气候变化已成为当今科学界、各国政府和社会公众普遍关注的环境问题之一,气候变化可能对生态系统和社会经济产生灾难性影响,农业是受气候变化影响最直接的脆弱行业。因此,气候变化对农业生产的影响研究一直是气候变化研究领域中的热点问题之一。该文系统介绍了有关全球气候变化对中国农业生产影响研究的现状与进展,包括气候变化对农业影响的研究方法、大气中温室气体浓度增加对农作物的影响试验、气候变化对农业气候资源的影响、气候变化对农作物生长发育和产量的影响、气候变化对农业种植制度和品种布局的影响、气候变化对农作物气候生产潜力和气候资源利用率的影响等,指出当前在研究气候变化对农业影响评估中存在的问题,提出了今后应加强对气候变化情景和预测模式不确定性的研究、气候变化对农业影响的方法研究。此外,气候变化背景下极端天气气候事件对农业生产的影响以及气候变化对农业病虫害的影响研究等仍较薄弱,有待进一步加强和深入。  相似文献

该研究从综合评估模型(IAM)的模型耦合视角出发,介绍了当前损失函数的研究进展,主要从损失函数的构建方法、损失函数与IAM气候模块和经济模块的耦合以及IAM与气候模式的耦合角度分析了损失函数的耦合功能及其存在的科学问题,探讨了损失函数的改进方向。通过文献梳理发现,损失函数的构建方法上,主要采用专家判断法、元分析法和统计学方法,但各有优缺点;与气候模式的耦合功能上,损失函数多以温升为气候变化因素,降水等气候变化信息无法表达,且由全球尺度的年平均值进行标定,不能体现区域的差异和季节的变化,无法直接描述极端气候事件造成的巨大损失;与经济模块的耦合功能上,基于生产部门的损失函数缺乏间接损失评估功能,缺乏对经济增长的动态影响机制。针对上述IAM中气候变化对经济影响的反馈机制的不足,需重点从细化区域气候变化因素影响和细分经济产业部门两个方向重构损失函数,紧密连接气候模式与经济模块,全面评估气候变化经济损失,并需要从技术上解决损失函数在耦合经济模块与气候模式时出现的时空尺度不匹配问题,最终为IAM与气候模式甚至地球系统模式的耦合提供重要的解决方案。  相似文献

鉴于气候变化影响粮食安全问题的特殊性和复杂性,本文试图从自然科学和社会科学的交叉研究入手,提出一种新的研究的思路和方法,即:运用计量经济学模型对气候变化数据进行统计分析,使用计量经济学方法来评估气候这一外部驱动因素引发的社会经济系统变化与观测到的气候变化引发的社会经济系统变化之间的关系;在厘清“气候变化影响量”对粮食产量的影响的基础上,预估我国未来30年特别是经济社会发展两个关键节点2035年和2050年的粮食生产的气候变化风险,文章给出了一种新的研究视角,构建了研究内容和研究方法,力争实现定性研究与定量研究相结合,以科学预测为政策指导提供有力支撑。  相似文献

气候模式是研究气候系统和气候变化的有力工具,其模拟结果是进行气候预测和气候变化风险评估的重要数据基础。随着全球气候变暖速度加快,地表生态环境、水文动态循环过程、社会经济发展等都受到其影响,进而影响到人类的生产和生活。利用气候模式对未来气候变化特征进行评估和预测,可为人类调整发展策略以适应气候变化提供科学依据。通过汇总CMIP5(Coupled Model Intercomparison Project Phase 5)模式在气候变化方面的相关研究,综述了CMIP5气候模式在农业生产、水文动态监控以及其他领域中的应用,最后指出了CMIP5气候模式在模拟预估未来气候变化上存在的不足,并展望了CMIP5气候模式在未来的应用。  相似文献

气候变化已成为全球最为关注的环境问题之一,随着全球气候变化研究的进展,开展气候变化影响的相关研究开始成为学术界最为活跃的研究领域之一。以气候变暖为主要特征的气候变化,会引起降水、温度等气候因子的变化以及极端气候事件频率和强度增加等问题。气候变化必将对生计即人们使用的资源和谋生活动产生不同程度的影响。本文将生计内容引入到气候变化影响的研究中,利用西吉县近五十年的气候数据、100多户问卷调查数据以及相关资料,研究过去及目前气候变化对西吉县农户生计的影响,主要表现为影响了当地农户饮用水、粮食产量、作物种类和面积、外出打工人数、农民收入、粮食价格等,造成当地农民生活困难;并对其适应气候变化提出了一些建议。  相似文献

在回顾IPCC于1990-2007年4次关于气候变化对径流影响的评估报告进展的基础上,将第一次与第二次评估报告归纳为第一代--以气候均值变化对径流影响及其适应为主要特征;第三次与第四次评估报告为第二代--突出人为气候变化与自然气候变异对径流影响及其适应问题,分析了常规的气候变化对水文水资源影响评估方法的发展过程及存在的问题。研究结果反映了年代际时间尺度的自然气候变异的影响,而未能考虑与极端事件发生频次和强度变化密切相联的日、季和年际尺度的气候变异的影响,从而低估了气候变暖对洪水、干旱以及农业灌溉需水的负面作用。在介绍国内外研究的基础上,为第五次IPCC评估报告提出了加强交叉学科综合研究的建议。  相似文献

阐述了政府间气候变化专门委员会(IPCC)第2工作组第四次评估中与决策相关的重要发现。本次评估体现了当前关于气候变化对自然、管理和人类系统的影响、这些系统的适应能力及脆弱性方面的科学认识。该评估基于此前IPCC的评估,并吸收了第3次评估以来的新认识。评估报告认为:从所有大陆和多数海洋得到的观测证据表明,许多自然系统正在受到区域气候变化,特别是温度升高的影响;人为增暖可能已对许多自然和生物系统产生可辨别的影响;气候变化对自然和人类环境所造成的其他影响清晰可辨。当前关于未来气候变化影响的认识,可以更详细地评估未来气候对各类系统和部门,以及对世界各大区域的影响,也可以对全球升温的影响进行估算,预估极端天气气候所带来的影响。必须采取更广泛的适应措施以应对气候变化所造成的影响,可持续发展能够降低对气候变化的脆弱性,兼顾适应和减缓的措施,能够减低气候变化相关风险。  相似文献

共享社会经济路径(Shared Socioeconomic Pathways, SSPs)是新一代气候变化情景的重要组成部分。SSPs从提出至今已有10年的发展,对于推动气候变化预估与影响研究、支撑气候政策决策的作用逐渐凸显。文中基于179篇主题检索文献分析了SSPs发展和应用的进展,以及在当前气候变化研究中的应用特点。研究发现,次国家和部门层面的SSPs故事线拓展开始兴起,水资源、土地和健康是影响评估领域的关注焦点,方法学上强调模型间耦合与多模型比较。当前SSPs在中国的发展与应用集中于基本要素的预估及气候影响评估,路径对各省间及城乡间社会经济发展差异的刻画有待加强。基于情景发展和应用的现状,最后从加强与气候建模团队的合作、支持影响与脆弱性研究、拓展全球情景、加强模型间比较、提高决策支持力5个方面讨论了SSPs的未来研究展望。  相似文献

已经观测到的气候变化影响是显著的、多方面的。各个领域和地区都存在有利和不利影响,但以不利影响为主,未来的气候变暖将会对中国的生态系统、农业以及水资源等部门和沿海地区产生重大的不利影响。采取适应措施可以减轻气候变化的不利影响,应将适应气候变化的行动逐步纳入国民经济和社会发展的中长期规划中。由于我国科学研究的相对不足和科学认识能力的局限,目前的气候变化影响评估方法和结果还存在很大的不确定性。应当加强区域适应气候变化的案例研究、扩大研究领域、加强极端天气、气候事件影响的研究,以降低影响评估的不确定性,并提出切实可行的适应对策。  相似文献

Cities are particularly vulnerable to climate change and climate extremes in part because they concentrate many activities, people and wealth in limited areas. As a result they represent an important scale for assessment and understanding of climate change impacts. This paper provides a conceptual and methodological framework for urban economic impact assessment of climate change. The focus of the paper is on model-based analysis of future scenarios, including a framing of uncertainty for these projections, as one valuable input into the decision-making process. The paper highlights the main assessment difficulties, methods and tools, and selected examples across these areas. A number of challenges are unique to climate change impact assessment and others are unique to the problem of working at local scales. The paper also identifies the need for additional research, including the need for more integrated and systemic approaches to address climate change as a part of the urban development challenge as well as the need to assess the economic impacts of climate change and response policy at local scale.  相似文献

The possibility of extreme sea-level rise is one of the commonly cited reasons for concern about climate change. Major increases in sea level would likely be driven by the melting or collapse of major ice sheets. This possibility has implications for the social cost of carbon dioxide, which is a key policy value as well as a useful summary measure of damage caused by greenhouse gas emissions.This paper extends earlier work on the importance of low-probability, high-impact events for the social cost of carbon dioxide to incorporate the possibility of extreme sea-level rise.To estimate its impact, an integrated assessment model is used, which allows a probabilistic assessment of climate change damages based on the linkages between the economic and climate systems. In the model, the generic discontinuity damage is replaced with the possibility of large-scale damage from factors that are taken to be correlated with temperature rise and, crucially for this paper, explicit consideration of extreme sea-level rise.Estimates of the amount of increase in the social cost of carbon dioxide that can be expected from incorporating extreme sea-level rise show that the increase is significant, though not especially large in percentage terms.The paper contributes to the literature of how to represent uncertain climate impacts in integrated assessment models and the associated estimation of the social cost of carbon dioxide.  相似文献

Africa is thought to be the region most vulnerable to the impacts of climate variability and change. Agriculture plays a dominant role in supporting rural livelihoods and economic growth over most of Africa. Three aspects of the vulnerability of food crop systems to climate change in Africa are discussed: the assessment of the sensitivity of crops to variability in climate, the adaptive capacity of farmers, and the role of institutions in adapting to climate change. The magnitude of projected impacts of climate change on food crops in Africa varies widely among different studies. These differences arise from the variety of climate and crop models used, and the different techniques used to match the scale of climate model output to that needed by crop models. Most studies show a negative impact of climate change on crop productivity in Africa. Farmers have proved highly adaptable in the past to short- and long-term variations in climate and in their environment. Key to the ability of farmers to adapt to climate variability and change will be access to relevant knowledge and information. It is important that governments put in place institutional and macro-economic conditions that support and facilitate adaptation and resilience to climate change at local, national and transnational level.  相似文献

Although existing economic research is informative with regard to the importance of including potential ‘catastrophic’ climate change impacts in the analysis of GHG mitigation benefits, the generic and abstract form of the ‘catastrophe’ implemented has led to a lack of specific policy implications. This article provides an important starting point for a discussion of how to improve economic modelling of potential large-scale impacts of climate change. It considers how the term ‘abrupt climate change’ has been used in the scientific literature to describe changes in the climate system and carefully reviews the characteristics of the events that have been discussed in this context. The findings are compared to the way in which the economic literature has modelled potential economic and human welfare impacts of these ‘catastrophic’ events. In general, the economics literature is found to have modelled such impacts in a uniform way that fails to account for differences in relevant end points and timescales. The result is policy recommendations based on events that do not resemble those of concern. Better treatment of these events in integrated assessment modelling would help ensure that future research efforts can serve as meaningful policy input.  相似文献

This article analyses the interactions between agricultural policy measures in the EU and the factors affecting GHG emissions from agriculture on the one hand, and the adaptation of agriculture to climate change on the other. To this end, the article uses Slovenia as a case study, assessing the extent to which Slovenian agricultural policy is responding to the challenges of climate change. All agricultural policy measures related to the 2007–2013 programming period were analysed according to a new methodological approach that is based on a qualitative (expert evaluation) and a quantitative (budgetary transfers validation) assessment. A panel of experts reached consensus on the key factors through which individual measures affect climate change, in which direction and how significantly. Data on budgetary funds for each measure were used as weights to assess their relative importance. The results show that there are not many measures in (Slovenian) agricultural policy that are directly aimed at reducing GHG emissions from agriculture or at adaptation to climate change. Nevertheless, most affect climate change, and their impact is far from negligible. Current measures have both positive and negative impacts, but overall the positive impacts prevail. Measures that involve many beneficiaries and more budgetary funds had the strongest impact on aggregate assessments. In light of climate change, agricultural policy should pay more attention to measures that are aimed at raising the efficiency of animal production, as it is the principal source of GHG emissions from agriculture.

Policy relevance

Agricultural policy must respond to climate challenges and climate change impact assessment must be included in the process of forming European agricultural policy. Agricultural policy measures that contribute to the reduction of emissions and adaptation, whilst acting in synergy with other environmental, economic and social goals, should be promoted. The approach used in this study combines qualitative and quantitative data, yielding an objective assessment of the climate impact of agricultural policy measures and providing policy makers with a tool for either ex ante or ex post evaluations of climate-relevant policy measures.  相似文献

The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.  相似文献

Key limitations of integrated assessment models (IAMs) are their highly stylized and aggregated representation of climate damages and associated economic responses, as well as the omission of specific investments related to climate change adaptation. This paper proposes a framework for modeling climate impacts and adaptation that clarifies the relevant research issues and provides a template for making improvements. We identify five desirable characteristics of an ideal integrated assessment modeling platform, which we elaborate into a conceptual model that distinguishes three different classes of adaptation-related activities. Based on these elements we specify an impacts- and adaptation-centric IAM, whose optimality conditions are used to highlight the types of functional relationships necessary for realistic representations of adaptation-related decisions, the specific mechanisms by which these responses can be incorporated into IAMs, and the ways in which the inclusion of adaptation is likely to affect the simulations’ results.  相似文献

Recent increases in the accuracy of climate models have enhanced the possibilities for analyzing the impacts of climate change on society. This paper explores how the local, economic impacts of climate change can be modeled for a specific eco-region, the Western Sahel. The people in the Sahel are highly dependent on their natural resource base, and these resources are highly vulnerable to climate change, in particular to changes in rainfall. Climate models project substantial changes in rainfall in the Sahel in the coming 50 years, with most models predicting a reduction in rainfall. To connect climate change to changes in ecosystem productivity and local income, we construct an ecological–economic model that incorporates rangeland dynamics, grazing and livestock prices. The model shows that decreased rainfall in the Sahel will considerably reduce local incomes, in particular if combined with increases in rainfall variability. Adaptation to these climate change projections is possible if reductions in rainfall are followed by destocking to reach efficient grazing levels. However, while such a strategy is optimal from the perspective of society, the stocking rate is determined by individual pastoralists that face few incentives to destock.  相似文献
