In the first part the paper outlines the current conceptions relevant to seismic risk for constructions in urban centres analysing seismic hazard, vulnerability and exposure. In the second part there are some details about the vulnerability assessment of ordinary buildings, and about the differences that arise when monumental or historical buildings are in question. Then the concept of seismic scenario is given (third part), so that the specific question of seismic vulnerability of historical centres may be treated (part four), presenting an appropriate methodology recently proposed by the author. Finally part five presents an introduction to the theme of risk mitigation for historical centres and monuments, a very difficult question, where the two aspects of preservation and seismic safety must be considered together.  相似文献

This paper deals with the development of a procedure aimed at defining a seismic risk mitigation strategy for public buildings in terms of prioritization, time required and funds. The procedure is based on a global risk index involving the entire building stock under study thus facilitating an examination of risk variation over time up to its final value. Relationships between the current seismic capacity–demand ratios and the required strengthening costs (cost models) have been developed. Each of the assumed cost models has a different target in terms of capacity–demand ratio to be obtained after strengthening, basically ranging between full retrofit and upgrading. The procedure has been applied to 69 hospital buildings located in Basilicata region for which the vulnerability data was available as a result of a large assessment program set up by the regional government. Priorities have been defined on the basis of seismic capacity, local hazard and number of human beings possibly involved (exposure). The results of different strengthening strategies have been outlined with a special focus on the pros and cons of the upgrading strategy with respect to various retrofit strategies. The procedure may be applied to different categories of public buildings by properly modifying some input parameters and partially redefining criteria for prioritization.  相似文献

This paper presents a methodological discussion of several issues involved with the development of maps of seismic hazard. The points made are illustrated with worked examples, using Scotland as an illustrative case. The issues treated are divided under three headings: matters relating to the difference between hazard maps and site studies; matters concerned with the technical issues of mapping, and matters relating to the use to which hazard maps will be put. It is concluded that a hazard map cannot be an all-purpose substitute for site-specific studies, owing to the impracticality of ensuring all-round conservatism in a hazard map, and the lower level of detail (more broad-brush approach) in a regional mapping study. Also, since users of a hazard map are not necessarily going to be engineers, consideration should be given to the provision of maps expressed in parameters other than physical measures of ground motion. Intensity is useful here, since it relates to actual earthquake experience and to damage. One can also move to making maps of generic seismic risk even before one has data on the distribution of exposure and vulnerability. Discussion is made of the issue of testing the validity of hazard maps against real experience, with examples. If a map can be shown to accord with real observations, then it can be treated with greater confidence by users.  相似文献

利用我国京津唐地区500年以来记录较完整的历史地震烈度资料,尝试进行了地震灾害与危险性分析,以提供制定抗震设防基本参数或烈度的参考.首先,我们用ArcGIS把这些历史烈度资料进行了数字化,并把研究区分成 0.1°×0.1°的小方格.然后,我们对烈度资料进行了统计分析,得到每个小方格的地震烈度-频度关系(即灾害曲线).最后,基于地震发生遵从泊松分布的假定,利用灾害曲线估算了京津唐地区的地震风险,即在未来一段时间内(如 50年)该地区遭受某一地震烈度(如Ⅶ,Ⅷ,或Ⅸ度)的超越概率.同时,我们还估算了50年超越概率10%所对应的地震烈度,如:北京为Ⅸ,天津为Ⅸ,唐山为≥Ⅸ,保定为Ⅷ,廊坊为Ⅸ.研究结果表明,京津唐地区有较高的地震危险性,现行的抗震设防要求可能偏低.  相似文献

A unified probabilistic seismic hazard assessment (PSHA) for the Pyrenean region has been performed by an international team composed of experts from Spain and France during the Interreg IIIA ISARD project. It is motivated by incoherencies between the seismic hazard zonations of the design codes of France and Spain and by the need for input data to be used to define earthquake scenarios. A great effort was invested in the homogenisation of the input data. All existing seismic data are collected in a database and lead to a unified catalogue using a local magnitude scale. PSHA has been performed using logic trees combined with Monte Carlo simulations to account for both epistemic and aleatory uncertainties. As an alternative to hazard calculation based on seismic sources zone models, a zoneless method is also used to produce a hazard map less dependant on zone boundaries. Two seismogenic source models were defined to take into account the different interpretations existing among specialists. A new regional ground-motion prediction equation based on regional data has been proposed. It was used in combination with published ground-motion prediction equations derived using European and Mediterranean data. The application of this methodology leads to the definition of seismic hazard maps for 475- and 1,975-year return periods for spectral accelerations at periods of 0 (corresponding to peak ground acceleration), 0.1, 0.3, 0.6, 1 and 2 s. Median and percentiles 15% and 85% acceleration contour lines are represented. Finally, the seismic catalogue is used to produce a map of the maximum acceleration expected for comparison with the probabilistic hazard maps. The hazard maps are produced using a grid of 0.1°. The results obtained may be useful for civil protection and risk prevention purposes in France, Spain and Andorra.  相似文献

搜集自开展地震灾害直接损失评估以来,四川境内破坏性地震震害资料,统计省内藏式房屋在不同烈度不同破坏等级下的破坏比,给出易损性矩阵;采用房屋结构整体易损性分析方法,依据藏式房屋易损性矩阵,通过烈度与地震动参数的对应关系,以对数正态分布函数为模型,对藏式房屋在不同地震动参数(峰值速度)下超越毁坏、破坏、基本完好的概率曲线进行拟合,给出易损性曲线,为其他结构类型房屋的易损性研究、灾害损失评估工作及震害预测提供参考。  相似文献

Processing Italian damage data to derive typological fragility curves   总被引:4,自引:0,他引:4  
Typological fragility curves have been derived from post-earthquake survey data on building damage, collected in the areas affected by the most relevant Italian earthquakes of the last three decades. A complex and time consuming codification and reinterpretation work has been done on a set of about 150,000 survey building records, in order to define empirical damage probability matrices for several building typologies, characteristic of the Italian building stock. The obtained data have then been processed by advanced nonlinear regression methods in order to derive typological fragility curves. These curves, organised in five damage levels, provide useful information both for relative comparisons among typologies and for seismic risk analyses at different scales. By combining hazard definitions, fragility curves and inventory data, complete earthquake risk scenario studies can be performed, but even the single convolution of hazard and fragility allows to obtain typological risk maps, both for single damage state definitions and for concise average loss parameters. The very high potential of these results is shown by some applications reported in the paper.  相似文献

Tunis is a densely populated city. Its building stock was constructed without any seismic design code and mostly over soft soils. These facts make a seismic risk assessment of the city necessary. To prepare a large-scale vulnerability assessment of the buildings of Tunis, the following methodology was employed: (1) a collection of data based on a rapid visual screening procedure was gathered using an inventory form. These data were composed of files and information placed at the disposal of the authors by the municipality of Tunis. The data also contained information gathered by surveys carried out by engineering departments and information gathered from building owners. (2) A classification of building typologies was carried out considering construction material, structural system, age, height, function and state of maintenance. A measure of seismic vulnerability was assigned to each typology considering the first two parameters. (3) A large-scale vulnerability assessment using two methods was conducted for buildings for which few data were available. Vulnerability methods inspired by the EMS98 concepts and the Italian GNDT concepts were modified and applied to pilot-scale buildings located in the downtown zone (Habib Bourguiba Avenue) and in the old zone (Medina). The data analysis, through the application of the two methods, suggests that the vulnerability of buildings surveyed in Tunis is significant and risk mitigation efforts are necessary.  相似文献

Earthquake-induced hazards are profoundly affected by site effects related to the amplification of ground motions, which are strongly influenced by local geologic conditions such as soil thickness or bedrock depth and soil stiffness. In this study, an integrated geographic information system (GIS)-based system for geotechnical data, called the geotechnical information system (GTIS), was developed to establish a regional counterplan against earthquake ground motions in the Seoul metropolitan area. In particular, to reliably predict spatial geotechnical information, a procedural methodology for building the GTIS within a GIS framework was developed and applied to the Seoul area in Korea. To build the GTIS, pre-existing geotechnical data were collected in and around the study area, and then a walk-over site survey was conducted to acquire surface geo-knowledge data. In addition, the representative shear wave velocities for geotechnical layers were derived by statistically analyzing many seismic test data in Korea. The GTIS was used in a practical application to estimate site effects in the study area; seismic zoning maps of geotechnical earthquake parameters, such as the depth to bedrock and the site period, were created and presented as a regional synthetic strategy for earthquake risk assessment. Furthermore, seismic zonation of site classification was also performed to determine the site amplification coefficients for seismic design and seismic performance evaluation at any site and administrative sub-unit in the study area. The methodology and results of the case study of seismic zonations in the Seoul area verified that the GIS-based GTIS can be very useful for the regional estimation of seismic risk and also to support decisions regarding seismic hazard mitigation, particularly in the metropolitan area.  相似文献

Following the adverse effects caused by the moderate Ms 5.4 event of October 1992, the need to model the risk from earthquakes occurring in or near Cairo was shown to be an essential tool to offset this threat in the future. To provide the necessary elements for a risk model, this paper describes a methodology for developing a ground-shaking model as well as an inventory database for the city. In the first part, a scheme is followed to integrate data on geological structures, seismic sources, seismicity and surface soil conditions to build-up an event-based hazard model. In the second part, a brief review of the history of seismic provisions in Egyptian codes is presented, and a detailed assessment of local maps and information is supplemented by results from street surveys to obtain building stock data and geographical resolutions. On the basis of these studies, the city is divided into a number of census-tracts, or geo-codes, of classified building and soil characteristics, representing a fundamental step towards the development of a full loss model.  相似文献

The quantification of the devastating effects of earthquakes on buildings can be achieved with the use of earthquake risk assessment. The formulation of strategies to minimise this risk is a complex task which relies on data regarding mainly the hazard, vulnerability and remaining life of the building. In this paper, the case study of Limassol municipality is presented. Initially, the building inventory and categorisation is defined followed by the selection of hazard scenarios and the development of analytical vulnerability curves. In the final part, risk assessment is performed leading to the formulation of retrofitting strategies for long term use.  相似文献

In all European countries the will to conserve the building heritage is very strong. Unfortunately, large areas in Europe are characterised by a high level of seismic hazard and the vulnerability of ancient masonry structures is often relevant. The large number of monumental buildings in urban areas requires facing the problem with a methodology that can be applied at territorial scale, with simplified models which need little easily obtainable, data. Within the Risk-UE project, a new methodology has been stated for the seismic vulnerability assessment of monumental buildings, which considers two different approaches: a macroseismic model, to be used with macroseismic intensity hazard maps, and a mechanical based model, to be applied when the hazard is provided in terms of peak ground accelerations and spectral values. Both models can be used with data of different reliability and depth. This paper illustrates the theoretical basis and defines the parameters of the two models. Bucharest, capital of Romania, is one of the most exposed big cities in Europe to seismic damage, due to the intermediate-depth earthquakes in the Vrancea region, to the vulnerable building stock and local soil conditions.This paper tries to answer very important questions related to the seismic risk at city scale that were not yet adequately answered. First, we analyze and highlight the bottlenecks of previous risk-related studies. Based on new researches in the hazard of Bucharest (recent microzonation map and ground-motion prediction equations, reprocessed real recorded data) and in vulnerability assessment (analytical methods, earthquake loss estimation software like SELENA and ELER, the recently implemented Near Real-Time System for Estimating the Seismic Damage in Romania) we provide an improved estimation of the number of buildings and population that could be affected, for different earthquake scenarios. A new method for enhancing the spatial resolution of the building stock data is used successfully.  相似文献

In many countries such as Spain earthquake databases still mainly comprise macroseismic data from felt effects. The full exploit of this information is of basic importance for seismic risk assessment and emergency planning, given the strict link between macroseismic intensity and damage. A probabilistic procedure specifically developed to handle macroseismic data, mostly relying on site information and seismogenic-source free, has been applied to evaluate seismic hazard in SE-Spain (Alicante-Murcia region). Present seismicity is moderate-low with largest magnitudes slightly over Mw5.0. The historical record includes very destructive earthquakes, maximum EMS98 intensities reaching IX–X and X in the nineteenth century (e.g., Torrevieja 1829 earthquake). Very recently, two events in the area on 11 May 2011 (Mw4.5, Mw5.2) killed nine people, injured 300, and produced important damage in the city of Lorca. Regional hazard maps for the area together with specific hazard curves at selected localities are obtained. Results are compared with the maximum observed intensities in the period 1300–2012, and with the values in the seismic hazard map from the Spanish Building Code in force. In general, the maximum felt intensity values are closer to the hazard values calculated for 2 % probability of exceedance in 50 years, using felt and expected intensity. The intensity-based probabilistic hazard maps obtained through the applied approach reduce the inherent smoothing of those based on standard probabilistic seismic hazard assessment approaches for the region, allowing identifying possible over- or sub-estimates of site hazard values, providing very valuable information for risk reduction strategies or for future updates of the building code hazard maps.  相似文献

The European Commission funded the RISK-UE project in 1999 with the aim of providing an advanced approach to earthquake risk scenarios for European towns and regions. In the framework of Risk-UE project, two methods were proposed, originally derived and calibrated by the authors, for the vulnerability assessment of current buildings and for the evaluation of earthquake risk scenarios: a macroseismic model, to be used with macroseismic intensity hazard maps, and a mechanical based model, to be applied when the hazard is provided in terms of peak ground accelerations and spectral values. The vulnerability of the buildings is defined by vulnerability curves, within the macroseismic method, and in terms of capacity curves, within the mechanical method. In this paper, the development of both vulnerability and capacity curves is presented with reference to an assumed typological classification system; moreover, their cross-validation is presented. The parameters of the two methods and the steps for their operative implementation are provided in the paper.  相似文献

Safety against earthquake hazards presents two aspects: structural safety against potentially destructive dynamic forces and site safety related to geotechnical phenomena, such as amplification, landsliding and soil liquefaction. The correct evaluation of seismic hazard is, therefore, highly affected by risk factors due to geological nature and geotechnical properties of soils. In response to these new developments, several attempts have been made to identify and appraise geotechnical hazards and to represent them in the form of zoning maps, in which locations or zones with different levels of hazard potential are identified. The geotechnical zonation of the subsoil of the city of Catania (Italy) suggests a high vulnerability of the physical environment added to site amplification of the ground motion phenomena. The ground response analysis at the surface, in terms of time history and response spectra, has been obtained by some 1D equivalent linear models and by a 2D linear model, using a design scenario earthquake as input at the conventional bedrock. In particular, the study has regarded the evaluation of site effects in correspondence of the database of about 1200 boreholes and water-wells available in the data-bank of the Catania area. According to the response spectra obtained through the application of the 1D and 2D models, the city of Catania has been divided into some zones with different peak ground acceleration at the surface, to which corresponds a different value of the Seismic Geotechnical Hazard. A seismic microzoning map of the urban area of the city of Catania has been obtained. The map represents an important tool for the seismic improvement of the buildings, indispensable for the mitigation of the seismic risk.  相似文献

The seismic risk analysis evaluation in the Mediterranean area is one of the main tasks for the preservation of Cultural Heritage and for the sustainable development of Mediterranean cities. The Mediterranean area is characterised by a medium–high level of seismic risk, so that earthquakes are the major cause for the destruction of monuments, residential and industrial buildings. A case history regarding the seismic risk analysis for the city of Catania (Italy) is presented, since the city has been heavy damaged in the past by strong earthquakes such as the 1169 earthquake (XI MCS), the 1542 earthquake (IX MCS), the 1693 earthquake (XI MCS) and the 1818 earthquake (VIII MCS) etc., which caused several thousands of deaths. Fault modelling, attenuation laws, synthetic accelerograms, recorded accelerograms and site effects are considered for the evaluation of the seismic action. Vulnerability of physical environment, related to the presence of cavities and to seismic-induced landslides and liquefaction has been analysed, with special reference to the new modelling of such phenomena and to the application of models to given areas. Soil–structure Interaction has been analysed for some geotechnical works, such as shallow foundation and retaining wall, by means of physical and numerical modelling. The paper deals with the vulnerability of physical environment (landslides, liquefaction, etc.), while the road map continues with the analysis of vulnerability of monuments and buildings, with the aim of the estimation of the seismic resistance required to defend against the seismic action given by the scenario earthquake. For the mitigation of seismic risk, structural improvements of R.C. buildings with different methodology and techniques have been analysed, as well as the guideline for the strengthening of buildings. The work shows that the seismic risk of the city is not a summation of the seismic risk of each building, because the vulnerability of the urban system plays an important role on the seismic risk evaluation of a given city. To this aim the vulnerability of the road infrastructures, lifelines, and urban framework have been also analysed in the project.  相似文献

Seismic risk evaluation of built-up areas involves analysis of the level of earthquake hazard of the region, building vulnerability and exposure. Within this approach that defines seismic risk, building vulnerability assessment assumes great importance, not only because of the obvious physical consequences in the eventual occurrence of a seismic event, but also because it is the one of the few potential aspects in which engineering research can intervene. In fact, rigorous vulnerability assessment of existing buildings and the implementation of appropriate retrofitting solutions can help to reduce the levels of physical damage, loss of life and the economic impact of future seismic events. Vulnerability studies of urban centres should be developed with the aim of identifying building fragilities and reducing seismic risk. As part of the rehabilitation of the historic city centre of Coimbra, a complete identification and inspection survey of old masonry buildings has been carried out. The main purpose of this research is to discuss vulnerability assessment methodologies, particularly those of the first level, through the proposal and development of a method previously used to determine the level of vulnerability, in the assessment of physical damage and its relationship with seismic intensity. Also presented and discussed are the strategy and proposed methodology adopted for the vulnerability assessment, damage and loss scenarios for the city centre of Coimbra, Portugal, using a GIS mapping application.  相似文献

风险管理研究已成为防灾减灾工作从“被动救灾”到“主动预防”转化的热门课题。本文回顾了地震灾害风险评价研究进展,指出了现有评价方法的不足。提出了基于地震小区划的城市地震危险性评价方法、基于城市用地类型的城市地震易损性评价方法以及基于专家打分法的城市防震减灾能力评价方法。最后设计了城市地震灾害风险评价流程,并给出了城市地震灾害风险区划算法。  相似文献
