imperative that one is reached. 相似文献

The feasibility of two low-carbon society (LCS) scenarios, one with and one without nuclear power and carbon capture and storage (CCS), is evaluated using the AIM/Enduse[Global] model. Both scenarios suggest that achieving a 50% emissions reduction target (relative to 1990 levels) by 2050 is technically feasible if locally suited technologies are introduced and the relevant policies, including necessary financial transfers, are appropriately implemented. In the scenario that includes nuclear and CCS options, it will be vital to consider the risks and acceptance of these technologies. In the scenario without these technologies, the challenge will be how to reduce energy service demand. In both scenarios, the estimated investment costs will be higher in non-Annex I countries than in Annex I countries. Finally, the enhancement of capacity building to support the deployment of locally suited technologies will be central to achieving an LCS. Policy relevance Policies to reduce GHG emissions up to 2050 are critical if the long-term target of stabilizing the climate is to be achieved. From a policy perspective, the cost and social acceptability of the policy used to reduce emissions are two of the key factors in determining the optimal pathways to achieve this. However, the nuclear accident at Fukushima highlighted the risk of depending on large-scale technologies for the provision of energy and has led to a backlash against the use of nuclear technology. It is found that if nuclear and CCS are used it will be technically feasible to halve GHG emissions by 2050, although very costly. However, although the cost of halving emissions will be about the same if neither nuclear nor CCS is used, a 50% reduction in emissions reduction will not be achievable unless the demand for energy service is substantially reduced. 相似文献

Top-down economic approaches theoretically show that placing a price on carbon can reduce emissions. Responses by firms to these policies, however, are less well understood and are critical for understanding the effectiveness of price-based carbon policy. This article provides an analysis of firm-level responses to the carbon tax in British Columbia (BC) through empirical research of grey literature, industry participation, and interviews with executives of major emitting firms in BC. The article highlights the empirical responses to the tax by firms, who experience difficulty in making low-carbon changes in response to fluctuating commodity prices, the low certainty of climate policy over temporal and spatial scales, and the political economy of implementing regional climate policy. It also highlights the importance of understanding firm-level responses as a complementary approach to macro-economic policy making on carbon pricing. The article shows the importance of engaging decision makers in corporations to understand how carbon is governed in light of emerging climate policy. An assessment of the post-Kyoto climate change negotiations, and the altered role of climate finance post-financial crisis, is presented. First, the paradigm shift of the Cancun Agreements is examined from an historical perspective and it is shown that the impasse in the negotiations, caused by the underlying over-emphasis on burden sharing reductions in emissions, can be overcome. Second, using information from two modelling exercises, it is demonstrated how climate finance can encourage the decoupling of carbon emissions from economic growth and thereby help align the development pattern with global climate goals. Third, a framework to place carbon finance within current discussions is sketched regarding both the reformation of the world financial systems and the facilitation of a sustainable economic recovery that is beneficial for North and South while addressing the low-carbon transition. It is concluded that upgrading climate finance is the key to triggering the shift to a low-carbon society and a system is proposed in which an agreed social cost of carbon is used to support the establishment of carbon emissions certificates to reorient a significant portion of global savings towards low-carbon investments. Policy relevance Investments that align development and climate objectives are shown to substantially lower the social cost of carbon and deliver long-term carbon emissions reductions. These reductions are greater than those contributed by the sole carbon price signal generated by a world cap-and-trade system. Carbon finance, as a part of the broader reform of financial systems and overseas aid, can help overcome the dual adversity of climate and financial crisis contexts. The carbon certificate, with an upfront agreed social cost of carbon, can be used as its instrument. The portion of the banking system that intends to reorient a significant part of world savings towards low-carbon investments could thus issue such carbon certificates. By giving carbon assets the status of a reserve currency, the system could even respond to the need of emerging countries to diversify their foreign exchange reserves and trigger a wave of worldwide sustainable growth through infrastructure markets. 相似文献

Bottom-up and top-down models are used to support climate policies, to identify the options required to meet GHG abatement targets and to evaluate their economic impact. Some studies have shown that the GHG mitigation options provided by economic top-down and technological bottom-up models tend to vary. One reason for this is that these models tend to use different baseline scenarios. The bottom-up TIMES_PT and the top-down computable general equilibrium GEM-E3_PT models are examined using a common baseline scenario to calibrate them, and the extend of their different mitigation options and its relevant to domestic policy making are assessed. Three low-carbon scenarios for Portugal until 2050 are generated, each with different GHG reduction targets. Both models suggest close mitigation options and locate the largest mitigation potential to energy supply. However, the models suggest different mitigation options for the end-use sectors: GEM-E3_PT focuses more on energy efficiency, while TIMES_PT relies on decrease carbon intensity due to a shift to electricity. Although a common baseline scenario cannot be ignored, the models’ inherent characteristics are the main factor for the different outcomes, thereby highlighting different mitigation options. Policy relevance The relevance of modelling tools used to support the design of domestic climate policies is assessed by evaluating the mitigation options suggested by a bottom-up and a top-down model. The different outcomes of each model are significant for climate policy design since each suggest different mitigation options like end-use energy efficiency and the promotion of low-carbon technologies. Policy makers should carefully select the modelling tool used to support their policies. The specific modelling structures of each model make them more appropriate to address certain policy questions than others. Using both modelling approaches for policy support can therefore bring added value and result in more robust climate policy design. Although the results are specific for Portugal, the insights provided by the analysis of both models can be extended to, and used in the climate policy decisions of, other countries. 相似文献

India's growing role in the global climate debate makes it imperative to analyse emission reduction policies and strategies across a range of GHGs, especially for under-researched non-CO 2 gases. Hydrofluorocarbons' (HFCs) usage in cooling equipment and subsequent emissions are expected to increase dramatically in India with the phase-out of hydrochlorofluorocarbons (HCFCs) as coolants in air-conditioning equipment. We focus on the residential air-conditioning sector in India and analyse a suite of HFC and alternative coolant gas scenarios for understanding the implications for GHG emissions from this sector within an integrated assessment modelling framework. We find that, if unabated, HFC410A emissions will contribute to 36% of the total global warming impact from the residential air-conditioner sector in India in 2050, irrespective of the future economic growth trajectory, and the remaining 64% is from energy to power residential air-conditioners. A move towards more efficient, low global warming potential (GWP) alternative refrigerants will significantly reduce the cumulative global warming footprint of this sector by 37% during the period 2010–2050, due to gains both from energy efficiency as well as low GWP alternatives. Best practices for reducing direct emissions are important, but only of limited utility, and if a sustainable lifestyle is adopted by consumers with lower floorspace, low GWP refrigerants, and higher building envelope efficiencies, cumulative emissions during 2010–2050 can be reduced by 46% compared to the Reference scenario. Policy relevance Our analysis has important implications for Indian climate policy. We highlight that the Indian government's amendment proposal to the Montreal Protocol is a strong signal to the Indian market that the transition away from high GWP refrigerants towards low/zero GWP alternatives will happen sooner or later. The Bureau of Energy Efficiency should extend building energy conservation code policy to residential buildings immediately, and the government should mandate it. Government authorities should set guidelines and mandate reporting of data related to air-conditioner coolant recharge frequency and recovery of scrapped air-conditioner units. For contentious issues like flammability where there is no consensus within the industry, the government needs to undertake an independent technical assessment that can provide unbiased and reliable information to the market. 相似文献

Drawing primarily on the UK experience, five practical lessons are identified for policy makers who seek to decarbonize their economies. First, decarbonization needs a solid legal basis to give it credibility and overcome time inconsistency problems. Second, putting a price on carbon is essential, but low-carbon policies also have to address wider market, investment, and behavioural failures. This in turn raises issues of policy complexity and coordination. Third, the low-carbon economy is likely to be highly electrified. Clean electricity could be a cost-effective way of decarbonizing many parts of the economy, including transport, heating, and parts of industry. Decarbonization therefore starts in the power sector. Fourth, the low-carbon transition is primarily a revolution of production and not consumption. Both supply-side innovation and demand-side adjustments in lifestyle and behaviour are needed, though the former should dominate. Fifth, the transition to a low-carbon economy is economically and technologically feasible. Achieving it is a question of policy competence and having the political will to drive economic and social change. Policy relevance Practically all major GHG emitters now have climate change legislation on their statute books. Given what is at stake, and the complexity of the task at hand, it is important that policy makers learn from each other and establish a code of good low-carbon practice. The main lessons from the UK are distilled and presented. Carbon policy is considered for key sectors, such as electricity, buildings, and transport, and possible decarbonization paths are also outlined. It is shown that the transition to a low-carbon economy is economically and technologically feasible. Achieving it is primarily a question of policy competence and political will. This in turn means that climate change action needs a strong legislative basis to give the reforms statutory legitimacy. Low-carbon policies will have to address a wide range of market, investment and behavioural failures. Putting a price on carbon is an essential starting point, but only one of many policy reforms. 相似文献

Research on air travellers’ willingness to pay (WTP) for climate change mitigation has focussed on voluntary emissions offsetting so far. This approach overlooks policy relevant knowledge as it does not consider that people may value public goods higher if they are certain that others also contribute. To account for potential differences, this study investigates Swedish adults’ WTP for a mandatory air ticket surcharge both for short- and long-distance flights. Additionally, policy relevant factors influencing WTP for air travel emissions reductions were investigated. The results suggest that mean WTP is higher in the low-cost setting associated with short-distance flights (495 SEK/ tCO 2; 50 EUR/ tCO 2) than for long-distance flights (295 SEK/ tCO 2; 30 EUR/t CO 2). The respondents were more likely to be willing to pay the air ticket tax if they were not frequent flyers, if they were women, had a left political view, if they had a sense of responsibility for their emissions and if they preferred earmarking revenues from the tax for climate change mitigation and sustainable transport projects. Key policy insights A mandatory air ticket tax is a viable policy option that might receive majority support among the population. While a carbon-based air ticket tax promises to be an effective tool to generate revenues, its potential steering effect appears to be lower for low cost contexts (short-distance flights) than for high cost contexts (long-distance flights). Policy consistency regarding the tax base and its revenue use may increase public acceptability of (higher) air ticket taxes. Earmarking revenues is clearly preferred to tax recycling or general budget use. Insights about the personal drivers behind WTP for emissions reductions from air travel can help to inform targeting and segmentation of policy interventions. 相似文献

Decision makers facing emission-reduction targets need to decide which abatement measures to implement, and in which order. This article investigates how marginal abatement cost (MAC) curves can inform such a decision. We re-analyse a MAC curve built for Brazil by 2030, and show that misinterpreting MAC curves as abatement supply curves can lead to suboptimal strategies. It would lead to (1) under-investment in expensive, long-to-implement and large-potential options, such as clean transportation infrastructure, and (2) over-investment in cheap but limited-potential options such as energy-efficiency improvement in refineries. To mitigate this issue, the article proposes a new graphical representation of MAC curves that explicitly renders the time required to implement each measure. Policy relevanceIn addition to the cost and potential of available options, designing optimal short-term policies requires information on long-term targets (e.g. halving emissions by 2050) and on the speed at which measures can deliver emission reductions. Mitigation policies are thus best investigated in a dynamic framework, building on sector-scale pathways to long-term targets. Climate policies should seek both quantity and quality of abatement, by combining two approaches: a ‘synergy approach’ that focuses on the cheapest mitigation options and maximizes co-benefits, and an ‘urgency approach’ that starts from a long-term objective and works backward to identify actions that need to be implemented early. Accordingly, sector-specific policies may be used (1) to remove implementation barriers on negative- and low-cost options and (2) to ensure short-term targets are met with abatement of sufficient quality. This article illustrates the main difficulties encountered in the preparation of GHG emission projections and climate change mitigation policies and measures (P&M) for Kazakhstan. Difficulties in representing the system with an economic model have been overcome by representing the energy system with a technical-economic growth model (MARKAL-TIMES) based on the stock of existing plants, transformation processes, and end-use devices. GHG emission scenarios depend mainly on the pace of transition in Kazakhstan from a planned economy to a market economy. Three scenarios are portrayed: an incomplete transition, a fast and successful one, and even more advanced participation in global climate change mitigation, including participation in some emission trading schemes. If the transition to a market economy is completed by 2020, P&M already adopted may reduce emissions of CO 2 from combustion by about 85 MtCO 2 by 2030 – 17% of the emissions in the baseline (WOM) scenario. One-third of these reductions are likely to be obtained from the demand sectors, and two-thirds from the supply sectors. If every tonne of CO 2 not emitted is valued up to US$10 in 2020 and $20 in 2030, additional P&M may further reduce emissions by 110 MtCO 2 by 2030. 相似文献

Agriculture is responsible for approximately 25% of anthropogenic global GHG emissions. This significant share highlights the fundamental importance of the agricultural sector in the global GHG emissions reduction challenge. This article develops and tests a methodology for the integration of agricultural and energy systems modelling. The goal of the research is to extend an energy systems modelling approach to agriculture in order to provide richer insights into the dynamics and interactions between the two (e.g. in competition for land-use). We build Agri-TIMES, an agricultural systems module using the TIMES energy systems modelling framework, to model the effect of livestock emissions and explore emissions reduction options. The research focuses on Ireland, which is an interesting test case for two reasons: first, agriculture currently accounts for about 30% of Ireland's GHG emissions, significantly higher than other industrialized countries yet comparable with global levels (here including emissions associated with other land-use change and forestation); second, Ireland is both a complete and reasonably sized agricultural system to act as a test case for this new approach. This article describes the methodology used, the data requirements, and technical assumptions made to facilitate the modelling. It also presents results to illustrate the approach and provide associated initial insights. Policy relevance Most of the policy focus with regard to climate mitigation targets has been on reducing energy-related CO2 emissions, which is understandable as they represent by far the largest source of emissions. Non-energy-related GHG emissions – largely from agriculture, industrial processes, and waste – have received significantly less attention in policy discourse. Going forward, however, if significant cuts are made in energy-related CO2 emissions, the role of non-energy-related GHG emissions will grow in importance. It is therefore crucial that climate mitigation analyses and strategies are not limited to the energy system. This article shows the value of using integrated energy and agriculture techno-economic modelling techniques to draw evidence for new comprehensive climate policy strategies able to discern between the full range of technical solutions available.
