The SEAChange programme, instituted in 2007 under the auspices of the South African Network for Coastal and Oceanic Research (SANCOR), included four interdependent research themes, one of which was Marine Biotechnology. Marine biotechnology is a discipline that involves both basic and applied research, and is aimed at the commercial exploitation of marine organisms. This paper reviews the progress made in three key areas of the SEAChange programme over the first five years, namely marine aquaculture, omics of marine organisms and marine bioprospecting, and discusses these accomplishments in context to marine biotechnology internationally.  相似文献

Marine management has typically prioritised natural science methodological traditions as an evidence base for decision-making; yet better integration of social science methods are increasingly shown to provide a more comprehensive picture to base management decisions. Specifically, perceptions-based assessments are gaining support, as they can provide efficient and holistic evaluation regarding management issues. This study focuses on coral reefs because they are particularly threatened ecosystems, due to their ecological complexity, socio-economic importance, and the range of environmental drivers that impact them. Research has largely concentrated on assessing proximate threats to coral reefs. Less attention has been given to distal drivers, such as socio-economic and governance factors. A common understanding of threats related to coral reef degradation is critical for integrated management that takes account of peoples’ concerns. This study compares perceptions of drivers of reef health among stakeholders (n = 110) across different sectors and governance levels, in four Caribbean countries. Interview data identified 37 proximate and 136 distal drivers, categorised into 27 themes. Five sub-groups of themes connecting proximate and distal drivers were identified. Perceptions of two of these narratives, relating to ‘fishing and socioeconomic issues’ and ‘reef management and coastal development’, differed among respondents from different countries and sectors respectively. However, the findings highlight a shared perception of many themes, with 18 of the 27 (67%) mentioned by > 25% of respondents. This paper highlights the application of perceptions data for marine management, demonstrating how knowledge of proximate and distal drivers can be applied to identify important issues at different context-specific scales.  相似文献

Our global oceans are threatened by climate change, overfishing, pollution and a growing list of other impacts that demonstrate an urgent global need for sustainable ocean management. Whilst marine conservation initiatives and protected ocean spaces have increased over recent years, ocean management still lags behind the terrestrial sectors in incorporating and involving communities in its development. ‘Social licence to operate’ is used broadly across the terrestrial literature, but its understanding and application within the marine has been limited to date. This review sought to collate and synthesise instances of social licence in the marine realm as documented in the literature, aiming to create an understanding that may inform future research and development of social licence. Its results determine that social licence is yet an emergent concept in the marine sector but there may be great potential for its application in the marine context. Social licence has become an important theme for development in marine industry and resource use, particularly towards exploring communication and stakeholder engagement. This paper identifies future themes and areas requiring investigation and application in this domain.  相似文献

The North and West African coastal and marine areas discussed in this paper consist of the countries from Morocco to Libya for North Africa, and from Morocco to South Africa (up to the Cape of Good Hope) in West Africa. These marine areas consist of a wide to narrow continental shelf, estuaries, lagoons, coastal plains, isolated mountains, mangroves and wetlands. These areas are centres of productive socio-economic activities with a high population density, vast fisheries, and mineral resources. Presently, these resources are exploited with little attention for the environmental consequences. Sustainable management of the marine environment and its resources requires effective management plans and a human capacity to formulate, implement and monitor these plans. However, most of the countries still lack funds, human and infrastructural capacity for the management of their marine territories and its resources. Though there are many universities, research institutes and private organisations with a modest infrastructure for both data and information handling and the management of the marine environment, the region still lags behind in human and infrastructural capacity. Existing capacity development programmes by United Nations agencies, governments, universities, nongovernmental agencies, have so far not been very effective. A vigorous marine capacity building effort is needed to ensure the sustainable management of the marine environment in this African region. Externally funded programmes with a focus ensuring technology cooperation are needed. Such programmes must be based on mutual co-operation and participation of scientists and administrators from the region at all levels of programme formulation, implementation and assessment.  相似文献

As a contribution to South Africa's move towards an ecosystem approach to fisheries management, this study explores the existence of common perceptions about South Africa's pelagic fishery between resource users and scientists. It represents a collaborative research effort of social and natural scientists. A brief overview is given of the southern Benguela upwelling ecosystem and small pelagic fish resources, the fishery, and management of the fishery. Stakeholder knowledge and views were determined by conducting open-ended qualitative local knowledge interviews. Candidate indicators to address five major issues raised in the interviews were selected: length-at-50% maturity, total mortality, exploitation rate, proportion of bycatch, mean length of catch, and centre of gravity of catches. The indicator approach is shown to be a useful tool to manage the South African small pelagic fishery, and can be made compatible with existing management approaches. The foundation of a good adaptive fisheries management system is a data collection system that enables multi-disciplinary analysis and provides a basis on which decisions can be made.  相似文献

Marine scientists broadly agree on which major processes influence the sustainability of marine environments worldwide. Recent studies argue that such shared perceptions crucially shape scientific agendas and are subject to a confirmation bias. Based on these findings a more explicit engagement with scientists’ (shared) perceptions of global change in marine environments is called for. This paper takes stock of the shared understanding in marine science of the most pertinent, worldwide threats and impacts that currently affect marine environments. Using results from an email survey among leading academics in marine science this article explores if a shared research agenda in relation to global change in marine environments exists. The analysis demonstrates that marine scientists across disciplines are largely in agreement on some common features of global marine change. Nevertheless, the analysis also highlights where natural and social scientists diverge in their assessment. The article ends discussing what these findings imply for further improvement of interdisciplinary marine science.  相似文献

The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

For many years, estuarine science has been the ‘poor relation’ in aquatic research - freshwater scientists ignored estuaries as they tended to get confused by salt and tides, and marine scientists were more preoccupied by large open systems. Estuaries were merely regarded by each group as either river mouths or sea inlets respectively. For the past four decades, however, estuaries (and other transitional waters) have been regarded as being ecosystems in their own right. Although often not termed as such, this has led to paradigms being generated to summarise estuarine structure and functioning and which relate to both the natural science and management of these systems. This paper defines, details and affirms these paradigms that can be grouped into those covering firstly the science (definitions, scales, linkages, productivity, tolerances and variability) and secondly the management (pressures, valuation, health and services) of estuaries. The more ‘science’ orientated paradigms incorporate the development and types of ecotones, the nature of stressed and variable systems (with specific reference to resilience and redundancy), the relationship between generalists and specialists produced by environmental tolerance, the relevance of scale in relation to functioning and connectivity, the sources of production and degree of productivity, the biodiversity-ecosystem functioning and the stress-subsidy debates. The more ‘management’ targeted paradigms include the development and effects of exogenic unmanaged pressures and endogenic managed pressures, the perception of health and the ability to manage estuaries (related to internal and external influences), and the influence of all of these on the production of ecosystem services and societal benefits.  相似文献

Confusion between terms and ambiguities among definitions have long plagued the field of invasion biology. One result is disruption in flow of information from researchers to policy-makers and managers who rely on science to inform regulatory frameworks and management actions. We reviewed the South African marine biology literature to quantify the current usage of terminology describing marine invasions and found a variety of terms in use, few of which are defined when used. In response, we propose standard terminology that aligns with international practice. We then interpreted the Blackburn unified framework for biological invasions within the marine context and used this as a transparent way to apply the standardised terms to an updated list of marine alien species for the country. This resulted in the recognition of 36 alien and 53 invasive species within South Africa. Most notably, follow-up research is required to confirm the status of at least 11 listed species, the majority of which have been recorded only once, or not in the past 25 years. It is hoped that by standardising terminology, marine science in South Africa will better support authorities charged with managing the threat posed by marine alien species.  相似文献

What the current policy debate on marine protected areas (MPAs) and marine reserves (MRs) has failed to address is the fact that protection of the marine environment has as much to do with scientists, and others values as it has to do with science. To date natural science has played a dominant role in the implementation of MPAs, yet normative considerations which are embedded in the way scientists and the wider community think about the condition the marine environment should be in, and which may influence decision-making, are rarely acknowledged or discussed. This paper seeks to correct that deficiency by investigating the values that lie behind the natural science of MPAs. With the aid of epistemic community, advocacy coalition and discourse coalition theories of policy networks, this article explores the role science and scientists have played in influencing policy on MPAs at the global and national level, and looks at the extent to which normative conceptualisations within and beyond natural science have influenced the debate.  相似文献

Marine legislation is becoming more complex and marine ecosystem-based management is specified in national and regional legislative frameworks. Shelf-seas community and ecosystem models (hereafter termed ecosystem models) are central to the delivery of ecosystem-based management, but there is limited uptake and use of model products by decision makers in Europe and the UK in comparison with other countries. In this study, the challenges to the uptake and use of ecosystem models in support of marine environmental management are assessed using the UK capability as an example. The UK has a broad capability in marine ecosystem modelling, with at least 14 different models that support management, but few examples exist of ecosystem modelling that underpin policy or management decisions. To improve understanding of policy and management issues that can be addressed using ecosystem models, a workshop was convened that brought together advisors, assessors, biologists, social scientists, economists, modellers, statisticians, policy makers, and funders. Some policy requirements were identified that can be addressed without further model development including: attribution of environmental change to underlying drivers, integration of models and observations to develop more efficient monitoring programmes, assessment of indicator performance for different management goals, and the costs and benefit of legislation. Multi-model ensembles are being developed in cases where many models exist, but model structures are very diverse making a standardised approach of combining outputs a significant challenge, and there is a need for new methodologies for describing, analysing, and visualising uncertainties. A stronger link to social and economic systems is needed to increase the range of policy-related questions that can be addressed. It is also important to improve communication between policy and modelling communities so that there is a shared understanding of the strengths and limitations of ecosystem models.  相似文献

Most of all these scientists have been apprehensive that their ability (freedom) to carry out research would be significantly limited by many of the provisions of the ICNT. South Australia is among the regions internationally, where there are currently strong drivers for anthropogenic and ecosystem marine planning decisions. Specifically, South Australia, in both State and adjacent Commonwealth Waters, is currently accommodating increasing interests such as oil exploration by multi-national companies in the Great Australian Bight, implementation of recently declared State Marine Parks, an increased public awareness of marine developments, commissioning of a desalinisation plant, government-focused marine science initiatives, long-standing commercial fisheries, a transparent legislative and political stage, and a relatively new aquaculture industry. Amongst this growing diversity in marine-based activities, a dedicated aquaculture legislative framework was created in South Australia with the commencement of the Aquaculture Act 2001 (the Act) to centralise the legislative processes required to underpin aquaculture regulation and administration. This centralisation has helped to create an effective platform to streamline administrative processes, reduce duplication between various government agencies such as planning authorities and environment protection agencies, and ultimately fostered investment in, and growth of, the South Australian aquaculture industry. As such Aquaculture zone policies are a key strategic management tool for sustainable aquaculture development in South Australia into the future. This paper provides a case study (Aquaculture (Zones – Lower Eyre Peninsula) Policy 2013) of the legislated regional marine planning framework for aquaculture development used in South Australia, with a focus on the key functions and processes that may have broader applications.  相似文献

While ocean acidification (OA) poses a significant threat to ocean-related ecosystems and communities reliant on marine fisheries, aquaculture, and coral reef systems, limited public understanding and awareness can prevent coastal regions from being able to adequately assess the need for OA adaptation or mitigation. This study assessed public understanding of OA and how social and demographic factors influence the public’s concern for OA. The analysis was based on 311 questionnaires from full-time Alaska residents. The results showed that most Alaskans self-reported to have a basic awareness of OA, and subsequently were able to recognize that CO2 emissions related to human activity are the dominant driver of changing ocean conditions. However, there was a low recognition of how natural variability in the marine environment affects OA, and most respondents were not very confident in their understanding of OA-related science. Moreover, even though many communities in Alaska are reliant on commercial and subsistence fishing activities, the respondents had a low awareness of fisheries-related OA risk. Given the ongoing debate associated with climate change research, evaluating CO2 mitigation efforts through the perspective of OA could give individuals an unbiased way to assess the pros and cons of more intensive efforts to curb CO2 emissions. Furthermore, using OA communication to enhance the understanding of how natural variability influences OA around the state and the potential economic implications for Alaska fisheries would help residents and stakeholders make informed decisions when considering fisheries management plans, food security, and job diversity as OA intensifies. Solidifying the understanding that any reduction in pH and intensification of OA can have implications for marine species that are irreversible on human timescales will reinforce not only that OA is an immediate concern, but also the importance of taking action now.  相似文献

This article draws on a process of collaborative research associated with the brown crab fishery in Devon, UK. It charts the mobilisation of knowledge in the struggle over ‘ownership’ and influence in the coastal zone. Using methods from the social and behavioural sciences the article outlines different perspectives on a number of key contestations across the domains of sustainable use and a new conservation agenda ushered in by the introduction of European and UK national marine spatial planning tools for the South Coast of England. Along with their introduction and the ‘opening up’ of marine space, new opportunities emerge for fishers, who, by building alliances with scientists and managers, and by drawing upon the methods and materials of science, are better able to negotiate for their own interests over access and control of marine resources. The paper concludes by outlining the emergence of a new type of scientifically literate fisherman, a ‘political actor with a new crew’, better able to implement collective actions towards the sustainable use of brown crab resources.  相似文献

为进一步保护我国南海海洋生态环境和海洋历史文化,促进南海地区社会经济的可持续发展,同时完善我国国家公园制度建设,文章在概述我国国家公园和国内外海洋公园建设情况的基础上,分析建设我国南海海洋国家公园的必要性和面临的挑战,并提出政策建议。研究结果表明:我国相继建设国家级风景名胜区和国家公园,其中国家公园规模更大,且以生态环境保护为主;美国等海洋国家公园的建设实践较完善;我国具有海洋公园建设和管理优势,但也存在不足,尤其尚未建立海洋国家公园;我国南海海洋国家公园建设在保护生态环境、传承传统文化、管理旅游活动和恢复渔业资源等方面的意义重大,但面临体制机制创新、管理技术突破以及人与自然和谐相处等方面的挑战;建设我国南海海洋国家公园应以珊瑚礁保护区为基础、以国家公园体制改革为契机、生态环境保护与社会经济发展并行、发扬海洋历史文化以及建立海洋科研基地。  相似文献

Complex coastal management challenges often span ecological and political boundaries, and involve competing demands from groups advocating alternative coastal management strategies. As a consequence, policy-makers require scientific evidence from across a range of disciplines. Implementing cross-disciplinary research and facilitating science-policy engagement are, however, a significant challenge in its own right. Seven recent ecologically oriented ‘big question’ exercises identified a variety of research questions potentially important for coastal and marine management. In this research, 592 coastal scientists from 91 different countries completed a survey that ranked those 20 coastally oriented research questions. There was a clear overall ordering of aggregated coastal research priorities but scientists did exhibit heterogeneity regarding priorities. Some prioritized ecological issues while others focused more on issues such as coastal resource use or global environmental change. The differences in opinion were largely disciplinary-based, highlighting the importance of, and challenges in, encouraging scientific collaboration across disciplines to support effective coastal zone management. In addition to the ranking of existing questions, scientists submitted an additional 340 potential priority research questions, thus broadening the participatory nature of the original exercises. New questions regarding coastal processes, contaminants and pollution, and monitoring were prominent. This first synthesis across ‘big question’ exercises should provide valuable insights into the diversity of scientists’ opinions and help policy makers understand potentially conflicting science advice.  相似文献

Community-based coastal resource management projects facilitated by non-governmental organizations (NGOs) in the Philippines have explored approaches to decrease poverty-driven over-exploitation of coastal resources. There has been little reporting and analysis of such activities until recently. Nine case studies have recently been published and this paper presents a brief summary of these, along with an analysis of the trends and themes identified. Though diverse and covering the Philippines from Mindanao to Luzon, the case studies highlight the value of community commitment and participation in decisions regarding, and in the implementation of, resource management in ways that consider not only the bio-physical aspects of resource management but the social, economic and legal implications. Experience in working with local government has been both successful and limited. Successful projects raise hopes for further progress through education and organization of communities to improve livelihoods and protect coastal resources.  相似文献

Among the relatively few decisions taken by heads of States and government at the World Summit on Sustainable Development (WSSD) in September 2002 in Johannesburg, South Africa, was the time-bound objective to restore degraded stocks to productive levels in its Plan of Implementation. The paper examines the evidence leading to this decision and the broadening of cognitive maps it implies. In particular, it documents how public archiving of research results and other knowledge sources particularly those accessible through the FishBase (www.fishbase.org) and Sea Around Us (www.seaaroundus.org) websites has been effective in enabling citizens in addition to specialist publics to counteract shifting baselines and monitor progress against the WSSD plan. The increased targeting and cost-effectiveness of research efforts and the social benefits of public research spending this implies militates for the extension of such approaches to other groups as an enabling mechanism for WSSD decisions on restoring marine ecosystems by 2015.  相似文献

The Acoustic Tracking Array Platform (ATAP) is a marine science programme that monitors the movements and migrations of inshore marine animals along the South African coastline. Acoustically tagged animals are monitored by an expanded network of approximately 100 automated data-logging acoustic receivers moored at strategic node sites, from Cape Point in the west to the South Africa–Mozambique border in the east. During five years since its inception, in 2011, the ATAP has achieved outstanding progress in terms of the numbers of animals and the variety of species tagged. To date, the ATAP has yielded over 2.6 million detections from more than 700 acoustically tagged animals, representing 27 different species from 20 families, including the African penguin Spheniscus demersus, fishery-at-risk species (e.g. dusky kob Argyrosomus japonicus) and iconic elasmobranchs (e.g. white shark Carcharodon carcharias). Following a period of considerable equipment loss in 2014, refinement of the receiver network was required and the deeper receivers at each site were decommissioned without influencing the integrity of the nationwide array. The platform, managed by the South African Institute for Aquatic Biodiversity, ultimately represents a low-cost method of collecting long-term data that currently benefits approximately 25 researchers from 14 organisations. Case studies are presented to expose the opportunities provided by the ATAP, which will undoubtedly yield new discoveries and provide a greater understanding of the movement patterns and migrations of a wide variety of inshore marine and estuary-associated species.  相似文献
