 Dolomite rock formations underlie large areas of the Gauteng, North, North-West and Mpumalanga Provinces in South Africa. Sinkholes, subsidences and dolines that may form at any place and at any time on these formations pose a threat to the properties and lives of thousands of people who live and work there. Since much urban, industrial and mining development has taken place in these areas, and the demand for housing development is on the increase, the risk of surface damage must be minimized by means of proper site investigations, hazard and risk evaluation and selection of appropriate development. The legal aspects pertaining to development on dolomite land in South Africa and the requirements for geotechnical investigations as outlined in the various ordinances and acts are reviewed here. This article explores whether past exposure to debris flow disasters with a human dimension (e.g. caused in part by deforestation) results in adaptive hazard mitigation and improved environmental and resource management practices in affected areas. When guiding hazard mitigation practice, the ‘adaptive hazard mitigation’ approach views mitigation as a multi-dimensional experiment, with the associated need for post-experiment monitoring, evaluation, learning and adjustment, and attention paid to multiple scales (Bogardi 2004). This article explores how the concept of ‘adaptive hazard mitigation’ has emerged, linking this ‘adaptive management’ used increasingly in resource and environmental management. Two case studies of disasters linked to human-induced environmental change are examined, and the mitigation responses of local communities, NGOs and Government agencies are documented. Data sources include secondary data (journal articles, web-based disaster reports and grey literature) on each disaster, key informant interviews (n = 8) and direct observation over the 2005–2006 period of post-disaster mitigation actions implemented after each disaster. The research indicates that in both case studies, a limited range of hazard mitigation actions was employed, including both structural and non-structural approaches. However, the research also found that causal factors involving human-induced environmental change (e.g. deforestation) were not addressed, and overall, the hazard mitigation strategies adopted lacked monitoring, learning and adjustment. In both case studies, responses to disaster were judged to be examples of ‘trial and error’ adaptation, rather than either ‘passive’ or ‘active’ adaptation.

Assessment and inventory on soil erosion hazard are essential for the formulation of successful hazard mitigation plans and sustainable development. The objective of this study was to assess and map soil erosion hazard in Lesser Himalaya with a case study. The Dabka watershed constitutes a part of the Kosi Basin in the Lesser Himalaya, India, in district Nainital has been selected for the case illustration. The average rate of erosion hazard is 0.68 mm/year or 224 tons/km2/year. Anthropogenic and geo-environmental factors have together significantly accelerated the rate of erosion. This reconnaissance study estimates the erosion rate over the period of 3 years (2006–2008) as 1.21 mm/year (398 tons/km2/year) in the barren land having geological background of diamictite, siltstone and shale rocks, 0.92 mm/year (302 tons/km2/year) in the agricultural land with lithology of diamictite, slates, siltstone, limestone rocks, while in the forest land, it varies between 0.20 mm/year (66 tons/km2/year) under dense forest land having the geology of quartzwacke and quartrenite rocks and 0.40 mm/year (132 tons/km2/year) under open forest/shrubs land having geological setup of shale, dolomite and gypsum rocks. Compared to the intensity of erosion in the least disturbed dense forest, the erosion rate is about 5–6 times higher in the most disturbed agricultural land and barren land, respectively. The erosion hazard zones delineated following scalogram modelling approach. Integrated scalogram modelling approach resulted in severe classes of soil erosion hazard in the study area with numerical values of Erosion Hazard Index (EHI) ranging between 01 (very low hazard) and 5 (very high hazard).  相似文献

We examine the relationship between three tropical and two subtropical western Indian Ocean coral oxygen isotope time series to surface air temperatures (SAT) and rainfall over India, tropical East Africa and southeast Africa. We review established relationships, provide new concepts with regard to distinct rainfall seasons, and mean annual temperatures. Tropical corals are coherent with SAT over western India and East Africa at interannual and multidecadal periodicities. The subtropical corals correlate with Southeast African SAT at periodicities of 16–30 years. The relationship between the coral records and land rainfall is more complex. Running correlations suggest varying strength of interannual teleconnections between the tropical coral oxygen isotope records and rainfall over equatorial East Africa. The relationship with rainfall over India changed in the 1970s. The subtropical oxygen isotope records are coherent with South African rainfall at interdecadal periodicities. Paleoclimatological reconstructions of land rainfall and SAT reveal that the inferred relationships generally hold during the last 350 years. Thus, the Indian Ocean corals prove invaluable for investigating land–ocean interactions during past centuries. Whilst groundwater vulnerability mapping and the delineation of resource and source protection zones have become an appropriate set of management tools for Britain as incorporated in European policy, much of semi-arid Africa is still dealing with more pressing issues centred on water supply coverage. There are a number of fundamental differences with Britain which disallow conventional vulnerability mapping and land zonation in much of Africa. Firstly, the scale of groundwater occurrence in weathered basement aquifers does not encourage vulnerability mapping to be undertaken at a field scale, whereas the Karoo and some of the larger areas of unconsolidated sedimentary aquifers could more readily be zoned according to aquifer vulnerability. Secondly, analysis needs to disregard the productivity (or recharge potential) of the aquifer so that poorly productive but socially important aquifers can be assessed. Such practice also avoids the need to identify a value for effective rainfall, a problematical value in semi-arid climates given current uncertainties. Thirdly, it is difficult to protect the many small and dispersed groundwater supply sources typical of many African communities when compared with the fewer and larger sources characteristic of Britain and Europe. Some aspects of European groundwater management practice have been transferred to the African context, notably by South Africa, but there are other practices that should not be attempted. Lessons from experience in South Africa highlight capacity to implement as a key inhibiting factor. Examples of vulnerability assessment and land zonation in a variety of African settings indicate only limited success so far with standard vulnerability assessment and land zonation techniques. Alternative means of quantifying the problem of the optimum proximity of the pit latrine from the well are highlighted, with a minimum separation of 10 m suggested for typical weathered basement rocks.  相似文献

The results derived from geological data show that the half-spreading rate between the African and South American plates has remained relatively constant at 2 cm/year over the past 80 million years (Silver et al. in Science 279:60–63, 1998). In this paper, we have reestimated a new relative angular velocity of Africa–South America plates using the selected space geodetic station data through a new method. Our angular velocity estimates the spreading rates of Africa–South America plate over several years that are similar in azimuth but significantly slower in rate than the NUVEL-1A predictions averaged over the past 3 million years. The implied rates of deceleration coincide with longer-term trends over the past 35 million years and may reflect the effects of plate interaction and coupling of Africa–South America plates. Attenuation relationships are commonly used for engineering studies to estimate the peak ground acceleration values. This paper presents the role of attenuation relationship in defining the seismic hazard in an area. It is seen that the seismic hazard in an area, which is calculated using attenuation relationships, is mostly controlled by the type of attenuation relationship used in the study. The present work aims to study the effect of attenuation relationship on seismic hazard study. In the present work, seismic hazard maps have been prepared in the seismically very active northeast Himalaya using the approach given by Joshi and Patel (Tectonophysics 283:289–310, 1997). The attenuation relationships of Jain et al. (2000), Sharma (2000), Joyner and Boore (Bull Seism Soc Am 71:2011–2038, 1981) and Abrahamson and Litehiser (Bull Seism Soc Am 79:549–580, 1989) have been considered in the present study. Among all considered attenuation relationships, the Abrahamson and Litehiser (Bull Seism Soc Am 79:549–580, 1989) attenuation relationship gives the least root mean square error between the recorded and calculated peak ground acceleration values. Therefore, the same has been used to define attenuation characteristic of the region. The mean and standard deviation of peak ground acceleration values at all the observation points due to above-mentioned attenuation relationships in the NE Himalayas are calculated. The study shows that the Zone III covers an area of 81,000 km2 and Zone II of 96,000 km2 in the map prepared using the mean peak ground acceleration values, whereas the area of Zone IV increases by 40,000 km2 when the map is prepared by adding the standard deviation values in the mean peak ground acceleration values, and only Zone II is left with 183,000 km2 when the standard deviation values are subtracted from the mean. This high standard deviation is due to the difference in the peak ground acceleration values obtained from different events. This study shows that a rigorous test needs to be done for selecting attenuation relationship for any hazard study in a given area.  相似文献

Supergene manganese deposits commonly contain K-rich Mn oxides with tunnel structure, such as cryptomelane, which are suitable for radiometric dating using the 39Ar–40Ar method. In Africa, Mn deposits have been dated by this method for localities in western and southern parts of the continent, whereas only some preliminary data are available for Central Africa. Here we present new 39Ar–40Ar ages for Mn oxide samples of the Kisenge deposit, in southwestern Katanga, Democratic Republic of the Congo. The samples represent supergene Mn oxide deposits that formed at the expense of primary Paleoproterozoic rhodochrosite-dominated carbonate ores. Main phases of Mn oxide formation are dated at c. 10.5 Ma, 3.6 Ma and 2.6 Ma for a core that crosses a mineralized interval. The latter shows a decrease in age with increasing depth, recording downward penetration of a weathering front. Surface samples of the Kisenge deposits also record a ≥ c.19.2 Ma phase, as well as c. 15.7 Ma, 14.2 Ma and 13.6 Ma phases. The obtained ages correspond to distinct periods of paleosurface development and stability during the Mio-Pliocene in Katanga. Because Katanga is a key area bordered to the North by the Congo Basin and to the East by the East African Rift System, these ages also provide constraints for the geodynamic evolution of the entire region. For the Mio-Pliocene, the Kisenge deposits record ages that are not systematically found elsewhere in Africa, although the 10.5–11 Ma event corresponds to a roughly simultaneous event in the Kalahari Manganese Field, South Africa. The rest of the Katanga paleosurface record differs somewhat from records for other parts of Africa, for which older, Eocene ages have been obtained. This difference is most probably related to the specific regional geodynamic context: uplift of the East African Plateau, with associated erosion, and the opening of the East African Rift System at c. 25 Ma are events whose effects, in the study area, interfere with those of processes responsible for the development of continent-wide paleosurfaces.  相似文献

Sinkholes can occur on land underlain by dolomite and cause substantial damage to buildings and even loss of life. More than four million people work or reside on dolomite land in South Africa and it is therefore important to be able to construct safely on dolomite land and to minimise the risk of damage to infrastructure and loss of life. Compacted soil mattresses are often used to found structures on areas underlain by dolomite. This study investigated the effect of tensile reinforcement on the behaviour of a soil mattress spanning an underlying water filled cavity designed to impose a cover subsidence sinkhole. Three small-scale models, each consisting of a soil mattress with a cover subsidence sinkhole forming underneath, were constructed and tested in a geotechnical centrifuge. In the first test, an unreinforced soil mattress was tested and in two more tests, reinforced soil mattresses with different reinforcement strengths were tested. The settlement of the unreinforced soil mattress was initially less than that of the reinforced soil mattresses up to the point at which it failed suddenly. Neither of the reinforced soil mattresses failed suddenly, but both experienced large surface settlements that would have led to substantial damage to an overhead structure.  相似文献

Commercial afforestation in South Africa dates back to the 1870s and started as an alternative to the fast disappearing indigenous timber resource. It involves the planting of exotic timber species and has impacts on water resources, soil biodiversity, landscapes, etc. Commercial afforestation of land has been subjected to regulation through the Afforestation Permit System (APS) since 1972, primarily to protect the national water resource. Since the APS no longer adequately dealt with afforestation regulation, it was replaced in 1999 with a procedure that was supposed to integrate the requirements of relevant legislation and general environmental management principles. This paper is a theoretical review of the background and development of the new South African Streamflow Reduction Activities licensing procedure, as well as whether it complies with the requirements of an environmental management system such as ISO 14001. The main conclusion is that the new procedure, although an improvement on the previous procedure, still has shortcomings especially with regard to the operational and decommissioning phases of forestry in South Africa. It is recommended that these aspects be addressed in order to mitigate the impact of forestry on water sustainability in South Africa. In the past, efforts to prevent catastrophic losses from natural hazards have largely been undertaken by individual property owners based on site—specific evaluations of risks to particular buildings. Public efforts to assess community vulnerability and encourage mitigation have focused on either aggregating site—specific estimates or adopting standards based upon broad assumptions about regional risks. This paper develops an alternative, intermediate—scale approach to regional risk assessment and the evaluation of community mitigation policies. Properties are grouped into types with similar land uses and levels of hazard, and hypothetical community mitigation strategies for protecting these properties are modeled like investment portfolios. The portfolios consist of investments in mitigation against the risk to a community posed by a specific natural hazard. and are defined by a community's mitigation budget and the proportion of the budget invested in locations of each type.

The usefulness of this approach is demonstrated through an integrated assessment of earthquake—induced lateral—spread ground failure risk in the Watsonville, California area. Data from the magnitude 6.9 Loma Prieta earthquake of 1989 are used to model lateral—spread ground failure susceptibility. Earth science and economic data are combined and analyzed in a Geographic Information System (CIS). The portfolio model is then used to evaluate the benefits of mitigating the risk in different locations. Two mitigation policies, one that prioritizes mitigation by land use type and the other by hazard zone, are compared with a status quo policy of doing no further mitigation beyond that which already exists. The portfolio representing the hazard zone rule yields a higher expected return than the land use portfolio does; however, the hazard zone portfolio experiences a higher standard deviation. Therefore, neither portfolio is clearly preferred. The two mitigation policies both reduce expected losses and increase overall expected community wealth compared to the status quo policy.  相似文献

This paper presents a critical engagement with current initiatives for ethically-labeled goods in South Africa, thus offering an intervention in a literature on ethical consumption that has previously prioritized the global North. Through an interview-based methodology supported by focus groups in the Western Cape, the paper attends specifically to the strategies shaping recent forms of ethical consumption in South Africa on the part of business and civil society. Campaigns and strategies associated with three of the most prominent ethical labeling initiatives in South Africa—Proudly South African, Fairtrade Label South Africa and the Southern African Sustainable Seafood Initiative (SASSI)—are evaluated. Barnett et al.’s (2011: 90) notion of “mobilizing the ethical consumer” is brought into conversation with ethical consumption literature on local embeddedness in order to assess the ways in which the organizations responsible for these initiatives combine globalizing business and political networks of responsibility with local institutions and values in South Africa. The role played by the discursive construction of a growing South African ‘middle class’ is also acknowledged as part of the process of encouraging ethical consumption on the part of these actors. In conclusion, it is suggested that understanding ethical consumption in South Africa, as elsewhere, requires sensitivity to both transnational networks of globalizing responsibility and localized expressions of ethical consumption.  相似文献

A significant proportion of the urban areas in Turkey is subject to high seismic risk. An important step for seismic risk mitigation is to define the hazard and damage after an earthquake. This paper proposes an integrated seismic hazard assessment and disaster management processes for Turkey. The proposed methodology utilizes information technologies in its seismic assessment component that provides fast results for assessment. First, image process methodology by using satellite images was implemented in the seismic assessment process for fast evaluation right after an earthquake. Second, the seismic assessment process was integrated with disaster management process. As a result, through integrated seismic hazard evaluation and disaster management procedure, an effective, fast and dependable estimation of loss for Turkey was planned.  相似文献

Low-grade carbonate-rich manganese ore of sedimentary origin in the giant Kalahari Manganese Field, South Africa, is upgraded to high-grade todorokite–manganomelane manganese ore by supergene alteration below the unconformity at the base of the Cenozoic Kalahari Formation. Incremental laser-heating 40Ar/39Ar dating of samples from the supergene altered manganese ore suggest that chemical weathering processes below the Kalahari unconformity peaked at around 27.8 Ma, 10.1 Ma and 5.2 Ma ago. Older ages are dominant in the upper part of the weathering profile, while younger ages are characteristic of the deeper part of the profile. Younger ages partially overprint older ages in the upper part of the weathering profile and demonstrate the downward progression of the weathering front by as little as 10 cm per million years. The oldest age obtained in the weathering profile, namely 42 Ma, is considered a minimum estimate for the onset of the post African I cycle of weathering and erosion that followed the break up of Gondwanaland and formation of the Cretaceous to early Cenozoic African land surface. The youngest ages, recorded at around 5 Ma, in turn, correspond well to the Pliocene transition from humid to arid climatic conditions in Southern Africa.  相似文献

Sea level rise threatens to increase the impacts of future storms and hurricanes on coastal communities. However, many coastal hazard mitigation plans do not consider sea level rise when assessing storm surge risk. Here we apply a GIS-based approach to quantify potential changes in storm surge risk due to sea level rise on Long Island, New York. We demonstrate a method for combining hazard exposure and community vulnerability to spatially characterize risk for both present and future sea level conditions using commonly available national data sets. Our results show that sea level rise will likely increase risk in many coastal areas and will potentially create risk where it was not before. We find that even modest and probable sea level rise (.5 m by 2080) vastly increases the numbers of people (47% increase) and property loss (73% increase) impacted by storm surge. In addition, the resulting maps of hazard exposure and community vulnerability provide a clear and useful example of the visual representation of the spatial distribution of the components of risk that can be helpful for developing targeted hazard mitigation and climate change adaptation strategies. Our results suggest that coastal agencies tasked with managing storm surge risk must consider the effects of sea level rise if they are to ensure safe and sustainable coastal communities in the future.  相似文献

泥石流是一种突发性山地灾害,至今尚缺乏准确有效的预报方法。减灾工程也只能对一定规模的泥石流起到防御作用。泥石流危险性分区在泥石流减灾中具有重要作用。以泥石流运动数值模拟为基础,以数值模拟获得的流速和流深等参量为分区指标的危险性分区是泥石流危险性分区研究的重点和发展方向。其中,泥石流危险性动量和动能分区充分反映了泥石流的破坏能力,可以提供更为精确的定量化的分区结果。该类分区方法在城镇等有重要危害对象的泥石流减灾中具有广泛的应用。不仅可以应用于泥石流危险区和安全区的划定、泥石流灾害预估、泥石流临灾预案制定、泥石流抢险救灾方案制定和泥石流灾情评估等,还可以应用到山区土地利用规划、山区城镇建设规划和财产保险评估等领域,并起到防灾和减灾的作用。  相似文献

The Tunguska airburst, which devastated a taiga forest over an area greater than 2,000 km2 in a remote region of Central Siberia in 1908, is a classic example of extraterrestrial encounter discussed in the asteroid/comet impact hazard and risk assessment literature (e.g. Longo 2007; Carusi et al. 2007). Although it is generally agreed that the cosmic body caused damage by bursting in the air rather than through direct impact on the Earth’s surface, the Tunguska event is often referred to as an impact event. To the best of our knowledge, no detailed studies have been performed to quantify the risk of a similar-sized event over a populated region. We propose here a straightforward probabilistic risk model for Tunguska-type events over the continental United States and use established risk metrics to determine the property (buildings and contents) and human losses. We find an annual average property loss of ~USD 200,000/year, a rate of ~0.3 fatalities/year and ~1.0 injuries/year ranging from a factor 3 below and to a factor 3 above the indicated values when a reasonable rate uncertainty for Tunguska-type events is taken into account. We then illustrate the case of an extreme event over the New York metropolitan area. While we estimate that this “nightmare” scenario would lead to ~USD 1.5 trillion of property loss, ~3.9 millions of fatalities and ~4.7 millions of injuries, such event is almost impossible (occurrence once every ~30 million years) and should only be considered as an illustrative example.  相似文献

The assessment of local site effects on seismic ground motions is of great importance in earthquake engineering practice. Several destructive earthquakes in the past have demonstrated that the amplification of ground motion and associated damage to structures due to local site conditions is a significant consideration in earthquake hazard analysis. A recent paper published in this journal highlights the hazard posed by earthquakes in the megacity of Kolkata in India due to its seismic and geological settings. The seismic hazard assessment study speculates that the deep alluvial deposit in the city may increase the seismic hazard probably due to the amplification of the seismic energies. This paper focuses on the seismic response studies of the various soil strata (i.e. for local subsurface conditions) obtained from various construction sites in the city for predicted earthquake. It is very well recognized that site response studies (a part of seismic microhazard zonation for urban areas) are the first step towards performance-based foundation design or seismic risk analysis and mitigation strategy. One of the problems for carrying out site-specific study in Kolkata is the lack of recorded strong motion data in the city. Hence, this paper outlines a methodology to carry out site-specific study, where no strong motion data or seismic data are available. The methodology uses wavelet-based spectrum compatibility approach to generate synthetic earthquake motions and equivalent linear method for seismic site response analysis. The Mega City of Kolkata has been considered to explain the methodology. Seismic hazard zonation map by the Bureau of Indian Standards classifies the City of Kolkata as moderate seismic zone (Zone III) with a zone factor 0.16. On the other hand, GSHAP(Global Seismic Hazard Assessment Program) map which is based on 10% probability of exceedance in 50 years specifies a maximum peak ground acceleration (PGA) of 1.6 m/s2 (0.163 g) for this region. In the present study, the seismic response has been carried out based on GSHAP. The results of the analysis indicate the amplification of ground motion in the range of 4.46–4.82 with the fundamental period ranging from 0.81 to 1.17 s. The political changes in South Africa after 1994 necessitated that the Bantustans, the main servers of apartheid planning, be re-incorporated into the mainstream of South Africa, implying the transformation of apartheid residential planning. Since then there has been much speculation about the type of transformation that would be implemented in the Bantustans to effect change in a non-racial South Africa. The aim of this paper is to analyze the effects of post-apartheid territorial restructuring in the former South African Bantustans. Examining and elucidating the manner in which the diverse social, economic and political factors have manifested themselves in the process of transformation of spatial residential planning in Umtata (the former capital city of the Transkei Bantustan) since 1994 is the central theme of this paper. Using property registers together with changes in legislative policies and land ownership, the transformation pattern was analysed in the former Bantustan capital city (Umtata). The findings indicate that the new South African policies and development strategies have been partially successful in eliminating the incongruencies of the past with regard to access to housing in Umtata. More critical is that this paper suggests that there still remains a greater challenge lingering from the influence of the Bantustan government in the city.  相似文献
