Angling management organizations: integrating the recreational sector into fishery management 总被引:1,自引:0,他引:1
This paper examines ways to reduce conflicts and improve the sustainability and value of marine recreational fisheries by fully integrating the recreational sector into the management of fisheries. One possibility involves a novel approach, here called angling management organizations (AMOs), which combines three of the more pervasive and promising trends in fishery management worldwide—management devolution, strengthened harvest rights, and co-management. AMOs are community-based organizations that are designed to conform to seven basic principles of integrated fishery management, which are described below. AMOs are loosely related to rights-based producer organizations in commercial fisheries, and are expected to strengthen resource stewardship, reduce enforcement and monitoring costs, alleviate management conflicts, and produce greater long-term net economic benefits in recreational fisheries. The other organizational structures considered here, including the management status quo, do not conform to all seven principles and are not expected to be as effective as AMOs. 相似文献

This article addresses the question of allocation of living marine resources among countries. We examine the principles for distribution emanating from the global rules for ocean governance, review state practice, and consider some distributional effects of conservation measures. We find that it is difficult to ascertain the influence of the distribution principles with any greater degree of precision. The principles vary with regard to their ease of operationalization. Further, state practice shows that distributional principles serve to define the scope for a range of different distributional outcomes, but their relative importance remains elusive. Thus, distributional outcomes cannot be explained in terms of these principles alone. A measure of politics is always at play. 相似文献

The author describes the implementation of a controlled or limited entry fishery for New Zealand rock lobsters. The background to the implementation of limited entry is described and the decrease in annual landings per vessel in the period 1955–1977 is pointed out. The New Zealand licensing system is outlined, attention being paid to continuous and seasonal licences, allocation of licences, controlled fishing areas, and fishing methods and gear restrictions. The number of rock lobster vessels decreased from 1574 in 1979 to 970 after the initial round of licensing. 相似文献

This paper examines the governance of coastal environments in Fiji with a view to identifying the strategic issues that constrain the achievement of integrated coastal management. Integration has, in recent years, become a major focus of efforts to improve environmental management in many parts of the world. This issue is pursued by using governance as a framework. The dominant concepts and strategies being used around the world in environmental governance are then considered as a prelude into the identification and discussion of the major governance issues affecting coastal management in Fiji. These are identified as: (i) integration and coordination, (ii) the need for system-wide governance reform, (iii) the degree of centralisation, (iv) coastal planning, (v) information and (vi) the capacity of governance. 相似文献

Public participation in the decision-making process is a key element of good governance. In its latest proposals for reforming the Common Fisheries Policy, the European Commission acknowledges that management measures lack legitimacy without input from the fishers themselves and thus underscores the need to increase it and adapt it to local or regional conditions. This study analyzes Spanish fishermen's own views about their participation in the decision-making process. The results show that most fishers are in favor of more participation by themselves and by regional governments in the decision-making process. 相似文献

Contemporary government rules for fisheries resources management in developing countries have been challenged for their inadequacy. The search for modern management models for coastal and marine resources could be usefully informed by wealth of traditional knowledge that enabled communities to sustainably live with their environment for centuries or millennia. Local taboos, defined as implicit or explicit social rules prohibiting certain actions, have played an important part in many traditional approaches to resource use. A mixed methods approach was used to investigate how local taboos play a role in the management of fisheries resources in some rural and urban coastal communities of Tanzania. Focus group discussions, key informant interviews, participant observations and questionnaire surveys were used to gather primary data. Data were analyzed both qualitatively and quantitatively. The study identified a number of potential local taboos in the management of fisheries resources and their habitats in coastal Tanzania. While these taboos showed some potential for applications in modern management approaches, a majority of fishers indicated non-compliance to most of them, especially in urban areas. A number of reasons are revealed to have attributed to the non-compliance of these taboos. These findings suggest the prospect for judicious integration of traditional practices with modern strategies, to enhance compliance. More studies on traditional knowledge that has a role in fisheries resources management are recommended, as are biophysical assessments in conjunction with traditional practices to reveal their scientific benefits. Despite the increasingly positive reviews of individual transferable quotas (ITQs), few studies have considered how quota leasing activities can reduce the economic benefits to society and to fishermen operating under the ITQ fisheries system. This analysis reveals negative economic impacts of ITQs previously overlooked by examining the extent of quota leasing and the relationship between the catch value, the cost of fishing, and the quota lease price in the BC halibut fishery, long considered a poster child for ITQs. Findings challenge assumptions of economic theory used to promote the benefits of ITQs. 相似文献

The warming global climate is reducing sea-ice coverage in the central Arctic, transforming a mostly inaccessible marine region into a 'new' and relatively poorly studied ocean. History shows that exploitation of newly accessible natural resources tends to precede effective research and management measures. But in response to increasing access to the central Arctic, a precautionary approach has been taking hold, with broad political and scientific support culminating in the Oslo Declaration of 2015, which aims to prevent unregulated high seas fishing in the central Arctic. Negotiations toward a full binding agreement are continuing. Formal efforts toward assessing knowledge of the Arctic marine ecosystems and coordinating research are underway, and practitioner-based research coordination and collaboration in the region is also ongoing. Yet broad gaps in our current marine research and coordination exist, and this paper draws attention to the spatial middle, middle trophics, and the middle scale — an Arctic 'missing middle'. Scientific activity in the central Arctic Ocean region is burgeoning in recent years, and a large number of initiatives, projects, and arrangements are meeting some of the need for coordination. But full pan-Arctic scientific coordination does not yet exist. In support of ecosystem-based and precautionary management of the central Arctic Ocean, this paper considers a fully Arctic-focused organization that can both orchestrate and prioritize marine research in the Arctic in view of policy imperatives, and bring emerging scientific understanding of the region directly into the discussion and formation of new policy. 相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. The aim of this study was to empirically assess institutional aspects shaping fishers’ behavior leading to unsustainable resource use, by using the example of destructive drag-net fishing in Zanzibar, Tanzania. A broad institutional approach was used to specifically assess institutional factors influencing the fishers’ reasons for the current use of destructive drag-nets as well as their willingness- and economic capacity to change to less destructive gears. Different regulative, normative, cultural-cognitive and economic factors (tradition, group-belonging, social acceptance, common practice, identity of drag-net users and weak economic capacity) were identified as critical elements influencing the current use of destructive gears, as well as obstructing changes to other gears. Hence, the importance of addressing all of these factors, matching to the different contexts, rather than focusing on fast-moving regulative measures, is emphasized to increase chances of management success. More promising approaches would be resource allocations to more sustainable fishing gears, well-managed gear exchange programs, as well as alterations of slow-moving normative and cultural factors, e.g. awareness raising on the advantages of more sustainable fishing gears, their traditional and cultural values, information on the actual income they generate, as well as education and an exchange of traditional knowledge on how to use them. 相似文献

Meeting the United States׳ offshore renewable-energy goals for 2030 necessitates deploying approximately 9000 wind turbines along U.S. coastlines. Because siting bottom-mounted turbines in most nearshore coastal zones is either impractical or politically difficult, turbine developers are testing floating-platform turbine technologies for deeper waters. Deepwater, floating-platform turbines have the advantages of being sited in the highest quality winds farther offshore, movable if desired, and located beyond the horizon, out of sight from shore. This paper reports on conversations with 103 coastal stakeholders at community meetings regarding development and testing of floating turbines off the coast of Maine, U.S.A. Using naturalistic field methods, this essay reports common questions and concerns of commercial lobstermen, fishermen, and coastal civic leaders. Early-stage conversations suggest that once coastal community members understand the benefits and impacts of wind farm development on their quality of life, many share specific preferences for where offshore developments could be located. Citizens׳ remarks are sophisticated, nuanced, and innovative and include robust ideas for pairing turbine siting with fishery conservation. Findings imply that when looking to site offshore turbines in public, multiple-use ocean spaces, developers, planners, and coastal communities should engage early and often in two-way conversation rather than one-way outreach. 相似文献

We propose a framework for enabling a systematic evaluation of a fisheries resource management system, which we define as a feed-back mechanism coupled to a fishery. The resource management system includes four basic functions: diagnostics, intervention, goal setting, and decision making. This model allows for the development of an evaluation framework for fisheries resource management by facilitating a typology of failures. We suggest that the potential for systemic and interdisciplinary learning will be significantly enhanced through the process of developing such a framework. 相似文献

Precious corals have been commercially exploited because of their legendary and cultural importance for many centuries in the Mediterranean and for almost one century in the Northwest Pacific. Although the precious coral fishery in Taiwan dates back to the 1920s, relevant studies on biology and ecology of resources are relatively scarce. The management of the precious coral fishery in Taiwan was officially instituted in January 2009, when data on the catch and effort of the fishery were recorded. In this study, the catch-effort data of the fishery were examined to explore the temporal and spatial patterns in composition and abundance of Corallium and Paracorallium spp. around Taiwan. A total landing of 3233.0 and 2906.8 kg precious corals were recorded for 2009 and 2010, respectively. Less than 5% of those amounts were from live colonies. A high proportion of fossilized colonies in the catch reflect the non-selective nature of the fishing gear; however, the factors that cause colonies to collapse are not exclusive to the impact of the fishery. Momo coral was dominant in the production for both years, followed by Miss coral. The total production of precious corals correlated positively with fishing efforts, while a weak relationship was found between the production of live colonies and fishing efforts. The fishing efforts mainly aggregated in designated fishing ground A (DFG-A) for both years, while the production of live colonies mainly occurred in DFG-E. The monthly occurrence rate of live colonies decreased over the past 2 years. Although fluctuating significantly, the CPUE of dominant species exhibited an apparent decreasing pattern. High aggregation of the fishing efforts in specific regions and low numbers of live colonies in the production should be carefully taken into account when amending management regulations in the future. The establishment of marine protected areas, in addition to the strict controls that already apply, should be considered to not only sustain the population structure of the sessile animals but also their function in the marine ecosystem. 相似文献

It has been suggested that the fisheries management process with multiple, informed stakeholders and socio-economic, political, and scientific complexity can be considered a governance network. This exploratory study applied communication network analysis (CNA) measures and methods to assess two cases of US federal fishery management in the Northwest Atlantic—Atlantic herring and sea scallop. Through questionnaires and interviews, CNA maps were constructed and quantitative measures of network structure and function (density, weighted average path length) and centrality measures for individual network members (degree, betweenness) were derived using InFlow software. The results show that fishery governance networks are horizontally and vertically integrated across levels of government and public–private–nonprofit sectors. The findings validated existing understanding of fisheries management as a contested, competitive management context among stakeholders, and provided new insights about the effectiveness of information sharing across the network and the critical role of bridgers connecting disparate subgroups. Fisheries management can be conceptualized and analyzed as governance networks, and the paper discusses additional research questions, refinements needed for application of the research methods, and ramifications for managers (e.g., can resource managers manage networks). 相似文献

Traditionally, the ‘social licence to operate’ (SLO) refers to the societal expectations imposed on corporate and commercial activities, often displayed by the willingness for corporations to go beyond the requirements of formal regulations. Alternatively, this paper investigates the emerging influence of the SLO in shaping government decisions regarding the use and impact of the marine environment and its resources. Using expert interviews, text analysis and case study analysis, this research delineated the contemporary SLO as it has manifested in Australian marine governance, with the results indicating that this is potentially occurring at a pace faster than can be systematically reacted to within the current political decision-making processes. Under these emerging conditions, the risk has been identified that traditional government decision-making and stakeholder consultation processes are lagging in their capacity to adapt to ensure that public policy processes can support and engage in this shifting dialogue and ensure the influence of information is appropriately weighted. This research highlights an emerging adjustment of community presence in marine governance and the immediate complexities and challenges this creates for government decision-making. In particular, it begins to explore the interaction of differing information, how this information is carried through communication channels, stakeholder behaviour, approaches to withholding or granting a SLO and the responsibility this carries. 相似文献

The purpose of this rejoinder is to respond to and question the many assertions made by Pinkerton et al. in the recently published Marine Policy article entitled: “The elephant in the room: The hidden costs of leasing individual transferable fishing quotas”. Particular attention is paid to the assertion that 79% of the British Columbia Pacific halibut TAC is being leased out by “armchair fishermen”. The rejoinder also discusses how ITQs, when used with other fishery management tools, such as catch monitoring, creates incentives that align more closely the fishermen harvesting behaviour and practices with the objectives of the resource manager. 相似文献

The Common Fisheries Policy (CFP) is a priority area of the European Union's Better Regulation agenda. Understanding the spatial variation in the application of the policy and the reasons behind these differences would provide insights into policy making in different socioeconomic and cultural settings that will assist in better regulation. The CFP aqcuis (the body of European Union law accumulated thus far) was analysed by creating a database composed of pre-defined elements from each obligation. Distinct differences are apparent in the ‘burden’ imposed by regulations in the Northern and Southern waters. However, a combination of a timeline of fish landings and the accumulation of the CFP regulations shows that despite the increase in the number of regulations this has not led to the anticipated reduction in landings. Historical, biological and geopolitical differences between the two major marine regions of the EU are discussed in terms of the impact they have had on the formation of the different fisheries management models in the different regions. Finally, the elements forming these models are discussed in terms of successes and failures in the context of the 2012 CFP reform. 相似文献

This paper examines why market and government institutions failed to prevent over fishing in the Southern Gulf snow crab fishery, whereas non-market institutions succeeded. A general conclusion is that the institutional environment in which economic behaviour must be coordinated for successful fisheries management is complex. More specifically, collective action dilemmas arise from the interdependency of human and fish species interactions. However, successful institutions are capable of resolving these dilemmas when they achieve credible commitment. Coordination mechanisms such as co-management contracts, horizontal patterns of communication and win–win negotiations all contribute to building an institutional arrangement in which participants are motivated to comply with conservation objectives. 相似文献
