由于劳动力的异质性,不同技能劳动力之间的合作和互补可以获得递增收益。客观存在的技能互补性导致技能劳动力迁入与迁入地技能劳动力需求之间的正反馈关系,从而引发了劳动力区际流动与人力资本地区集中之间的累积循环。该文基于Giannetti提出的技能互补性假说,从一个新的角度对劳动力区际流动的动因进行理论与实证分析,并揭示该假说的区域经济学含义。  相似文献

This paper analyses the relationships between employment growth, human capital and regional development. To understand the spatial development of employment growth, we distinguish between the public and the private sector. The public sector has a major role in Denmark in the form of a large share of total employment and employment growth across space. We examine in particular the uneven geography of human capital and the relationships between the growth of human capital and total employment growth by Danish municipalities. It is moreover analysed, whether there is a concentration of human capital in the largest city-regions, and how such concentrations contribute to the uneven geography of employment growth. The paper concludes that both the public and private sectors are important regarding employment growth in Danish municipalities. Further, public and private human capital contributes to employment growth, and the public sector contributes, over time, to diminishing the uneven spatial distribution of human capital while the private sector increases the spatial inequality. Moreover, urbanisation has a significant effect on employment growth and human capital formation, both when it comes to the large city regions, and, in general, the distance to city centres.  相似文献

Contemporary studies in urban and regional development stress the importance of large city-regions as key places in modern capitalism taking the form of agglomerations of economic activities by industries, firms and highly skilled people. In this article, we challenge the strong focus on academic human capital in understanding regional growth. We examine to what extent different labour competences and capabilities relate to municipal employment growth using nine stratified, educational categories as proxies for different levels of human capital. Dividing municipalities into four spatial categories ranging from the urban to the peripheral, we conclude that there is a strong spatial distinction of educational structures with an urban bias, and that educational categories other than academic human capital can make an important contribution to our understanding of what drives employment growth on the municipal level.  相似文献

从资本、权力与社会的地域重构视角系统探索了中国区域空间生产与治理的相互关系及作用机制。分析珠三角典型的“飞地经济”深汕特别合作区的地域重构过程,研究发现,首先,区域空间生产一方面依赖于政府的政策动员,另一方面企业主体的空间偏好决定了区域空间生产的结果。其次,区域治理对区域空间生产的多尺度修复是动态调整的,以资本的空间需求为导向。最后,区域空间生产与区域治理协同演进并相互促进。结果表明,中国城市区域的形成是“规划中心,市场为器”的国家治理体制在区域尺度的具体表现。现代政府治理能力的建构与对地方本位主义的路径依赖需要更深层次的激励机制与制度设计。  相似文献

In 2007, the Australian federal government introduced a ‘new’ graduate visa scheme, the 485 visa sub-class. This visa facilitates the transition from student to worker for overseas graduates from Australian higher education institutions, with the potential to significantly increase their numbers in the country. At the same time, local governments have introduced various policies designed to attract and retain human capital in rural areas to address the shortfall of highly skilled individuals. This paper redresses the current lack of research into the spatial dynamics of overseas human capital in Australia and their relation to the new visa scheme in combination with shifts in rural development policies. Drawing on survey data of graduates describing the ‘before’ (2005) and ‘after’ (2008) periods of the introduction of the 485 visa scheme, this paper shows that the propensity of overseas graduates to move between Australia's regions has increased substantially. In particular, there have been an increasing proportion of overseas graduates moving to major cities despite rural development policy efforts to attract human capital to rural areas. However, these policy efforts appear to have attracted overseas graduates with particular qualifications (education and health) to work in such locales.  相似文献

基于中国2007—2012年287个地级及以上城市的创新投入要素和专利申请量的面板数据(未含港澳台地区数据),采用面板固定效应模型和面板分位数回归模型,揭示人力资本水平提升对区域创新产出的影响机制及其区域异质性,以及人口空间集聚对人才创新驱动作用的调节机制。结果表明:① 平均而言,人力资本水平越高的城市,创新产出水平越高,但人口集聚程度与创新产出水平并不存在显著的关联;② 人力资本水平提升对创新的驱动作用存在区域差异,在创新等级越低的城市中其作用效果越强;③ 人口空间集聚强化了人力资本水平对创新的驱动作用,城市规模扩大促进了知识的溢出;④ 人口空间集聚调节作用的显现需要达到一定的创新基础门槛,城市创新等级越高,调节作用越强。因此,各地方政府应当结合当地发展的实际情况,制定适宜的人才培育和人才引进策略,合理引导人才流动。  相似文献

The human capital and creative class hypotheses argue that the agglomeration of skilled and creative people is key to economic growth. Migration is assumed to play an important role in forming these agglomerations. However, the results of this study indicate that while younger cohorts of skilled and creative individuals are highly mobile, skilled and creative couples are highly immobile. This research hypothesizes that it is these relatively immobile skilled and creative couples that are behind the link between urban growth and concentrations of skill and creativity. Indeed, this analysis finds a strong empirical link between concentrations of skilled couples, but not creative class couples, and economic growth. Public policies designed to increase the size of the skilled population should be directed at retaining younger cohorts long enough for them to develop the local networks upon which spillover effects rely.  相似文献

适宜性人力资本必须与区域产业结构、区域经济发展模式相匹配,才能最大程度地发挥不同层次人力资本的效能,以有效提升区域经济发展水平。从全国和区域层面出发,基于ESDA方法和空间计量分析方法,运用1998-2014年全国30个省市的面板数据,从初级、中级、高级人力资本、物质资本、劳动力、全要素生产率等要素视角探寻适宜性人力资本促进区域经济发展效能的空间差异,研究表明:① 人力资本与省域生产总值水平均存在显著的空间相关性和路径依赖性。② 在全国层面,初级、中级人力资本对区域经济增长作用不显著,高级人力资本则作用很明显。③ 在区域层面,东部及东北地区区域经济发展主要依赖高级人力资本,中部和西部初级人力资本贡献显著,中级人力资本在四个区域均不显著。这为区域人力资本培育和区域经济高速发展政策制定奠定了理论基础。  相似文献

ABSTRACT

The purpose of the article is to assess the impact of concentrations of state employees on local growth and development. Local multiplier effect theory suggests that the increased local demand for state employees, especially highly skilled employees, would stimulate the local supply of goods and services, and hence local development. However, other theories of regional development have shown that factors such as having a university or city size may also explain why some municipalities with a high percentage of state employees grow faster than others. Following a multilevel panel data analysis of Norwegian municipalities, the author found that the percentage of state employees did not have any effect on local development, measured in terms of the relative number of start-up firms or population growth. While there was a small positive effect of state employees in the bivariate model, state employees did not have a significant effect on local development when controlling for relevant factors such as municipality size or the presence of universities. The author concludes that the relocation of state employees may be a rather limited tool for stimulating local and regional growth and, if applied, policymakers should consider how the relocation could stimulate place-sensitive development in individual municipalities.  相似文献

在DEA-MI模型的基础上,采用空间计量模型就人力资本与区域旅游经济效率的关系进行分析,探究人力资本对区域旅游经济效率的贡献。结果发现:旅游经济效率具有典型的“胡焕庸线”空间特征,旅游业及其子行业的区域旅游经济效率以1为标准线上下波动;人力资本与区域旅游经济效率空间关系也基本具备“胡焕庸线”空间特征。宁夏等西北地区区域经济效率较高,虽然人力资本存量不足,但其贡献率较大。福建等东南地区、四川和云南等沿线地区旅游业存在“人力资本错配”现象,东南地区虽然人力资本富集,但其贡献率较低,星级饭店业和旅行社业打破“胡焕庸线”的区域特征;中等人力资本在旅游业及其子行业中能正向促进区域旅游经济效率,高水平人力资本在旅游子行业中能推进经济效率的增长,但在旅游业整体中反而抑制旅游经济效率,这说明旅游业整体上还是一个典型的劳动密集型行业,而星级饭店和旅行社业已经初步具备知识密集型行业特征;区域地理性、对外开放度、基础设施等是人力资本效能发挥的主要影响因素,制约着区域旅游经济效率的提升。因此需要健全旅游人才匹配体系,最大程度地发挥人力资本效能,科学构建人力资本与区域旅游经济效率协同机制。  相似文献

区域经济动力学的核心问题是区域增长,本文将资源要素引进生产函数,建立了资源约束下的三元区域增长模式,研究揭示:(1)模式不仅可以较好地模拟区域发展的不同阶段,还可以较客观地描写、预测区域发展与环境资源等区域因素的关系;(2)在区域经济(区域社会生产)这个经济“大木桶”里,起到主要约束作用的因素是资源,而不是通常备受关注的资金或管理因素;(3)资源指数越小越有利于区域资本的积累和社会生产总量的增加。  相似文献

Bangalore is held up as a model for how cities, particularly in the global south, should develop in the globalized information age, in which entrepreneurs with new access to international capital fuel service-sector-driven development. Expanding market forces cultivate cities of skilled middle-class workers whose increased consumption generates broad developmental benefits. Now known as the “Silicon Valley of India,” Bangalore was previously the capital of India’s public sector enterprises (PSEs), which laid important groundwork for the city of today, including the IT sector. I show how, by providing access to homeownership along with high wages and benefits tied to secure employment, Bangalore’s PSEs created the foundation for the city today and its middle-class character. The skilled workforce that PSEs created helped the IT sector emerge in the city. By examining this erased history, we see the role of the state in development projects, and consider alternative models for urban change.  相似文献

高技能人才迁移是推进新型城镇化建设的重要议题,也是影响地区创新产出和高质量发展的关键要素。针对人才迁移数据中蕴含的零膨胀和网络自相关特性,本文将特征向量空间滤波(ESF)技术和“两阶段”Hurdle模型结合,构建空间Hurdle引力模型,结合2000—2015年中国省际高技能人才迁移面板数据,研究人才迁移的时空演化格局和驱动机制。研究结论显示:① 2000—2015年人才迁移的跨省迁移比例先升后降;人才迁移表征出集聚格局,维系了其空间分布的不均衡性;随时间推移,人才迁移格局呈现分散趋势,人才空间分布集聚性下降;人才迁移和空间分布均呈现出持续显著的网络与空间自相关性特征。② 引力因素(人口规模、空间距离)、地区经济和科技发展水平(工资、科教投入)、自然舒适度(平均温差、空气质量)、城市舒适度(医疗及教育公共服务、城市绿化)以及其他因素(社会网络、生活成本、人口密度)共同驱动了跨世纪以来中国省际人才迁移过程。③ 人才迁移可被看作一个“两阶段”过程,影响其迁移概率和迁移规模的因素呈现一定差异。④ 经济增速、科教投入、自然舒适度和基础公共服务对人才迁移的影响随时间增强,而工资和城市绿化的影响随时间减弱。本文的研究结论为地区人才治理及实现地区均衡发展提供政策参考。  相似文献

With the rapid development of knowledge economy, a number of important shifts are emerging in urbanization pattern across the world. Traditional urbanization theory has become hard to interpret these changes on a global scale, and "innovation" is a core concept to explain the new changes of the urbanization dynamics. As one of the important contents of urban geography, urbanization dynamic needs to turn from the general population flows between rural and urban areas into emphasizing high skilled migrants flow among cities and regions research. Against this background, we propose a conception of innovation-based urbanization. Using this concept, this study analyzes the spatial distribution characteristics of high skilled migrants and cultural diversity on urban innovation in China, based on the data of the sixth census of 270 cities at the prefecture level or above in China. This study measures the extent to which highly skilled migrants and cultural diversity increase urban innovation, by using spatial Durbin method to construct urban innovation regression model, to support the concept of innovation-based urbanization. The result shows that: first of all, the concept of innovation-based urbanization conforms to the development of knowledge economy, which emphasizes the migration process of highly skilled labor to cities. It helps to promote the changes in urban functions and landscapes and the expansion of urban knowledge activities, which undelines new dynamics of urban development, innovative landscape. Secondly, innovation urbanization based on highly skilled migrants flow is an important driving force for the development of Chinese cities, especially for eastern coastal cities and capital cities. Thirdly, the scale of highly skilled migrants flow and the level of urban cultural diversity in China both have been demonstrated of having positive effect on urban innovation output. With other conditions unchanged, a 10% increase in the number of urban highly skilled migrants and urban cultural diversity will directly result in an increase of 3% and 2% in urban innovation output respectively. This research has deepened our understanding and awareness of the openness and dynamics of the regional innovation system, and it has also provided an important theoretical basis for the formulation of urbanization and urban development policy under knowledge economy.  相似文献

产品相关多样化是企业发展的重要战略。经济学研究认为企业内部因素会影响企业的产品多样化策略,而一些地理学研究则发现企业外部的地方因素也会影响企业发展。为了弥补当前研究中关于企业微观发展战略外部影响因素的空白,本文基于2012—2016年中国出口产品贸易数据研究地方出口产品结构对企业出口产品相关多样化的影响,并进一步探究地方非正式制度和正式制度环境的调节作用。结果发现:① 在出口产品相关多样化程度越高的地方,多产品企业的出口相关多样化倾向会越强。② 正式和非正式制度环境均会影响地方和企业尺度在出口产品相关多样化方面的一致性关系。地方的社会信任属于非正式制度环境,会增强地方与企业在出口产品相关多样化方面的一致性。正式制度环境包括市场化、全球化和分权化进程,其中地方市场化程度对地方与企业在出口产品相关多样化方面的一致性起正向调节作用,而地方的全球化和分权化进程则表现为负向调节作用。本文的研究结论说明了地方产业集群环境、企业微观发展策略以及地方制度背景三者之间存在关联。政府可以通过制度改革和制度创新等政策影响地方内企业联系,为地方产业发展创造新的机会。  相似文献

传统城市化概念已难以解释全球范围内出现的新兴城市化模式,而“创新”是解读城市化新变化的重要概念。从“流的空间”视角,提出了基于创新的城市化概念。在此基础上,选取中国地级及以上270个城市作为研究的空间单元,依据第六次全国人口普查资料,分析了中国高技能迁移人口和城市文化多元性的空间分布特征,采用空间杜宾模型方法,构建城市创新空间回归模型,测度了中国高技能迁移人口规模和城市文化多元性水平对城市创新产出的影响,验证了基于创新的城市化概念。研究表明:① 基于创新的城市化概念顺应知识经济发展的背景,强调高技能劳动力向城市的迁移过程,促进城市职能与景观发生变化,城市知识活动与行为的扩展,可以很好的解释城市发展的新动力、新机制和新的创新景观。② 基于高技能劳动力迁移的创新的城市化是城市发展的重要动力,对中国的沿海及省会城市的城市化发展有重要作用。③ 中国国内高技能劳动力迁移规模和城市文化多元性水平均对城市创新产出具有正效应。在其他条件不变的情形下,城市高技能迁移人口数量每增加10%,直接带来的城市创新产出增加3%;城市文化多元性水平每提高10%,直接带来的城市创新产出增加2%。研究在理论上加深了对区域创新系统开放性和动态性的理解与认识,为知识经济下城市化和城市发展政策的制定提供了重要理论依据。  相似文献

人口空间分布格局的改变既是区域协调发展战略实施的结果,也是推进区域协调发展的重要手段之一。本文以流动人口的回流空间意愿作为切入点,采用全国性大规模抽样问卷调查数据,对流动人口回流的空间意愿、群体差异和影响因素进行研究,并探讨其对区域协调发展和新型城镇化的政策含义。研究发现,流动人口的回流意愿薄弱;对具有回流意愿的流动人口来说,回流空间的路径选择以返回原居地为主、乡镇中心和县城为辅。模型结果显示,流动人口回流空间选择不仅是其人力资本和流动经历正向选择的结果,也显著地受到流出地住房和流入地的就业收入和养老保险等因素的影响,而流出地的家庭需求和空间成本则无显著影响。在此背景下,政策制定者不能高估人口回流对人口流动空间格局和人口均衡发展的调整作用,也不能高估回流劳动力对流出地城镇化和城乡协调发展的促进作用,而应加强流出地城镇自我可持续发展的能力,吸引人口主动回流,以推进区域协调发展和新型城镇化战略的落实。  相似文献

基于北京、深圳、成都和中山4个具有代表性的城市抽样调查监测数据,采用计量模型探讨了新生代流动人口的回流意愿与区位选择特征及影响因素。结果表明:1)新生代流动人口具有较强的回流意愿,且不同类型(智力型、投资型和劳力型)在回流意愿和区位选择上存在显著差异。2)其回流意愿受个体“客观属性”(人口学因素、经济因素)与“主观感知”(经济地位感知、社会心理感知)双重影响,特别是人口学因素和社会心理感知。3)就回流区位选择而言,人力资本是影响其回流至户籍地所在省会城市最显著的因素;主观感知中的城市社会适应、家庭“心理成本”和家乡生活方式认同与其选择回流至户籍地所在的地级市显著相关;客观属性中的人口学因素(性别和年龄)、在外务工时间主要影响其回流至户籍地所在的县(市、区)或乡镇;经济因素中的个人收入对各类回流地的选择均有显著的影响。不同回流区位的选择是综合“生存”与“发展”两方面需求的结果。建议未来精准施策,尤其要注意地级市的人口回流;在重视吸引人才的同时,要进一步关注流动人口的社会适应问题,完善公共服务设施尤其是医疗、养老、子女入学等,推进城镇化持续健康发展。  相似文献

利用中国大陆30个省份2005—2014年的面板数据,建立综合指标体系测量区域技术创新能力和经济增长质量,运用Moran’s I指数观察区域技术创新能力与经济增长质量的空间结构和特征。区域之间有较强的空间依赖性,空间集群特征明显。基于柯布-道格拉斯生产函数,运用空间计量经济模型分析其关系及作用路径,结果表明:区域技术创新能力对经济增长质量推动作用主要体现在直接效应上;区域技术创新能力对本区域经济增长结构性、稳定性、福利变化与成果分配、资源利用和生态环境均有积极的作用,区域间技术创新的溢出效应仅对经济增长结构和生态环境具有正向带动作用;劳动力数量是一把"双刃剑",对本地区经济增长质量的积极和消极作用并存;物资资本存量对区域技术创新能力和经济增长质量主要体现出抑制作用。  相似文献
