A brief introduction to the Fifth Session of Global Platform for Disaster Risk Reduction, which was held in Cancun, Mexico, organized by United Nations International Strategy for Disaster Reduction (UN/ISDR) and hosted by the Government of Mexico from 22 May to 26 May 2017, was firstly provided. Combined with “Sendai Framework for Disaster Risk Reduction 2015-2030”, “Transforming our world: the 2030 Agenda for Sustainable Development”, and related work on natural disaster risk reduction at global, regional, country and local scales, some hot-topics and prospects of global platform for disaster risk reduction were put forward. Some findings were concluded, consisting of understanding disaster risk, disaster risk governance, building and enhancing resilience to disasters, coherence between the Sendai Framework, the 2030 Agenda for Sustainable Development and Climate Change Adaptation (CCA). Implementing the Disaster Risk Reduction (DRR) through cross-sectoral collaboration, removing barriers and promoting public-private cooperation in DRR and other types of partnership among multi-stakeholders will become the main force pattern of DRR in the near future. Large-scale disaster risk governance caused by multi-hazards (disaster cluster), disaster chain and disaster compound will be the main trend in scientific research of DRR. Building regional disaster risk reduction platform (e.g. the Silk Road Economic Belt and the 21st-Century Maritime Silk Road) and sharing the technologies and information of disaster risk reduction will be the main contents of DRR practices. Building and optimization of institutional mechanisms on DRR will be the trend of DRR idea. Improving and enhancing the support to communities, vulnerable groups and locals on DRR will be the main trend in DRR achievements’ application and demonstration in China.  相似文献

The construction of the Yangtze River Economic Belt is one of the major strategic initiatives to promote the sustained and steady growth of China's economy at current and the new normal stages. Comprehensive enhancing the governance levels of various natural disaster risks in the Yangtze River Economic Belt is the basic guarantee for promoting the implementation of the development strategy. Based on the multi-hazard integrated risk theory, the main disaster risks of the core cities (Shanghai, Wuhan, and Chongqing) of the Yangtze River Economic Belt and the major risk-earthquake disaster chain were systematically analyzed. The status and existing problems of multi-hazard integrated risk governance in the Yangtze River Economic Belt were expounded in this paper. The main problems include: Insufficient understanding of multi-hazard integrated risk formation mechanism; low level of safety fortification; Imperfect regional coordination and linkage mechanism; and insufficient role of insurance and reinsurance in risk transfer. Finally, the overall promotion strategies were proposed, including establishing multi-hazard integrated risk identification mechanism and governance capability evaluation system; comprehensive improving the fortification level of multi-hazard integrated risk prevention; establishing multi-hazard and multi-party linkage disaster monitoring and early warning systems; strengthening major disaster risk management and evacuation facilities construction; accelerating the construction of catastrophe insurance systems based on multi-hazard risks. This will provide a theoretical reference for major disaster risks studies in the Yangtze River Economic Belt.  相似文献

Disaster risk assessment related to natural events has generally been carried out separately by specialists in each area of earth sciences, which has two negative consequences: Firstly, results of investigations are presented in different formats, mainly maps, which differ significantly from each other in aspects such as scale, symbols and units; secondly, it is common for an area or territory to contain several hazards that can potentially interact with each other, generating cascade effects or synergies. While some authors have proposed a multi-hazard analysis framework based on the use of probabilities, the quality and quantity of data required for this approach are rarely available in developing countries. Qualitative methods, on the other hand, have traditionally been limited to overlapping maps, without considering possible spatial interactions. Given the importance of integrated assessment of natural hazards for land use planning and risk management, this article proposes a heuristic multi-hazard model appropriate for developing countries, based on a standardization of classifications and a spatial interaction matrix between hazards. The model can be adjusted to be applied at different scales and in different territories; to demonstrate its versatility, it is applied to the municipality of Poás, Costa Rica, a territory with multiple natural hazards.

We review the definitions, population trends, and characteristics of megacities. Characteristics of megacities are, apart from their size, their complexity in terms of administration, infrastructure, traffic, etc., and at the same time the speed of change. Vulnerabilities and risk potential are discussed using the examples of Mexico City and Mumbai. We present the experience accumulated in the 6 years work of the Earthquakes and Megacities Initiative (EMI, ) with more than 20 large cities around the world, mostly located in the developing world. On this background we analyze obstacles that keep megacities from developing an efficient approach towards disaster mitigation and define a strategy that might overcome these problems. The key element of this strategy is the development of a Disaster Risk Management Master Plan (DRMMP) for cities. Currently the Istanbul Earthquake Master Plan (IEMP) serves as best example for an appropriate strategy for disaster reduction in megacities.  相似文献

Over the last 50?years, the cost of natural disasters has increased globally and in Indonesia (EM-DAT 2012). We therefore need more systematic efforts in trying to reduce disaster risks. In 2005, the United Nations International Strategy for Disaster Reduction created the Hyogo Framework for Action (HFA) 2005?C2015: ??Building the Resilience of Nations and Communities??, in order to enable a more systematic planning, implementation and evaluation of disaster risk reduction (DRR) activities. In this paper, we examine Indonesia??s success in improving DRR by reviewing the country??s progress in implementing the HFA Priorities for Actions. This includes an analysis of the drivers, challenges and emerging issues in building resilience to natural hazards. The study is undertaken through literature reviews and interviews with 26 representatives of key organisations in DRR and climate change adaptation (CCA) in Indonesia. Our findings indicate that the building disaster resilience in Indonesia has been, to a large extent, driven by the existence of the necessary regulatory policies and frameworks and the participation of various non-government stakeholders. Impediments to process include a lack of capacity and capability for DRR at the local government level, a lack of systematic learning and a lack of commitment from government to mainstream DRR into broader development agendas. Emerging pressing issues that are likely to challenge future resilience building activities include the integration of DRR and CCA and urban risk governance.  相似文献

As one of the most powerful tools to reduce the earthquake loss, the Earthquake Disaster Management [EDM] and Insurance [EI] have been highlighted and have had a great progress in many countries in recent years. The United Nations International Decade for Natural Disaster Reduction (IDNDR)gave rise to an increasing level of attention to the risks posed by a range of naturalhazards and the development of strategies by which to reduce those risks. It waswidely recognised that in order to evaluate risk treatment strategies it was necessaryto `measure' the level of risk that already existed and the level of risk that would beencountered with the treatment strategy(s) in place.This paper outlines the methodology developed under the AGSO (now GeoscienceAustralia) Cities Project to quantify the risk associated with storm tide inundation. It includes the methodology for `measuring' the level of community exposure to storm tide hazards and the methodology for `measuring' community vulnerability. Multi-hazard susceptibility prediction is an important component of disasters risk management plan. An effective multi-hazard risk mitigation strategy includes assessing individual hazards as well as their interactions. However, with the rapid development of artificial intelligence technology, multi-hazard susceptibility prediction techniques based on machine learning has encountered a huge bottleneck. In order to effectively solve this problem, this study proposes a multi-hazard susceptibility mapping framework using the classical deep learning algorithm of Convolutional Neural Networks (CNN). First, we use historical flash flood, debris flow and landslide locations based on Google Earth images, extensive field surveys, topography, hydrology, and environmental data sets to train and validate the proposed CNN method. Next, the proposed CNN method is assessed in comparison to conventional logistic regression and k-nearest neighbor methods using several objective criteria, i.e., coefficient of determination, overall accuracy, mean absolute error and the root mean square error. Experimental results show that the CNN method outperforms the conventional machine learning algorithms in predicting probability of flash floods, debris flows and landslides. Finally, the susceptibility maps of the three hazards based on CNN are combined to create a multi-hazard susceptibility map. It can be observed from the map that 62.43% of the study area are prone to hazards, while 37.57% of the study area are harmless. In hazard-prone areas, 16.14%, 4.94% and 30.66% of the study area are susceptible to flash floods, debris flows and landslides, respectively. In terms of concurrent hazards, 0.28%, 7.11% and 3.13% of the study area are susceptible to the joint occurrence of flash floods and debris flow, debris flow and landslides, and flash floods and landslides, respectively, whereas, 0.18% of the study area is subject to all the three hazards. The results of this study can benefit engineers, disaster managers and local government officials involved in sustainable land management and disaster risk mitigation.  相似文献

综述了第一届世界风险大会关于灾害与风险科学研究的进展,分析了其发展趋势,并对我国加强这一领域的研究提出了对策。灾害与风险研究的目标正在趋向一致,都集中在为可持续发展模式提供科学依据;基于灾害研究的区域安全建设正在向基于风险研究的区域风险管理体系转变,由此认为可持续发展模式就是接受一定风险水平条件下的区域发展模式,一定风险水平依赖于由区域经济水平与社会文化体系相关联的区域安全建设水平;加强我国灾害与风险科学研究的学科建设、国家实验室建设、重大项目的组织与实施已势在必行;重点开展灾害脆弱性评价体系与评价模型、风险评价体系与风险评价模型、典型区域灾害与风险管理范式、灾害与风险应急控制预案(情景分析)、灾害与风险区划等方面的研究。为此把灾害科学和风险科学,与全球变化科学和可持续发展科学统一纳入到地球系统科学体系之中,以加强与完善我国在这些领域的综合多学科交叉研究能力。  相似文献

Global climate change featured with warming has created serious challenge to world sustainable development and human security. It has become an important consensus of the international society to assess global change risk at the global scale and carry out tailored governance and risk-based adaptation. National Key Research and Development Program “Study on global change population and economic system risk forming mechanism and assessment” aims at quantitatively predicting future global climate change and population and economic system exposure and vulnerability change, developing global change population and economic system risk assessment model based on complex system dynamics, synthesizing risk assessment model with proprietary intellectual property rights, assess global change population and economic system risk of the near and mid future at the global scale, and compiling the atlas of global change population and economic system risk. The outcomes intend to serve the participation of global risk governance and international climate negotiation, and to provide scientific support to the implementation of international disaster risk reduction strategy.  相似文献

An integrated framework for disaster risk management is presented to cope with the risk of low-probability high-consequence (LPHC) disasters in urban communities. Since the 2000 Tokai flood in Japan, there has been a shift in the management strategy from disaster prevention with a presumed zero risk to disaster reduction with an acceptable risk. The framework consists of: (i) integration of a different categories of risk reduction options in terms of structural and nonstructural measures, regulation and market-oriented measures, (ii) strengthening of the capacity of local communities to make their own management choices for LPHC-type disaster risks, and (iii) promoting the participation of stakeholders throughout the entire cycle of risk management. The interdisciplinary framework is discussed with reference to lessons learned from two recent major flood disasters (the 2000 Tokai flood and the 2004 Niigata flood). To implement the goals of the integrated framework, a participatory platform for disaster risk communication called “Pafrics” has been developed. Preliminary results of the pilot study of participation and risk communication supported by Pafrics are presented.  相似文献

The Risk Management Index, RMI, proposed in this paper, brings together a group of indicators that measure risk management performance and effectiveness. These indicators reflect the organizational, development, capacity and institutional actions taken to reduce vulnerability and losses in a given area, to prepare for crisis and to recover efficiently from disasters. This index is designed to assess risk management performance. It provides a quantitative measure of management based on predefined qualitative targets or benchmarks that risk management efforts should aim to achieve. The design of the RMI involved establishing a scale of achievement levels or determining the distance between current conditions and an objective threshold or conditions in a reference country, sub-national region, or city. The proposed RMI is constructed by quantifying four public policies, each of which is described by six indicators. The mentioned policies include the identification of risk, risk reduction, disaster management, and governance and financial protection. Risk identification comprises the individual perception, social representation and objective assessment; risk reduction involves the prevention and mitigation; disaster management comprises response and recovery; and, governance and financial protection policy is related to institutionalization and risk transfer. Results at the urban, national and sub-national levels, which illustrate the application of the RMI in those scales, are finally given.  相似文献

采用比较成熟的泥石流危险性评价模型,结合ESRI(Environment System Research Institute)公司开发的新一代GIS软件——ARCGIS9.2,对昆明市泥石流进行危险度评价,得出了昆明市各县区的危险度。易损性评价是泥石流灾害风险性评价的一部分,根据国内有关易损性的理论成果,我们建立了昆明市泥石流易损性评价模型,对昆明市以各县区为单位进行了易损性评价,得出了昆明市各县区的易损度。利用联合国给出的自然灾害风险性评价模型:R—H×V,易损度和危险度相乘,得出了昆明市的风险度。使用ARCGIS9.2的自然分级和制图输出功能,对昆明市泥石流风险性进行了分区和制图,给出了昆明市泥石流风险性评价图。结合实际情况综合评判之后发现昆明市各县区呈现出泥石流灾害易损度和危险度不均衡的现象,因此,泥石流灾害发生时,外部社会救援工作就显得特别重要。  相似文献

我国是一个地质灾害多发的国家。20世纪90年中期,每年造成1000多人死亡,经济损失高达200多亿元。地质灾害危险性评价是地质灾害调查的重要内容,也是风险管理及减灾管理的基础,它为管理部门制定出相应的减灾对策并为部署实施有效的减灾工程提供了科学依据。文章首先介绍了国内外地质灾害危险性评价方法的研究现状,通过对比,指出现阶段我国地质灾害危险性评价中的不足;结合实际工作经验,运用危险性评价指标对比法建立了简单有效的地质灾害危险性评价体系。以四川省青川县地质灾害调查为例,对该县地质灾害进行了危险性评价,为地质灾害易发区划分及防治分区提供了依据。  相似文献

简要介绍了2011年9月15~16日在菲律宾马尼拉召开的"亚太气候(灾害)移民政策响应"地区会议,并着重阐述了当前国际灾害移民领域的重要进展和发展趋向,结合气候变化背景下中国重特大自然灾害移民案例,初步提出了气候变化背景下灾害移民的政策响应。区分渐发性、突发性灾害,综合"自上而下"与"自下而上"的工作方式,建立"政府—企业—社区/个人"协同合作机制,形成区域内—外合作,统筹短期安置与长远发展的灾害移民政策。所提的灾害移民响应政策综合多时空、多方法、多要素,可为气候变化背景下提升中国综合灾害风险防范能力,最大限度地降低灾害损失提供重要参考。  相似文献

昆明市东川区是我国最著名的泥石流分布区。基于社会经济发展的需要,联系泥石流研究的相关理论成果,使用泥石流危险性评价模型,结合GIS软件对昆明市东川区泥石流进行危险性评价,得出了昆明市东川区各乡镇的泥石流危险度。易损性评价是泥石流灾害风险性评价的一部分,根据每个乡镇的经济、人口等指标结合国内有关易损性的理论,建立东川区的泥石流易损性评价模型,从而对东川区以各乡镇为单位进行了易损性评价,得出了各乡镇的易损度。有了易损度和风险度,利用联合国提出的自然灾害风险表达式两项相乘得出了东川区的风险度。最后,使用ARCGIS9.0的制图输出功能,对该区域的泥石流风险性进行了分区和制图,给出了昆明市东川区泥石流风险性评价图,使该地区的泥石流风险性评价有了新的以乡镇为单元的量化指标,更好的服务于当地防灾减灾和经济社会建设。  相似文献

Turkey has been severely affected by many natural hazards, in particular earthquakes and floods. Especially over the last two decades, these natural hazards have caused enormous human and economic damage. Although there is a large body of literature on earthquake hazards and risks in Turkey, comparatively little is known about flood hazards and risks. Therefore, this study aims to investigate the severity of flooding in comparison with other natural hazards in Turkey and to analyse the flood patterns by providing an overview of the temporal and spatial distribution of flood losses. These will act as a metric for the societal and economic impacts of flood hazards in Turkey. For this purpose, Turkey Disaster Database (TABB) was used for the years 1960–2014. As input for more detailed event analyses, the most severe flood events in Turkey for the same time interval will also be retrieved. Sufficiency of the TABB database to achieve the main aim of the study in terms of data quality and accuracy was also discussed. The TABB database was analysed and reviewed through comparison, mainly with the Emergency Events Database (EM-DAT), the Global Active Archive of Large Flood Events—Dartmouth Flood Observatory database, news archives and the scientific literature, with a focus on listing the most severe flood event. The comparative review of these data sources reveals big mismatches in the flood data, i.e. the reported number of events, number of affected people and economic loss all differ dramatically. Owing to the fact that the TABB is the only disaster loss database for Turkey, it is important to explore the reasons for the mismatches between TABB and the other sources with regard to aspects of accuracy and data quality. Therefore, biases and fallacies in the TABB loss data are also discussed. The comparative TABB database analyses show that large mismatches between global and national databases can occur. Current global and national databases for monitoring losses from national hazards suffer from a number of limitations, which in turn could lead to misinterpretations of the loss data. Since loss data collection is gaining more and more attention, e.g. in the Sendai Framework for Disaster Risk Reduction 2015–2030, this study offers a framework for developing guidelines for the Turkey Disaster Database (TABB), implications on how to standardize national loss databases and implement across the other hazard events in Turkey.  相似文献
