This paper argues for a new institutional framework for the management of groundwater in India. It makes a case for separating (de facto) rights in groundwater from rights to land overlying it and conferring (de jure) rights in groundwater to local communities. It further argues for a greater interface between policy and technical communities and coordination among the institutions engaged in managing groundwater. It also suggests how some recently introduced policy interventions can be made more effective.  相似文献

Few studies have investigated large reaches of rivers in which multiple sources of groundwater are responsible for maintaining baseflow. This paper builds upon previous work undertaken along the Fitzroy River, one of the largest perennial river systems in north‐western Australia. Synoptic regional‐scale sampling of both river water and groundwater for a suite of environmental tracers (4He, 87Sr/86Sr, 222Rn and major ions), and subsequent modeling of tracer behavior in the river, has enabled definition and quantification of groundwater input from at least three different sources. We show unambiguous evidence of both shallow “local” groundwater, possibly recharged to alluvial aquifers beneath the adjacent floodplain during recent high‐flow events, and old “regional” groundwater introduced via artesian flow from deep confined aquifers. We also invoke hyporheic exchange and either bank return flow or parafluvial flow to account for background 222Rn activities and anomalous chloride trends along river reaches where there is no evidence of the local or regional groundwater inputs. Vertical conductivity sections acquired through an airborne electromagnetic (AEM) survey provide insights to the architecture of the aquifers associated with these sources and general groundwater quality characteristics. These data indicate fresh groundwater from about 300 m below ground preferentially discharging to the river, at locations consistent with those inferred from tracer data. The results demonstrate how sampling rivers for multiple environmental tracers of different types—including stable and radioactive isotopes, dissolved gases and major ions—can significantly improve conceptualization of groundwater—surface water interaction processes, particularly when coupled with geophysical techniques in complex hydrogeological settings.  相似文献

Regional nitrate contamination in groundwater is a management challenge involving multisector benefits. There is always conflict between restricting anthropogenic activities to protect groundwater quality and prioritizing economic development, especially in productive agriculture dominated areas. To mitigate the nitrate contamination in groundwater, it is necessary to develop management alternatives that simultaneously support environmental protection and sustainable economic development. A regional transport modeling framework is applied to evaluate nitrate fate and transport in the Dagu Aquifer, a shallow sandy aquifer that supplies drinking water and irrigation water for a thriving agricultural economy in Shandong Province in east coastal China. The aquifer supports intensive high-value vegetable farms and nitrate contamination is extensive. Detailed land-use information and fertilizer use data were compiled and statistical approaches were employed to analyze nitrogen source loadings and the spatiotemporal distribution of nitrate in groundwater to support model construction and calibration. The evaluations reveal that the spatial distribution and temporal trends of nitrate contamination in the Dagu Aquifer are driven by intensive fertilization and vertical water exchange, the dominant flow pattern derived from intensive agricultural pumping and irrigation. The modeling framework is employed to assess the effectiveness of potentially applicable management alternatives. The predictive results provide quantitative comparisons for the trend and extent of groundwater quality mitigation under each scenario. Recommendations are made for measures that can both improve groundwater quality and sustain productive agricultural development.  相似文献

The paper analyses the water scarcity problems in Gujarat in Western India using definitions of water scarcity propounded by Falkenmark, and Raskin and others, and a more universal definition based on supply and demand. While a lion's share of the scarce water goes for irrigating cash crops at the cost of subsistence farming and rural drinking, the pricing of canal water and electricity used for groundwater pumping is highly inefficient and inequitable. To manage demands for water, the paper suggests the use of water market as the institutional arrangement for promoting economically efficient uses, along with rational pricing of canal water and electricity for encouraging conservation. The paper advocates policies that enable: reforms in the governance and management of water for decentralisation and local institutional development; and increased investment in the irrigation and power supply sector for technological innovations and improvements in infrastructure, which are the fountainhead of the demand management strategy.  相似文献

Protection of groundwater‐dependent ecosystems (GDEs) is an important criterion in sustainable groundwater management, particularly when human water consumption is in competition with environmental water demands; however, the delineation of GDEs is commonly a challenging task. The Groundwater‐dependent Ecosystem Mapping (GEM) method proposed here is based on interpretation of the land surface response to the drying process derived from combined changes in two multispectral indices, the Normalised Difference Vegetation Index and the Normalised Difference Wetness Index, both derived from Landsat imagery. The GEM method predicts three land cover classes used for delineation of potential GDEs: vegetation with permanent access to groundwater; vegetation with diminishing access to groundwater; and water bodies that can persist through a prolonged dry period. The method was applied to a study site in the Ellen Brook region of Western Australia, where a number of GDEs associated with localised groundwater, diffuse discharge zones, and riparian vegetation were known. The estimated accuracy of the method indicated a good agreement between the predicted and known GDEs; Producer's accuracy was calculated as up to 91% for some areas. Assessment of historical evolution of groundwater levels is essential for understanding the anthropogenic impact on groundwater exploitation and developing response policies. In this study, regional groundwater level trend was addressed based on the regional Kendall test with correlated spatial data. With a limited number of data at one location, an exponential relation was proposed to be used to approximate covariances of a variable as a function of distances between locations. The effectiveness of the method was demonstrated using synthetic data experiments. The regional Kendall method was applied to assess evolution of groundwater levels and their annual decline rates in Beijing, Tianjin, and Hebei in China based on county-level data in 1959, 1984, 2005, and 2013. Results indicated that a continuing declining regional trend was shown in groundwater levels, revealing generally higher groundwater recharge rates than withdrawal rates in the study region. The annual groundwater decline rates presented a firstly increasing then decreasing regional trend, which is consistent with the environmental Kuznets curve. The earlier accelerating groundwater decline rate was attributed to supply-driven water resources management, whereas the reversed trend in accelerating groundwater decline rate in the latter period was due to many measures implemented to relieve local water stresses.  相似文献

Groundwater pumping from aquifers in hydraulic connection with nearby streams has the potential to cause adverse impacts by decreasing flows to levels below those necessary to maintain aquatic ecosystems. The recent passage of the Great Lakes‐St. Lawrence River Basin Water Resources Compact has brought attention to this issue in the Great Lakes region. In particular, the legislation requires the Great Lakes states to enact measures for limiting water withdrawals that can cause adverse ecosystem impacts. This study explores how both hydrogeologic and environmental flow limitations may constrain groundwater availability in the Great Lakes Basin. A methodology for calculating maximum allowable pumping rates is presented. Groundwater availability across the basin may be constrained by a combination of hydrogeologic yield and environmental flow limitations varying over both local and regional scales. The results are sensitive to factors such as pumping time, regional and local hydrogeology, streambed conductance, and streamflow depletion limits. Understanding how these restrictions constrain groundwater usage and which hydrogeologic characteristics and spatial variables have the most influence on potential streamflow depletions has important water resources policy and management implications.  相似文献

This study presents the groundwater flow and salinity dynamics along a river estuary, the Werribee River in Victoria, Australia, at local and regional scales. Along a single reach, salinity across a transverse section of the channel (~80 m long) with a point bar was monitored using time-lapse electrical resistivity (ER) through a tidal cycle. Groundwater fluxes were concurrently estimated by monitoring groundwater levels and temperature profiles. Regional porewater salinity distribution was mapped using 6-km long longitudinal ER surveys during summer and winter. The time-lapse ER across the channel revealed a static electrically resistive zone on the side of the channel with a pronounced cut bank. Upward groundwater flux and steep vertical temperature gradients with colder temperatures deeper within the sediment suggested a stable zone of fresh groundwater discharge along this cut bank area. Generally, less resistive zones were observed at the shallow portion of the inner meander bank and at the channel center. Subsurface temperatures close to surface water values, vertical head gradients indicating both upward and downward groundwater flux, and higher porewater salinity closer to that of estuary water suggest strong hyporheic circulation in these zones. The longitudinal surveys revealed higher ER values along deep and sinuous segments and low ER values in shallow and straighter reaches in both summer and winter; these patterns are consistent with the local channel-scale observations. This study highlights the interacting effects of channel morphology, broad groundwater–surface water interaction, and hyporheic exchange on porewater salinity dynamics underneath and adjacent to a river estuary.  相似文献

Groundwater salinity is a widespread problem and a challenge to water resources management. It is an increasing concern in the alluvial plains of Delhi and neighbouring Haryana state as well as a risk for agricultural production water supply and sustainable development. This study aims to identify potential sources of dissolved salts and the driving mechanisms of salinity ingress in the shallow aquifer. It combines a comprehensive review of environmental conditions and the analysis of groundwater samples from 25 sampling points. Major ions are analysed to describe the composition and distribution of saline groundwater and dissolution/precipitation dynamics. Density stratification and local upconing of saline waters were identified by multilevel monitoring and temperature logging. Bromide–chloride ratios hold information on the formation of saline waters, and nitrate is used as an indicator for anthropogenic influences. In addition, stable isotope analysis helps to identify evaporation and to better understand recharge processes and mixing dynamics in the study region. The results lead to the conclusion that surface water and groundwater influx into the poorly drained semiarid basin naturally results in the accumulation of salts in soil, sediments and groundwater. Human‐induced changes of environmental conditions, especially the implementation of traditional canal and modern groundwater irrigation, have augmented evapotranspiration and led to waterlogging in large areas. In addition, water‐level fluctuations and perturbation of the natural hydraulic equilibrium favour the mobilisation of salts from salt stores in the unsaturated zone and deeper aquifer sections. The holistic approach of this study demonstrates the importance of various salinity mechanisms and provides new insights into the interference of natural and anthropogenic influences. Groundwater is a vital water supply worldwide for people and nature. However, species and ecosystems that depend on groundwater for some or all of their water needs, known as groundwater dependent ecosystems (GDEs), are increasingly becoming threatened worldwide due to growing human water demands. Over the past two decades, the protection and management of GDEs have been incorporated into several water management policy initiatives worldwide including jurisdictions within Australia, the European Union, South Africa, and the United States. Among these, Australia has implemented the most comprehensive framework to manage and protect GDEs through its water policy initiatives. Using a science‐based approach, Australia has made good progress at reducing uncertainty when selecting management thresholds for GDEs in their water management plans. This has been achieved by incorporating appropriate metrics for GDEs into water monitoring programs so that information gathered over time can inform management decisions. This adaptive management approach is also accompanied by the application of the “Precautionary Principle” in cases where insufficient information on GDEs exist. Additionally, the integration of risk assessment into Australia's approach has enabled water managers to prioritize the most valuable and vulnerable ecologic assets necessary to manage GDEs under Australia's national sustainable water management legislation. The purpose of this paper is to: (1) compare existing global policy initiatives for the protection and management of GDEs; (2) synthesize Australia's adaptive management approach of GDEs in their state water plans; and (3) highlight opportunities and challenges of applying Australia's approach for managing GDEs under other water management policies worldwide.  相似文献

In today’s uncertain world, vulnerability of water supplies is of increasing concern. A number of factors influence this, ranging from physical conditions through to human management capacities. Across the Orange River Basin in southern Africa, these threats arise from overpopulation and farming pressure, with agrochemical and industrial runoff as well as harsh weather conditions giving rise to severe problems of erosion and land degradation. Under conditions of climate change, these threats are exacerbated, as temperature rises and water resources become more erratic. Since water is both an essential instrument of livelihood support and a crucial factor of production, there is a need to develop more effective mechanisms to identify those areas where its scarcity or poor management can bring about a slowdown in the development process. This urgency is heightened by the international commitment to the Millennium Development Goals (MDGs), supposedly to be reached by 2015. In addition to the MDGs, governments are also committed to the development of basin management plans for Integrated Water Resources Management (IWRM). This means that, in order to try to allocate water in an equitable and efficient way, better understanding is needed of all of the complexities of managing water across heterogeneous basins. It is now recognized that effective water management is much more dependent on effective governance than on hydrologic regimes. Ranging from traditional local customary norms and practices dating back through generations to the latest state-of-the-art science-based international agreements, water governance is a key to supporting the lives and livelihoods of local populations. Access to information is an essential feature of any of these approaches, and harmonization of data on water issues is long overdue. This paper provides an outline of an index-based methodology on which an assessment of water vulnerability can be made. In this approach, supply-driven vulnerability (from water systems) and the demand-driven vulnerability (from water users), are evaluated at the municipal scale. By combining these various dimensions together mathematically, a Water Vulnerability Index (WVI) can be generated.  相似文献

Abstract

Groundwater is an important water resource and its management is vital for integrated water resources development in semiarid catchments. The River Shiyang catchment in the semiarid area of northwestern China was studied to determine a sustainable multi-objective management plan of water resources. A multi-objective optimization model was developed which incorporated water supplies, groundwater quality, ecology, environment and economics on spatial and temporal scales under various detailed constraints. A calibrated groundwater flow model was supplemented by grey simulation of groundwater quality, thus providing two lines of evidence to use in the multi-objective water management. The response matrix method was used to link the groundwater simulation models and the optimization model. Multi-phase linear programming was used to minimize and compromise the objectives for the multi-period, conjunctive water use optimization model. Based on current water demands, this water use optimization management plan was able to meet ecological, environmental and economic objectives, but did not find a final solution to reduce the overall water deficit within the catchment.  相似文献

Land subsidence basically is the deprivation of water and earth resources, further inducing social and economical undesirable impact. The principal direction of land subsidence prevention is properly management of groundwater. However groundwater management should be developed on the basis of combined technical, economical, social and institutional approaches to management that reflect local conditions and can be adapted and evolved. Therefore, the aim of this paper is to make land subsidence prevention strategies for government to refer. Before year 1969, agriculture was the main land utilization business in Pingtung Plain. Due to intensive development of fish breeding after 1970’s, the aquaculture area along the estuary region of Pingtung Plain have been dramatically increased. Groundwater thus became the main fresh water resource for aquacultural water diluting and flushing because of the insufficiency in surface water supply. The uncontrolled development of groundwater resources has led to undesirable effects, especially in the south where aquaculture is concentrated. These effects are land subsidence, saline water intrusion, lowering of water tables and reductions in well yields. Government stressed on the improvement of breeding technology in the past, which mainly focused on the water quality control in order to raise the culture density, however, it neglected the impact to the environment and quantity control. This paper promotes a reasonable aquacultural water consumption policy aims at finding out the most suitable breeding species considering water consumption and its reasonable breeding area under the premise that it will not depress the original profit of aquatic products trading. Seasonal variations in sea level are often neglected in studies of coastal aquifers; however, they may have important controls on processes such as submarine groundwater discharge, sea water intrusion, and groundwater discharge to coastal springs and wetlands. We investigated seasonal variations in salinity in a groundwater‐fed coastal wetland (the RAMSAR listed Piccaninnie Ponds in South Australia) and found that salinity peaked during winter, coincident with seasonal sea level peaks. Closer examination of salinity variations revealed a relationship between changes in sea level and changes in salinity, indicating that sea level–driven movement of the fresh water‐sea water interface influences the salinity of discharging groundwater in the wetland. Moreover, the seasonal control of sea level on wetland salinity seems to override the influence of seasonal recharge. A two‐dimensional variable density model helped validate this conceptual model of coastal groundwater discharge by showing that fluctuations in groundwater salinity in a coastal aquifer can be driven by a seasonal coastal boundary condition in spite of seasonal recharge/discharge dynamics. Because seasonal variations in sea level and coastal wetlands are ubiquitous throughout the world, these findings have important implications for monitoring and management of coastal groundwater–dependent ecosystems.  相似文献

Understanding groundwater–surface water (GW–SW) interactions is vital for water management in karstic catchments due to its impact on water quality. The objective of this study was to evaluate and compare the applicability of seven environmental tracers to quantify and localize groundwater exfiltration into a small, human-impacted karstic river system. Tracers were selected based on their emission source to the surface water either as (a) dissolved, predominantly geogenic compounds (radon-222, sulphate and electrical conductivity) or (b) anthropogenic compounds (predominantly) originating from wastewater treatment plant (WWTP) effluents (carbamazepine, tramadol, sodium, chloride). Two contrasting sampling approaches were compared (a) assuming steady-state flow conditions and (b) considering the travel time of the water parcels (Lagrangian sampling) through the catchment to account for diurnal changes in inflow from the WWTP. Spatial variability of the concentrations of all tracers indicated sections of preferential groundwater inflow. Lagrangian sampling techniques seem highly relevant for capturing dynamic concentration patterns of WWTP-derived compounds. Quantification of GW inflow with the finite element model FINIFLUX, based on observed in-stream Rn activities led to plausible fluxes along the investigated river reaches (0.265 m3 s−1), while observations of other natural or anthropogenic environmental tracers produced less plausible water fluxes. Important point sources of groundwater exfiltration can be ascribed to locations where the river crosses geological fault lines. This indicates that commonly applied concepts describing groundwater–surface water interactions assuming diffuse flow in porous media are difficult to transfer to karstic river systems whereas concepts from fractured aquifers may be more applicable. In general, this study helps selecting the best suited hydrological tracer for GW exfiltration and leads to a better understanding of processes controlling groundwater inflow into karstic river systems.  相似文献

Semiarid rivers are often characterized by chains of small pools connected by riffles and wet meadows. The pools can be maintained by wet season surface runoff, groundwater discharge, or some combination thereof. Using synoptic surveys for several environmental tracers (δD and δ18O of H2O, specific electrical conductance at 25°C [EC], chloride and 222Rn), we evaluated the groundwater—surface water connectivity of the Light River (South Australia) along an 8 km section in the vicinity of a proposed mining development. In all three surveys (representing spring, summer and winter conditions), the pools were maintained by regional groundwater discharge based on an elevated surface water EC (9–12 dS m−1) similar to regional groundwater, elevated radon-222 activities (0.09–3.0 Bq L−1) and low rainfall. Most pools were perennial, either because they directly received groundwater discharge or, indirectly, had an inflow originating from upstream groundwater-fed pools. The elevated salinity of regional groundwater is a key factor for the maintenance of perennial pools in the Light River because the potential for baseflow depletion by groundwater pumping is more limited.  相似文献

In the late 1980s, dramatic increases in water use caused over‐exploitation of groundwater resources and deterioration of water quality in Seoul metropolitan city. To monitor changes in quantity of groundwater resources and their quality, the metropolitan government established a local groundwater monitoring network in 1997 consisting of 119 monitoring wells. Groundwater resources in the urban area were affected by various human activities, including underground construction such as subways, pumping for public or private water use, leaky sewer systems and pavements. The variation patterns of the groundwater levels were mainly classified into four types, reflecting natural recharge due to rainfall events during the wet season, artificial recharge from leaky sewer or water supply systems, and heavy groundwater pumping for drainage or flood control purposes at underground construction sites. Significantly decreasing trends of groundwater levels in the suburbs of Seoul indicate groundwater use for various agricultural activities. Subway construction lowered the water level by an average of 25 m. Electrical conductivity values showed a wide range, from 100 to 1800 µS/cm (mean 470 µS/cm). Groundwater temperature generally showed a stable pattern, except for some sensitive increases at relatively shallow monitoring wells. Detailed analysis of the monitored groundwater data would provide some helpful implications for optimal and efficient management of groundwater resources in this metropolitan city. Water level monitoring provides essential information about the condition of aquifers and their responses to water extraction, land‐use change, and climatic variability. It is important to have a spatially distributed, long‐term monitoring well network for sustainable groundwater resource management. Community‐based monitoring involving citizen scientists provides an approach to complement existing government‐run monitoring programs. This article demonstrates the feasibility of establishing a large‐scale water level monitoring network of private water supply wells using an example from Rocky View County (3900 km2) in Alberta, Canada. In this network, community volunteers measure the water level in their wells, and enter these data through a web‐based data portal, which allows the public to view and download these data. The close collaboration among the university researchers, county staff members, and community volunteers enabled the successful implementation and operation of the network for a 5‐year pilot period, which generated valuable data sets. The monitoring program was accompanied by education and outreach programs, in which the educational materials on groundwater were developed in collaboration with science teachers from local schools. The methodology used in this study can be easily adopted by other municipalities and watershed stewardship groups interested in groundwater monitoring. As governments are starting to rely increasingly on local municipalities and conservation authorities for watershed management and planning, community‐based groundwater monitoring provides an effective and affordable tool for sustainable water resources management.  相似文献

Hydrogen and oxygen isotopes of water are common environmental tracers used to investigate hydrological processes, such as evaporation, vegetation water use, surface water–groundwater interaction, and groundwater recharge. The water isotope signature in surface water and groundwater evolves from the initial rain signature. In mountain terrain, rain water stable isotope composition spatially varies due to complex orographic precipitation processes. Many studies have examined the isotope–elevation relationships, while few have quantitatively investigate the terrain aspect and slope effect on rain isotope distribution. In this paper, we examine the orographic effects more completely, including elevation, terrain slope and aspect, on stable isotope distribution in the Mount Lofty Ranges (MLR) of South Australia, using a multivariate regression model. The regression of precipitation isotope composition suggests that orographic effects are the dominant controls on isotope spatial variability. About 75% of spatial variability in δ18O and deuterium excess is represented by the regression using solely orography-related variables (elevation, terrain aspect and slope), with about 25% of δ18O spatial variability attributed to the terrain aspect and slope effect. The lapse rate is about −0.25‰ for every 100 m at both windward and leeward slopes. However, at the same elevation, δ18O at the leeward slope (eastern MLR) is 0.5‰ larger than that at the windward slope. The difference can be explained by different mechanisms – continuous rain-out processes on the windward side and sub-cloud evaporation on the leeward side. Both δ18O and deuterium excess maps (1 km resolution) are constructed based on the regression results for the MLR. Both maps are consistent with groundwater of local precipitation origin, and useful to examine groundwater recharge.  相似文献

Groundwater is an important source of freshwater for domestic, agricultural and industrial uses in Iran. Groundwater quality assessment and environmental evaluation are considered as critical issues in recent years. Intensive human activities have resulted in significant changes in environment leading to serious groundwater contamination. This research proposes a two-part systematic approach to tackle heavy metals contamination problem in Rayen Basin (southeast Iran). The first part consists of determining geochemical characteristics and evaluating groundwater quality through application of water quality index and heavy metal pollution indices (i.e. HPI and MI). The second part includes ranking sampling stations based on heavy metals concentration in groundwater using linear assignment method. Six types of water could be identified according to the dominant cations and anions in samples: Ca–HCO3, Ca–SO4, Na–Cl, Na–HCO3, Na–SO4 and mixed water type. Calculation of indices revealed that natural and anthropogenic activities are playing a vital role in degrading groundwater quality in the study area. The proposed methodology can help in groundwater resource management and preventative activities by identifying risk factors and recognizing their pollution level. The results of this research provide useful and effective information for water pollution control and management and can be used in environmental studies in order to protect groundwater resources in the future.  相似文献
