This paper examines at the origins of coastal zone management and planning in England and from that, how integrated coastal zone management techniques were developed. The lack of heritage management planning in coastal plans in England is discussed and put into context of ‘integrated heritage zone management’ approaches. Having looked at these two systems, examples of good practice are discussed. The concept of spatial planning is also discussed and the opportunities that this might offer for integrating coastal and heritage planning in the Solent are considered.  相似文献

The need to better understand the linkages and interdependencies of socio-economic and coastal environmental dynamics has taken on a more deliberate role in the development and assessment of Integrated Coastal Management world-wide. The analysis and establishment of indicator-driven programs to assess change in coastal and watershed systems have increasingly moved to stress socio-economic forcings and impacts. This article serves to review the need for and provide an assessment of important frameworks designed to foster such integration. It argues that the evolution of the Driver–Pressure–State–Impact–Response (DPSIR) framework, now in broad use, provides an essential contribution.  相似文献

The experience and teaching approach of the Russian State Hydrometeorological University (RSHU, former Institute) in Integrated Coastal Zone Management are discussed. In order to practice effective coastal zone management training and to improve the understanding of different interests of coastal users, the students and post-graduates of the Faculty of Oceanography of RSHU have been involved in research projects concerning the assessment of the changing environmental state in the White Sea-Barents Sea Region. The field work was conducted at UNESCO-IOC-HELCOM cosponsored Baltic Floating University (BFU) facilities. The results and training capacity of the RSHU approach to coastal management education and resource use are discussed.  相似文献

The December 2004 Indian Ocean tsunami wrought environmental damage beyond the normal framework of integrated coastal management and has implications for coastal management in Asia-Pacific in the post-tsunami phase. Fieldwork conducted on the coasts of four tsunami-affected countries in 2005 and 2006 identified several “practitioner-type” issues that would have implications for ICM policy. These include the loss of land with accompanying land tenure problems; the safety zone in conflict with the buffer zone; the need for better integration of livelihoods restoration with the rehabilitation of coastal ecosystems; and the inclusion of tsunami mitigation in the larger framework of climate change mitigation. A discussion of these issues and future role of ICM would provide a fresh perspective to policy-practice of ICM. A proposal is made to study various development pathways of selected coastal villages as they recovered in the post-tsunami phase.  相似文献

Integrated coastal management (ICM) is an emerging approach in East Africa for the solution of various coastal issues. This paper is intended to provide an update on the current practical aspects concerning the ICM process and related policies and strategies in Madagascar. Efforts are being made in Madagascar for the mutual integration of numerous coastal projects and activities within the Environment Program of the National Environmental Action Plan. The foundations for an ICM program, built during an ICM workshop, which took place at the end of 1996 upon existing activities, are being expanded presently. These developments concern, above all, the institutional aspects related to the formulation of an ICM program. Therefore, the actual situation sees an overgrowing collaboration of the national and international agencies involved in the implementation of coastal projects, in an expandingly integrating way, within an institutional framework that grows progressively stronger. The case of Madagascar suggests reflections on how ICM can mitigate potential sectoral conflicts as well as on, how the sometimes complex nature of the social and cultural issues may influence the development of an ICM program. The need for monitoring ICM is stressed and the role of outside partners clarified.  相似文献

Caribbean coastal ecosystems are increasingly being threatened by natural and anthropogenic factors. The scale of these factors is at local, national, regional and global levels. Threats include the effects of fisheries and extraction, eutrophication, siltation, and pollution as well as global climate events such as El Niño and global climate change. Integrated coastal management (ICM) should clearly demonstrate the adverse effects of environmental impacts, thus justifying the need for mitigation and should evaluate the success of management efforts. ICM requires robust indicators that gauge the ‘health’ of the coast in relation to environmental, social and economic activities. Biological indicators (bioindicators) offer a signal of the biological condition in an ecosystem. Using bioindicators as an early warning of pollution or degradation in an ecosystem can help sustain critical resources. Biological indicators in the Caribbean are focused around particular ecosystems, especially coral reefs, seagrass beds and mangrove forests and include a range of biological parameters relating to particular species, groups of species and biological processes. The use of these indicators is critically reviewed and the presence or absence of a relevant framework for their use in Caribbean ICM programs is discussed.  相似文献

This paper provides an overview of the current situation of education and training for ICZM in Europe. This overview results from the analysis of the general characteristics, contents and orientation of a significant number of courses from a representative set of countries and international organizations in Europe. This type of comparatively systematic information provides a framework within which education and training efforts can be meaningfully evaluated from a regional perspective. Based on the survey conclusions, the paper reflects on the level of interconnection between the way in which ICZM is currently taught in Europe and the capacity needs arising from the scenario in which it takes place. In view of such scenario, and in order to advance ICZM practice in Europe, some broad recommendations to enhance education and training efforts are finally provided.  相似文献

This paper explains the nature of spatial planning and its incorporation into amended town and country planning legislation for England. It comments on current coastal management in England, including discussion on marine spatial planning, and examines how the new planning legislation provides opportunities for implementing aspects of coastal policy through planning, using shoreline management and coastal regeneration as examples. It considers how these opportunities may be developed for the Solent. The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献
