Science and Technology (S & T) interventions are considered to be very important in any effort related to earthquake risk reduction. Their three main components are: earthquake forecast, assessment of earthquake hazard, and education and awareness. In India, although the efforts towards earthquake forecast were initiated about two decades ago, systematic studies started recently with the launch of a National Program on Earthquake Precursors. The quantification of seismic hazard, which is imperative in the present scenario, started in India with the establishment of first seismic observatory in 1898 and since then a substantial progress has been made in this direction. A dedicated education and awareness program was initiated about 10 years ago to provide earthquake education and create awareness amongst the students and society at large. The paper highlights significant S & T efforts made in India towards reduction of risk due to future large earthquakes.  相似文献

To comply with the need to spread the culture of earthquake disaster reduction, we rely on strategies that involve education. Risk education is a long-term process that passes from knowledge, through understanding, to choices and actions thrusting preparedness and prevention, over recovery. We set up strategies for prevention that encompass child and adult education, as a bottom-up approach, from raising awareness to reducing potential effects of disruption of society. Analysis of compulsory school education in three European countries at high seismic risk, namely Portugal, Iceland and Italy, reveals that generally there are a few State-backed plans. The crucial aspects of risk education concerning natural hazards are starting age, incompleteness of textbooks, and lack of in-depth studies of the pupils upon completion of their compulsory education cycle. Hands-on tools, immersive environments, and learn-by-playing approaches are the most effective ways to raise interest in children, to provide memory imprint as a message towards a culture of safety. A video game, Tremetreme, was prepared to motivate, educate, train and communicate earthquake risk to players/pupils. The game focuses on do’s and don’ts for earthquake shaking, and allows children to think about what might be useful in the case of evacuation. Education of the general public was addressed using audio-visual products strongly linked to the social, historical and cultural background of each country. Five videos tackled rising of awareness of seismic hazards in Lisbon, the area surrounding Reykjavik, Naples, and Catania, four urban areas prone to earthquake disasters.  相似文献

This paper examines the relationship between volcanic risk and the tourism sector in southern Iceland and the complex challenge emergency management officials face in developing effective volcanic risk mitigation strategies. An early warning system and emergency response procedures were developed for communities surrounding Katla, the volcano underlying the Mýrdalsjökull ice cap. However, prior to and during the 2007 tourist season these mitigation efforts were not effectively communicated to stakeholders located in the tourist destination of Þórsmörk despite its location within the hazard zone of Katla. The hazard zone represents the potential extent of a catastrophic jökulhlaup (glacial outburst flood). Furthermore, volcanic risk mitigation efforts in Þórsmörk were based solely on information derived from physical investigations of volcanic hazards. They did not consider the human dimension of risk. In order to address this gap and provide support to current risk mitigation efforts, questionnaire surveys were used to investigate tourists' and tourism employees' hazard knowledge, risk perception, adoption of personal preparedness measures, predicted behaviour if faced with a Katla eruption and views on education.Results indicate that tourists lack hazard knowledge and they do not adopt preparedness measures to deal with the consequences of an eruption. Despite a high level of risk perception, tourism employees lack knowledge about the early warning system and emergency response procedures. Results show that tourists are positive about receiving information concerning Katla and its hazards and therefore, the reticence of tourism employees with respect to disseminating hazard information is unjustified.In order to improve the tourism sector's collective capacity to positively respond during a future eruption, recommendations are made to ensure adequate dissemination of hazard, risk and emergency response information. Most importantly education campaigns should focus on: (a) increasing tourists' knowledge of Katla, jökulhlaup and other volcanic hazards and (b) increasing tourist and employee awareness of the early warning and information system and appropriate behavioural response if a warning is issued. Further, tourism employees should be required to participate in emergency training and evacuation exercises annually. These efforts are timely given that Katla is expected to erupt in the near future and international tourism is an expanding industry in Þórsmörk.  相似文献

Earthquake engineering research and development have received much attention since the first half of the twentieth century. This valuable research presented a huge step forward in understanding earthquake hazard mitigation,which resulted in appreciable reduction of the effects of past earthquakes. Nevertheless,the 2011 Tohoku earthquake and the subsequent tsunami resulted in major damage. This paper presents the timeline of earthquake mitigation and recovery,as seen by the authors. Possible research directions where the authors think that many open questions still remain are identified. Safety against earthquake hazards presents two aspects: structural safety against potentially destructive dynamic forces and site safety related to geotechnical phenomena, such as amplification, landsliding and soil liquefaction. The correct evaluation of seismic hazard is, therefore, highly affected by risk factors due to geological nature and geotechnical properties of soils. In response to these new developments, several attempts have been made to identify and appraise geotechnical hazards and to represent them in the form of zoning maps, in which locations or zones with different levels of hazard potential are identified. The geotechnical zonation of the subsoil of the city of Catania (Italy) suggests a high vulnerability of the physical environment added to site amplification of the ground motion phenomena. The ground response analysis at the surface, in terms of time history and response spectra, has been obtained by some 1D equivalent linear models and by a 2D linear model, using a design scenario earthquake as input at the conventional bedrock. In particular, the study has regarded the evaluation of site effects in correspondence of the database of about 1200 boreholes and water-wells available in the data-bank of the Catania area. According to the response spectra obtained through the application of the 1D and 2D models, the city of Catania has been divided into some zones with different peak ground acceleration at the surface, to which corresponds a different value of the Seismic Geotechnical Hazard. A seismic microzoning map of the urban area of the city of Catania has been obtained. The map represents an important tool for the seismic improvement of the buildings, indispensable for the mitigation of the seismic risk.  相似文献

The article summarizes the researches on mitigating earthquake disasters of the past four years in China. The studyof earthquake disasters′ quantification shows that the losses increase remarkably when population concentrates inurban area and social wealth increase. The article also summarizes some new trends of studying earthquake disas-ters′ mitigation, which are from seismic hazard to seismic risk, from engineering disaster to social disaster andintroduces the community-centered approach.  相似文献

This paper is a review on earthquake prediction and forecast research,progress in earthquake prediction work and pre-estimation of earthquake hazard degree in China in recent years.It indicates that China is the first country,the government of which has promoted and organized the state administration department on reduction of seismic hazards and ensured the socialization of earthquake prediction and forecast in the world.A program of earthquake prevention and protection and hazard reduction based on the results of research on earthquake occurrence regularities and prediction of earthquake preparation trend has been completed,and hence the socialization of results of earthquake prediction and forecast research can be expected to be in practice.The practical seismological works in last 20 years indicate that the earthquakes are not considered to be unpredictable,but it is a challenge remaining to be accepted.We are willing to cooperate with all friends who are engaged in earthquake prediction and forecas  相似文献

The government of Ghana in a bilateral agreement with the Preparatory Commission for the Comprehensive Nuclear Test-Ban Treaty Organization (CTBTO) has established a National Data Center in Ghana with the aim of monitoring the testing of nuclear explosions. Seismic, hydroacoustic, radionuclide and infrasound methods are used for the monitoring. The data center was commissioned on 3 February, 2010 at the Ghana Atomic Energy Commission. At present Ghana does not have any operational, centralised data (seismic, hydroacoustic, radionuclide and infrasound) acquisition system with the capability of accessing data from other international stations. Hence, the need of setting up the National Data Center which would enable us constantly monitor, manage and coordinate both natural and man-made seismic activities in the country and around the globe, upload data to the International Data Center (IDC) as well as receive and use International Monitoring System (IMS) data and IDC products for treaty verification and compliance. Apart from these, the center also accesses and analyzes seismic waveforms relevant to its needs from the International Data Center; makes data available to its stakeholder institutions for earthquake disaster mitigation; reports on all aspects of disasters related to earthquake to the relevant government agencies that deal with disasters; makes recommendations to the government of Ghana on earthquake safety measures; provides information to assist government institutions to develop appropriate land and building policies. The center in collaboration with stakeholder agencies periodically organises public lectures on earthquake disaster risk mitigation.  相似文献

快速地生成震害分布预测图,对提高减灾救灾能力有着重要意义。本研究采用3S(地理信息系统—G IS、全球定位系统—GPS和遥感—RS)技术,设计了一套全方位、多角度、综合自然环境、社会经济和人文要素的震害空间分布图集。本文将G IS强大的空间分析和数据管理能力与GPS、RS和地震科学相结合,从设计思想、图集内容、表现形式等方面介绍了专题图集的设计与编制。经过多次地震应急演练,该图集在制图规范化和出图速度方面有了较大的改善,能为应急指挥和辅助决策提供有力的技术保障。  相似文献

地表破裂是断裂发育地区主要的地震地质灾害。断层错动、地表破裂对结构物的破坏不是一般的抗震措施所能抵御的。因而地表破裂危险性分析日益引起工程设计人员的重视。利用地震危险性分析的原理,建立了考虑位错衰减的场地破裂危险性分析模型。利用该模型,可以了解场地在未来的有效时间内最大位错超过给定值的可能性。最后,以鲜水河断裂为例,评价了某场地的破裂危险性  相似文献
