Sustainability Science invokes a co-produced approach to research between researchers and managers, involving a shared participatory, policy-centred process. The COREPOINT project which was developed with the principles of Sustainability Science in mind, provides evidence of the effectiveness and challenges involved in the knowledge transfer process between research centres and local government officials involved in coastal research and management. The Expert Couplet Nodes (ECN) embedded within the project aimed to ensure that a paradigm shift in attitude and behaviour towards traditional science and management practices took place. A comparison of the ECN process in two study sites in Ireland provided an opportunity to review the process and outcomes of the collaborative enquiry arrangements by referring to a suite of Sustainability Science principles developed during the project. In doing so, this paper demonstrates how the ECN approach built capacity for improved coastal management and how Sustainability Science has a key role to play in Integrated Coastal Zone Management (ICZM). However, weaknesses in the ECN approach also showed that greater innovation from the ICZM community of researchers, policy makers and practitioners is of critical importance to the roll out of Sustainability Science as a societal solution in the transition towards sustainability. Caribbean coastal ecosystems are increasingly being threatened by natural and anthropogenic factors. The scale of these factors is at local, national, regional and global levels. Threats include the effects of fisheries and extraction, eutrophication, siltation, and pollution as well as global climate events such as El Niño and global climate change. Integrated coastal management (ICM) should clearly demonstrate the adverse effects of environmental impacts, thus justifying the need for mitigation and should evaluate the success of management efforts. ICM requires robust indicators that gauge the ‘health’ of the coast in relation to environmental, social and economic activities. Biological indicators (bioindicators) offer a signal of the biological condition in an ecosystem. Using bioindicators as an early warning of pollution or degradation in an ecosystem can help sustain critical resources. Biological indicators in the Caribbean are focused around particular ecosystems, especially coral reefs, seagrass beds and mangrove forests and include a range of biological parameters relating to particular species, groups of species and biological processes. The use of these indicators is critically reviewed and the presence or absence of a relevant framework for their use in Caribbean ICM programs is discussed. 相似文献

In the early 1990s, integrated coastal management (ICM) in the Mediterranean basin found general acceptance as an important issue both at national and international levels, and since then it has been, though slowly, steadily developed. Donor organizations such as the European Union and the World Bank, and the UNEP's Mediterranean Action Plan played catalyst roles in this development by initiating and supporting pilot projects. In 1992, the European Union launched the Mediterranean programs in by 1999 which the environment, and especially the coastal environment, was considered as a priority issue. Parallel to this development, several NGO initiatives took place for public awareness on pressing coastal issues and in training and education. The idea of MEDCOAST, which is an NGO network of Euro-Mediterranean academic institutions, was born in 1990 and the new initiative was launched in two directions in 1993. One of these was the organization of the First International Conference on the Mediterranean Coastal Environment (2–5 November 1993, Antalya, Turkey), which placed strong emphasis on the management issues. The second was the development of a project proposal to the Med-Campus program of the European Union. The project, which had the title of Educational Programs in Coastal Zone Management, was selected for funding and became operational in early 1994. The first international training program organized by MEDCOAST was the MEDCOAST Institute 94: Coastal Zone Management in the Mediterranean. This three-week long training effort took place in August–September 1994. Since then, MEDCOAST organized eight training programs in by 1999 five different countries, which were participated by 173 professionals representing 31 countries. Development of an international Masters Degree program in ICM was the second goal of the MEDCOAST's Med-Campus project. Efforts for pursuing this goal are still continuing. This paper elaborates the potential for the NGO's contribution to training and education in the field of integrated coastal management in the Mediterranean and the Black Sea by introducing the MEDCOAST experience. Coastal fisheries are complex ecological and social systems, evolving in time with a shift from commercial towards recreational effort. We describe the coastal fisheries of Mallorca (W Mediterranean) and the management policies implemented to show the challenges faced at regional level to handle the different management tools used to conserve biodiversity and the social fabric in the coastal zone. The geomorphic, oceanographic, terrestrial and anthropogenic attributes of the European coastal zone are described and published data on ecosystem function (primary production and respiration) are reviewed. Four regions are considered: the Baltic Sea, Mediterranean Sea, Black Sea and the European Atlantic coast including the North Sea. The metabolic database (194 papers) suffers from a non-homogeneous geographical coverage with no usable data for the Black Sea which was therefore excluded from this part of our study. Pelagic gross primary production in European open shelves is, by far, the most documented parameter with an estimated mean of 41 mmol C m−2 d−1, the lowest value is reported in the Mediterranean Sea (21 mmol C m−2 d−1) and the highest one in the Atlantic/North Sea area (51 mmol C m−2 d−1). Microphytobenthic primary production, mostly measured in shallow areas, is extrapolated to the entire 0–200 m depth range. Its contribution to total primary production is low in all regions (mean: 1.5 mmol C m−2 d−1). Although macrophyte beds are very productive, a regional production estimate is not provided in this study because their geographical distribution along the European coastline remains unknown. Measurements of pelagic community respiration are clearly too sparse, especially below the euphotic zone, to yield an accurate picture of the fate of organic matter produced in the water column. With a mean value of 17 mmol C m−2 d−1, benthic community respiration consumes approximately 40% of the pelagic organic matter production. Estuaries generally exhibit high metabolic rates and a large range of variation in all parameters, except microphytobenthic primary production. Finally, the problem of eutrophication in Europe is discussed and the metabolic data obtained in the framework of the Land–Ocean Interactions in the Coastal Zone (LOICZ) project are compared with available direct measurements of net ecosystem production. 相似文献

The experience and teaching approach of the Russian State Hydrometeorological University (RSHU, former Institute) in Integrated Coastal Zone Management are discussed. In order to practice effective coastal zone management training and to improve the understanding of different interests of coastal users, the students and post-graduates of the Faculty of Oceanography of RSHU have been involved in research projects concerning the assessment of the changing environmental state in the White Sea-Barents Sea Region. The field work was conducted at UNESCO-IOC-HELCOM cosponsored Baltic Floating University (BFU) facilities. Central American coastal zones possess extensive scenic and geographical wealth as well as great biological diversity. These coasts maintain 21.6% of the region’s population and produce at least US$ 750 million alone in fishing activities that provide work and sustenance for more than 450 000 persons in the region. Eight percent of the world’s mangroves are located in Central America, as well as the second largest corral reef barrier on the planet. A good representation of the region’s natural heritage is conserved in approximately 110 protected areas. Due to these special conditions, at least 50% of Central America’s coastal zones is devoted to tourism, one of the three primary economic activities in four of the region’s countries. Integrated coastal zone management (ICZM) in this region has been limited by information gaps, restricted technical and financial capacity, and strong sectoralism. Some recent projects, both governmental and supported by NGOs, offer new experience and lessons on regional ICZM. These initiatives have been backed at the ministerial and presidential level by a large number of political agreements within the framework of the ‘alliance for sustainable development’ (ALIDES). 相似文献

A process framework is described to address socio-economic issues related to coastal zone management, specifically as it applies to the mitigation of impacts due to the establishment of marine protected areas (MPAs). Analysis of the existing social environment in Tanzania, including social capital, vulnerable groups and livelihood components, was undertaken to allow for the identification of critical issues and challenges. The developed process framework is a guidance document for decision-makers to incorporate the interests and needs of affected stakeholders. This paper provides an overview of the current situation of education and training for ICZM in Europe. This overview results from the analysis of the general characteristics, contents and orientation of a significant number of courses from a representative set of countries and international organizations in Europe. This type of comparatively systematic information provides a framework within which education and training efforts can be meaningfully evaluated from a regional perspective. Based on the survey conclusions, the paper reflects on the level of interconnection between the way in which ICZM is currently taught in Europe and the capacity needs arising from the scenario in which it takes place. In view of such scenario, and in order to advance ICZM practice in Europe, some broad recommendations to enhance education and training efforts are finally provided. 相似文献

Reforms within the Indonesian political system, following the fall of the Soeharto regime in 1998, have led to some fundamental changes in the structure of government and civil administration. Two new laws, Law No. 22/1999 on Regional Government (Decentralization Law) and Law No. 25/1999 on the Fiscal Balance between the Central Government and the Regions (Fiscal Decentralization Law), which have already been revised with the enactment of laws 32/2004 and 33/2004 promote a reconsideration of community-based approaches to coastal zone management. These laws also provide new opportunities for institutionalization of local values and community institution to manage coastal resources. This paper examines community-based and co-management approaches in coastal zone management in Indonesia.
