Abstract

In many of the world’s river basins, the water resources are over-allocated and/or highly modified, access to good quality water is limited or competitive and aquatic ecosystems are degraded. The decline in aquatic ecosystems can impact on human well-being by reducing the ecosystem services provided by healthy rivers, wetlands and floodplains. Basin water resources management requires the determination of water allocation among competing stakeholders including the environment, social needs and economic development. Traditionally, this determination occurred on a volumetric basis to meet basin productivity goals. However, it is difficult to address environmental goals in such a framework, because environmental condition is rarely considered in productivity goals, and short-term variations in river flow may be the most important driver of aquatic ecosystem health. Manipulation of flows to achieve desired outcomes for public supply, food and energy has been implemented for many years. More recently, manipulating flows to achieve ecological outcomes has been proposed. However, the complexity of determining the required flow regimes and the interdependencies between stakeholder outcomes has restricted the implementation of environmental flows as a core component of Integrated Water Resources Management (IWRM). We demonstrate through case studies of the Rhône and Thames river basins in Europe, the Colorado River basin in North America and the Murray-Darling basin in Australia the limitations of traditional environmental flow strategies in integrated water resources management. An alternative ecosystem approach can provide a framework for implementation of environmental flows in basin water resources management, as demonstrated by management of the Pangani River basin in Africa. An ecosystem approach in IWRM leads to management for agreed triple-bottom-line outcomes, rather than productivity or ecological outcomes alone. We recommend that environmental flow management should take on the principles of an ecosystem approach and form an integral part of IWRM.

Abstract

Multidisciplinary models are useful for integrating different disciplines when addressing water planning and management problems. We combine water resources management, water quality and habitat analysis tools that were developed with the decision support system AQUATOOL at the basin scale. The water management model solves the allocation problem through network flow optimization and considers the environmental flows in some river stretches. Once volumes and flows are estimated, the water quality model is applied. Furthermore, the flows are evaluated from an ecological perspective using time series of aquatic species habitat indicators. This approach was applied in the Tormes River Water System, where agricultural demands jeopardize the environmental needs of the river ecosystem. Additionally, water quality problems in the lower part of the river result from wastewater loading and agricultural pollution. Our methodological framework can be used to define water management rules that maintain water supply, aquatic ecosystem and legal standards of water quality. The integration of ecological and water management criteria in a software platform with objective criteria and heuristic optimization procedures allows realistic assessment and application of environmental flows to be made. Here, we improve the general methodological framework by assessing the hydrological alteration of selected environmental flow regime scenarios.

A three-phase study was initiated as a way to promote Integrated Catchment Management approaches in the Limpopo River basin. This paper presents the situational assessment, which should enable De Beers to understand how their Venetia Mine operations are located within a broader and highly dynamic socio-economic and ecohydrological landscape as it pertains to water risks. The second phase, Risk assessment, aims to develop conservation interventions in the identified areas; the third phase will develop mechanisms for implementing water stewardship schemes to mitigate the shared water risks.Analysis of the social-ecological system (hydrological, climatic, ecological, socio-economic and governance systems) of the Limpopo River basin indicates that the institutional arrangement of the Limpopo River basin is neither simple nor effective. The basin is rapidly approaching closure in the sense that almost all of the available supplies of water have already been allocated to existing water users. If the proposed ecological flow requirements were to be met for all of the tributaries, the basin would be ‘closed’. On-going and projected land use changes and water resources developments in the upper reaches of the basin, coupled with projected rainfall reductions and temperature increases, and allocation of the flows for the ecological reserve, are likely to further reduce downstream river flows. The coupled increase in temperature and decrease in rainfall is of great concern for everyone in the basin, especially the poorer communities, who rely on rain-fed agriculture for their livelihoods. Increased temperatures also lead to increased evaporation from reservoirs and therefore result in a decrease in water availability. This will lead to increased abstraction of groundwater, especially from alluvial aquifers, and consequently an increase in river transmission losses and a decrease in river flows.  相似文献

The state of Texas has implemented a modeling system for assessing the availability and reliability of water resources that consists of a generalized simulation model called the Water Rights Analysis Package (WRAP) and input datasets for the state's 23 river basins. Reservoir/river system management and water allocation practices are simulated using historical naturalized monthly streamflow sequences to represent basin hydrology. Institutional systems for allocating streamflow and reservoir storage resources among numerous water users are considered in detail in evaluating basinwide impacts of water management decisions. The generalized WRAP model is a flexible tool that may be applied to river basins anywhere. The Texas experience in implementing a statewide modeling system illustrates issues that are relevant to water management in many other regions of the world.  相似文献

Due to rapid socioeconomic development, continuous population growth and urbanization, the world is facing a severe shortage of fresh water, particularly in arid and semi‐arid regions. A lack of water will put pressure on agricultural production, water pollution, as well as eco‐environmental degradation. Traditional water resources assessment mainly focused on blue water, ignoring green water. Therefore, analysis of spatiotemporal distribution of blue and green water resources in arid and semi‐arid regions is of great significance for water resources planning and management, especially for harmonizing agricultural water use and eco‐environmental water requirements. This study applied the Soil and Water Assessment Tool (SWAT) model and the Sequential Uncertainty Fitting algorithm (SUFI‐2) to calibrate and validate the SWAT model based on river discharges in the Wei River, the largest tributary of the Yellow River in China. Uncertainty analysis was also performed to quantify the blue and green water resources availability at different spatial scales. The results showed that most parts of the Wei River basin (WRB) experienced a decrease in blue water resources during the recent 50 years with a minimum value in the 1990s. The decrease is particularly significant in the most southern part of the WRB (the Guanzhong Plain), one of the most important grain production bases in China. Variations of green water flow and green water storage were relatively small both on spatial and temporal dimensions. Society benefits from rivers in many aspects. To the extent of water resources management, one of the salient issues is that the social benefit of in-stream water quality improvements is often difficult to be quantified for possible cost justification in many water pollution control programs. The difficulties arise from that many service flows of water quality are not channelled through the market system to consumers and producers. With different socio-economic structures, such valuation could be even more challenging when taking river basins with low-income level into account. Recent advances in fuzzy set theory provide a germain insight to viewing the in-stream water quality as a kind of fuzzy resource due to varying awareness of the quality of life. This paper provides a technical analysis using the fuzzy contingent valuation mothod (FCVM) to value in-stream water quality improvements in terms of three fuzzy resources from aesthetic to recreational, and to ecological aspects. Traditional CVM may allow interest groups or affected parties to join and present a more flexible asset assessment with respect to the prescribed environmental features in the river corridor. Yet the FCVM provides a mechanism that lies in providing a mapping (via fuzzy set theory) from a survey of respondents valuation of subjective assessments of water quality into objective economic measures in terms of water quality parameters that management can more directly manipulate. With this new tool, the traditional CVM assessment outputs in a well-developed river basin may even lead to derive a simular valuaton function in a form of a regression equation in a developing river basin where the incme level is relatively low. As part of the sustainablity analysis basin wide, a case study in Taiwan showed that such effort may provide supportive information for cost benefit analysis in many water pollution control programs corresponding to different temporal and spatial scales.  相似文献

In order to achieve the integrated river basin management in the arid and rapid developing region, the Heihe River Basin (HRB) in Northwestern China, one of critical river basins were selected as a representative example, while the Murray–Darling Basin (MDB) in Australia and the Colorado River Basin (CRB) in the USA were selected for comparative analysis in this paper. Firstly, the comparable characters and hydrological contexts of these three watersheds were introduced in this paper. Then, based on comparative studies on the river basin challenges in terms of the drought, intensive irrigation, and rapid industrialization, the hydrological background of the MDB, the CRB and the HRB was presented. Subsequently, the river management strategies were compared in three aspects: water allocation, water organizations, and water act and scientific projects. Finally, we proposed recommendations for integrated river basin management for the HRB: (1) Water allocation strategies should be based on laws and markets on the whole basin; (2) Public participation should be stressed by the channels between governance organizations and local communities; (3) Scientific research should be integrated into river management to understand the interactions between the human and nature.  相似文献

Abstract

A combination of water balances and rainfall—runoff regressions is used to calculate infiltration, overland flow, baseflow and change to the surface water reservoir, on a monthly basis; evapotranspiration from the underground reservoir, on an annual basis; and a lag phase of maximum infiltration and maximum baseflow within a hydrological year. The water balance equations are written for catchment areas formed on crystalline rocks and located in temperate climates. The regression lines are fitted to precipitations and river flows. In a first run, the model is tested with the Corgo River hydrographic basin, a small watershed in the Trás-os-Montes and Alto Douro province, northern Portugal. The results compare favourably with results of other groups, working under similar environmental conditions. The sensitivity of the model to changes in the basin characteristics and climate is tested by a second run using data from the Terva River basin, a nearby catchment that is much smaller than the Corgo basin and has a much lower effective precipitation, defined here as a difference between precipitation and potential evapotranspiration. As a consequence of having a lower effective precipitation, the river dry-out starts earlier in the Terva (May) than in the Corgo (June).  相似文献

Abstract

Water resources management should cover both blue water and green water. For green-water management at the river drainage basin scale, the green-water coefficient (C gw) is adopted, defined as the ratio of annual green water to annual precipitation. Based on data from the Middle Yellow River basin, China, for the period 1950 to 2007, we studied the temporal variation in C gw in response to some influencing factors. A decreasing trend in C gw was found. The influence of changes in land management on C gw, reflected by an increase in the area (A sw) of soil and water conservation measures, is emphasized. Using multiple regression analysis, the contributions of A sw and the 5-year moving averages of annual precipitation and air temperature were estimated as 51, 37 and 12%, respectively. The results may provide useful information for better management of water resources, including green and blue water flows in the Yellow River basin.

Tropical river basins are experiencing major hydrological alterations as a result of climate variability and deforestation. These drivers of flow changes are often difficult to isolate in large basins based on either observations or experiments; however, combining these methods with numerical models can help identify the contribution of climate and deforestation to hydrological alterations. This paper presents a study carried out in the Tapaj?s River (Brazil), a 477,000 km2 basin in South‐eastern Amazonia, in which we analysed the role of annual land cover change on daily river flows. Analysis of observed spatial and temporal trends in rainfall, forest cover, and river flow metrics for 1976 to 2008 indicates a significant shortening of the wet season and reduction in river flows through most of the basin despite no significant trend in annual precipitation. Coincident with seasonal trends over the past 4 decades, over 35% of the original forest (140,000 out of 400,000 km2) was cleared. In order to determine the effects of land clearing and rainfall variability to trends in river flows, we conducted hindcast simulations with ED2 + R, a terrestrial biosphere model incorporating fine scale ecosystem heterogeneity arising from annual land‐use change and linked to a flow routing scheme. The simulations indicated basin‐wide increases in dry season flows caused by land cover transitions beginning in the early 1990s when forest cover dropped to 80% of its original extent. Simulations of historical potential vegetation in the absence of land cover transitions indicate that reduction in rainfall during the dry season (mean of ?9 mm per month) would have had an opposite and larger magnitude effect than deforestation (maximum of +4 mm/month), leading to the overall net negative trend in river flows. In light of the expected increase in future climate variability and water infrastructure development in the Amazon and other tropical basins, this study presents an approach for analysing how multiple drivers of change are altering regional hydrology and water resources management.  相似文献

ABSTRACT

In semi-arid regions, reduced river flows present is a major challenge in water resources management. We present a new standardized contribution of rainfall to runoff index (SCRI) for evaluating changes in rainfall contribution to river flow. We employ the standardized precipitation index (SPI), standardized discharge index (SDI) and SCRI to characterize meteorological drought, hydrological drought and land-use change impacts on river flow, respectively. These indices are applied to the Mond River Basin (Iran), which is regulated by the Salman Farsi and Tangab dams since 2006. A new concept called “mirage water” is proposed that represents the reduced water delivery to downstream areas due to new developments and water withdrawals in headwater tributaries. In particular, mirage water accounts for changes in upstream water consumption between the planning phase and construction/operation life of dams. We recommend that this concept be used for communication with decision-makers and managers to clarify the need for revising dimensions of planned dams.  相似文献

Abstract

The Okavango River system flows through Angola, Namibia and Botswana. It is in near-natural condition and supports globally iconic wetlands and wildlife. The basin’s people are poor and development is inevitable: the next decade is critical. The river could become an example of responsible planning that resolutely addresses the three pillars of sustainable development. Recognizing this, the Member States completed a transboundary diagnostic analysis (TDA) in 2010 funded by the three governments and the Global Environment Facility. A central feature of the TDA was a basin-wide environmental flow assessment using the DRIFT (Downstream Response to Imposed Flow Transformation) holistic approach. This produced scenarios of increasing water resource use that spelled out the costs and benefits in terms of the health of the river ecosystem, associated social structures and local and national economies. The results were used to help create a transboundary strategic action programme, which the Member States are now beginning to act on. This article describes the DRIFT application, the findings and how these could be used to help achieve sustainable development.

Natural ecosystems in the region of the lower Tarim River in northwestern China strongly deteriorated since the 1950s due to an expanding desertification. As a result, the downstream Tarim River reaches became permanently dry land. This historical evolution in land‐use change is typically the result of the anthropogenic impact on natural ecosystems. On the basis of a spatially distributed hydrological catchment model bidirectionally linked with a fully hydrodynamic MIKE11 river model, land‐use changes characterized by historical changes in leaf area index (LAI) of vegetation, as well as the evolution of irrigated surface areas, can be causally related to changes in water resources (groundwater storage and surface water resources). An increased surface area of irrigated (agricultural) land, together with a majority of inefficient irrigation methods, did lead to a strong increase of water resources consumption of the farmlands located in the upper Tarim River area. Evidently, this evolution influenced available water resources downstream in the Tarim basin. As a result, farmland has been gradually relocated to the upstream regions. This has led to reduced flows from the upper Tarim stream, which subsequently accelerated the dropping of the groundwater level downstream in the basin. This study moreover demonstrates that land surface biomass changes (cumulative LAI) along the lower Tarim River are strongly related to the changes in groundwater storage. Abstract

Abstract The Shiyang River basin is a typical interior river basin that faces water shortage and environmental deterioration in the arid northwest of China. Due to its arid climate, limited water resources and some inappropriate water-related human activities, the area has developed serious loss of vegetation, and gradual soil salinization and desertification, which have greatly impeded the sustainable development of agriculture and life in this region. In this paper, the impacts of human activities on the water–soil environment in Shiyang River basin are analysed in terms of precipitation, runoff in branches of the river, inflow into lower reaches, water conveyance efficiency of the canal system and irrigation water use efficiency in the field, replenishment and exploitation of groundwater resources, soil salinization, vegetation cover and the speed of desertification. The results show that human activities and global climate change have no significant influence on the precipitation, but the total annual runoff in eight branch rivers showed a significant decrease over the years. The proportion of water use in the upper and middle reaches compared to the lower reach was increased from 1:0.57 in the 1960s, to 1:0.27 in the 1970s and 1:0.09 in the 1990s. A reduction of about 74% in the river inflow to the lower reaches and a 15-m drop in the groundwater table have occurred during the last four decades. Strategies for improving the water–soil environment of the basin, such as the protection of the water resources of the Qilian Mountains, sustainable use of water resources, maintenance of the balance between land and water resources, development of water-saving agriculture, diverting of water from other rivers and control of soil desertification, are proposed. The objective of this paper is to provide guidelines for reconstruction of the sustainable water management and development of agriculture in this region.  相似文献

Stable water isotope surveys have increasingly been integrated into river basins studies, but fewer have used them to evaluate impact of hydropower regulation. This study applies hydrologic and water isotope survey approaches to a Canadian Shield river basin with both regulated and natural flows. Historical streamflow records were used to evaluate the influence of three hydroelectric reservoirs and unregulated portions of the basin on downstream flows and changes in water level management implemented after an extreme flood year (1979). In 2013, water isotope surveys of surface and source waters (e.g., rainfall, groundwater, snowmelt) were conducted to examine spatial and temporal variation in contributions to river flow. Seasonal changes in relative groundwater contribution were assessed using a water‐isotope mass balance approach. Within the basin, two regulated reservoirs exhibited inverted hydrographs with augmented winter flows, whereas a third exhibited a hydrograph dominated by spring snowmelt. In 2013, spatial variation in rain‐on‐snow and air temperatures resulted in a critical lag in snowmelt initiation in the southern and northern portions of the basin resulting in a dispersed, double peak spring hydrograph, contrasting with 1979 when a combination of rain‐on‐snow and coincident snowmelt led to the highest flood on record. Although eastern basin reservoirs become seasonally enriched in δ18O and δ2H values, unregulated western basin flows remain less variable due to groundwater driven baseflow with increasing influence downstream. Combined analysis of historical streamflow (e.g., flood of 1979, drought of 2010) and the 2013 water isotope surveys illustrate extreme meteorological conditions that current management activities are unable to prevent. In this study, the influence of evaporative fractionation on large surface water reservoirs provides important evidence of streamflow partitioning, illustrating the value of stable water isotope tracers for study of larger catchments.  相似文献

Management of sediment in river basins and waterways has been an important issue for water managers throughout history. The changing nature of sediment issues has meant that water managers today face many complex technical and environmental challenges in relation to sediment management. UNESCO's International Hydrological Programme(IHP) launched the International Sediment Initiative(ISI) in 2002.ISI aims to further advance sustainable sediment management on a global scale. This is achieved through the delivery of a decision support framework for sediment management that provides guidance on legislative and institutional solutions, applicable across a range of socio-economic and physiographic settings in the context of global change. ISI mobilizes international experience on sediment problems and their management through the compilation of a series of case studies representative of a broad range of physiographic and socio-economic conditions, which are made available as guidance for policy makers dealing with water and river basin management. Case studies prepared to date include the basins of the Nile, Mississippi, Rhine, Volga, Yellow, and Haihe and Liaohe rivers. 以流经四川绵阳市安县河流茶坪河为研究对象,在对该河流水污染负荷、水环境现状及水环境功能充分调查的基础上,结合该河流的水文特征和排水规划以及四川省绵阳市环境监测站2005年实测的数据,采用二维浅水水动力学—水质模型方程组对茶坪河的各监测断面CODCr和NH3-N的浓度场进行了计算模拟和对比,并用一维水环境容量计算模型计算了该河流的水环境容量,提出了具体的总量控制措施.结果表明:用二维浅水水动力学—水质模型方程组计算各监测断面的CODCr和NH3-N与实测值相差不大;茶坪河水环境容量CODCr为123.96t/a,NH3-N为42.95t/a,所排放的CODCr量、NH3-N量已经超过该流域容量,出水水质已超过水质保护目标Ⅲ类标准.  相似文献

River regulation and river training have been performed for various purposes and negative effects have been shown in numerous cases. In some cases the negative effects are so serious that humans have to consider to "renaturalize" the regulated rivers. Only by using the strategy of integrated river management the diverse river uses and natural fluvial processes and ecological systems may be harmonized. Based on analysis of case studies and data collected from literatures this paper presents the concept of integrated river management and four principles of river training. The integrated river management comprises: 1) taking the watershed, upper stream basin including the tributaries, middle and lower reaches and the estuary as an integrated entity in the planning, design and management; and 2) mitigating or controlling the negative impacts on hydrology, erosion and sedimentation, fluvial processes, land use and river use, environment and ecology while in achieving economic benefit from water resources development, flood safety management and hydropower exploitation. River training and management should be in accordance with the four principles: 1) extending the duration of river water flowing on the continent, which may be achieved by extending the river course or reducing the flow velocity; 2) controlling various patterns of erosions and reducing the sediment transportation in the rivers; 3) increasing the diversity of habitat and enhancing the connectivity between the river and riparian waters; and 4) restoring natural landscapes.  相似文献
