The burgeoning literature on transnationalism involving skilled migrants--based largely on the view from the developed world--have generally paid little heed to “elite” women and the reproductive sphere. We argue that women play many roles in elite transnational migration streams and must be given full consideration as part of the “transnational elite.” Attention is given to the way women--both “tied” and “lead” migrants--negotiate gendered identities as they participate in Singapore's regionalisation process, a state-driven initiative to extend the national economy by leveraging on growth in the region. Empirical material for the paper is mainly based on in-depth interviews with married women who were part of a larger project involving interviews with 150 Singaporeans who had lived, or were living, in China. In examining the movements through transnational space between Singapore and China, it is clear that patriarchal norms continue to shape women's understandings of their own identities vis--vis men's. Singapore women who move as accompanying spouses (the majority) find themselves giving up careers to focus on their domestic role in China (in the absence of access to “suitable” paid domestic service), and are not so much “deskilled” but “re-domesticated”. The exceptional few women who ventured into China as entrepreneurs experienced considerable strain holding together geographically separate spheres of productive and reproductive work across the transnational terrain. Both sets of “stories” alert us to the need to include “elite” women--whether accompanying spouses or independent entrepreneurs--in our understanding of “transnational elites.” This will contribute to the urgent task of ensuring that both productive and reproductive work are valorized in equal measure in conceptualizing transnationalism.  相似文献

Introducing the special issue on “Mobilizing policy,” the paper contrasts orthodox approaches to policy transfer with an emerging body of work in the interdisciplinary field critical policy studies. The governing metaphors in this latter body of work are those of mobility and mutation (rather than transfer, transit, and transaction), policymaking dynamics being conceived in terms of reproduction across and between sites of innovation/emulation (rather than interjurisdictional replication). Distinctive contributions of the following collection of papers are highlighted in the context of an emergent “policy mobilities” approach.  相似文献

As an approach to development, many see capitalism as reaching across an enormous range of scholarly domains and political interests. For some time geographers and others have begun to conceptualize capitalism as less of a system of intrinsic economic logic and more a collection of social and discursive relationships. By bringing capitalism into the “discursive world” these commentators and others have provided the theoretical ground for an exploration of alternative economic forms, especially those that are more socially and ecologically just. This paper makes an argument for putting sustainable development through the same theoretical scrutiny. Drawing on examples from the US we recruit the concept of “actually existing sustainabilities” from Altvater’s concept “actually existing socialisms” as an entry point to this conversation. Our purpose is to show that the potential for sustainability in the US exists in current local policies and practices if we rethink how we frame it.  相似文献

This paper explores the following general question: Why are Fair Trade coffee farmers in Nicaragua burdened by debt? Nearly five years from “the end” of the coffee crisis, peasant farming households committed to Fair Trade standards continue to struggle with a legacy of indebtedness caused by years of low farm-gate prices and declining productivity between 2000 and 2004. Through ethnographic observation and interviews with peasant farmers in Nicaragua, I explore how farmers experience a simple reproduction squeeze that hinders them from “bootstrapping” their own economic development. I argue that the effort to raise the Fair Trade minimum price and premium for coffee through Fair Trade Labelling Organizations International (FLO) in 2008 demonstrated a good first step toward improving farm-gate prices, however, these gains must be understood in the context of long-term indebtedness as well as rising production costs and household consumption costs.  相似文献

Like most other minerals, titanite rarely if ever forms perfect crystals. In addition to the point defects that might affect lattice diffusion, there may be extended line- or planar defects along which fast diffusion could occur. During the course of an experimental study of oxygen lattice diffusion in titanite, we found that almost all of the 18O uptake profiles produced in natural titanite crystals departed from the complementary error function solution expected for simple lattice diffusion with a constant surface concentration. Instead, they exhibited “tails” extending deeper into the samples than expected for simple lattice diffusion. The purpose of this contribution is to report on these features—described as “fast-paths” for oxygen diffusion—and outline a method for coping with them in extracting information from diffusion profiles.For both dry and hydrothermal experiments in which the “fast paths” are observed, 18O was used as the diffusant. In dry experiments, the source material was 18O-enriched SiO2 powder, while 18O-enriched water was used for the hydrothermal experiments. Diffusive uptake profiles of 18O were measured in all cases by nuclear reaction analysis (NRA) using the 18O (p,α)15N reaction [see Zhang X. Y., Cherniak D. J., and Watson E. B. (2006) Oxygen diffusion in titanite: lattice and fast-path diffusion in single crystals. Chem. Geol.235 105-123].In our experiments, different sizes of “tails” (with varying 18O concentrations) were observed. Theoretically, under the same temperature and pressure conditions, the sizes of tails should be affected by two factors: the diffusion duration and the defect density. For the same experiment duration, the higher the defect density, the larger the “tail”; for the same defect densities, the longer the diffusion duration, the larger the “tail.”The diffusion “tails” could be a result of either planar defects or one-dimensional “pipe” diffusion. AFM imaging of HF etched titanite surfaces confirmed that the etched features might be caused by either parallel planar defects or parallel pipe defects, but could not differentiate between these possibilities. Through theoretical calculations simulating the tailed diffusion profiles using reasonable assumptions of lattice diffusivities and fast-path diffusivities, and comparing these with tail features measured in our samples, it can be concluded that the “tails” observed in our experiments are caused by planar defects rather than pipe defects.A new method was developed for separating the “fast-path” contribution from the overall composite diffusion profile consisting of both “fast-path” and lattice diffusion. Through this process, the lattice diffusion coefficient could be determined, which is required to analyze the tail. The oxygen diffusion rates in the fast-paths were obtained by traditional graphical analysis methods, using the Whipple-Le Claire equation (for 2-D defects) assuming that the width of the fast-path is 1 nm. Two Arrhenius relations were obtained for the fast-path diffusion phenomenon, one for experiments under dry conditions, and the other for hydrothermal conditions:

The evolution of Pleistocene mammals is characterized by giantism and in the ungulates by the appearance of huge and often bizarre horns, antlers, ossicones, and tusks. An earlier study of sheep (Ovis) led to a theory explaining these phenomena. This theory, termed the “dispersal theory,” is described briefly and then applied to the evolution of Old World deer (Cervinea, Baird, 1857). It is shown that the zoogeography and physical characteristics of Old World deer follow the predictions of this theory. Attention is drawn to the parallels in zoogeography and convergent evolutionary changes between Old World deer and other ungulates such as New World deer, the goats and sheep and the genus Bison. The application of the “dispersal theory” to the evolution of the genus Bison shows that it is compatible with known facts and that it explains aspects of Bison morphology not usually considered. It also suggested a new and testable hypothesis of the origin of present-day Bison. In general the “dispersal theory” applied to Pleistocene conditions predicts that a specialization of social behavior and social organs leading to giantism, altered body proportions and bizarre hornlike organs occurs during postglacial dispersal into new habitat. It also describes the characteristics of these early, pioneering populations. In so doing it links the disciplines of animal behavior, ecology, animal science, population dynamics, and zoogeography into a functional whole. In particular it shows the relationship between ecology and social behavior. Finally, the “dispersal theory” is shown to be a general theory, applicable to Pleistocene and pre-Pleistocene conditions. In the tropics or pre-Pleistocene conditions social evolution follows ecological specialization, while in the periglacial zones social evolution only reflects the colonization history of the species. It is shown that the “dispersal theory” unites the apparently contradictory views on evolution and zoogeography of Matthews and Darlington. Matthews' views apply largely to Pleistocene conditions and Darlington's to pre-Pleistocene conditions. A preliminary application of the “dispersal theory” to pre-Pleistocene mammals suggests that it predicts correctly.  相似文献

Recently, geographers and other scholars have reappraised the state’s spatial properties, roles, and strategies. According to these interpretations, modern states seek to control their subjects and coordinate economic development through various “rational” and “scientific” strategies that involve the standardization, transformation, and bureaucratization of space, territory, and landscape. Through this process social relations are increasingly configured through state discourses and institutions. The role of public health institutions in the development of state spatialities has been relatively underappreciated. This paper explores the establishment and early action of a malaria control campaign in Northwest Argentina, in the early twentieth century. I make three arguments: first, in creating a malaria control program, the Argentine state did not merely respond to a given “social fact” but rather was the key participant in constructing the “malaria problem”. Second, in response to this problem the Argentine state created a new technical-administrative territory, “the malarious zone”, which encompassed several provinces and defined the federal government’s jurisdiction for public health action. Finally, state actors came to understand the malaria problem, and potential solutions to it, through specific “rational” practices of the modern state: surveying, mapping, measurement, and statistical compilation. In its early years, the malaria campaign did not so much control the disease itself, as much as establish control over the “malaria question”, making it indisputably a state project.  相似文献

Currently, hegemonic geographical imaginations are dominated by the affective geopolitics of the War on Terror, and related security practice is universalised into what has been called “globalized fear” (Pain, 2009). Critical approaches to geopolitics have been attentive to the Westerncentric nature of this imaginary, however, studies of non-Western perceptions of current geopolitics and the nature of fear will help to further displace dominant geopolitical imaginations. Africa, for example, is a continent that is often captured in Western geopolitics - as a site of failed states, the coming anarchy, passive recipient of aid, and so on - but geopolitical representations originating in Africa rarely make much of an impact on political theory.This paper aims to add to critical work on the so-called War on Terror from a perspective emerging from the margins of the dominant geopolitical imagination. Neotropical cloud forests have been locked away in protected areas that conservationists seek to fashion into spaces exclusively for “Nature,” but they often cannot do so because of the pressure of migrant agriculture, among other factors. The author documents the case of a protected area in Honduras that, while it fails to evolve into an idealized “conservation space,” nevertheless undergoes transformations until it becomes accepted by local actors as a space that provides protection for marginalized groups under threat from a hydroelectric project that seeks to dislodge them. A Deleuzian theoretical approach loosely drawing from complexity theory is utilized to explain the process whereby diverse and conflicting land-use spatialities come to embrace an alien and imposed national park and in the process ally with each other against a perceived greater threat from the outside. The author shows the transformative potentials of protected areas as allies, rather than enemies, of spatial justice movements currently confronting the challenges of “regional economic integration” initiatives such as the Central American Free Trade Agreement.  相似文献

Shortly after the September 11, 2001 attacks in the United States, the Wall Street Journal published an article claiming that al Qaeda sympathizers were using an obscure gemstone commodity known as tanzanite to raise funds for terrorist activities. Despite subsequent disclaimers by the US State Department, this allegation effectively marked tanzanite as a “conflict gem,” and set in motion a complex set of political maneuvers designed to rehabilitate the tanzanite industry’s reputation. This paper analyzes the immediate fallout from the Wall Street Journal article and the subsequent effects of anti-terrorist rhetoric on the tanzanite industry. I explore the origins of the “conflict gem” discourse and the political movement that has taken shape over the past decade to reform gemstone mining. Drawing on theories developed by critics of the fair trade movement, I examine a series of steps taken by the main corporate miner active in the tanzanite industry to re-brand and certify tanzanite as “conflict-free.” I underscore the degree to which these efforts have been inflected by new security provisions embodied in the USA Patriot Act.  相似文献

A common source of conflict at hazardous waste sites in the US Environmental Protection Agency’s Superfund program is the accuracy of scientific investigations and representations produced to inform cleanup decisions. Liable firms often produce these technical representations themselves, and communities surrounding sites frequently argue that such “voluntary” investigations are compromised by conflicts of interest. In order to challenge the representations of powerful firms, locally situated actors often develop trans-local connections with expertise and equipment concentrated at distant centers of calculation. Although some interpret the spatial politics of such connecting in terms of “jumping scales,” another important spatial dimension of this network construction is differential positioning. In a conflict over groundwater models at the St. Regis Superfund Site in Minnesota, the counter-network that emerged to challenge the owner’s representations of the site positioned some actors as “outsiders” and others as “insiders.” This differential positioning enabled the counter-network to balance the need to demonstrate the reliability and impartiality of its claims with the requirement to maintain its accountability to local public interests. I argue that these requirements result from the prevalent view of the science-policy interface, which assumes a rigid separation between science and politics. Nonetheless, the conflict over groundwater at St. Regis reveals how at the science-policy interface, speaking for things and speaking for people are thoroughly entangled.  相似文献

This paper addresses the cultural economy of nature and the material culture of economic practice. Attending to ways that cultural notions about the biophysical world play key roles in political economic conflicts, discussion centers on two recent debates involving the cultural economy of seafood production and trade. The first debate is over whether the label “catfish” should include catfish imported from Vietnam into the United States; the second deals with whether fish and shellfish should be eligible to be certified “organic” under new US regulations. Analysis reveals that the key dynamic in these debates is not necessarily how people think about “nature”, but instead is how people make distinctions about the world. Rather than focusing on what is natural or not, key actors make distinctions among both organisms and environments. The ways that different groups define and enclose the biophysical world works to distinguish places as either appropriate or not for certain kinds of production activities. The overall argument is that significance and meaning of the biophysical become implicated in economic geographies by making distinctions about the world that then become important for how economic activity can work. As such, cultural economic approaches should attend to the ways that the biophysical is involved in relations such as competition and international trade, while nature-society approaches should shift focus from Nature to specific aspects of the biophysical world.  相似文献

Stalagmites are good archives for paleoecological change, as they are easy to date, and contain multiple environmental proxy records, including climatic records from oxygen isotopes. Lipid biomarkers preserved within stalagmites have recently been used to investigate changes in the overlying soil and vegetation. However, the understanding of lipid records from stalagmites is still at an early stage, and is hindered by the low abundances of lipids preserved and the complexity of the organic matter signal. Here the first results of a sequential extraction procedure are presented, that enables examination of the distribution patterns of “free” (solvent extraction) and “bound” (including physically bound within the calcite matrix and chemically bound to macromolecules) lipids in a stalagmite from southern China. In both groups the dominant compounds are saturated fatty acids, which are an order of magnitude more abundant in the “bound” phase. n-alkanes and n-alcohols chiefly appear in the “free” lipids. In contrast, 3-hydroxy acids are predominantly released under strong acid reflux conditions, suggesting a principal input from bacterial membrane compounds. A direct comparison between the present results and the published data from an Ethiopian stalagmite shows significant differences in the lipid signals from separate sites, with a stronger microbial signal in the Chinese sample. This preliminary investigation of lipid distributions in different modes highlights the importance of microbial geochemical processes in karst systems and supports the use of stalagmites in paleoecological reconstruction.  相似文献

This paper deals with second-generation, one-and-a-half generation and “prolonged sojourner” Trinidadian transnational migrants, who have decided to ‘return’ to the birthplace of their parents. Based on 40 in-depth interviews, the paper considers both the positive and critical things that these youthful transnational migrants report about returning to, and living in, this multi-ethnic plural society and the salience of racial and colour-class stratification as part of their return migration experiences. Our qualitative analysis is based on the narratives provided by these youthful returnees, as relayed “in their own words”, presenting critical reflections on racism, racial identities and experiences as transnational Trinidadians. It is clear that it is contexts such as contemporary working environments, family and community that act as the reference points for the adaptation “back home” of this strongly middle-class cohort. We accordingly encounter a diverse, sometimes contesting set of racial issues that emerge as salient concerns for these returnees. The consensus is that matters racial remain as formidable legacies in the hierarchical stratification of Trinidadian society for a sizeable number. Many of our respondents reported the positive aspects of racial affirmation on return. But for another sub-set, the fact that multi-ethnic and multi-cultural mixing are proudly embraced in Trinidad meant that it was felt that return experiences were not overly hindered, or blighted by obstacles of race and colour-class. For these returnees, Trinidad and Tobago is seen as representing a 21st century “Melting Pot”. But for others the continued existence of racial divisions within society - between ethnic groups and among those of different skin shades - was lamented. In the views of these respondents, too much racial power is still ascribed to ‘near-whiteness’. But for the most part, the returnees felt that where race played a part in their new lives, this generally served to advantage them. However, although the situation in Trinidad appears to have been moderated by assumptions that it remains a racial ‘Melting Pot’, the analysis strongly suggests that the colour-class system of stratification is still playing an essential role, along with racial stereotyping in society at large.  相似文献

The transformation of land into a setting for clustering local economies can become an important cornerstone of poverty policy. This transformation has several functional aspects, which in turn have important institutional and political aspects. Underlying both the functional and institutional factors is the role of local government and local democracy. Such a conceptualization puts to center stage several paradoxes: A terrain that seems “slum-like” turns out to be highly productive and employment generating. Complex tenure forms and mixed land use seen as “unplanned” turn out to be pre-requisites for economic development. There are institutional paradoxes that contrast efforts at “transparency” and managerial “best practices”. Here, the messiness of local bureaucracies in municipal government turns out to be critical for poor groups to influence interventions in their favor. Influencing the public process may be more effective in stealth-like ways rather taking a more visible approach. Most fundamentally these issues remind us that the potential of cities to reinforce or reduce poverty moved far beyond projects and programs and the normative frameworks used by planners and administrators. Instead, it is the transformative process of turning land into economic settings that might be at the center stage. This is a stage where poor groups are the central actors who stealth-like draw on complex alliances across ethnic and class lines to shapes cities in their interests.  相似文献

The term “lithodeme” was proposed 30 years ago for the purpose of crystalline rock stratigraphy. However, there are inconsistencies in its understanding. For example, it is unclear whether it is suitable to apply this term to layered intrusions or not: different specialists/organizations offer different approaches. A bibliographical survey of the geological literature published after 2000 demonstrates that the term “lithodeme” is used too rarely, although its use for magmatic and metamorphic rocks is well balanced. In addition 65% of all papers considering lithodemes deal with North and South America. Moreover, some specialists employ genesis and age when they delineate lithodemes, whereas other do not. If modern geology really still needs the lithodemic approach, researchers should work towards reaching consensus on what the term “lithodeme” means, and they should also devote effort to promote this approach internationally.  相似文献

Sand-rich Holocene to modern clastic deposits in the eastern English Channel and the southern North Sea coasts of France and Belgium occur extensively as nearshore-sand bank, estuarine-tidal flat, aeolian dune and beach sub-environments. Sand samples (n = 665) collected from these deposits suggest the presence of three different populations: a largely dominant (83%) medium to fine quartz sand population (“b”), and finer- (14%) and coarser-grained (4%) populations (respectively “c” and “a”). The distribution of these populations among the four sub-environments reflects tide- and storm-dominated sorting and transport processes and a variable degree of mixing. These populations are derived from a mixture of very fine- to very coarse-grained fluvial, outwash and paraglacial sediments deposited on the beds of the eastern English Channel and southern North Sea during the late Pleistocene lowstand. The nearshore-sand bank environment, which also corresponds to the main offshore source area of the coastal deposits, exhibits population heterogeneity reflecting the variability of hydrodynamic conditions and sediment sorting in this zone. The nearshore topography of tidal ridges, banks and troughs in these tidal seas leads to variable bed and tide- and storm-induced shear stress conditions. These conditions only allow for the mobilisation and onshore transport of some of the finer fractions (populations “b” and “c”), leaving an offshore mixture of these finer populations with coarser, less mobilisable sediments (population “a”). Once in the coastal zone, these two finer populations undergo further hydrodynamic sorting and segregation. Variably sorted very fine sands to silts (population “c”) are trapped in the low-energy estuarine-tidal flat sub-environment, while the highly homogeneous population “b” is further sorted in aeolian dune and beach sub-environments. This sorting occurs via a coastal sand transport pathway linking the Somme estuary mouth to the southern North Sea bight where tidal range and wave energy decrease relative to the English Channel. Since this sand transport pathway enables longshore transport of hydrodynamically sorted medium to fine sand derived directly from the immediate nearshore zone, it has further contributed to a net flux of this sand population from the eastern English Channel sea bed to the southern North Sea.  相似文献

A “glacial cycle” is defined as a major global climatic oscillation of the order of 105 yr, developed within an “ice age” sensu lato which may last 106–107 yr and which recurs at widely spaced intervals in geologic time (ca. 2 × 108 yr). The ice age situation thus only persists during 5–10% of all geologic time and is preconditioned by geotectonics and not by extraterrestrial controls.  相似文献

The solubility of aluminium (Al) in many acidic soils is controlled by complexation reactions with soil organic matter. In such soils, Al solubility is theoretically a function of the pool size of “active” Al, i.e., the total amount of Al that equilibrates with the soil solution within a defined period of time. To date, no reliable measurements of “active” Al in soil materials exist. In this study, we determined the isotopically exchangeable pool of Al (EAl) as an operationally defined assessment of “active” Al in acidic mineral soils. The suitability of CuCl2 and pyrophosphate (Na4P2O7) as extractants for “active” Al was also evaluated. Eleven samples, mostly from spodic B horizons, were spiked with carrier-free 26Al and equilibrated for different time periods (1-756 h). The size of the Al pool with which the 26Al tracer exchanged increased with time during the whole experimental period. Thus, contact time between solid and solution phases needs to be defined when assessing the “active” Al pool. Values of EAl obtained after 1 to 5 d of equilibration were equal to the amount of CuCl2 extractable Al, but considerably smaller than the Na4P2O7-extractable pool. Equilibration times greater than 5 d resulted in CuCl2 extractable Al concentrations that under-estimated the “active” Al pool. Three of the investigated samples were rich in imogolite-type materials (ITM). In these samples, 30-50 % of the added 26Al rapidly became associated with soil constituents in forms that could not be extracted by Na4P2O7, indicating that a part of ITM may be in a dynamic state.  相似文献

The paper presents a genealogy of the Bloomberg administration’s Opportunity NYC program, launched in 2007 as part of New York City’s explicitly experimental anti-poverty strategy. Opportunity NYC was modeled on “conditional cash transfer” programs, currently operating in more than thirty countries across the Global South, drawing direct inspiration from Mexico’s widely touted Oportunidades program. This striking case of South-North policy emulation calls attention to some distinctive features of what is characterized here as a transnationalizing “fast-policy” regime, based on technocratic forms of program evaluation and development, dense expert networks, and orchestrated communities of practice, within which a range of policy intermediaries—particularly those connected with multilateral agencies—are assuming significant new roles. What appears to be a pragmatic form of policy learning in fact operates in the context of narrow ideological parameters, within which there is a concerted technocratic “push” toward favored solutions.  相似文献
