The author examines the scientific basis of the work of the Joint Group of Experts on the Scientific Aspects of Marine Pollution (GESAMP). Problems of definition and methodology are discussed, and the work of GESAMP working groups on, among others, Marine Waste Disposal, Coastal Water Quality Criteria and the Impact of Oil on the Marine Environment are reported. The author concludes that marine pollution control at the international level has not been able to make much practical headway because political expectations have outstripped scientific and administrative possibilities.  相似文献

Integrated management is a central theme of Australia's Oceans Policy (AOP). Improving integration across sectors and jurisdictions has been identified in a number of Australian initiatives in coastal and marine policy developed in the past decade. These initiatives include the Regional Marine Planning process under AOP undertaken in 2000–02 and commitments to a National Coastal Policy made in 2002. These initiatives have highlighted the need for institutional arrangements that address these two key dimensions of integration in the Australian marine environment. This paper reviews Australian initiatives in ocean and coastal policy and draws on lessons from Canadian experience to propose Integrated Management Councils as a ‘way forward’ for integrated and adaptive management focusing on the decentralization of power and community participation in the decision-making process.  相似文献

珠江口海域及其邻近的三角洲地区在我国的社会、经济发展中占有重要的战略地位,但经济的高速发展严重影响了海洋环境质量,陆源污染物逐年增加,海洋环境污染问题越来越严重,珠江口海域已成为我国近岸污染严重的海域之一,污染正在成为制约该地区经济发展的负面因素.为有效开展珠江口海区综合整治,实现珠江三角洲区域经济的可持续发展,文章从珠江口海域的实际情况出发,就如何解决向海洋排污和防止海域污染的问题、该海域目前和将来可能出现的主要环境问题以及珠江口海域环境污染的防治对策和措施等进行了深入研究和探讨.  相似文献

Around the artificially stabilized tidal inlet that connects Kaohsiung Harbor to Taiwan Straight, 203 surficial samples of the sea floor were taken from the nearshore, in the outer harbor, and portions of the inner harbor. The bathymetry of the same area was also surveyed. The sand fraction in each sample was analyzed for the grain-size composition with a custom-built rapid sediment analyzer. A total of twenty-one size-classes were used in the analysis. Three hypothetical sediment sources were assumed to have influenced the spatial grain-size patterns in the study area: the northward and southward littoral drifts, and the sediments exported from the harbor. After reducing the influence of each hypothetical sediment source separately, the data were analyzed using empirical orthogonal (eigen) function (EOF) analysis. The results indicate that the northward long-term littoral drift is the dominant direction of sediment transport in the nearshore of the study area. A conceptual model for four different sediment trapping and bypassing patterns are proposed. (1) Excess bypass (or net outflux): this bypass pattern is characterized by the export of fine-grained sediments (mud and size classes in the very fine sand fraction) from the interior of the harbor. (2) Partial bypass (or partial trapping): this bypass pattern is represented by the size-classes in fine sand fraction. The amount of these grain sizes entering the outer harbor through the inlet is more than the amount exiting at the inlet mouth, resulting in the retention of a portion of these grain sizes. (3) Total bypass (or zero trapping): grain sizes that exhibit this bypass pattern do not come near the mouth of the inlet. These grain sizes include medium and coarse sand fractions. (4) Lag deposits: this group includes the size classes in the very coarse sand fraction, which are largely concentrated in the scour pit immediately seaward of the inlet mouth. In general, surficial sediment grain-size patterns represent a time-averaged response of the substrate to the transport processes over the time scale of at least two seasons. The differential associations of grain-size groups with various topographic features in the study area suggest morpho-textural relationships exist between the sea floor topography and grain size distribution patterns.  相似文献

As a result of population growth and economic development, there has been a rapid increase in sea use around the island of Taiwan. Such increased use is placing pressure on the marine environment and its resources. Three draft territory laws (the Draft National Territory Planning Act, the Land Re-conservation Draft Bill, and the Draft Coastal Act) and the Local Government Act are neither consistent nor sufficiently comprehensive. Consequently, local Governments (municipalities and counties) experience difficulties in planning and managing their inshore waters. This paper will discuss the role local Governments plays in marine spatial planning and management. Local Government officials working in specialist marine affairs units from Kaohsiung and Keelung cities were surveyed to elicit their views with regards to management authority, management capacity and resources, officials’ commitment, and intergovernmental coordination/collaboration with respect to inshore waters. In-depth interviews were also conducted with local directors of specialist marine affairs units along with experts, to identify the causes of problems brought to light through the survey and to propose potential solutions to these problems. The study findings indicated that it is necessary to specify the marine spatial planning and management authority, as well as the scope of local Governments, in both the Coastal Act and Local Government Act. In order to sustainably develop Taiwan’s marine and coastal areas, it is important that the following four primary factors (management authority, management capacity and resources, officials’ commitment, and intergovernmental coordination/collaboration) be improved.  相似文献

Marine pollution does not recognise maritime boundaries. Consequently, protection of the marine environment from pollution must involve an international cooperative effort, with near neighbours, in particular, working together to protect coastal and ocean areas close to their political boundaries. This paper describes a regional approach adopted from 1988 to 1994 in the South Pacific Region to address marine pollution problems. Some 25 countries and territories lie within the region. Apart from Australia, New Zealand and Papua New Guinea, the countries of the region consist basically of a large number of small islands separated by substantial stretches of ocean. Growing populations and demands for better living standards are exerting increasing pressures on coastal and marine resources, leading in some cases to significant marine pollution. The Region has limited financial and technical resources to address such problems and countries have therefore determined to assess and control them through a concerted regional approach. This paper reviews aspects of this effort, outlining the methods adopted, describing the outcomes and discussing the problems and lessons learned.  相似文献

A new active gyrostabiliser system for ride control of marine vehicles   总被引:1,自引:0,他引:1  
A new gyroscopic method of active ride control on marine vehicles is presented. Gyroscopic stabilisation is selected because it acts entirely within the hull of the vessel while not requiring sufficient movable weight to generate control moments. The new approach is capable of generating greater stabilising moments than existing gyroscopic systems. Physical experiments, using a modulation theory approach, on a ship model practically demonstrate that the specified system is capable of providing levels of ride control comparable with existing systems. Theoretical estimates of the system on full-scale vessels demonstrate its practical feasibility for application on small and medium sized vessels.  相似文献

针对海洋浮标数据获取特点及常见数据错情,本文提出了一种精细化的海洋浮标温盐数据质量控制方法。通过范围检验、尖峰检验、莱因达准则等六个步骤实现浮标数据质量控制,其创新性在于有效集成了多种质量检验法,并且研究了一种融合传统尖峰检验与莱因达准则的质量检验新方法;并以中国近海观测研究网络黄、东海站浮标温盐观测数据为例,验证了本方法的有效性和适用性。该方法可广泛用于海洋浮标温盐观测数据的质量控制,识别出长时间序列数据的异常值。经过本方法质控后的浮标观测数据对于海洋科学研究、海洋气象预报、海洋灾害预警以及渔业发展等具有重要意义。  相似文献

The geological setting south of the Tsengwen River and the Tsochen Fault is the transitional zone between the Tainan foreland basin and Manila accretionary wedge in Southwestern Taiwan. This transitional zone is characterized by the triangle zone geological model associated with back thrusts that is quite unique compared to the other parts of the Western foreland that are dominated by thrust imbrications. The Hsinhua structure, the Tainan anticline, and the offshore H2 anticline are the first group of major culminations in the westernmost part of the Fold-and-Thrust belt that formed during the Penglay Orogeny. Structures in the the Tainan and Kaohsiung areas provide important features of the initial mountain building stage in Western Taiwan. A deeply buried basal detachment with ramp-flat geometry existed in the constructed geological sections. A typical triangle is found by back thrusting, such as where the Hsinhua Fault cuts upsection of the Upper Pliocene and Pleistocene from a lower detachment along the lower Gutingkeng Formation. The Tainan structure is a southward extension of the Hinhua Fault and has an asymmetric geometry of gentle western and steep eastern limbs. Our studies suggest that the Tainan anticline is similar to the structure formed by the Hsinhua Fault. Both are characterized by back thrusts and rooted into a detachment about 5 km deep. The triangle zone structure stops at H2 anticline offshore Tainan and beyond the west of it, All the structures are replaced by rift tectonic settings developed in the passive continental margin. On the basal detachment, a major ramp interpreted as a tectonic discontinuity was found in this study. Above the northeastern end of the major ramp of basal detachment, the Lungchuan Fault is associated with a triangle system development, while at the southwestern end a thrust wedge is present. It could be deduced that a thrust wedge intrudes northwestward. The area below the major ramp, or equivalent to the trailing edge of the basal detachment, mud diapers often occur in relation to the thickest deposits of the Gutingkeng Formation and caused by the mechanism of detachment folding  相似文献

According to the United Nations (UN) Millennium Ecosystem Assessment, there has been a dramatic decline in global biodiversity. The UN has made a global appeal for all countries to mitigate their impact on the environment. Marine environmental protection is one of the most critical and urgent issues in the world and many countries have commenced establishing marine protected areas (MPAs) by implementing ecosystem-based management (EBM) concepts. MPA planning has been considered one of the simplest and most effective methods to protect marine environments. Taiwan has recently developed policies that have focused on its marine environment, and there are plans to increase the size of Taiwan׳s MPAs to 20% of its total ocean territory by 2020, thereby achieving a sustainable ocean. To achieve this goal, the government must address specific difficulties associated with the location of MPAs and relevant zoning strategies. This study establishes MPA protection principles and a zoning framework for MPAs in Taiwan by using Gueishan Island in Yilan County as a case study site to examine specific zoning strategies. The protection of 3 objectives (hydrothermal vents, cetacean, and fisheries resources) is discussed in this paper. Multi-criteria spatial analysis and a geographic information system are applied to identify the most crucial area to protect. To understand the stakeholders׳ opinions and concerns regarding the proposed zoning framework, this research conducted in-depth interviews with experts and stakeholders. MPAs zoning strategies are formulated at the conclusion of this study that could assist in protecting critical marine resources and avoiding conflicts among various usages of the marine area.  相似文献

Biological diversity, or biodiversity, is high on the international agenda for nature conservation. Marine and coastal ecosystems account for an important share of the biological diversity on Earth. As a consequence many international conventions, European legislation and national laws refer to marine biodiversity. The protection of marine biodiversity is a complex legal issue as it requires consideration of geographic (between land and sea), political (between conservation and exploitation), and economic (between fisheries, tourism, intellectual property and many other sectors) factors. Like Matryoshka dolls, marine biodiversity is a heterogeneous notion difficult to address as one discrete area in the development of policy agendas or juridical frameworks. In the past decade, the EU has been very active in Promoting Integrated Coastal Zone Management and in developing a framework for an Integrated Maritime Policy. This article reviews the status of marine biodiversity in the policy and legal initiatives of the European Union, a challenging issue to both the objectives of conservation and to the concept of integration.  相似文献

The Marine Planning Framework for South Australia is a new large-scale, ecosystem-based zoning policy for management of development and use in the marine environment. Utilising the Geographic Information System (GIS), the model establishes four ecologically rated zones, derived from known ecological criteria. A series of goals, objectives and strategies represent the desired outcomes for each of the ecologically rated zones. A Performance Assessment System (PAS) will subsequently evaluate the success of the marine plans. Implementation will be supported by a collaborative whole-of-government approach. Marine plans will facilitate the delivery of long-term protection to the marine environment as a whole ecosystem, whilst enabling a broad range of activities to occur in a sustainable manner.  相似文献

为客观评价我国海洋生态红线区管控效果,本文通过建立海洋生态红线区管控评价体系,运用PSR模型对渤海区域及三省一市(山东省、辽宁省、河北省和天津市)海洋生态红线区管控效果进行评价。结果表明渤海区域海洋生态红线区的管控情况总体上持续改善,压力层稳定性较差,状态层不断优化,响应层受政策影响较大。其中渤海区域压力层主要受山东省人口、工业影响,状态层的变化主要来自辽宁省丰富自然资源的作用,响应层的改变主要来自山东省对于生态安全做出的努力。最后根据各省市海洋生态环境现状从海洋保护区管控、海洋保护区限制开发等方面提出了管理建议。  相似文献

伴随着社会经济和工业的快速发展,人口的不断增长,在生产和生活过程中产生的废弃物也越来越多,这些废弃物的绝大部分最终直接或间接地进入海洋.当这些废物和污水的排放量达到一定的限度,海洋便受到了污染.污染海洋的物质众多,按污染物的性质和毒性,以及对海洋环境危害方式,大体可以把污染物分成以下几类:一是营养盐类和有机物质,如工业排出的无机氮、磷酸盐等,生活污水中的粪便、洗涤剂等;二是重金属和酸碱类物质如汞、铜、锌、镉等重金属,以及砷、硫、磷等非金属和各种酸碱;三是有毒化学制品,主要是化肥和农药的残留物[1,2].  相似文献
